近日,教育部辦公廳印發了《關于認定一批學前教育普及普惠縣的通知》(以下(xia)簡稱《通(tong)知》),認定(ding)148個縣(市、區、旗)為學前(qian)教育普(pu)(pu)及普(pu)(pu)惠縣,教育部教育督導局(ju)負(fu)責人就《通(tong)知》有關問題回答了記(ji)者(zhe)提問。
一、為什么要開展這項工作?
答:主要(yao)有三方面考慮:
一是(shi)黨中央、國務(wu)院(yuan)(yuan)對開展(zhan)縣(xian)(xian)(xian)域學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)普(pu)(pu)(pu)(pu)及普(pu)(pu)(pu)(pu)惠(hui)(hui)(hui)督(du)導評(ping)估(gu)(gu)工(gong)作(zuo)(zuo)提(ti)出明確(que)要(yao)(yao)(yao)(yao)求(qiu)。習近平總書記在(zai)主持(chi)召開中央深改委(wei)第三次會議時強(qiang)調指出:“要(yao)(yao)(yao)(yao)全(quan)面(mian)貫(guan)徹(che)黨的(de)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)方(fang)針,遵循學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)規律(lv),完善(shan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)體制機制,健全(quan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)政策保(bao)障體系(xi)”。中共中央、國務(wu)院(yuan)(yuan)《關于學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)深化(hua)改革規范發(fa)展(zhan)的(de)若干意見》要(yao)(yao)(yao)(yao)求(qiu):“推進學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)普(pu)(pu)(pu)(pu)及普(pu)(pu)(pu)(pu)惠(hui)(hui)(hui)安全(quan)優質發(fa)展(zhan)”,并明確(que)提(ti)出“制定(ding)普(pu)(pu)(pu)(pu)及學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)督(du)導評(ping)估(gu)(gu)辦(ban)法,以(yi)縣(xian)(xian)(xian)為(wei)(wei)單位對普(pu)(pu)(pu)(pu)及學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)情(qing)況(kuang)進行評(ping)估(gu)(gu),省級(ji)為(wei)(wei)主推動(dong)實(shi)(shi)施(shi),國家審(shen)核認(ren)定(ding)”。二(er)是(shi)縣(xian)(xian)(xian)級(ji)人(ren)民(min)政府(fu)推進學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)普(pu)(pu)(pu)(pu)及普(pu)(pu)(pu)(pu)惠(hui)(hui)(hui)安全(quan)優質發(fa)展(zhan)中還(huan)存在(zai)一些(xie)(xie)薄弱環節。一些(xie)(xie)地方(fang)普(pu)(pu)(pu)(pu)惠(hui)(hui)(hui)性學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)資(zi)源還(huan)不(bu)足(zu),學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)經費保(bao)障還(huan)不(bu)到位;有(you)的(de)地方(fang)教(jiao)(jiao)(jiao)職工(gong)配備不(bu)足(zu)、待遇保(bao)障不(bu)到位,對幼兒園安全(quan)和(he)衛生保(bao)健工(gong)作(zuo)(zuo)監管不(bu)到位。要(yao)(yao)(yao)(yao)解決這(zhe)些(xie)(xie)問題,需要(yao)(yao)(yao)(yao)以(yi)縣(xian)(xian)(xian)域學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)普(pu)(pu)(pu)(pu)及普(pu)(pu)(pu)(pu)惠(hui)(hui)(hui)督(du)導評(ping)估(gu)(gu)為(wei)(wei)抓手,促進各地加(jia)(jia)快完善(shan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)薄弱環節,補齊短(duan)板(ban)弱項(xiang),推動(dong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)高質量發(fa)展(zhan)。三是(shi)縣(xian)(xian)(xian)域學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)普(pu)(pu)(pu)(pu)及普(pu)(pu)(pu)(pu)惠(hui)(hui)(hui)督(du)導評(ping)估(gu)(gu)工(gong)作(zuo)(zuo)取得了(le)(le)(le)(le)明顯成(cheng)(cheng)效(xiao)。2020年(nian)(nian)2月(yue),教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)部印發(fa)《縣(xian)(xian)(xian)域學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)普(pu)(pu)(pu)(pu)及普(pu)(pu)(pu)(pu)惠(hui)(hui)(hui)督(du)導評(ping)估(gu)(gu)辦(ban)法》(以(yi)下簡稱《辦(ban)法》),建立了(le)(le)(le)(le)縣(xian)(xian)(xian)域學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)普(pu)(pu)(pu)(pu)及普(pu)(pu)(pu)(pu)惠(hui)(hui)(hui)督(du)導評(ping)估(gu)(gu)認(ren)定(ding)制度。2020年(nian)(nian)12月(yue),教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)部在(zai)四(si)川省成(cheng)(cheng)都市(shi)召開了(le)(le)(le)(le)縣(xian)(xian)(xian)域學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)普(pu)(pu)(pu)(pu)及普(pu)(pu)(pu)(pu)惠(hui)(hui)(hui)督(du)導評(ping)估(gu)(gu)工(gong)作(zuo)(zuo)啟動(dong)會,正式啟動(dong)了(le)(le)(le)(le)國家督(du)導評(ping)估(gu)(gu)認(ren)定(ding)工(gong)作(zuo)(zuo)。自2020年(nian)(nian)啟動(dong)以(yi)來(lai),已有(you)21個省份(fen)的(de)190個縣(xian)(xian)(xian)通過了(le)(le)(le)(le)省級(ji)評(ping)估(gu)(gu)認(ren)定(ding)。通過這(zhe)項(xiang)工(gong)作(zuo)(zuo),各地普(pu)(pu)(pu)(pu)遍(bian)加(jia)(jia)強(qiang)了(le)(le)(le)(le)對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)的(de)重(zhong)視,加(jia)(jia)大(da)了(le)(le)(le)(le)對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)的(de)投入(ru),強(qiang)化(hua)了(le)(le)(le)(le)幼兒園教(jiao)(jiao)(jiao)師隊(dui)伍建設,提(ti)升了(le)(le)(le)(le)教(jiao)(jiao)(jiao)職工(gong)待遇保(bao)障水(shui)平,解決了(le)(le)(le)(le)許多制約學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)發(fa)展(zhan)的(de)困難和(he)問題,取得了(le)(le)(le)(le)實(shi)(shi)實(shi)(shi)在(zai)在(zai)的(de)成(cheng)(cheng)效(xiao)。受疫(yi)(yi)情(qing)影響,2021年(nian)(nian)、2022年(nian)(nian)未大(da)范圍開展(zhan)評(ping)估(gu)(gu)認(ren)定(ding)工(gong)作(zuo)(zuo)。疫(yi)(yi)情(qing)防(fang)控(kong)平穩轉段后,有(you)必要(yao)(yao)(yao)(yao)繼續(xu)推進這(zhe)項(xiang)工(gong)作(zuo)(zuo),促進學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)(yu)持(chi)續(xu)健康發(fa)展(zhan)。
二、評估認定的標準是什么?
答(da):《辦法》從普及(ji)普惠水平、政(zheng)府(fu)保(bao)障(zhang)情(qing)況(kuang)、幼(you)兒園保(bao)教(jiao)質量保(bao)障(zhang)情(qing)況(kuang)等3個方面,提出了17條具(ju)體指(zhi)標(biao)和標(biao)準(zhun)。在評估(gu)認定過程中(zhong),著重把握五個方面:
第一,普(pu)及普(pu)惠程度達標(biao)。核心是(shi)三項指標(biao):一是(shi)學前三年毛入(ru)園(yuan)率(lv)達到85%。確(que)保該上(shang)、想上(shang)幼兒園(yuan)的孩子都能(neng)順利(li)入(ru)園(yuan),基本解決“入(ru)園(yuan)難”問題。二是(shi)普(pu)惠性幼兒園(yuan)覆蓋率(lv)達到80%。保證普(pu)通家(jia)庭孩子能(neng)上(shang)質優價廉的幼兒園(yuan)。三是(shi)公(gong)辦(ban)園(yuan)在園(yuan)幼兒占比達到50%。體(ti)現(xian)以公(gong)辦(ban)園(yuan)為(wei)主導(dao)的導(dao)向,同時又為(wei)社(she)會力量辦(ban)園(yuan)留足(zu)空間。
第二(er),保(bao)教(jiao)質量合(he)格。關鍵是(shi)三方(fang)面(mian):一(yi)是(shi)幼(you)(you)(you)(you)兒(er)(er)(er)園以(yi)(yi)游(you)戲(xi)為基本活(huo)動。幼(you)(you)(you)(you)兒(er)(er)(er)園合(he)理安排幼(you)(you)(you)(you)兒(er)(er)(er)一(yi)日活(huo)動,保(bao)證幼(you)(you)(you)(you)兒(er)(er)(er)自(zi)主(zhu)游(you)戲(xi)時間,為幼(you)(you)(you)(you)兒(er)(er)(er)提供豐富的(de)(de)活(huo)動內容(rong)和多樣的(de)(de)活(huo)動形式(shi),特(te)別要保(bao)證幼(you)(you)(you)(you)兒(er)(er)(er)戶外活(huo)動。二(er)是(shi)注重全面(mian)發展。幼(you)(you)(you)(you)兒(er)(er)(er)園活(huo)動內容(rong)要涉及健康、語言、社會、科學(xue)、藝術五大領域,促進幼(you)(you)(you)(you)兒(er)(er)(er)情感、態度、能力、知(zhi)識(shi)、技能等(deng)全面(mian)發展。三是(shi)沒有“小學(xue)化(hua)”現象(xiang)。幼(you)(you)(you)(you)兒(er)(er)(er)園不能提前(qian)教(jiao)授(shou)漢語拼音、識(shi)字、計算、英語等(deng)小學(xue)課(ke)程內容(rong),不能以(yi)(yi)課(ke)堂集中授(shou)課(ke)方(fang)式(shi)為主(zhu)組織安排一(yi)日活(huo)動,或以(yi)(yi)機械背誦(song)、記憶、抄寫(xie)、計算等(deng)方(fang)式(shi)進行知(zhi)識(shi)訓練(lian)。
第三,教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍建設合格。核心是(shi)四方(fang)面(mian):一(yi)是(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)數量達標。要(yao)(yao)足(zu)額配備教(jiao)(jiao)(jiao)(jiao)(jiao)職員工(gong)(gong),落實每班(ban)“兩教(jiao)(jiao)(jiao)(jiao)(jiao)一(yi)保(bao)”(即(ji)兩名專任教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi),一(yi)名保(bao)育(yu)員)要(yao)(yao)求(qiu)。二是(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)資質合格。專任教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)要(yao)(yao)全員持證上崗。三是(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)待(dai)遇有(you)保(bao)障(zhang)。公辦園編(bian)(bian)內編(bian)(bian)外教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)要(yao)(yao)“同(tong)(tong)工(gong)(gong)同(tong)(tong)酬”,編(bian)(bian)外教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)在工(gong)(gong)資收(shou)入、福利、培訓、評(ping)先評(ping)優、職稱(cheng)評(ping)定等(deng)方(fang)面(mian)享有(you)與編(bian)(bian)內教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)同(tong)(tong)等(deng)權益。編(bian)(bian)外教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)工(gong)(gong)資收(shou)入應由財(cai)政保(bao)障(zhang),納(na)入財(cai)政預算。各類(lei)幼兒園應為教(jiao)(jiao)(jiao)(jiao)(jiao)職工(gong)(gong)足(zu)額足(zu)項繳納(na)社會保(bao)險和住房公積(ji)金。四是(shi)師(shi)(shi)(shi)(shi)(shi)德師(shi)(shi)(shi)(shi)(shi)風規范。不能發生師(shi)(shi)(shi)(shi)(shi)德失范行為重大事(shi)件(jian)。
第四,經費保障到位(wei)。主要(yao)是兩(liang)方面:一(yi)是公辦園(yuan)(yuan)生均公用經費撥(bo)款標準(zhun)不低于(yu)600元(yuan)/年·人,并及時撥(bo)付到位(wei)。二是落實普(pu)惠性(xing)民辦園(yuan)(yuan)補助,扶持普(pu)惠性(xing)民辦園(yuan)(yuan)健康穩(wen)定發(fa)展。
第五,群(qun)眾滿意。面向家(jia)長、教師、人大代表、政協委員(yuan)、一般(ban)群(qun)眾等(deng)群(qun)體開展的社會認(ren)可(ke)度調查,社會認(ren)可(ke)度要達(da)到85%以上(shang)。
三、評估認定的程序是什么?
答:督(du)導(dao)評(ping)(ping)(ping)(ping)估(gu)(gu)(gu)按照(zhao)《辦(ban)法》規(gui)定(ding)(ding)的(de)(de)(de)“縣(xian)(xian)級自評(ping)(ping)(ping)(ping)、市(shi)(shi)級初核(he)、省級評(ping)(ping)(ping)(ping)估(gu)(gu)(gu)、國家(jia)認定(ding)(ding)”的(de)(de)(de)程序開(kai)展。其(qi)中,縣(xian)(xian)級教育(yu)(yu)督(du)導(dao)部(bu)門(men)對(dui)照(zhao)《辦(ban)法》規(gui)定(ding)(ding)的(de)(de)(de)標(biao)(biao)準(zhun)要求開(kai)展自評(ping)(ping)(ping)(ping),自評(ping)(ping)(ping)(ping)合(he)格的(de)(de)(de)于每年(nian)4月底前申請(qing)市(shi)(shi)級初核(he);市(shi)(shi)級教育(yu)(yu)督(du)導(dao)部(bu)門(men)依據已有數據、日常(chang)工(gong)作掌握(wo)情(qing)況(kuang)和(he)縣(xian)(xian)級自評(ping)(ping)(ping)(ping)情(qing)況(kuang)進(jin)行初核(he),初核(he)合(he)格的(de)(de)(de)于當(dang)年(nian)5月底前申請(qing)省級評(ping)(ping)(ping)(ping)估(gu)(gu)(gu);省級教育(yu)(yu)督(du)導(dao)部(bu)門(men)對(dui)申報縣(xian)(xian)指(zhi)標(biao)(biao)進(jin)行審核(he),對(dui)指(zhi)標(biao)(biao)合(he)格的(de)(de)(de)縣(xian)(xian)開(kai)展實地督(du)導(dao)評(ping)(ping)(ping)(ping)估(gu)(gu)(gu),實地督(du)導(dao)評(ping)(ping)(ping)(ping)估(gu)(gu)(gu)前要向(xiang)社(she)會(hui)發布公(gong)告(gao),督(du)導(dao)評(ping)(ping)(ping)(ping)估(gu)(gu)(gu)結果要向(xiang)社(she)會(hui)公(gong)示至少5個工(gong)作日,通過(guo)省級督(du)導(dao)評(ping)(ping)(ping)(ping)估(gu)(gu)(gu)的(de)(de)(de)縣(xian)(xian)于當(dang)年(nian)9月底前申請(qing)國家(jia)督(du)導(dao)評(ping)(ping)(ping)(ping)估(gu)(gu)(gu)認定(ding)(ding)。
國家(jia)(jia)督導(dao)評估認(ren)定包括4個(ge)程序:一(yi)是(shi)指標(biao)審核(he)。由教(jiao)(jiao)(jiao)育(yu)(yu)(yu)部(bu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)督導(dao)局(ju)會同部(bu)內(nei)基礎教(jiao)(jiao)(jiao)育(yu)(yu)(yu)司等多個(ge)相關司局(ju),對(dui)照《辦法》規定的17項(xiang)指標(biao),對(dui)申報縣進行指標(biao)審核(he),各項(xiang)指標(biao)須(xu)(xu)達(da)到(dao)標(biao)準要求。二是(shi)社會認(ren)可(ke)(ke)度(du)調(diao)(diao)查(cha)(cha)。通(tong)過國家(jia)(jia)學前教(jiao)(jiao)(jiao)育(yu)(yu)(yu)普及普惠(hui)社會認(ren)可(ke)(ke)度(du)調(diao)(diao)查(cha)(cha)平臺對(dui)申報縣的家(jia)(jia)長、教(jiao)(jiao)(jiao)職工、園長、人大代表(biao)、政協委員等開展調(diao)(diao)查(cha)(cha),社會認(ren)可(ke)(ke)度(du)須(xu)(xu)高(gao)于85%。三是(shi)實(shi)地核(he)查(cha)(cha)。組織專家(jia)(jia)組,對(dui)所有申報縣指標(biao)審核(he)和(he)社會認(ren)可(ke)(ke)度(du)調(diao)(diao)查(cha)(cha)均合(he)格的省(sheng)份開展實(shi)地抽查(cha)(cha)。四是(shi)結果認(ren)定。根(gen)據(ju)實(shi)地抽查(cha)(cha)情況及核(he)查(cha)(cha)反(fan)饋問題整改落實(shi)情況,按程序確(que)定學前教(jiao)(jiao)(jiao)育(yu)(yu)(yu)普及普惠(hui)縣名單。
四、評估中發現了哪些好的經驗做法?
答:通過評估發現,有關省份(fen)黨委、政府高(gao)度重視(shi)學前教育(yu)改革發展,指導市縣(xian)對(dui)照(zhao)評估標準有序(xu)開展學前教育(yu)普及普惠縣(xian)創(chuang)建工作,大力發展學前教育(yu),結合實際、因地制宜(yi),創(chuang)造了一些典(dian)型經驗(yan)做法(fa),主要體現在五個方面:
第一,黨委和政(zheng)(zheng)府高度重視。例如(ru),浙(zhe)江省(sheng)將學前教育(yu)普(pu)(pu)及普(pu)(pu)惠安全優(you)質發(fa)展納入(ru)省(sheng)政(zheng)(zheng)府對市縣(xian)政(zheng)(zheng)府季度調度內容;天(tian)津、四川、新疆(jiang)等(deng)省(sheng)份(fen)連續多年將幼(you)兒園(yuan)建(jian)(jian)設(she)納入(ru)省(sheng)政(zheng)(zheng)府民生實事項目;內蒙古、山東、貴州等(deng)省(sheng)份(fen)設(she)立專項資金,對創(chuang)建(jian)(jian)學前教育(yu)普(pu)(pu)及普(pu)(pu)惠縣(xian)予以獎勵。
第二,經費(fei)保障力度大。例如,浙江(jiang)天(tian)臺縣、福建漳州市(shi)長泰區、貴州龍里縣等地,近(jin)年來學前(qian)教(jiao)育(yu)財政投(tou)入年均增長超(chao)過(guo)25%;上(shang)海、新疆(jiang)等省份的部分地區公(gong)辦園生(sheng)均公(gong)用經費(fei)撥款標(biao)準超(chao)過(guo)每(mei)生(sheng)每(mei)年2000元,天(tian)津(jin)市(shi)達到每(mei)生(sheng)每(mei)年1200元。
第三,教(jiao)(jiao)(jiao)師隊伍建設力度大(da)。一是(shi)及(ji)時(shi)足額(e)(e)補(bu)充(chong)(chong)幼兒園(yuan)教(jiao)(jiao)(jiao)師。天(tian)津、上海市(shi)(shi)出臺(tai)公辦園(yuan)機(ji)構(gou)編制(zhi)(zhi)(zhi)標準;福建明溪(xi)、泰寧縣(xian),山(shan)東(dong)高青、齊河(he)縣(xian),四川汶川縣(xian),新疆(jiang)拜城縣(xian)等(deng)地(di),為公辦園(yuan)足額(e)(e)核定教(jiao)(jiao)(jiao)師編制(zhi)(zhi)(zhi);內蒙(meng)古阿魯(lu)科爾沁旗、貴州六(liu)盤水市(shi)(shi)水城區(qu)(qu)等(deng)地(di),通過備案(an)制(zhi)(zhi)(zhi)、員額(e)(e)制(zhi)(zhi)(zhi)等(deng)多種途徑補(bu)充(chong)(chong)幼兒園(yuan)專(zhuan)任教(jiao)(jiao)(jiao)師。二是(shi)教(jiao)(jiao)(jiao)師待遇(yu)保障到位。內蒙(meng)古包頭市(shi)(shi)白云鄂博礦區(qu)(qu)、山(shan)東(dong)鄒平(ping)市(shi)(shi)、湖(hu)南(nan)臨澧縣(xian)、貴州六(liu)盤水市(shi)(shi)水城區(qu)(qu)等(deng)地(di),專(zhuan)門制(zhi)(zhi)(zhi)定了保障公辦園(yuan)編內編外教(jiao)(jiao)(jiao)師“同(tong)工同(tong)酬(chou)”的制(zhi)(zhi)(zhi)度文件;湖(hu)南(nan)長沙(sha)市(shi)(shi)芙(fu)蓉(rong)區(qu)(qu)、西藏拉(la)薩市(shi)(shi)達(da)孜(zi)區(qu)(qu)等(deng)地(di),為來(lai)自外地(di)的幼兒園(yuan)教(jiao)(jiao)(jiao)師提供免(mian)費住房或發放租房補(bu)貼。
第四(si),幼兒園(yuan)(yuan)(yuan)專業(ye)(ye)化(hua)(hua)(hua)管(guan)理(li)(li)水(shui)(shui)平較高(gao)(gao)。幼兒園(yuan)(yuan)(yuan)園(yuan)(yuan)(yuan)長、專任教師專業(ye)(ye)水(shui)(shui)平較高(gao)(gao)。同時幼兒園(yuan)(yuan)(yuan)規(gui)范化(hua)(hua)(hua)管(guan)理(li)(li)水(shui)(shui)平也較高(gao)(gao):一是衛(wei)生保(bao)(bao)健人(ren)員(yuan)(yuan)(yuan)(yuan)專業(ye)(ye)化(hua)(hua)(hua)管(guan)理(li)(li)。一些(xie)地(di)方(fang),幼兒園(yuan)(yuan)(yuan)衛(wei)生保(bao)(bao)健人(ren)員(yuan)(yuan)(yuan)(yuan)由衛(wei)健部門(men)統一配(pei)備(bei)管(guan)理(li)(li),衛(wei)健部門(men)定期開展培訓(xun),實(shi)(shi)行專業(ye)(ye)化(hua)(hua)(hua)管(guan)理(li)(li)。二是保(bao)(bao)育(yu)員(yuan)(yuan)(yuan)(yuan)、營養員(yuan)(yuan)(yuan)(yuan)分級(ji)管(guan)理(li)(li)。一些(xie)地(di)方(fang),公(gong)辦園(yuan)(yuan)(yuan)保(bao)(bao)育(yu)員(yuan)(yuan)(yuan)(yuan)、營養員(yuan)(yuan)(yuan)(yuan)實(shi)(shi)行初、中、高(gao)(gao)分級(ji)管(guan)理(li)(li),薪(xin)酬與技(ji)術等級(ji)掛鉤并納(na)入財政(zheng)保(bao)(bao)障,定期開展專項(xiang)培訓(xun)、技(ji)能競賽。三是安全風險防(fang)控(kong)專業(ye)(ye)化(hua)(hua)(hua)。各地(di)普遍落(luo)實(shi)(shi)了幼兒園(yuan)(yuan)(yuan)封(feng)閉化(hua)(hua)(hua)管(guan)理(li)(li)、專職保(bao)(bao)安員(yuan)(yuan)(yuan)(yuan)配(pei)備(bei)、視頻監控(kong)系統與公(gong)安機關聯網(wang)、“一鍵報警”裝置與公(gong)安機關聯網(wang)四(si)個(ge)“百分百”要求。四(si)是食(shi)堂(tang)管(guan)理(li)(li)專業(ye)(ye)化(hua)(hua)(hua)。有的(de)地(di)方(fang)打造幼兒園(yuan)(yuan)(yuan)“智慧(hui)食(shi)堂(tang)”,制(zhi)訂(ding)帶(dai)量(liang)食(shi)譜,嚴格控(kong)制(zhi)進貨(huo)渠道(dao),實(shi)(shi)現(xian)食(shi)堂(tang)管(guan)理(li)(li)及食(shi)品(pin)采購使(shi)用(yong)全鏈條、全時段動態監督(du)。
第五(wu),努力(li)提(ti)高保(bao)教(jiao)質(zhi)量。一(yi)是出(chu)臺(tai)標(biao)(biao)準規范辦(ban)園(yuan)(yuan)行(xing)為。例(li)如(ru),山東(dong)省(sheng)濟南(nan)市(shi)出(chu)臺(tai)地(di)(di)方(fang)標(biao)(biao)準《幼(you)(you)兒園(yuan)(yuan)保(bao)育(yu)教(jiao)育(yu)服務規范》。二是提(ti)高幼(you)(you)兒園(yuan)(yuan)活動質(zhi)量。許(xu)多(duo)地(di)(di)方(fang)充分(fen)挖掘社會資源,利用自然條件,結合兒童(tong)年齡特點設計豐富多(duo)彩的一(yi)日活動。三是加強(qiang)教(jiao)研(yan)培訓(xun)。天津河西區、江(jiang)蘇如(ru)東(dong)縣(xian)等地(di)(di),成立研(yan)訓(xun)基地(di)(di)和(he)鄉村(cun)教(jiao)師培育(yu)站,幫(bang)助幼(you)(you)兒教(jiao)師專(zhuan)業(ye)化成長(chang)。四是以(yi)城(cheng)(cheng)帶(dai)鄉,以(yi)強(qiang)幫(bang)弱。許(xu)多(duo)地(di)(di)方(fang)積極推(tui)動集團化辦(ban)園(yuan)(yuan)和(he)城(cheng)(cheng)鄉幼(you)(you)兒園(yuan)(yuan)結對共建,幫(bang)助鄉村(cun)園(yuan)(yuan)和(he)薄(bo)弱園(yuan)(yuan)提(ti)高保(bao)教(jiao)質(zhi)量。
總體(ti)來看,各地(di)認真貫徹(che)落實中央的(de)決策部署(shu),高度重視學(xue)前(qian)(qian)教(jiao)育(yu),創新工(gong)(gong)作方法(fa),采取多種措施,不斷(duan)完(wan)善學(xue)前(qian)(qian)教(jiao)育(yu)保障體(ti)系和工(gong)(gong)作機制,使當地(di)學(xue)前(qian)(qian)教(jiao)育(yu)走上了持續、健康、高質量發展的(de)軌道(dao)。特(te)別是:
上海市(shi)金(jin)山區高質(zhi)量推進學前教(jiao)(jiao)育(yu)普及普惠發展(zhan),公辦園(yuan)專任(ren)教(jiao)(jiao)師全部(bu)有事(shi)業(ye)編制(zhi),普遍達(da)到本科(ke)以上學歷;保育(yu)員、營養(yang)(yang)員實行(xing)分級管理(li),中、高級保育(yu)員和營養(yang)(yang)員占比達(da)到95%以上;幼兒(er)園(yuan)為(wei)教(jiao)(jiao)職工繳納“五險一金(jin)”外還繳納職業(ye)年(nian)金(jin);幼兒(er)園(yuan)室內(nei)和戶外活動豐富(fu)多樣,幼兒(er)在園(yuan)內(nei)有充足的自(zi)主游(you)戲(xi)時間,教(jiao)(jiao)師支持(chi)、引導幼兒(er)在親近自(zi)然的環境下健康快樂成長。
新疆維吾爾自治(zhi)區拜城縣(xian)以教(jiao)(jiao)育(yu)督導為抓(zhua)手,全面(mian)提(ti)高(gao)學(xue)前教(jiao)(jiao)育(yu)普(pu)(pu)及普(pu)(pu)惠水平(ping),出臺(tai)《拜城縣(xian)縣(xian)域學(xue)前教(jiao)(jiao)育(yu)普(pu)(pu)及普(pu)(pu)惠督導評估(gu)工(gong)作實施方案》,明(ming)確創建(jian)工(gong)作時間表和路線圖;2017年以來,投(tou)入(ru)1.8億元新建(jian)改擴建(jian)幼(you)(you)(you)兒(er)園90所,設(she)立(li)專項資金支(zhi)持(chi)幼(you)(you)(you)兒(er)園改造提(ti)升,完善學(xue)前教(jiao)(jiao)育(yu)基礎設(she)施建(jian)設(she);幼(you)(you)(you)兒(er)園全部為公(gong)辦園,專任教(jiao)(jiao)師全部持(chi)證上崗、有事(shi)業編制、普(pu)(pu)通話合格,平(ping)均工(gong)資收入(ru)超(chao)過當地公(gong)務員平(ping)均水平(ping);出臺(tai)《拜城縣(xian)幼(you)(you)(you)兒(er)園規(gui)范辦園行為全面(mian)提(ti)升保教(jiao)(jiao)質量專項行動(dong)方案》,建(jian)立(li)幼(you)(you)(you)兒(er)園規(gui)范管(guan)理、質量提(ti)升的長效機制。
浙江省紹興市(shi)域(yu)(yu)全(quan)面推進學(xue)前(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育普及普惠發展(zhan),將(jiang)學(xue)前(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育納入市(shi)域(yu)(yu)統(tong)籌規劃,加大(da)市(shi)級(ji)財政對學(xue)前(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育的(de)投入力度(du);從2007年起建立公辦園(yuan)編(bian)外(wai)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)收入專項(xiang)補助制度(du),保(bao)障編(bian)內(nei)編(bian)外(wai)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)“同(tong)工(gong)同(tong)酬(chou)”;市(shi)級(ji)出臺學(xue)前(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育優質(zhi)發展(zhan)共同(tong)體建設(she)指導意見(jian)、農村(cun)幼(you)兒園(yuan)提質(zhi)二十條等文件,推動市(shi)域(yu)(yu)內(nei)幼(you)兒園(yuan)保(bao)教(jiao)(jiao)(jiao)(jiao)(jiao)質(zhi)量整體提升;2023年,市(shi)域(yu)(yu)內(nei)6個縣(市(shi)、區)全(quan)部通過國家督(du)導評估認(ren)定(ding)。
為了供各地學(xue)習(xi)借鑒典型經驗(yan),我們將上海市金山區(qu)高質量(liang)推(tui)進(jin)學(xue)前教(jiao)(jiao)育普(pu)(pu)及普(pu)(pu)惠發(fa)(fa)(fa)展(zhan)、新疆維吾(wu)爾自治區(qu)拜(bai)城(cheng)縣以教(jiao)(jiao)育督導為抓手全面提高學(xue)前教(jiao)(jiao)育普(pu)(pu)及普(pu)(pu)惠水平(ping)、浙江(jiang)省紹興市域(yu)全面推(tui)進(jin)學(xue)前教(jiao)(jiao)育普(pu)(pu)及普(pu)(pu)惠發(fa)(fa)(fa)展(zhan)的(de)典型案例作為附件與《通知》一并印發(fa)(fa)(fa)。
五、評估中發現了哪些問題?
答:中(zhong)(zhong)辦、國辦《關于深化新時代教育督(du)導體制機制改革的意見》提(ti)出(chu),督(du)導評(ping)估“重(zhong)在發(fa)現問題、診斷問題、督(du)促(cu)整改”。實地核查中(zhong)(zhong),我們堅持問題導向,對(dui)(dui)照評(ping)估標準和(he)國家對(dui)(dui)學前教育的發(fa)展(zhan)要求(qiu),指(zhi)出(chu)了一些短板弱項和(he)差(cha)距問題,主要有五個方面:
一是(shi)辦園(yuan)條件不(bu)足(zu)(zu)(zu)。部分(fen)幼(you)兒(er)園(yuan)室外游戲場地面(mian)積(ji)(ji)不(bu)足(zu)(zu)(zu)、活動用房(fang)面(mian)積(ji)(ji)不(bu)足(zu)(zu)(zu);沒(mei)有獨立(li)衛生間;便池、洗(xi)手池配備(bei)(bei)數量不(bu)足(zu)(zu)(zu);圖畫書和玩(wan)教具(ju)配備(bei)(bei)種類單一、數量不(bu)足(zu)(zu)(zu)。
二是教(jiao)(jiao)師(shi)隊伍建(jian)設(she)不(bu)到位。個別(bie)地方(fang)采取勞務派遣的(de)方(fang)式招聘幼兒(er)園專任教(jiao)(jiao)師(shi);部(bu)分地方(fang)公辦(ban)園編(bian)內編(bian)外教(jiao)(jiao)師(shi)“同工同酬(chou)”保障(zhang)水平偏低;個別(bie)民辦(ban)園沒有(you)為教(jiao)(jiao)職工繳(jiao)納“五險一金”;部(bu)分幼兒(er)園教(jiao)(jiao)師(shi)培訓不(bu)規(gui)范,培訓效果不(bu)佳(jia)。
三是安(an)全(quan)管理不到(dao)位。部分幼兒園(yuan)安(an)保人(ren)員(yuan)年齡偏大,“一(yi)鍵報警”系統失(shi)靈,視頻監控不到(dao)位,消防設(she)施不齊全(quan),臺階、玩具存在安(an)全(quan)隱患等。
四是衛(wei)生(sheng)保健工作不(bu)到位。部分幼兒園未(wei)按要求配(pei)足保健人員;紫外線(xian)殺菌燈配(pei)備數量(liang)(liang)不(bu)足;食(shi)堂管理不(bu)規范,未(wei)安裝防鼠設(she)施,未(wei)制訂(ding)帶(dai)量(liang)(liang)食(shi)譜(pu),食(shi)材儲存和登記不(bu)規范;兒童(tong)毛巾未(wei)按要求消毒等(deng)。
五是辦園行(xing)為(wei)不規范,保教(jiao)質量有待提高(gao)。部分幼(you)(you)兒(er)園名稱不規范,名稱中包含(han)外語詞匯、外國國名或地名等;個別幼(you)(you)兒(er)園仍存在“小學化”傾向;部分幼(you)(you)兒(er)園保教(jiao)活(huo)動單一,沒有根據幼(you)(you)兒(er)年齡(ling)特(te)點組織游(you)戲活(huo)動。
發現的問題,各地均已整改或(huo)制(zhi)定了可操作的整改方案。
六、評估中如何克服形式主義,減輕基層負擔?
答:主要采取五個方面的措施:
一(yi)是(shi)實(shi)(shi)現申報材(cai)(cai)(cai)料信息(xi)化。縣(xian)級(ji)(ji)、市級(ji)(ji)、省(sheng)(sheng)級(ji)(ji)教育(yu)(yu)督(du)導(dao)部門均通過縣(xian)域學前教育(yu)(yu)普(pu)及普(pu)惠督(du)導(dao)評(ping)估(gu)信息(xi)平臺上傳申報材(cai)(cai)(cai)料,不(bu)需上報紙質材(cai)(cai)(cai)料;縣(xian)級(ji)(ji)材(cai)(cai)(cai)料一(yi)次性上傳后,各級(ji)(ji)教育(yu)(yu)督(du)導(dao)部門均能看到,不(bu)需重(zhong)復上傳。二是(shi)壓實(shi)(shi)指標(biao)審核(he)。對于所有申報縣(xian)指標(biao)審核(he)均合格的(de)(de)(de)省(sheng)(sheng)份才組(zu)(zu)(zu)織開展實(shi)(shi)地(di)(di)抽(chou)查(cha)。2021年以(yi)來有21個(ge)(ge)(ge)省(sheng)(sheng)份的(de)(de)(de)190個(ge)(ge)(ge)縣(xian)申報國家(jia)評(ping)估(gu)認定(ding),經指標(biao)審核(he),有13個(ge)(ge)(ge)省(sheng)(sheng)份的(de)(de)(de)152個(ge)(ge)(ge)縣(xian)具(ju)備實(shi)(shi)地(di)(di)抽(chou)查(cha)條件。三是(shi)精(jing)簡專(zhuan)家(jia)組(zu)(zu)(zu)人(ren)員。國家(jia)實(shi)(shi)地(di)(di)核(he)查(cha)評(ping)估(gu)專(zhuan)家(jia)組(zu)(zu)(zu)由5人(ren)左右組(zu)(zu)(zu)成(cheng),專(zhuan)家(jia)中(zhong)既有宏觀政策的(de)(de)(de)制定(ding)者、解讀者,又有基層實(shi)(shi)際(ji)操作者、實(shi)(shi)踐(jian)者,專(zhuan)家(jia)精(jing)干專(zhuan)業。四是(shi)實(shi)(shi)行(xing)抽(chou)查(cha)。實(shi)(shi)地(di)(di)核(he)查(cha)中(zhong),每個(ge)(ge)(ge)省(sheng)(sheng)份僅隨機抽(chou)查(cha)2個(ge)(ge)(ge)縣(xian),隨機選擇各類幼兒園2—3所作為樣本進行(xing)核(he)實(shi)(shi)。五(wu)是(shi)簡化流(liu)(liu)程(cheng)。實(shi)(shi)地(di)(di)核(he)查(cha)中(zhong),每個(ge)(ge)(ge)縣(xian)僅用一(yi)天半的(de)(de)(de)核(he)查(cha)時(shi)間,專(zhuan)家(jia)組(zu)(zu)(zu)直(zhi)接到第(di)一(yi)個(ge)(ge)(ge)被抽(chou)查(cha)縣(xian),在第(di)二個(ge)(ge)(ge)被抽(chou)查(cha)縣(xian)核(he)查(cha)結(jie)束反饋意見后即刻返程(cheng);采取座談交流(liu)(liu)、查(cha)閱(yue)資料、實(shi)(shi)地(di)(di)核(he)實(shi)(shi)等方式進行(xing)核(he)查(cha),不(bu)要求幼兒園為迎評(ping)專(zhuan)門準備材(cai)(cai)(cai)料。
七、下一步的工作打算是什么?
答:各(ge)地在推進縣域(yu)學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)普(pu)及(ji)普(pu)惠(hui)督導評(ping)(ping)估過程(cheng)中,壓(ya)實縣級(ji)政府(fu)發(fa)(fa)展學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)的主體(ti)責任,通過縣級(ji)自評(ping)(ping)、市級(ji)初評(ping)(ping)、省級(ji)和(he)國家實地評(ping)(ping)估,查找問題(ti)、促進整改,解決了制約學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)發(fa)(fa)展的一系列瓶頸(jing)問題(ti),促進了學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)的整體(ti)提升。縣域(yu)學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)普(pu)及(ji)普(pu)惠(hui)督導評(ping)(ping)估工作(zuo),已成為推動學(xue)前(qian)(qian)教(jiao)(jiao)育(yu)普(pu)及(ji)普(pu)惠(hui)安全優質發(fa)(fa)展的有力抓手。
下一(yi)步(bu),教(jiao)育(yu)部將深入貫徹落實(shi)黨中央、國務(wu)院關于學(xue)(xue)前(qian)(qian)教(jiao)育(yu)的(de)決策部署,按照(zhao)《辦法(fa)》規(gui)定(ding)(ding)的(de)評(ping)估標(biao)準以(yi)及2023年11月在山(shan)東濟南(nan)召開(kai)的(de)全國縣域學(xue)(xue)前(qian)(qian)教(jiao)育(yu)普(pu)(pu)及普(pu)(pu)惠(hui)督(du)(du)(du)導(dao)(dao)評(ping)估工作(zuo)推(tui)進會議精神,穩步(bu)開(kai)展(zhan)縣域學(xue)(xue)前(qian)(qian)教(jiao)育(yu)普(pu)(pu)及普(pu)(pu)惠(hui)督(du)(du)(du)導(dao)(dao)評(ping)估工作(zuo)。一(yi)是(shi)(shi)堅持問(wen)題導(dao)(dao)向,以(yi)評(ping)促建(jian)、以(yi)評(ping)促改。加強幼兒(er)園教(jiao)師(shi)數量(liang)(liang)配備資質達(da)(da)標(biao)、公辦園編內編外教(jiao)師(shi)“同工同酬”、為(wei)教(jiao)職(zhi)工繳納“五險一(yi)金(jin)”、幼兒(er)園安全衛生(sheng)食品等問(wen)題的(de)督(du)(du)(du)導(dao)(dao),促進各地補齊短板弱(ruo)項(xiang)。二(er)是(shi)(shi)嚴格(ge)評(ping)估標(biao)準,既全面把(ba)關,又突出重點。《辦法(fa)》規(gui)定(ding)(ding)的(de)17項(xiang)指標(biao)都要合(he)格(ge),特(te)別注(zhu)意把(ba)握(wo)好普(pu)(pu)及普(pu)(pu)惠(hui)程度達(da)(da)標(biao)、保(bao)教(jiao)質量(liang)(liang)合(he)格(ge)、教(jiao)師(shi)隊(dui)伍建(jian)設規(gui)范(fan)、經費保(bao)障到位、人民群眾滿意這5項(xiang)督(du)(du)(du)導(dao)(dao)評(ping)估重點要求。三是(shi)(shi)結(jie)合(he)學(xue)(xue)齡人口(kou)變(bian)化趨勢,因地制宜(yi),分(fen)類指導(dao)(dao)。幼兒(er)園布局(ju)是(shi)(shi)否(fou)(fou)合(he)理、數量(liang)(liang)是(shi)(shi)否(fou)(fou)充(chong)足,根據當地地理位置(zhi)、人口(kou)情況等具體認定(ding)(ding),不搞“一(yi)刀(dao)切(qie)”。四是(shi)(shi)克服形式主義,求真務(wu)實(shi),穩步(bu)推(tui)進。嚴格(ge)按照(zhao)督(du)(du)(du)導(dao)(dao)評(ping)估工作(zuo)流(liu)程和要求開(kai)展(zhan)督(du)(du)(du)導(dao)(dao)評(ping)估工作(zuo),不干擾(rao)幼兒(er)園正常秩序,切(qie)實(shi)減(jian)輕基層(ceng)迎檢負擔。堅持標(biao)準,不趕(gan)進度,確保(bao)評(ping)估質量(liang)(liang)。
