各省、自治區、直轄市教(jiao)(jiao)育廳(ting)(教(jiao)(jiao)委(wei)),新疆(jiang)生產(chan)建設兵(bing)團教(jiao)(jiao)育局,部屬有(you)關(guan)高等學(xue)校:
為落實(shi)《“十(shi)四五”縣(xian)(xian)(xian)(xian)域普(pu)通(tong)(tong)高(gao)(gao)中(zhong)發展提升行動(dong)計劃》關于(yu)“實(shi)施(shi)縣(xian)(xian)(xian)(xian)中(zhong)托(tuo)管(guan)幫扶工(gong)程”的(de)部(bu)署要(yao)求,加大對教育基礎(chu)薄弱(ruo)縣(xian)(xian)(xian)(xian)普(pu)通(tong)(tong)高(gao)(gao)中(zhong)幫扶力(li)度(du),帶動(dong)和促進(jin)提升我國縣(xian)(xian)(xian)(xian)中(zhong)整體辦學水平,教育部(bu)決定組(zu)織實(shi)施(shi)部(bu)屬(shu)(shu)高(gao)(gao)校縣(xian)(xian)(xian)(xian)中(zhong)托(tuo)管(guan)幫扶項目,主要(yao)依(yi)托(tuo)舉辦附(fu)屬(shu)(shu)高(gao)(gao)中(zhong)的(de)部(bu)屬(shu)(shu)高(gao)(gao)校(以下(xia)簡稱托(tuo)管(guan)高(gao)(gao)校),面向(xiang)中(zhong)西部(bu)、東北地區(qu)23個(ge)省(sheng)份(fen)和新疆生(sheng)產建(jian)設(she)兵(bing)團(tuan)教育基礎(chu)薄弱(ruo)縣(xian)(xian)(xian)(xian),托(tuo)管(guan)幫扶一(yi)批縣(xian)(xian)(xian)(xian)中(zhong)(以下(xia)簡稱幫扶縣(xian)(xian)(xian)(xian)中(zhong)),發揮示范引領作用。為組(zu)織實(shi)施(shi)好(hao)部(bu)屬(shu)(shu)高(gao)(gao)校縣(xian)(xian)(xian)(xian)中(zhong)托(tuo)管(guan)幫扶項目,現(xian)就有關工(gong)作通(tong)(tong)知如下(xia)。
一、總體要求
1.重要(yao)意義。縣(xian)中是(shi)我國(guo)(guo)農(nong)村教育的重要(yao)組(zu)成(cheng)部(bu)分,辦(ban)好縣(xian)中,對(dui)帶動(dong)整體(ti)提(ti)升縣(xian)域基礎教育辦(ban)學(xue)水平,推動(dong)鞏固脫貧(pin)攻堅成(cheng)果同鄉村振興(xing)(xing)有(you)效銜接,更好服務國(guo)(guo)家(jia)人(ren)才隊伍(wu)建設(she)具有(you)重大意義。各地和(he)(he)有(you)關部(bu)屬高(gao)校要(yao)從服務國(guo)(guo)家(jia)鄉村振興(xing)(xing)戰略(lve)和(he)(he)人(ren)才發展戰略(lve)的高(gao)度出(chu)發,認真做好縣(xian)中托管幫扶工作,積極帶動(dong)和(he)(he)促進縣(xian)中辦(ban)學(xue)水平整體(ti)提(ti)升,為建設(she)高(gao)質(zhi)量教育體(ti)系、實現教育現代化和(he)(he)建設(she)教育強(qiang)國(guo)(guo)夯實基礎。
2.基(ji)本原(yuan)則。堅持(chi)統(tong)籌協調(diao),強化地(di)(di)方(fang)各級(ji)政府(fu)保障責(ze)任,充分利(li)用部屬高(gao)(gao)校及附屬高(gao)(gao)中(zhong)(zhong)優(you)質(zhi)資(zi)源,形成(cheng)有效(xiao)托管(guan)幫扶機制(zhi);堅持(chi)精準幫扶,重點向中(zhong)(zhong)西部地(di)(di)區和東北(bei)三(san)省經濟欠發(fa)達且人(ren)口數量較多的教育(yu)基(ji)礎薄(bo)(bo)弱縣(xian)傾斜;堅持(chi)公益屬性,托管(guan)高(gao)(gao)校要切(qie)實履(lv)行社會責(ze)任,避免增加幫扶地(di)(di)方(fang)和縣(xian)中(zhong)(zhong)額外(wai)經濟負擔;堅持(chi)提高(gao)(gao)質(zhi)量,著(zhu)力提高(gao)(gao)縣(xian)域薄(bo)(bo)弱普通高(gao)(gao)中(zhong)(zhong)辦學質(zhi)量,引(yin)領帶(dai)動整體提升幫扶縣(xian)中(zhong)(zhong)所在(zai)縣(xian)域基(ji)礎教育(yu)辦學水平,縮小(xiao)城(cheng)鄉教育(yu)差距。
3.工(gong)作目標。2022年秋季學期起(qi),全面啟動部屬(shu)高(gao)校縣(xian)(xian)(xian)中(zhong)托(tuo)管(guan)幫(bang)扶(fu)項目,示范(fan)引領(ling)地方高(gao)校和城區優質(zhi)普通高(gao)中(zhong)積極開展縣(xian)(xian)(xian)中(zhong)托(tuo)管(guan)幫(bang)扶(fu)工(gong)作,力爭到2023年形(xing)成(cheng)國(guo)家示范(fan)、地方為(wei)主的縣(xian)(xian)(xian)中(zhong)托(tuo)管(guan)幫(bang)扶(fu)體系,到2025年,幫(bang)扶(fu)縣(xian)(xian)(xian)中(zhong)辦學質(zhi)量顯著提(ti)升(sheng),促進整體提(ti)升(sheng)縣(xian)(xian)(xian)中(zhong)辦學水平。
二、托管機制
4.建立托管(guan)幫(bang)(bang)扶(fu)(fu)關(guan)系。教(jiao)育部(bu)(bu)根據有關(guan)省級教(jiao)育行(xing)政部(bu)(bu)門報送的(de)托管(guan)幫(bang)(bang)扶(fu)(fu)項(xiang)(xiang)目學校名單,統籌考慮有關(guan)部(bu)(bu)屬高(gao)(gao)校附(fu)屬高(gao)(gao)中(zhong)(zhong)數量、前期對(dui)口(kou)幫(bang)(bang)扶(fu)(fu)工作基礎和就(jiu)近就(jiu)便(bian)等因(yin)素,以及東部(bu)(bu)發達(da)地區面(mian)向西部(bu)(bu)10省份(fen)160個國(guo)家鄉村(cun)振興重(zhong)點幫(bang)(bang)扶(fu)(fu)縣(xian)開展(zhan)教(jiao)育人(ren)才(cai)“組團式”對(dui)口(kou)幫(bang)(bang)扶(fu)(fu)情況,確定了48所(suo)部(bu)(bu)屬高(gao)(gao)校與112所(suo)項(xiang)(xiang)目學校的(de)托管(guan)幫(bang)(bang)扶(fu)(fu)關(guan)系(詳見附(fu)件(jian))。另(ling)外,將創新人(ren)才(cai)教(jiao)育研究(jiu)會(hui)托管(guan)幫(bang)(bang)扶(fu)(fu)的(de)3所(suo)學校納入部(bu)(bu)屬高(gao)(gao)校縣(xian)中(zhong)(zhong)托管(guan)幫(bang)(bang)扶(fu)(fu)項(xiang)(xiang)目實(shi)施。
5.簽訂托(tuo)(tuo)管(guan)(guan)(guan)幫(bang)扶(fu)協議(yi)。各省級教育(yu)行(xing)政部門(men)要(yao)組(zu)織協調托(tuo)(tuo)管(guan)(guan)(guan)高(gao)校(xiao)和有關縣級人民政府、幫(bang)扶(fu)縣中三(san)方于2022年7月31日前(qian)簽訂托(tuo)(tuo)管(guan)(guan)(guan)幫(bang)扶(fu)協議(yi),并于2022年8月15日前(qian)將托(tuo)(tuo)管(guan)(guan)(guan)幫(bang)扶(fu)協議(yi)復印(yin)件(jian)匯總后(hou)報(bao)送教育(yu)部(基礎教育(yu)司)備(bei)案。托(tuo)(tuo)管(guan)(guan)(guan)幫(bang)扶(fu)工(gong)作以三(san)年為一個周期,協議(yi)應明確三(san)方權利、責任和義(yi)務,托(tuo)(tuo)管(guan)(guan)(guan)高(gao)校(xiao)要(yao)堅持公益(yi)屬性,不得(de)收(shou)取“品牌(pai)費(fei)”;地(di)方政府可給予托(tuo)(tuo)管(guan)(guan)(guan)高(gao)校(xiao)一定管(guan)(guan)(guan)理費(fei),用于派駐校(xiao)長教師團隊(dui)食宿(su)和交(jiao)通補助、開展教師培(pei)訓和教研活(huo)動等(deng)工(gong)作支出;幫(bang)扶(fu)縣中不得(de)違(wei)規(gui)跨區域(yu)招生。
6.創新托管(guan)幫(bang)扶(fu)方式(shi)。托管(guan)高校(xiao)要認真總結本校(xiao)以(yi)往幫(bang)扶(fu)工作(zuo)(zuo)經驗,積(ji)極(ji)發揮高校(xiao)人才資源優勢和附屬高中(zhong)辦學優勢,結合幫(bang)扶(fu)縣中(zhong)實際需求,在(zai)與幫(bang)扶(fu)縣中(zhong)充(chong)分協商(shang)的(de)基礎上(shang),進一步創新托管(guan)幫(bang)扶(fu)工作(zuo)(zuo),可采取(qu)派駐校(xiao)長教(jiao)師團隊托管(guan)幫(bang)扶(fu)、定期到校(xiao)指導幫(bang)扶(fu)和組織(zhi)跟崗(gang)掛職鍛煉等方式(shi)開(kai)展(zhan)托管(guan)幫(bang)扶(fu)工作(zuo)(zuo),并充(chong)分運用現代網絡信(xin)息技術促進優質(zhi)教(jiao)育資源共享,鼓勵高校(xiao)組織(zhi)優秀本科生和研究生到幫(bang)扶(fu)縣中(zhong)開(kai)展(zhan)支教(jiao)、實習(xi)實踐等活動。
三、重點任務
7.提(ti)升幫(bang)扶縣中管(guan)(guan)理水平(ping)(ping)。指導幫(bang)扶縣中完善學校(xiao)(xiao)(xiao)“十四五(wu)”發展(zhan)規(gui)劃和校(xiao)(xiao)(xiao)內(nei)各項管(guan)(guan)理制度,加強(qiang)(qiang)學校(xiao)(xiao)(xiao)內(nei)部管(guan)(guan)理,提(ti)高學校(xiao)(xiao)(xiao)管(guan)(guan)理科學化和規(gui)范化水平(ping)(ping),并認真總(zong)結辦(ban)學經(jing)驗,積極(ji)凝(ning)練辦(ban)學理念,明確特色發展(zhan)目標(biao),加強(qiang)(qiang)校(xiao)(xiao)(xiao)園文(wen)化建設,豐富學生(sheng)社團活(huo)動,樹(shu)立良好的教風(feng)(feng)、學風(feng)(feng)、校(xiao)(xiao)(xiao)風(feng)(feng),持續提(ti)升辦(ban)學治(zhi)校(xiao)(xiao)(xiao)能力(li),促(cu)進學校(xiao)(xiao)(xiao)內(nei)涵(han)發展(zhan),增強(qiang)(qiang)學校(xiao)(xiao)(xiao)辦(ban)學活(huo)力(li)和內(nei)生(sheng)動力(li)。
8.加強(qiang)教研指(zhi)導(dao)和(he)(he)教師(shi)培(pei)訓。托管(guan)高(gao)校要充分發揮高(gao)校教師(shi)和(he)(he)附(fu)屬高(gao)中(zhong)專業優勢,深入調(diao)研了解(jie)幫(bang)(bang)扶(fu)(fu)(fu)(fu)縣(xian)(xian)中(zhong)實際需求,建立常態化教研指(zhi)導(dao)機制(zhi),有針對性地(di)定(ding)期(qi)開展聯(lian)合教研;加強(qiang)幫(bang)(bang)扶(fu)(fu)(fu)(fu)縣(xian)(xian)中(zhong)教師(shi)培(pei)訓,定(ding)期(qi)組織專家團隊到幫(bang)(bang)扶(fu)(fu)(fu)(fu)縣(xian)(xian)中(zhong)進(jin)行(xing)教學(xue)指(zhi)導(dao),組織幫(bang)(bang)扶(fu)(fu)(fu)(fu)縣(xian)(xian)中(zhong)管(guan)理(li)干(gan)部和(he)(he)教師(shi)到高(gao)校進(jin)行(xing)培(pei)訓學(xue)習(xi)、到附(fu)屬高(gao)中(zhong)跟崗掛職鍛(duan)煉,著力提升幫(bang)(bang)扶(fu)(fu)(fu)(fu)縣(xian)(xian)中(zhong)教師(shi)學(xue)科素養和(he)(he)教育教學(xue)水平。
9.提高(gao)(gao)幫扶縣中育人質(zhi)量。聚焦普通(tong)高(gao)(gao)中課(ke)程改(gai)革(ge)和高(gao)(gao)考(kao)綜合(he)(he)改(gai)革(ge)核心任務,指導(dao)幫扶縣中完善課(ke)程實施規(gui)劃,加強課(ke)程體系(xi)建設(she),深化(hua)課(ke)堂(tang)教學(xue)改(gai)革(ge),健全(quan)選課(ke)走班教學(xue)管理(li),加強學(xue)生(sheng)發(fa)(fa)展指導(dao),改(gai)進綜合(he)(he)素質(zhi)評(ping)價,提高(gao)(gao)信息化(hua)應用能力,并充分利用托管高(gao)(gao)校專業資源,指導(dao)幫扶縣中開發(fa)(fa)和豐富選修課(ke)程,幫助學(xue)生(sheng)了解高(gao)(gao)校專業特點,引(yin)導(dao)學(xue)生(sheng)合(he)(he)理(li)選科選考(kao)。
四、組織實施
10.加強(qiang)(qiang)組(zu)織(zhi)領(ling)導(dao)(dao)。托(tuo)管(guan)高(gao)(gao)(gao)(gao)校(xiao)(xiao)要(yao)提(ti)高(gao)(gao)(gao)(gao)政治站位,落實幫扶(fu)(fu)主體(ti)責(ze)任,明確專(zhuan)門(men)機構和專(zhuan)門(men)人(ren)員(yuan)負(fu)責(ze)組(zu)織(zhi)實施縣(xian)(xian)中(zhong)(zhong)(zhong)托(tuo)管(guan)幫扶(fu)(fu)工(gong)(gong)作(zuo)。省級教育行政部門(men)要(yao)強(qiang)(qiang)化統籌(chou)責(ze)任,積極(ji)協調(diao)有關部屬高(gao)(gao)(gao)(gao)校(xiao)(xiao)和幫扶(fu)(fu)縣(xian)(xian)中(zhong)(zhong)(zhong)及其所在地(di)縣(xian)(xian)級人(ren)民(min)政府三方(fang)(fang)做好對(dui)接;指(zhi)導(dao)(dao)已(yi)劃歸地(di)方(fang)(fang)教育行政部門(men)管(guan)理(li)的(de)高(gao)(gao)(gao)(gao)校(xiao)(xiao)附屬高(gao)(gao)(gao)(gao)中(zhong)(zhong)(zhong),積極(ji)配合有關高(gao)(gao)(gao)(gao)校(xiao)(xiao)參與開展(zhan)縣(xian)(xian)中(zhong)(zhong)(zhong)托(tuo)管(guan)幫扶(fu)(fu)工(gong)(gong)作(zuo);要(yao)認真組(zu)織(zhi)開展(zhan)地(di)方(fang)(fang)高(gao)(gao)(gao)(gao)校(xiao)(xiao)縣(xian)(xian)中(zhong)(zhong)(zhong)托(tuo)管(guan)幫扶(fu)(fu)工(gong)(gong)作(zuo)和市域內城區優質(zhi)學校(xiao)(xiao)縣(xian)(xian)中(zhong)(zhong)(zhong)托(tuo)管(guan)幫扶(fu)(fu)工(gong)(gong)作(zuo),力爭(zheng)使每一個教育基(ji)礎薄弱縣(xian)(xian)都有1所縣(xian)(xian)中(zhong)(zhong)(zhong)得到幫扶(fu)(fu)。各地(di)要(yao)積極(ji)完善縣(xian)(xian)中(zhong)(zhong)(zhong)發展(zhan)提(ti)升政策,加大縣(xian)(xian)中(zhong)(zhong)(zhong)投入保障(zhang),為實施縣(xian)(xian)中(zhong)(zhong)(zhong)托(tuo)管(guan)幫扶(fu)(fu)工(gong)(gong)作(zuo)創造良好環(huan)境。
11.強(qiang)化過程管理。托(tuo)(tuo)管高校和地方(fang)各級教(jiao)育(yu)行(xing)政部(bu)門要加(jia)(jia)(jia)強(qiang)縣(xian)中(zhong)托(tuo)(tuo)管幫(bang)扶(fu)工作(zuo)過程管理,建立(li)健全縣(xian)中(zhong)托(tuo)(tuo)管幫(bang)扶(fu)工作(zuo)考核激勵機(ji)(ji)制,按有關規定為援派掛職干(gan)部(bu)人才發(fa)放生活補助,在評(ping)優評(ping)先、職稱評(ping)定、績效(xiao)考核等方(fang)面給(gei)予(yu)傾(qing)斜(xie),并(bing)根(gen)據海拔高低、艱苦邊遠程度(du)等有所區(qu)別(bie)。地方(fang)教(jiao)育(yu)部(bu)門要加(jia)(jia)(jia)強(qiang)幫(bang)扶(fu)縣(xian)中(zhong)辦學質量評(ping)估,并(bing)在評(ping)優評(ping)先、年度(du)績效(xiao)考核等方(fang)面對發(fa)展提升顯(xian)著(zhu)的幫(bang)扶(fu)縣(xian)中(zhong)給(gei)予(yu)傾(qing)斜(xie)。教(jiao)育(yu)部(bu)將(jiang)委(wei)托(tuo)(tuo)有關專(zhuan)業機(ji)(ji)構加(jia)(jia)(jia)強(qiang)對部(bu)屬(shu)高校縣(xian)中(zhong)托(tuo)(tuo)管幫(bang)扶(fu)工作(zuo)的指(zhi)導。
12.積極(ji)宣傳(chuan)引(yin)導。各地要通(tong)過(guo)多種形(xing)式,深入宣傳(chuan)解讀“十(shi)四五”縣中(zhong)發展提升行動計劃和縣中(zhong)托管(guan)幫扶(fu)(fu)工(gong)程有關政(zheng)策,認真總結宣傳(chuan)各地縣中(zhong)托管(guan)幫扶(fu)(fu)工(gong)作典型經驗(yan),為實施縣中(zhong)托管(guan)幫扶(fu)(fu)工(gong)作營(ying)造(zao)良好氛圍。教育部將定期開展部屬高(gao)校縣中(zhong)托管(guan)幫扶(fu)(fu)工(gong)作經驗(yan)交流,加大對(dui)典型經驗(yan)的宣傳(chuan)推(tui)廣力度,充分(fen)發揮示范引(yin)領作用。
