教(jiao)(jiao)育(yu)(yu)經費(fei)統(tong)(tong)(tong)計是系(xi)統(tong)(tong)(tong)反映教(jiao)(jiao)育(yu)(yu)經濟(ji)信(xin)(xin)息(xi)的(de)(de)一(yi)項重(zhong)要(yao)綜合性基礎性工作,是推(tui)動(dong)落實教(jiao)(jiao)育(yu)(yu)投入(ru)責任的(de)(de)重(zhong)要(yao)抓手,是制定(ding)完善教(jiao)(jiao)育(yu)(yu)投入(ru)政策(ce)的(de)(de)重(zhong)要(yao)支撐(cheng),在推(tui)動(dong)落實教(jiao)(jiao)育(yu)(yu)優先發(fa)展(zhan)戰略(lve)地位中發(fa)揮著重(zhong)要(yao)作用(yong)。為深入(ru)貫徹落實黨的(de)(de)二十大精(jing)神和國家“十四五”發(fa)展(zhan)規劃部署,主動(dong)適應加快建設高質量(liang)教(jiao)(jiao)育(yu)(yu)體系(xi)需(xu)要(yao),建立(li)健全標準統(tong)(tong)(tong)一(yi)、指(zhi)標明(ming)確、制度完善、質量(liang)可控的(de)(de)教(jiao)(jiao)育(yu)(yu)經費(fei)統(tong)(tong)(tong)計體系(xi),提(ti)升教(jiao)(jiao)育(yu)(yu)經費(fei)統(tong)(tong)(tong)計體系(xi)和統(tong)(tong)(tong)計能力現代化水平,更好發(fa)揮教(jiao)(jiao)育(yu)(yu)經費(fei)統(tong)(tong)(tong)計信(xin)(xin)息(xi)咨詢、監測監督、決策(ce)支撐(cheng)作用(yong),提(ti)出如下意見。
一、完善教育經費統計標準
(一)明確(que)統計(ji)對(dui)象。現階(jie)段(duan),教育(yu)經費統計(ji)對(dui)象包括(kuo)教育(yu)部(bu)門和其他部(bu)門、國有及(ji)(ji)國有控股(gu)企業(ye)、社(she)會力量(liang)和個人舉辦的各級各類學(xue)校(包括(kuo)幼(you)兒園(yuan),下(xia)同(tong)),教育(yu)行政部(bu)門和教育(yu)事業(ye)單位等。各地(di)要嚴格按照(zhao)國家規定的教育(yu)經費統計(ji)對(dui)象范圍組織開展數(shu)據采集,確(que)保(bao)應采盡(jin)采。要落實(shi)屬地(di)管理原則(ze),嚴格按照(zhao)維(wei)護時間、內(nei)容和要求,做好本地(di)區教育(yu)經費統計(ji)調查基本單位名錄庫(ku)的更新(xin)維(wei)護工(gong)作,及(ji)(ji)時掌握基本單位變(bian)動情況。
(二)完善調(diao)(diao)查(cha)(cha)(cha)內容(rong)。教(jiao)育經(jing)費統計體系要適應(ying)教(jiao)育高質量發展(zhan)需求(qiu)和財(cai)稅體制、預算管理(li)制度(du)、政(zheng)府(fu)(fu)會計制度(du)、國有(you)資(zi)產(chan)(chan)管理(li)制度(du)等改革要求(qiu),充(chong)分反映資(zi)金、資(zi)產(chan)(chan)、資(zi)源等教(jiao)育經(jing)濟信息(xi)。全(quan)面調(diao)(diao)查(cha)(cha)(cha)財(cai)政(zheng)性(xing)和非財(cai)政(zheng)性(xing)教(jiao)育經(jing)費來源情(qing)(qing)(qing)(qing)況(kuang),調(diao)(diao)查(cha)(cha)(cha)政(zheng)府(fu)(fu)、社(she)會和個人投入教(jiao)育情(qing)(qing)(qing)(qing)況(kuang)。全(quan)面調(diao)(diao)查(cha)(cha)(cha)各級各類學(xue)(xue)校(xiao)、教(jiao)育行政(zheng)事(shi)業(ye)單位費用情(qing)(qing)(qing)(qing)況(kuang),以及流動資(zi)產(chan)(chan)、固定資(zi)產(chan)(chan)、無形資(zi)產(chan)(chan)等資(zi)產(chan)(chan)配置使用處置情(qing)(qing)(qing)(qing)況(kuang)。全(quan)面調(diao)(diao)查(cha)(cha)(cha)教(jiao)職工人員待遇、學(xue)(xue)校(xiao)運轉、校(xiao)舍(she)建設、設備購置、學(xue)(xue)生資(zi)助(zhu)等資(zi)源配置情(qing)(qing)(qing)(qing)況(kuang)。
(三)改進調查(cha)對(dui)(dui)象(xiang)統(tong)(tong)計分類(lei)。根據國家教(jiao)(jiao)育發展戰略部署(shu),及時調整完(wan)善統(tong)(tong)計調查(cha)對(dui)(dui)象(xiang)分類(lei)屬(shu)性(xing),精準反映(ying)不(bu)(bu)同(tong)(tong)教(jiao)(jiao)育階段、不(bu)(bu)同(tong)(tong)教(jiao)(jiao)育類(lei)別、不(bu)(bu)同(tong)(tong)辦(ban)學(xue)主體、不(bu)(bu)同(tong)(tong)地區、不(bu)(bu)同(tong)(tong)隸屬(shu)關系學(xue)校的(de)教(jiao)(jiao)育經(jing)(jing)濟(ji)信息,更(geng)好反映(ying)世界一流大學(xue)和(he)一流學(xue)科(ke)建(jian)設(she)高(gao)校、高(gao)水平高(gao)職和(he)專業建(jian)設(she)學(xue)校、普(pu)惠性(xing)幼兒園、營(ying)利性(xing)和(he)非營(ying)利性(xing)民辦(ban)學(xue)校等經(jing)(jing)濟(ji)活(huo)動情況(kuang)(kuang),以及鄉村振興重(zhong)點幫扶縣、義務教(jiao)(jiao)育優(you)質均衡創建(jian)縣等區域教(jiao)(jiao)育資源配(pei)置情況(kuang)(kuang)。各地在嚴格(ge)執行全國教(jiao)(jiao)育經(jing)(jing)費統(tong)(tong)計調查(cha)對(dui)(dui)象(xiang)分類(lei)基(ji)礎(chu)上,可根據實際需(xu)要適(shi)當(dang)補充或細化本(ben)地區統(tong)(tong)計分類(lei)。
二、完善教育經費統計指標
(四)規(gui)(gui)(gui)范(fan)(fan)基(ji)(ji)礎采(cai)集(ji)(ji)指標(biao)。堅持簡(jian)約、易取得、可核查的(de)原則,加強與政府會計(ji)(ji)(ji)制(zhi)度和(he)新修訂的(de)中小(xiao)學(xue)、高等學(xue)校財務制(zhi)度銜接,精簡(jian)過時的(de)、利(li)用率(lv)低的(de)指標(biao),增加反映(ying)新形勢、新變化的(de)指標(biao),進一步規(gui)(gui)(gui)范(fan)(fan)采(cai)集(ji)(ji)指標(biao)口(kou)徑,科(ke)學(xue)設計(ji)(ji)(ji)統計(ji)(ji)(ji)報表,全面反映(ying)教育(yu)經費統計(ji)(ji)(ji)調查內容(rong),有效滿足分析評價、監測監督(du)需(xu)要。各(ge)地要以會計(ji)(ji)(ji)核算和(he)教育(yu)經濟活動相關數(shu)據(ju)為基(ji)(ji)礎,按照(zhao)規(gui)(gui)(gui)范(fan)(fan)統一的(de)采(cai)集(ji)(ji)指標(biao)和(he)填報口(kou)徑開(kai)展數(shu)據(ju)采(cai)集(ji)(ji)工作,確(que)保數(shu)出(chu)(chu)有源、數(shu)出(chu)(chu)有據(ju)。不得通過調整科(ke)目、超范(fan)(fan)圍歸集(ji)(ji)等方式虛增教育(yu)經費。
(五(wu))完善監(jian)測分(fen)析(xi)(xi)指標。遵循教(jiao)(jiao)育(yu)(yu)(yu)事業(ye)發(fa)展(zhan)規(gui)律(lv)、財政(zheng)經(jing)濟發(fa)展(zhan)規(gui)律(lv)、統(tong)計工作規(gui)律(lv),與教(jiao)(jiao)育(yu)(yu)(yu)投(tou)(tou)入(ru)指標、支出(chu)責任、生均標準、投(tou)(tou)入(ru)政(zheng)策等(deng)相銜(xian)接,科學設置衡(heng)量教(jiao)(jiao)育(yu)(yu)(yu)經(jing)濟活(huo)動總量、水(shui)平、速度、比例關系的監(jian)測分(fen)析(xi)(xi)指標。各地要嚴格按照全國統(tong)一(yi)的口徑(jing)計算(suan)監(jian)測分(fen)析(xi)(xi)指標落實情況(kuang)(kuang)。要充分(fen)運用監(jian)測分(fen)析(xi)(xi)指標,重點(dian)反映教(jiao)(jiao)育(yu)(yu)(yu)投(tou)(tou)入(ru)的來源、分(fen)布、使(shi)用構成情況(kuang)(kuang),以(yi)及城鄉、區域差(cha)距變化趨(qu)勢等(deng);重點(dian)加(jia)強投(tou)(tou)入(ru)產出(chu)分(fen)析(xi)(xi),深度挖(wa)掘教(jiao)(jiao)育(yu)(yu)(yu)經(jing)費統(tong)計數據反映出(chu)的教(jiao)(jiao)育(yu)(yu)(yu)投(tou)(tou)入(ru)政(zheng)策效益和問題,為教(jiao)(jiao)育(yu)(yu)(yu)高質量發(fa)展(zhan)提供科學決策支撐。
三、完善教育經費統計制度
(六)健全統計(ji)調查(cha)制(zhi)度。全國教(jiao)(jiao)育經(jing)費(fei)統計(ji)調查(cha)制(zhi)度由(you)教(jiao)(jiao)育部會同財(cai)政部根據需要(yao)定期修(xiu)訂,經(jing)國家(jia)統計(ji)局審批后執行(xing)。完善教(jiao)(jiao)育經(jing)費(fei)統計(ji)動態(tai)監測工作(zuo)機制(zhi),及時跟蹤教(jiao)(jiao)育經(jing)費(fei)預(yu)算執行(xing)情況(kuang),全面掌(zhang)握教(jiao)(jiao)育資金資產資源(yuan)投入(ru)使用管理情況(kuang)。各地要(yao)加(jia)強對財(cai)政教(jiao)(jiao)育投入(ru)和(he)經(jing)費(fei)支出的(de)動態(tai)監測,加(jia)快財(cai)政預(yu)算撥付(fu)進度和(he)教(jiao)(jiao)育經(jing)費(fei)支出進度,確保全年預(yu)算執行(xing)到位(wei)。
(七)建(jian)(jian)立統(tong)計(ji)分(fen)析制度(du)。堅持(chi)問題(ti)導向,進(jin)一步(bu)規范年(nian)度(du)教(jiao)育經(jing)費統(tong)計(ji)數(shu)據分(fen)析報(bao)告(gao)制度(du),重(zhong)點報(bao)告(gao)組織(zhi)開展統(tong)計(ji)工(gong)作、加(jia)大(da)教(jiao)育投(tou)入政策措施等情況及相關(guan)數(shu)據增減變(bian)動(dong)情況,深入分(fen)析存在問題(ti)的原因,研究提(ti)(ti)出改進(jin)建(jian)(jian)議,隨同年(nian)度(du)匯總數(shu)據一并逐級(ji)上報(bao)。堅持(chi)政策導向,圍繞中央關(guan)于教(jiao)育改革發(fa)展和教(jiao)育投(tou)入重(zhong)大(da)決策部署,強化(hua)數(shu)據分(fen)析應用,建(jian)(jian)立全(quan)國教(jiao)育經(jing)費發(fa)展報(bao)告(gao)制度(du),全(quan)面(mian)反映(ying)(ying)年(nian)度(du)和五年(nian)規劃期間(jian)教(jiao)育經(jing)費籌措、使用、管理(li)情況,重(zhong)點反映(ying)(ying)主要分(fen)析指(zhi)標、監測指(zhi)標變(bian)化(hua)情況,研究提(ti)(ti)出政策建(jian)(jian)議。推動(dong)所有(you)省份建(jian)(jian)立省級(ji)教(jiao)育經(jing)費發(fa)展報(bao)告(gao)制度(du)。
(八(ba))完善統(tong)計(ji)發(fa)布(bu)制度(du)。落實全國教(jiao)育(yu)經(jing)費(fei)統(tong)計(ji)數(shu)(shu)據三(san)次發(fa)布(bu)機(ji)制,及時發(fa)布(bu)統(tong)計(ji)快報、統(tong)計(ji)公(gong)(gong)告、統(tong)計(ji)年鑒。進一步規(gui)范省(sheng)級教(jiao)育(yu)經(jing)費(fei)執行情況(kuang)統(tong)計(ji)公(gong)(gong)告制度(du),推動(dong)建(jian)立省(sheng)以下(xia)統(tong)計(ji)公(gong)(gong)告制度(du)。各地要建(jian)立健全教(jiao)育(yu)經(jing)費(fei)統(tong)計(ji)數(shu)(shu)據發(fa)布(bu)機(ji)制,提(ti)高統(tong)計(ji)數(shu)(shu)據發(fa)布(bu)的及時性、規(gui)范性,加強數(shu)(shu)據解讀(du),加大宣傳力度(du),主動(dong)接受(shou)社會監督。
四、提高教育經費統計質量
(九)嚴格落(luo)(luo)實(shi)(shi)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)責任(ren)。教(jiao)育經費統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)按照“統(tong)(tong)(tong)一部(bu)署(shu)、部(bu)門協同、分級負責、屬地(di)管(guan)理”的原則,在國(guo)家統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)局的業務(wu)指導下(xia),由教(jiao)育部(bu)、財政(zheng)部(bu)共同部(bu)署(shu),各(ge)地(di)具體(ti)(ti)開展(zhan)。各(ge)地(di)要(yao)(yao)健全教(jiao)育經費統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)數(shu)據質量控制(zhi)(zhi)體(ti)(ti)系,明確領導責任(ren)、主體(ti)(ti)責任(ren)和(he)(he)(he)監督責任(ren),依法保障教(jiao)育經費統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)機構(gou)和(he)(he)(he)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)人(ren)員(yuan)獨立(li)行使(shi)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)調查、統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)報告和(he)(he)(he)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)監督的職權。各(ge)地(di)要(yao)(yao)認真(zhen)貫徹落(luo)(luo)實(shi)(shi)黨中央、國(guo)務(wu)院關于深化統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)管(guan)理體(ti)(ti)制(zhi)(zhi)改革、提高統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)數(shu)據真(zhen)實(shi)(shi)性的有(you)關要(yao)(yao)求,健全教(jiao)育領域統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)工(gong)作防范和(he)(he)(he)懲(cheng)治統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)造假(jia)、弄虛(xu)作假(jia)責任(ren)制(zhi)(zhi)。
(十)規范統(tong)計業務(wu)(wu)流(liu)程(cheng)。研究制定教(jiao)(jiao)(jiao)育(yu)經(jing)(jing)(jing)費(fei)統(tong)計工作規程(cheng),進一(yi)(yi)步明確教(jiao)(jiao)(jiao)育(yu)經(jing)(jing)(jing)費(fei)統(tong)計工作的全流(liu)程(cheng)各環節的工作任務(wu)(wu)、職責分工、質量要求和進度安排,保(bao)證教(jiao)(jiao)(jiao)育(yu)經(jing)(jing)(jing)費(fei)統(tong)計工作順暢運(yun)行。各地(di)要按照(zhao)規程(cheng)組織開展教(jiao)(jiao)(jiao)育(yu)經(jing)(jing)(jing)費(fei)統(tong)計工作,按時完成全年教(jiao)(jiao)(jiao)育(yu)經(jing)(jing)(jing)費(fei)統(tong)計任務(wu)(wu)。各地(di)可結(jie)合當地(di)實際(ji)情(qing)況,進一(yi)(yi)步細化本地(di)區教(jiao)(jiao)(jiao)育(yu)經(jing)(jing)(jing)費(fei)統(tong)計工作流(liu)程(cheng)。
(十(shi)一)加(jia)強數(shu)據采(cai)集和審(shen)(shen)(shen)核(he)(he)。各地要嚴(yan)(yan)格按(an)照(zhao)全國教(jiao)育(yu)(yu)經(jing)費統(tong)(tong)(tong)計調查(cha)制度(du),指導(dao)調查(cha)對象(xiang)獨立正確填報調查(cha)數(shu)據。各調查(cha)對象(xiang)要按(an)照(zhao)規定的(de)調查(cha)表式填報,做到應填盡填,確保(bao)采(cai)集數(shu)據的(de)全面(mian)完整(zheng)。嚴(yan)(yan)格落實教(jiao)育(yu)(yu)經(jing)費統(tong)(tong)(tong)計數(shu)據國家、省、市(shi)、縣四級(ji)審(shen)(shen)(shen)核(he)(he)制度(du),確有必(bi)要的(de)可(ke)適當(dang)增(zeng)加(jia)鄉鎮一級(ji)審(shen)(shen)(shen)核(he)(he)。加(jia)大對匯總數(shu)據的(de)審(shen)(shen)(shen)核(he)(he)力(li)度(du),統(tong)(tong)(tong)計資料(liao)不(bu)完整(zheng)或(huo)者存在(zai)明(ming)顯(xian)錯誤的(de),應當(dang)由(you)統(tong)(tong)(tong)計調查(cha)對象(xiang)依法予以補充或(huo)者改(gai)正,確保(bao)調查(cha)對象(xiang)不(bu)重不(bu)漏、基(ji)(ji)層調查(cha)表完整(zheng)清晰、基(ji)(ji)礎數(shu)據準確可(ke)靠。全國會(hui)審(shen)(shen)(shen)由(you)教(jiao)育(yu)(yu)部(bu)會(hui)同財政部(bu)組織(zhi)實施,地方會(hui)審(shen)(shen)(shen)由(you)省級(ji)以下教(jiao)育(yu)(yu)行政部(bu)門(men)會(hui)同財政部(bu)門(men)組織(zhi)實施。
(十二)建立(li)數(shu)(shu)(shu)據(ju)核(he)(he)查(cha)和(he)(he)質(zhi)量評估(gu)制度。建立(li)教(jiao)(jiao)育(yu)(yu)(yu)經費(fei)統(tong)(tong)計(ji)(ji)數(shu)(shu)(shu)據(ju)核(he)(he)查(cha)制度,圍(wei)繞教(jiao)(jiao)育(yu)(yu)(yu)經費(fei)統(tong)(tong)計(ji)(ji)重(zhong)要(yao)數(shu)(shu)(shu)據(ju)制定(ding)核(he)(he)查(cha)計(ji)(ji)劃,通過自查(cha)、抽(chou)查(cha)等方式,選擇一定(ding)數(shu)(shu)(shu)量的(de)(de)調查(cha)對象進(jin)行(xing)核(he)(he)查(cha),按相關規(gui)定(ding)及(ji)時處理(li)核(he)(he)查(cha)中發(fa)現的(de)(de)問(wen)題。建立(li)教(jiao)(jiao)育(yu)(yu)(yu)經費(fei)統(tong)(tong)計(ji)(ji)數(shu)(shu)(shu)據(ju)質(zhi)量評估(gu)制度,綜合(he)運用歷史數(shu)(shu)(shu)據(ju)比較、橫(heng)向(xiang)數(shu)(shu)(shu)據(ju)比較、數(shu)(shu)(shu)據(ju)偏差(cha)分(fen)析(xi)(xi)、相關性分(fen)析(xi)(xi)等多種方法對數(shu)(shu)(shu)據(ju)質(zhi)量進(jin)行(xing)評估(gu),形成質(zhi)量評估(gu)報告。教(jiao)(jiao)育(yu)(yu)(yu)經費(fei)統(tong)(tong)計(ji)(ji)數(shu)(shu)(shu)據(ju)核(he)(he)查(cha)和(he)(he)質(zhi)量評估(gu)工作,根據(ju)有關規(gui)定(ding)自上而下逐級開展,教(jiao)(jiao)育(yu)(yu)(yu)部負(fu)(fu)責(ze)對全國和(he)(he)分(fen)省數(shu)(shu)(shu)據(ju)的(de)(de)核(he)(he)查(cha)和(he)(he)評估(gu),省級及(ji)以下教(jiao)(jiao)育(yu)(yu)(yu)行(xing)政部門(men)負(fu)(fu)責(ze)對下一級數(shu)(shu)(shu)據(ju)的(de)(de)核(he)(he)查(cha)和(he)(he)評估(gu),及(ji)時推動發(fa)現問(wen)題整改落實。
五、提升教育經費統計能力
(十三(san))加(jia)強數(shu)(shu)字(zi)技術支撐。按(an)照(zhao)國(guo)家教(jiao)(jiao)(jiao)育(yu)數(shu)(shu)字(zi)化(hua)戰略行動部署,建設數(shu)(shu)據(ju)采(cai)集、信息(xi)查詢(xun)、動態(tai)監(jian)測、決策分(fen)析(xi)一體化(hua)的全國(guo)教(jiao)(jiao)(jiao)育(yu)經(jing)濟信息(xi)管理平臺,加(jia)快推(tui)進教(jiao)(jiao)(jiao)育(yu)經(jing)費(fei)統(tong)計數(shu)(shu)字(zi)化(hua)轉型。實(shi)現數(shu)(shu)據(ju)采(cai)集聯網直報,加(jia)強與(yu)相(xiang)關(guan)業務信息(xi)系統(tong)平臺的互聯互通,推(tui)進教(jiao)(jiao)(jiao)育(yu)經(jing)費(fei)統(tong)計數(shu)(shu)據(ju)生產方式(shi)變革(ge)。各地要(yao)將(jiang)教(jiao)(jiao)(jiao)育(yu)經(jing)費(fei)統(tong)計工作納(na)入(ru)教(jiao)(jiao)(jiao)育(yu)數(shu)(shu)字(zi)化(hua)工作統(tong)籌(chou)規劃、同步實(shi)施(shi),提高(gao)教(jiao)(jiao)(jiao)育(yu)經(jing)費(fei)統(tong)計數(shu)(shu)字(zi)化(hua)應用能力。要(yao)依法規范(fan)教(jiao)(jiao)(jiao)育(yu)經(jing)費(fei)統(tong)計全流程數(shu)(shu)據(ju)處(chu)理活動,完善網絡安(an)全防(fang)護技術措施(shi)和運行維護體系,確(que)保教(jiao)(jiao)(jiao)育(yu)經(jing)費(fei)統(tong)計數(shu)(shu)據(ju)安(an)全。
(十四)加強統(tong)(tong)計調(diao)查(cha)(cha)(cha)方法(fa)綜合(he)運用(yong)。堅持科(ke)學性和可操(cao)作性相結(jie)合(he),合(he)理安排教(jiao)育(yu)(yu)經(jing)費統(tong)(tong)計調(diao)查(cha)(cha)(cha)的(de)頻率、時間和方式。堅持以(yi)常規全面(mian)統(tong)(tong)計調(diao)查(cha)(cha)(cha)為主,充(chong)分利用(yong)行政記錄,統(tong)(tong)籌(chou)運用(yong)重點調(diao)查(cha)(cha)(cha)、抽(chou)樣調(diao)查(cha)(cha)(cha)等(deng)(deng)方法(fa),開展(zhan)周期性調(diao)查(cha)(cha)(cha),探索開展(zhan)家庭教(jiao)育(yu)(yu)支出情況(kuang)、教(jiao)師工資收入水平、教(jiao)育(yu)(yu)培養(yang)成(cheng)本分擔情況(kuang)等(deng)(deng)專(zhuan)題性調(diao)查(cha)(cha)(cha)。加強教(jiao)育(yu)(yu)經(jing)費統(tong)(tong)計數據資源(yuan)開發利用(yong),充(chong)分發揮(hui)高等(deng)(deng)學校、科(ke)研院所的(de)智(zhi)庫作用(yong),積(ji)極(ji)開展(zhan)教(jiao)育(yu)(yu)經(jing)費統(tong)(tong)計抽(chou)樣調(diao)查(cha)(cha)(cha)和數據分析評(ping)價、質(zhi)量(liang)評(ping)估等(deng)(deng)方面(mian)的(de)合(he)作。
(十五)加(jia)強(qiang)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)隊伍建設(she)(she)。各地教(jiao)(jiao)(jiao)育(yu)(yu)行政(zheng)部門要(yao)按照《教(jiao)(jiao)(jiao)育(yu)(yu)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)管理規定》有關要(yao)求(qiu),改進(jin)和(he)優化(hua)(hua)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)資源(yuan)配置(zhi),不斷充實統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)力(li)量,切實解(jie)決基(ji)層機(ji)構(gou)人(ren)(ren)(ren)員(yuan)方面存(cun)在的實際困難和(he)問題,確保教(jiao)(jiao)(jiao)育(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)工作隊伍穩定。縣級及(ji)以上教(jiao)(jiao)(jiao)育(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)機(ji)構(gou)、負責人(ren)(ren)(ren)和(he)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)人(ren)(ren)(ren)員(yuan)變(bian)動情況,應(ying)當(dang)及(ji)時報告上級教(jiao)(jiao)(jiao)育(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)機(ji)構(gou)。進(jin)一步(bu)完善國家、省(sheng)、市(shi)、縣四(si)級培(pei)(pei)訓體系,加(jia)強(qiang)基(ji)層和(he)新進(jin)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)人(ren)(ren)(ren)員(yuan)教(jiao)(jiao)(jiao)育(yu)(yu)培(pei)(pei)訓,實現統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)人(ren)(ren)(ren)員(yuan)培(pei)(pei)訓全覆(fu)蓋,提升統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)人(ren)(ren)(ren)員(yuan)專(zhuan)業(ye)化(hua)(hua)能力(li)。建立(li)教(jiao)(jiao)(jiao)育(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)專(zhuan)家庫,推動開展教(jiao)(jiao)(jiao)育(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)研究。加(jia)強(qiang)教(jiao)(jiao)(jiao)育(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)工作基(ji)地和(he)交流平臺建設(she)(she)。
