近期,教(jiao)育(yu)(yu)部(bu)、國家統計(ji)局、財(cai)政部(bu)聯合印發(fa)了(le)《關(guan)于適應(ying)高質(zhi)量發(fa)展要求 進一步完善教(jiao)育(yu)(yu)經費統計(ji)體系(xi)的意見》(教(jiao)財(cai)〔2023〕5號(hao),以下簡稱《意見》)。教(jiao)育(yu)(yu)部(bu)財(cai)務司負責人就《意見》相關(guan)問題(ti)回答了(le)記者提問。
問:黨的十八大以來,教育經費統計工作取得了哪些成績和經驗?
答:黨的(de)十八大以來,特(te)別是(shi)2016年《教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)部 國(guo)家(jia)統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)局 財(cai)政部關于加強和完(wan)善教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)工(gong)作(zuo)(zuo)的(de)意見(jian)》印(yin)發以來,在各級(ji)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)、統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)、財(cai)政部門的(de)共同(tong)努(nu)力下,教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)數據(ju)(ju)分快報(bao)、公(gong)告、年鑒三次發布(bu)機制(zhi)全(quan)(quan)面(mian)(mian)建立(li),全(quan)(quan)國(guo)、省(sheng)級(ji)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)(fei)執行情(qing)況兩(liang)級(ji)統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)公(gong)告制(zhi)度全(quan)(quan)面(mian)(mian)建立(li),國(guo)家(jia)、省(sheng)、市、縣(xian)四級(ji)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)業(ye)務培訓體系和數據(ju)(ju)審核制(zhi)度全(quan)(quan)面(mian)(mian)建立(li),統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)質(zhi)量(liang)進一(yi)步提(ti)升。教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)調查(cha)已(yi)經(jing)(jing)成(cheng)為系統(tong)(tong)反映(ying)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)經(jing)(jing)濟信(xin)息的(de)一(yi)項重(zhong)要(yao)綜合性(xing)基(ji)礎(chu)性(xing)工(gong)作(zuo)(zuo),教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)監(jian)(jian)督(du)已(yi)經(jing)(jing)成(cheng)為推(tui)動落實(shi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)投(tou)(tou)入(ru)責(ze)任的(de)重(zhong)要(yao)抓手,教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)數據(ju)(ju)已(yi)經(jing)(jing)成(cheng)為制(zhi)定完(wan)善教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)投(tou)(tou)入(ru)政策(ce)的(de)重(zhong)要(yao)支(zhi)撐(cheng)(cheng),在持續鞏固4%成(cheng)果(guo)、推(tui)動落實(shi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)優先發展(zhan)戰略地位中發揮了信(xin)息咨詢、監(jian)(jian)測(ce)監(jian)(jian)督(du)、決策(ce)支(zhi)撐(cheng)(cheng)等(deng)重(zhong)要(yao)作(zuo)(zuo)用。《意見(jian)》開(kai)篇就(jiu)明確(que)提(ti)出了“四個重(zhong)要(yao)”:教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)是(shi)重(zhong)要(yao)工(gong)作(zuo)(zuo)、重(zhong)要(yao)抓手、重(zhong)要(yao)支(zhi)撐(cheng)(cheng),發揮著重(zhong)要(yao)作(zuo)(zuo)用。這(zhe)是(shi)對新時代十年教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)工(gong)作(zuo)(zuo)實(shi)踐(jian)經(jing)(jing)驗的(de)總結(jie),也是(shi)對教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)(fei)統(tong)(tong)計(ji)(ji)(ji)(ji)(ji)工(gong)作(zuo)(zuo)基(ji)本定位的(de)進一(yi)步明確(que)。
問:這次《意見》的出臺,主要基于怎樣的考慮?
答:主要考慮有(you)以下(xia)三個方面(mian):
第(di)一(yi),全面(mian)總結(jie)黨的(de)(de)十(shi)八大以來教(jiao)育經(jing)(jing)(jing)費(fei)統計工(gong)作的(de)(de)實踐(jian)經(jing)(jing)(jing)驗(yan)(yan),通(tong)過文件的(de)(de)形式(shi),把(ba)行之有效的(de)(de)好做法(fa)好經(jing)(jing)(jing)驗(yan)(yan)進(jin)一(yi)步制度(du)化。新時代十(shi)年教(jiao)育經(jing)(jing)(jing)費(fei)統計工(gong)作實踐(jian)經(jing)(jing)(jing)驗(yan)(yan),對今后一(yi)個(ge)時期教(jiao)育經(jing)(jing)(jing)費(fei)統計工(gong)作的(de)(de)啟示(shi)是:必須堅持(chi)優先投入、依法(fa)統計,堅持(chi)全面(mian)調查(cha)、重點監測(ce),堅持(chi)質量為本(ben)、重在應用,必須堅持(chi)以制度(du)建(jian)設(she)和(he)能力建(jian)設(she)為主線,將積累的(de)(de)實踐(jian)經(jing)(jing)(jing)驗(yan)(yan)轉(zhuan)化為制度(du)成果(guo),進(jin)一(yi)步完善用數據(ju)說話、用數據(ju)決(jue)策、用數據(ju)管理、用數據(ju)創新的(de)(de)工(gong)作機(ji)制。
第二,主動(dong)適應教育(yu)(yu)、財(cai)(cai)(cai)政、統(tong)計(ji)(ji)等(deng)領域(yu)(yu)改革發展新(xin)要(yao)(yao)求,通過建章(zhang)立制(zhi)(zhi)(zhi)(zhi),把教育(yu)(yu)經費統(tong)計(ji)(ji)工(gong)作進(jin)一步(bu)體(ti)(ti)系(xi)化。在教育(yu)(yu)領域(yu)(yu),黨(dang)的二十大作出(chu)了“堅持教育(yu)(yu)優先發展”“加(jia)快建設教育(yu)(yu)強國”“加(jia)快建設高(gao)質量教育(yu)(yu)體(ti)(ti)系(xi)”“推進(jin)教育(yu)(yu)數字化”等(deng)戰(zhan)略(lve)部(bu)署(shu)。在財(cai)(cai)(cai)政領域(yu)(yu),預算管(guan)理(li)制(zhi)(zhi)(zhi)(zhi)度(du)和政府會(hui)計(ji)(ji)制(zhi)(zhi)(zhi)(zhi)度(du)改革全面深化,中(zhong)央與地(di)方財(cai)(cai)(cai)政事權和支出(chu)責(ze)任(ren)劃(hua)分改革深入推進(jin),財(cai)(cai)(cai)政轉移支付體(ti)(ti)系(xi)進(jin)一步(bu)完善(shan),大中(zhong)小(xiao)學財(cai)(cai)(cai)務(wu)制(zhi)(zhi)(zhi)(zhi)度(du)、會(hui)計(ji)(ji)制(zhi)(zhi)(zhi)(zhi)度(du)、國有(you)資產(chan)管(guan)理(li)制(zhi)(zhi)(zhi)(zhi)度(du)不斷健全。在統(tong)計(ji)(ji)領域(yu)(yu),黨(dang)中(zhong)央先后做出(chu)“完善(shan)統(tong)計(ji)(ji)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)”“發揮統(tong)計(ji)(ji)監督職能作用”“推進(jin)統(tong)計(ji)(ji)現(xian)代化改革”等(deng)新(xin)部(bu)署(shu)。貫徹落實這些新(xin)部(bu)署(shu)新(xin)要(yao)(yao)求,既要(yao)(yao)一體(ti)(ti)化反(fan)映教育(yu)(yu)經費的投入、使用、管(guan)理(li)情況,也(ye)要(yao)(yao)一體(ti)(ti)化建設教育(yu)(yu)經費統(tong)計(ji)(ji)的標(biao)準(zhun)、指標(biao)、制(zhi)(zhi)(zhi)(zhi)度(du)、質量、能力。
第(di)三(san),針對(dui)(dui)近年來國(guo)(guo)家統(tong)(tong)(tong)計(ji)(ji)督(du)察(cha)(cha)、統(tong)(tong)(tong)計(ji)(ji)調(diao)研等(deng)發(fa)現的(de)主要(yao)問(wen)題(ti),通過加(jia)強頂層設計(ji)(ji),把教(jiao)育(yu)經費(fei)統(tong)(tong)(tong)計(ji)(ji)工作進一(yi)步規范化。國(guo)(guo)家統(tong)(tong)(tong)計(ji)(ji)局對(dui)(dui)教(jiao)育(yu)部(bu)(bu)等(deng)單位開(kai)展(zhan)了首輪(lun)國(guo)(guo)家統(tong)(tong)(tong)計(ji)(ji)督(du)察(cha)(cha),對(dui)(dui)教(jiao)育(yu)統(tong)(tong)(tong)計(ji)(ji)提出了“加(jia)強頂層設計(ji)(ji)”“推進教(jiao)育(yu)統(tong)(tong)(tong)計(ji)(ji)改革創新(xin)(xin)與發(fa)展(zhan)”等(deng)具(ju)體建議(yi)。教(jiao)育(yu)部(bu)(bu)也對(dui)(dui)所有(you)省份(fen)陸續開(kai)展(zhan)了統(tong)(tong)(tong)計(ji)(ji)調(diao)研,發(fa)現一(yi)些地(di)方還(huan)存在統(tong)(tong)(tong)計(ji)(ji)行為(wei)不規范、統(tong)(tong)(tong)計(ji)(ji)力(li)量(liang)和(he)能力(li)不足(zu)等(deng)問(wen)題(ti)。總(zong)之,面對(dui)(dui)新(xin)(xin)時代新(xin)(xin)任務、新(xin)(xin)形勢新(xin)(xin)要(yao)求,教(jiao)育(yu)經費(fei)統(tong)(tong)(tong)計(ji)(ji)體系還(huan)不能完全適應(ying),職(zhi)能作用發(fa)揮(hui)得(de)還(huan)不夠充分,迫(po)切(qie)需要(yao)進一(yi)步提升(sheng)統(tong)(tong)(tong)計(ji)(ji)體系和(he)統(tong)(tong)(tong)計(ji)(ji)能力(li)現代化水平,更好(hao)地(di)發(fa)揮(hui)教(jiao)育(yu)經費(fei)統(tong)(tong)(tong)計(ji)(ji)職(zhi)能作用。
這次《意見》的出(chu)臺,目的就是進一步明(ming)(ming)確工(gong)作(zuo)定位、明(ming)(ming)確工(gong)作(zuo)思路、明(ming)(ming)確工(gong)作(zuo)任務,建章立制、構建體系,進一步推動做好新時代新征程教(jiao)育(yu)經費統計(ji)工(gong)作(zuo)。
問:新時代新征程教育經費統計工作,要如何適應教育高質量發展要求?
答(da):正(zheng)如《意見(jian)》的(de)文件名(ming)所體(ti)(ti)現的(de),適(shi)應(ying)高質量發展(zhan)要求,是進一步完善教育(yu)經(jing)費統(tong)計體(ti)(ti)系的(de)基本要求,也是能否做好新時代(dai)新征程教育(yu)經(jing)費統(tong)計工作的(de)衡(heng)量標準。
第一,通過完(wan)善教(jiao)育(yu)(yu)經(jing)(jing)費統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)體系(xi),要能(neng)夠(gou)(gou)全程保(bao)障統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)調(diao)查高質量開展(zhan)。《意見》系(xi)統(tong)(tong)(tong)(tong)考(kao)慮(lv)教(jiao)育(yu)(yu)經(jing)(jing)費統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)工(gong)作(zuo)內外部(bu)聯系(xi),正確處理投入政策與統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)監測的(de)關系(xi)、統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)調(diao)查與財務核(he)算的(de)關系(xi)、數(shu)據生(sheng)產與數(shu)據應用的(de)關系(xi),以(yi)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)標準為基礎、以(yi)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)指標為核(he)心(xin)、以(yi)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)制度為保(bao)障、以(yi)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)質量為根本、以(yi)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)能(neng)力(li)為支撐,推動統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)生(sheng)產方(fang)(fang)式(shi)、服務方(fang)(fang)式(shi)變革,構建高質量教(jiao)育(yu)(yu)經(jing)(jing)費統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)體系(xi),不斷(duan)提升統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)能(neng)力(li)現代化水平,確保(bao)教(jiao)育(yu)(yu)經(jing)(jing)費統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)調(diao)查能(neng)夠(gou)(gou)高質量開展(zhan)。
第二,通過完善教(jiao)(jiao)育(yu)(yu)經(jing)費統(tong)(tong)計(ji)(ji)(ji)體系(xi),要能(neng)(neng)(neng)夠(gou)全(quan)面反映(ying)(ying)教(jiao)(jiao)育(yu)(yu)投入(ru)高(gao)質量(liang)(liang)進展。在進一步明(ming)確教(jiao)(jiao)育(yu)(yu)經(jing)費統(tong)(tong)計(ji)(ji)(ji)調(diao)(diao)查對象(xiang)和內容基礎上,《意見》堅(jian)持全(quan)面調(diao)(diao)查,科學(xue)(xue)設(she)計(ji)(ji)(ji)統(tong)(tong)計(ji)(ji)(ji)報表(biao),增加能(neng)(neng)(neng)夠(gou)反映(ying)(ying)新形勢、新變化的指(zhi)標(biao);遵循教(jiao)(jiao)育(yu)(yu)事業發展規律(lv)、財政經(jing)濟(ji)發展規律(lv)、統(tong)(tong)計(ji)(ji)(ji)工作(zuo)規律(lv),科學(xue)(xue)設(she)置衡(heng)量(liang)(liang)教(jiao)(jiao)育(yu)(yu)經(jing)濟(ji)活(huo)動總量(liang)(liang)、水平、速度、比例關系(xi)的監測分析指(zhi)標(biao);堅(jian)持科學(xue)(xue)性(xing)和可操作(zuo)性(xing)相結(jie)合(he)(he)(he),合(he)(he)(he)理安(an)排統(tong)(tong)計(ji)(ji)(ji)調(diao)(diao)查頻(pin)率和方式,及時調(diao)(diao)整完善統(tong)(tong)計(ji)(ji)(ji)調(diao)(diao)查對象(xiang)分類屬性(xing),加強(qiang)統(tong)(tong)計(ji)(ji)(ji)調(diao)(diao)查方法綜(zong)合(he)(he)(he)運用(yong),確保教(jiao)(jiao)育(yu)(yu)經(jing)費統(tong)(tong)計(ji)(ji)(ji)能(neng)(neng)(neng)夠(gou)精(jing)準反映(ying)(ying)教(jiao)(jiao)育(yu)(yu)投入(ru)高(gao)質量(liang)(liang)發展情況。
第(di)三(san),通過完善(shan)教(jiao)(jiao)(jiao)(jiao)育(yu)經(jing)費(fei)統(tong)計體(ti)系,要能夠全(quan)力服(fu)務教(jiao)(jiao)(jiao)(jiao)育(yu)事(shi)業(ye)高(gao)質(zhi)量發(fa)(fa)展(zhan)。《意(yi)見》強調要加強動(dong)態監測,及時(shi)跟蹤教(jiao)(jiao)(jiao)(jiao)育(yu)經(jing)費(fei)預算執行(xing)(xing)情況,推動(dong)各(ge)地落(luo)實(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)投(tou)入(ru)(ru)責任;堅持應用導(dao)向,按照國家教(jiao)(jiao)(jiao)(jiao)育(yu)數(shu)字(zi)化戰(zhan)略行(xing)(xing)動(dong)部(bu)署,加快推進教(jiao)(jiao)(jiao)(jiao)育(yu)經(jing)費(fei)統(tong)計數(shu)字(zi)化轉型(xing),為(wei)更(geng)好(hao)發(fa)(fa)揮(hui)經(jing)費(fei)統(tong)計職能作用提供技術支(zhi)撐(cheng);堅持政策(ce)導(dao)向,圍繞中央關于教(jiao)(jiao)(jiao)(jiao)育(yu)改革發(fa)(fa)展(zhan)和教(jiao)(jiao)(jiao)(jiao)育(yu)投(tou)入(ru)(ru)重大(da)決策(ce)部(bu)署,強化統(tong)計數(shu)據分析應用,為(wei)制定和完善(shan)教(jiao)(jiao)(jiao)(jiao)育(yu)投(tou)入(ru)(ru)政策(ce)提供決策(ce)支(zhi)撐(cheng),確保能夠服(fu)務推動(dong)教(jiao)(jiao)(jiao)(jiao)育(yu)事(shi)業(ye)高(gao)質(zhi)量發(fa)(fa)展(zhan)。
問:《意見》從哪些方面,對進一步完善教育經費統計體系提出了要求?
答:《意見》堅持以習近平(ping)新(xin)時(shi)代中國(guo)特色(se)社會(hui)主(zhu)義思想為指(zhi)導,主(zhu)動適應國(guo)家治理體(ti)系和(he)治理能力現代化建(jian)設要求、教(jiao)育高(gao)質(zhi)量發展需要,從(cong)標準(zhun)設計(ji)、指(zhi)標設計(ji)、制(zhi)(zhi)度設計(ji)、質(zhi)量控制(zhi)(zhi)、能力提(ti)升五(wu)個方(fang)面,提(ti)出了15條(tiao)具體(ti)措施(shi)。
一(yi)(yi)是完(wan)善統(tong)計(ji)(ji)標(biao)(biao)準(zhun)(zhun)。規范(fan)統(tong)一(yi)(yi)的(de)統(tong)計(ji)(ji)標(biao)(biao)準(zhun)(zhun)是統(tong)計(ji)(ji)數(shu)據(ju)準(zhun)(zhun)確(que)(que)性和(he)可比性的(de)技(ji)術保障(zhang),是統(tong)計(ji)(ji)現(xian)代化、科(ke)學化的(de)基(ji)礎。《意見(jian)》重點(dian)明(ming)確(que)(que)了(le)教育(yu)經費統(tong)計(ji)(ji)對(dui)象,進(jin)一(yi)(yi)步完(wan)善資(zi)(zi)金、資(zi)(zi)產、資(zi)(zi)源(yuan)全覆蓋的(de)統(tong)計(ji)(ji)調查內(nei)容,改進(jin)調查對(dui)象統(tong)計(ji)(ji)分類(lei),從技(ji)術標(biao)(biao)準(zhun)(zhun)上確(que)(que)保統(tong)計(ji)(ji)數(shu)據(ju)的(de)完(wan)整(zheng)性、準(zhun)(zhun)確(que)(que)性和(he)可比性。
二是完善統計指(zhi)標(biao)。《意見》明確(que)設置(zhi)了基礎(chu)采集、監測分析兩類(lei)教(jiao)育(yu)經費統計指(zhi)標(biao),并提出(chu)了規范(fan)性要求(qiu):基礎(chu)采集指(zhi)標(biao)重(zhong)在(zai)規范(fan),強(qiang)(qiang)調要精(jing)簡過時的、利用(yong)率(lv)低(di)的指(zhi)標(biao),增(zeng)加反映新形勢(shi)、新變化的指(zhi)標(biao),全(quan)面反映教(jiao)育(yu)經費統計調查內容;監測分析指(zhi)標(biao)重(zhong)在(zai)完善,強(qiang)(qiang)調要加強(qiang)(qiang)教(jiao)育(yu)投入產出(chu)分析,及時反映教(jiao)育(yu)投入政策落實情(qing)況(kuang)。
三是完(wan)(wan)(wan)善(shan)統(tong)(tong)(tong)計(ji)(ji)制(zhi)度。《意見》重點對教(jiao)育(yu)經(jing)費(fei)統(tong)(tong)(tong)計(ji)(ji)調(diao)查(cha)、分析(xi)(xi)、發(fa)布(bu)制(zhi)度進行完(wan)(wan)(wan)善(shan)。在統(tong)(tong)(tong)計(ji)(ji)調(diao)查(cha)制(zhi)度方面(mian),強調(diao)完(wan)(wan)(wan)善(shan)教(jiao)育(yu)經(jing)費(fei)統(tong)(tong)(tong)計(ji)(ji)動態監測(ce)工作機制(zhi),充(chong)分發(fa)揮(hui)監測(ce)監督作用(yong);在統(tong)(tong)(tong)計(ji)(ji)分析(xi)(xi)制(zhi)度方面(mian),堅(jian)(jian)持(chi)問題導向(xiang)建(jian)立教(jiao)育(yu)經(jing)費(fei)統(tong)(tong)(tong)計(ji)(ji)數(shu)據分析(xi)(xi)報告(gao)(gao)制(zhi)度,堅(jian)(jian)持(chi)政策導向(xiang)建(jian)立全國和省(sheng)級教(jiao)育(yu)經(jing)費(fei)發(fa)展報告(gao)(gao)制(zhi)度;在統(tong)(tong)(tong)計(ji)(ji)發(fa)布(bu)制(zhi)度方面(mian),重點是進一(yi)步完(wan)(wan)(wan)善(shan)省(sheng)級統(tong)(tong)(tong)計(ji)(ji)公告(gao)(gao)制(zhi)度,推動建(jian)立省(sheng)以下(xia)統(tong)(tong)(tong)計(ji)(ji)公告(gao)(gao)制(zhi)度。
四是提高統(tong)計(ji)(ji)質量(liang)。《意見》從教(jiao)育(yu)經(jing)(jing)費統(tong)計(ji)(ji)責任主(zhu)體、工(gong)作(zuo)環(huan)節全過程出發,重點明(ming)確質量(liang)控制責任主(zhu)體,規范統(tong)計(ji)(ji)業務流程,加強數(shu)據(ju)采集和審核(he),建立數(shu)據(ju)核(he)查和質量(liang)評估制度,目的是全面提升教(jiao)育(yu)經(jing)(jing)費統(tong)計(ji)(ji)數(shu)據(ju)質量(liang),確保數(shu)據(ju)全面完(wan)整、真實(shi)可信。
五是提(ti)升(sheng)統(tong)計(ji)能力。《意見》提(ti)出要加(jia)強(qiang)數字(zi)技術支撐,建設數據(ju)采集、信息(xi)查詢(xun)、動(dong)態監測(ce)、決策分(fen)析一體化(hua)的全(quan)國教育經濟(ji)信息(xi)管(guan)理平臺,加(jia)快實現(xian)教育經費(fei)統(tong)計(ji)數字(zi)化(hua)轉型,推進(jin)教育經費(fei)統(tong)計(ji)數據(ju)生產(chan)方(fang)式變革。強(qiang)調要加(jia)強(qiang)統(tong)計(ji)調查方(fang)法綜合(he)運(yun)用和隊伍建設。
問:統計數據質量是統計工作的“生命線”,請問《意見》在進一步提高教育經費統計數據質量方面具體有哪些舉措?
