中共中央 國務院關于深化產業工人隊伍建設改革的意見

  產(chan)業(ye)工(gong)人是工(gong)人階級(ji)的主體力量,是創(chuang)造社會財富的中(zhong)堅(jian)力量,是實施創(chuang)新驅動(dong)發展戰略、加快建設(she)制造強(qiang)國的骨干力量。為推(tui)動(dong)產(chan)業(ye)工(gong)人隊伍建設(she)改革(ge)走(zou)(zou)深走(zou)(zou)實,現提出如下意見。

  一、總體要求

  堅持(chi)以(yi)習(xi)近(jin)平新時代中(zhong)國特色社會(hui)主義(yi)思(si)想為指導,全(quan)面貫徹(che)黨的(de)二十(shi)(shi)大和二十(shi)(shi)屆二中(zhong)、三(san)中(zhong)全(quan)會(hui)精神(shen),深入貫徹(che)習(xi)近(jin)平總書記關(guan)于工(gong)(gong)人(ren)(ren)(ren)階級和工(gong)(gong)會(hui)工(gong)(gong)作(zuo)的(de)重(zhong)要(yao)論述,堅持(chi)和加強(qiang)黨的(de)全(quan)面領導,堅持(chi)全(quan)心全(quan)意(yi)(yi)依(yi)靠(kao)工(gong)(gong)人(ren)(ren)(ren)階級的(de)根(gen)本方針,深刻領悟“兩個(ge)確立”的(de)決定性意(yi)(yi)義(yi),增強(qiang)“四(si)個(ge)意(yi)(yi)識”、堅定“四(si)個(ge)自信(xin)”、做(zuo)到“兩個(ge)維護(hu)”,堅持(chi)系統觀念(nian)、問題導向、守正創(chuang)新,深化(hua)產業(ye)工(gong)(gong)人(ren)(ren)(ren)隊伍建設(she)改革,團結(jie)引(yin)導產業(ye)工(gong)(gong)人(ren)(ren)(ren)在中(zhong)國式現(xian)代化(hua)建設(she)中(zhong)發揮主力(li)軍作(zuo)用。

  主要目標是:通過深化產業工人隊伍建設改革,思想政治引領更加扎實,產業工人聽黨話跟黨走的信念更加堅定,干事創業的激情動力更加高漲,主人翁地位更加顯著,成就感獲得感幸福感進一步增強;勞動光榮、技能寶貴、創造偉大的社會氛圍更加濃厚;產業工人綜合素質明顯提升,大國工匠、高技能人才不斷涌現,知識型技能型創新型產業工人隊伍不斷壯大。力爭到2035年,培養造就2000名左右大國工匠、10000名左右省級工匠、50000名左右市級工匠,以(yi)(yi)培養更(geng)多大國工(gong)匠和各(ge)級工(gong)匠人才為引領,帶動一(yi)流產業技(ji)術工(gong)人隊伍(wu)建(jian)設,為以(yi)(yi)中國式現(xian)代(dai)化(hua)全面推進(jin)強國建(jian)設、民族復興偉業提供有力人才保(bao)障和技(ji)能支撐。

  二、強化思想政治引領,團結引導產業工人堅定不移聽黨話跟黨走

  (一)持(chi)續(xu)強(qiang)化(hua)產業工(gong)(gong)(gong)人(ren)隊伍(wu)思(si)想政(zheng)治工(gong)(gong)(gong)作。堅持(chi)不(bu)懈用(yong)習近平新時代中國(guo)特(te)色社會主(zhu)義(yi)(yi)思(si)想凝心(xin)(xin)鑄魂,推動黨的(de)創(chuang)新理(li)論在(zai)產業工(gong)(gong)(gong)人(ren)中落地生(sheng)根,結合實際做好網(wang)上思(si)想政(zheng)治引領,持(chi)續(xu)抓(zhua)好主(zhu)題宣(xuan)傳教育,開展普遍輪訓。鼓勵支持(chi)大(da)國(guo)工(gong)(gong)(gong)匠、高(gao)技能人(ren)才參加(jia)(jia)國(guo)情(qing)研(yan)修,鼓勵支持(chi)產業工(gong)(gong)(gong)人(ren)參加(jia)(jia)青年馬(ma)克思(si)主(zhu)義(yi)(yi)者培養工(gong)(gong)(gong)程,深化(hua)社會主(zhu)義(yi)(yi)核心(xin)(xin)價(jia)值觀教育,筑牢團結奮斗的(de)共(gong)同思(si)想基(ji)礎(chu)。

  (二(er))加(jia)強(qiang)(qiang)(qiang)產業(ye)工(gong)人(ren)(ren)隊伍黨(dang)建(jian)(jian)工(gong)作。加(jia)強(qiang)(qiang)(qiang)企(qi)業(ye)黨(dang)組織建(jian)(jian)設(she)。加(jia)強(qiang)(qiang)(qiang)新經濟組織、新就業(ye)群體黨(dang)建(jian)(jian)工(gong)作,及(ji)時(shi)有效擴大(da)黨(dang)的組織覆蓋(gai)和工(gong)作覆蓋(gai)。持續解決國有企(qi)業(ye)黨(dang)員空白班組問題。加(jia)強(qiang)(qiang)(qiang)在產業(ye)工(gong)人(ren)(ren)中發(fa)展黨(dang)員,注重把生產經營骨(gu)干培養成黨(dang)員。

  (三(san))大(da)力弘揚勞(lao)(lao)模(mo)(mo)(mo)精(jing)(jing)神(shen)(shen)、勞(lao)(lao)動(dong)(dong)精(jing)(jing)神(shen)(shen)、工(gong)(gong)匠(jiang)(jiang)精(jing)(jing)神(shen)(shen)。做實“中國夢·勞(lao)(lao)動(dong)(dong)美”主題宣傳教(jiao)育。在(zai)勞(lao)(lao)動(dong)(dong)模(mo)(mo)(mo)范、五一(yi)勞(lao)(lao)動(dong)(dong)獎章(zhang)、青年(nian)五四獎章(zhang)、三(san)八紅(hong)旗(qi)手(shou)等評選(xuan)工(gong)(gong)作中,加大(da)對產業(ye)工(gong)(gong)人的(de)宣傳力度。深入(ru)開展“勞(lao)(lao)模(mo)(mo)(mo)工(gong)(gong)匠(jiang)(jiang)進(jin)校園”行動(dong)(dong),把勞(lao)(lao)模(mo)(mo)(mo)精(jing)(jing)神(shen)(shen)、勞(lao)(lao)動(dong)(dong)精(jing)(jing)神(shen)(shen)、工(gong)(gong)匠(jiang)(jiang)精(jing)(jing)神(shen)(shen)納入(ru)大(da)思政課工(gong)(gong)作體系(xi),支(zhi)持(chi)在(zai)大(da)中小學設立(li)勞(lao)(lao)模(mo)(mo)(mo)工(gong)(gong)匠(jiang)(jiang)兼職(zhi)(zhi)輔導員,在(zai)職(zhi)(zhi)業(ye)學校(含技工(gong)(gong)院校,下同)開設“勞(lao)(lao)模(mo)(mo)(mo)工(gong)(gong)匠(jiang)(jiang)大(da)講堂”,在(zai)高(gao)等學校設立(li)勞(lao)(lao)模(mo)(mo)(mo)工(gong)(gong)匠(jiang)(jiang)兼職(zhi)(zhi)導師。組(zu)織開展勞(lao)(lao)模(mo)(mo)(mo)工(gong)(gong)匠(jiang)(jiang)進(jin)企業(ye)、進(jin)社(she)區、進(jin)機關宣傳活動(dong)(dong)。

  三、發展全過程人民民主,保障產業工人主人翁地位

  (四)落(luo)實產(chan)業工(gong)(gong)人(ren)參與國家治(zhi)理(li)(li)(li)的(de)(de)制度(du)。落(luo)實保障(zhang)產(chan)業工(gong)(gong)人(ren)主人(ren)翁(weng)地位的(de)(de)制度(du)安排。組(zu)織(zhi)開展黨的(de)(de)代(dai)表(biao)(biao)大會(hui)(hui)代(dai)表(biao)(biao)和委(wei)員(yuan)會(hui)(hui)委(wei)員(yuan)、人(ren)大代(dai)表(biao)(biao)、政協委(wei)員(yuan)、群團組(zu)織(zhi)代(dai)表(biao)(biao)大會(hui)(hui)代(dai)表(biao)(biao)和委(wei)員(yuan)會(hui)(hui)委(wei)員(yuan)中(zhong)的(de)(de)產(chan)業工(gong)(gong)人(ren)教育培訓。引導(dao)產(chan)業工(gong)(gong)人(ren)依法行使(shi)民(min)主權利,有(you)序參與國家治(zhi)理(li)(li)(li)、社會(hui)(hui)治(zhi)理(li)(li)(li)、基層治(zhi)理(li)(li)(li)。

  (五)完善企業民主(zhu)(zhu)(zhu)管(guan)理制度(du)。健全以職工(gong)(gong)代表大會為基本(ben)形式的企事(shi)(shi)(shi)業單位民主(zhu)(zhu)(zhu)管(guan)理制度(du),涉及產業工(gong)(gong)人切身利益(yi)的重大事(shi)(shi)(shi)項必須依法依章(zhang)程經(jing)職工(gong)(gong)代表大會審議(yi)通過。堅持和完善職工(gong)(gong)董事(shi)(shi)(shi)、職工(gong)(gong)監(jian)事(shi)(shi)(shi)制度(du),深(shen)化廠務(wu)(wu)公開(kai),積極利用數字技術為產業工(gong)(gong)人民主(zhu)(zhu)(zhu)參與提供更為精準便捷的服務(wu)(wu)。

  (六)健全勞(lao)(lao)動(dong)(dong)(dong)(dong)關(guan)(guan)(guan)(guan)(guan)系(xi)(xi)(xi)(xi)協商(shang)協調(diao)機制(zhi)(zhi)。全面(mian)落實勞(lao)(lao)動(dong)(dong)(dong)(dong)合同(tong)(tong)制(zhi)(zhi)度,推進集(ji)體協商(shang)和(he)集(ji)體合同(tong)(tong)制(zhi)(zhi)度。建立健全各級協調(diao)勞(lao)(lao)動(dong)(dong)(dong)(dong)關(guan)(guan)(guan)(guan)(guan)系(xi)(xi)(xi)(xi)三方委員會(hui),發(fa)揮(hui)國(guo)家(jia)協調(diao)勞(lao)(lao)動(dong)(dong)(dong)(dong)關(guan)(guan)(guan)(guan)(guan)系(xi)(xi)(xi)(xi)三方機制(zhi)(zhi)、地方政府和(he)同(tong)(tong)級工(gong)(gong)會(hui)聯席會(hui)議(yi)制(zhi)(zhi)度作(zuo)用,把推進產(chan)業(ye)工(gong)(gong)人隊伍建設改革(ge)列入重要議(yi)程。完善(shan)基層勞(lao)(lao)動(dong)(dong)(dong)(dong)關(guan)(guan)(guan)(guan)(guan)系(xi)(xi)(xi)(xi)治理機制(zhi)(zhi),提升勞(lao)(lao)動(dong)(dong)(dong)(dong)關(guan)(guan)(guan)(guan)(guan)系(xi)(xi)(xi)(xi)公(gong)共(gong)服務(wu)水平,開展全國(guo)基層勞(lao)(lao)動(dong)(dong)(dong)(dong)關(guan)(guan)(guan)(guan)(guan)系(xi)(xi)(xi)(xi)公(gong)共(gong)服務(wu)站(zhan)點標準(zhun)化(hua)工(gong)(gong)作(zuo)。推進區域和(he)諧(xie)勞(lao)(lao)動(dong)(dong)(dong)(dong)關(guan)(guan)(guan)(guan)(guan)系(xi)(xi)(xi)(xi)高質(zhi)量發(fa)展改革(ge)創新試點。積(ji)極(ji)推進行(xing)業(ye)、企(qi)業(ye)和(he)工(gong)(gong)業(ye)園區構建和(he)諧(xie)勞(lao)(lao)動(dong)(dong)(dong)(dong)關(guan)(guan)(guan)(guan)(guan)系(xi)(xi)(xi)(xi)。

  (七)加(jia)強(qiang)對產業工人(ren)(ren)(ren)主人(ren)(ren)(ren)翁(weng)地(di)位(wei)的宣(xuan)(xuan)傳引導。主流媒體(ti)要加(jia)大對產業工人(ren)(ren)(ren)主人(ren)(ren)(ren)翁(weng)地(di)位(wei)的宣(xuan)(xuan)傳力度,創作(zuo)出版、制作(zuo)播出更(geng)多反映產業工人(ren)(ren)(ren)風(feng)貌的優秀文學藝(yi)術、網絡視(shi)聽和(he)影(ying)視(shi)作(zuo)品等(deng),營造崇(chong)尚勞(lao)模、尊重勞(lao)動、尊崇(chong)工匠的社會氛圍。

  四、適應新型工業化發展需求,完善產業工人技能形成體系

  (八(ba))推動現(xian)(xian)代(dai)職(zhi)業教(jiao)(jiao)(jiao)育(yu)高質量發展(zhan)。加快構建職(zhi)普融(rong)通、產(chan)教(jiao)(jiao)(jiao)融(rong)合(he)的(de)(de)職(zhi)業教(jiao)(jiao)(jiao)育(yu)體系。堅持(chi)以教(jiao)(jiao)(jiao)促產(chan)、以產(chan)助教(jiao)(jiao)(jiao)、產(chan)教(jiao)(jiao)(jiao)融(rong)合(he)、產(chan)學(xue)(xue)(xue)合(he)作,培育(yu)一批行業領(ling)先的(de)(de)產(chan)教(jiao)(jiao)(jiao)融(rong)合(he)型企業,打造一批核心課程、優質教(jiao)(jiao)(jiao)材、教(jiao)(jiao)(jiao)師團隊、實踐項目。實施現(xian)(xian)代(dai)職(zhi)業教(jiao)(jiao)(jiao)育(yu)質量提升(sheng)計(ji)劃(hua)、職(zhi)業學(xue)(xue)(xue)校(xiao)(xiao)教(jiao)(jiao)(jiao)師素(su)質提高計(ji)劃(hua),支持(chi)大國工(gong)匠、高技能人才兼(jian)任職(zhi)業學(xue)(xue)(xue)校(xiao)(xiao)實習(xi)實訓教(jiao)(jiao)(jiao)師。提升(sheng)辦學(xue)(xue)(xue)條件(jian)和教(jiao)(jiao)(jiao)學(xue)(xue)(xue)能力,創建一批具有較高國際化水平的(de)(de)職(zhi)業學(xue)(xue)(xue)校(xiao)(xiao)。

  (九)加(jia)大復合型(xing)技(ji)(ji)術(shu)技(ji)(ji)能(neng)人(ren)才培(pei)養(yang)力(li)度。健(jian)全產(chan)業(ye)工(gong)人(ren)終身職(zhi)業(ye)技(ji)(ji)能(neng)培(pei)訓(xun)制度,為發展(zhan)新質(zhi)生產(chan)力(li)、推(tui)動(dong)(dong)高質(zhi)量發展(zhan)培(pei)養(yang)急需人(ren)才。大力(li)實(shi)施技(ji)(ji)能(neng)中國行(xing)(xing)動(dong)(dong)、職(zhi)業(ye)教(jiao)育現(xian)場工(gong)程師專項培(pei)養(yang)計(ji)劃、青年技(ji)(ji)能(neng)人(ren)才鍛(duan)造(zao)行(xing)(xing)動(dong)(dong),全面(mian)推(tui)進(jin)工(gong)學(xue)一(yi)體化技(ji)(ji)能(neng)人(ren)才培(pei)養(yang)模式(shi)。

  (十(shi))落實企業(ye)(ye)培養產(chan)業(ye)(ye)工(gong)(gong)人(ren)(ren)的(de)責任。構建以(yi)企業(ye)(ye)為(wei)主體、職(zhi)業(ye)(ye)學校為(wei)基礎,政府(fu)推動、社會(hui)支持(chi)、工(gong)(gong)會(hui)參與的(de)技(ji)能(neng)人(ren)(ren)才培養體系(xi)。鼓勵大(da)型企業(ye)(ye)制定技(ji)能(neng)人(ren)(ren)才發展戰(zhan)略,健(jian)全產(chan)業(ye)(ye)工(gong)(gong)人(ren)(ren)培訓(xun)制度,積(ji)極開展公(gong)共(gong)職(zhi)業(ye)(ye)技(ji)能(neng)培訓(xun)。企業(ye)(ye)按規定足額提(ti)取和使用職(zhi)工(gong)(gong)教育經費,確(que)保(bao)60%以(yi)上用于(yu)一(yi)線職(zhi)工(gong)(gong)教育和培訓(xun)。發揮工(gong)(gong)會(hui)系(xi)統、行業(ye)(ye)協(xie)會(hui)、社會(hui)培訓(xun)機構作用,幫助中(zhong)小企業(ye)(ye)開展技(ji)能(neng)培訓(xun)。

  (十一)促(cu)進產(chan)(chan)業(ye)工(gong)(gong)(gong)人知識更(geng)新和學(xue)(xue)(xue)歷提升。實施產(chan)(chan)業(ye)工(gong)(gong)(gong)人繼續教育(yu)項(xiang)目,鼓勵更(geng)多高(gao)(gao)等學(xue)(xue)(xue)校(xiao)、開(kai)放大學(xue)(xue)(xue)開(kai)設勞(lao)模和工(gong)(gong)(gong)匠(jiang)人才(cai)、高(gao)(gao)技能(neng)(neng)人才(cai)學(xue)(xue)(xue)歷教育(yu)班、高(gao)(gao)級研(yan)修(xiu)班,舉(ju)辦勞(lao)模工(gong)(gong)(gong)匠(jiang)創(chuang)新培(pei)訓(xun)營,持續深化(hua)勞(lao)模工(gong)(gong)(gong)匠(jiang)、高(gao)(gao)技能(neng)(neng)人才(cai)境外培(pei)訓(xun)和國(guo)際交流活動。發(fa)揮國(guo)家各類(lei)職(zhi)業(ye)教育(yu)智慧教育(yu)平(ping)臺作(zuo)用。打造全(quan)國(guo)產(chan)(chan)業(ye)工(gong)(gong)(gong)人智能(neng)(neng)化(hua)技能(neng)(neng)學(xue)(xue)(xue)習平(ping)臺。充分發(fa)揮工(gong)(gong)(gong)人文化(hua)宮等社會公(gong)益(yi)陣(zhen)地作(zuo)用,向農(nong)民工(gong)(gong)(gong)、新就業(ye)形(xing)態勞(lao)動者提供(gong)普(pu)惠制(zhi)、普(pu)及性技能(neng)(neng)培(pei)訓(xun)服務。

  五、健全職業發展體系,促進產業工人成長成才

  (十二)暢通產業(ye)工人(ren)(ren)向上(shang)發展通道。建立以創(chuang)新(xin)能力、質量、實效、貢(gong)獻為導向,注重勞(lao)模精(jing)神、勞(lao)動精(jing)神、工匠(jiang)(jiang)精(jing)神培育和職(zhi)業(ye)道德養成(cheng)的(de)技(ji)能人(ren)(ren)才(cai)評價體(ti)系。把大國工匠(jiang)(jiang)、高技(ji)能人(ren)(ren)才(cai)納(na)入(ru)黨(dang)管人(ren)(ren)才(cai)總體(ti)安排(pai)統籌考慮,支持各地將急需緊缺技(ji)能人(ren)(ren)才(cai)納(na)入(ru)人(ren)(ren)才(cai)引進目錄(lu)。深入(ru)實施(shi)職(zhi)業(ye)技(ji)能等級認定提質擴面行動。健全“新(xin)八級工”職(zhi)業(ye)技(ji)能等級制度。

  (十三(san))貫通(tong)產業(ye)(ye)工人(ren)橫向發展機(ji)制。引導企(qi)業(ye)(ye)建立健全產業(ye)(ye)工人(ren)職(zhi)業(ye)(ye)生涯指導計(ji)劃。推進學(xue)歷教育學(xue)習(xi)成果、非學(xue)歷教育學(xue)習(xi)成果、職(zhi)業(ye)(ye)技(ji)能等(deng)級(ji)(ji)學(xue)分轉換(huan)互認。建立職(zhi)業(ye)(ye)資格、職(zhi)業(ye)(ye)技(ji)能等(deng)級(ji)(ji)與相(xiang)應職(zhi)稱(cheng)、學(xue)歷的雙向比照認定制度,健全專業(ye)(ye)技(ji)術崗(gang)位、經營管理崗(gang)位、技(ji)能崗(gang)位互相(xiang)貫通(tong)的長效機(ji)制。

  六、維護勞動經濟權益,增強產業工人成就感獲得感幸福感

  (十四)提高產(chan)業工(gong)人(ren)經濟(ji)收入。堅持多(duo)勞者多(duo)得(de)、技(ji)(ji)(ji)(ji)高者多(duo)得(de)、創(chuang)新(xin)者多(duo)得(de),進一步完(wan)善收入分配制(zhi)度(du),提高勞動報酬(chou)在初(chu)次分配中的比重。完(wan)善產(chan)業工(gong)人(ren)工(gong)資決定、合理(li)增(zeng)長(chang)、支付保障機制(zhi),健全按要素(su)分配政策制(zhi)度(du)。多(duo)措并舉推(tui)動企業建(jian)立(li)健全基于崗(gang)位價值(zhi)、能(neng)力素(su)質、創(chuang)新(xin)創(chuang)造、業績貢獻的技(ji)(ji)(ji)(ji)能(neng)人(ren)才薪(xin)(xin)(xin)酬(chou)分配制(zhi)度(du),以提高技(ji)(ji)(ji)(ji)能(neng)人(ren)才薪(xin)(xin)(xin)酬(chou)待遇為重點開(kai)展工(gong)資集體(ti)協(xie)商(shang),探(tan)索對大國工(gong)匠、高技(ji)(ji)(ji)(ji)能(neng)人(ren)才實行年(nian)薪(xin)(xin)(xin)制(zhi)、協(xie)議工(gong)資制(zhi)和股權激勵(li)等。指(zhi)導(dao)有條件的地區發布分職業(工(gong)種、崗(gang)位)、分技(ji)(ji)(ji)(ji)能(neng)等級的工(gong)資價位信息。

  (十五(wu))加強(qiang)(qiang)產業(ye)工(gong)人(ren)服(fu)務保(bao)障(zhang)(zhang)。建立以社會保(bao)障(zhang)(zhang)卡為(wei)載體(ti)的產業(ye)工(gong)人(ren)電子檔案,實現培訓(xun)信(xin)息(xi)與(yu)就業(ye)、社會保(bao)障(zhang)(zhang)信(xin)息(xi)聯(lian)通(tong)共享、服(fu)務事(shi)項(xiang)一網通(tong)辦。督(du)促企業(ye)與(yu)產業(ye)工(gong)人(ren)簽訂書(shu)面勞(lao)(lao)(lao)動(dong)(dong)合同(tong)。嚴格(ge)規范勞(lao)(lao)(lao)務派遣用工(gong),保(bao)障(zhang)(zhang)勞(lao)(lao)(lao)動(dong)(dong)者合法權益(yi)。堅持和發展新時代(dai)“楓橋經驗”,完善(shan)勞(lao)(lao)(lao)動(dong)(dong)爭(zheng)議(yi)多元處理機制,妥善(shan)化(hua)解(jie)勞(lao)(lao)(lao)動(dong)(dong)領域(yu)矛盾(dun)糾(jiu)紛。強(qiang)(qiang)化(hua)勞(lao)(lao)(lao)動(dong)(dong)保(bao)障(zhang)(zhang)監察執法,加強(qiang)(qiang)與(yu)勞(lao)(lao)(lao)動(dong)(dong)人(ren)事(shi)爭(zheng)議(yi)調解(jie)仲裁聯(lian)動(dong)(dong),依法糾(jiu)治勞(lao)(lao)(lao)動(dong)(dong)領域(yu)違法侵權行為(wei)。

  (十六)有效維護產(chan)業(ye)(ye)工人安全(quan)(quan)(quan)健康權(quan)益。壓(ya)實(shi)企業(ye)(ye)安全(quan)(quan)(quan)生(sheng)產(chan)責任,實(shi)施高危行業(ye)(ye)領域從業(ye)(ye)人員(yuan)安全(quan)(quan)(quan)技(ji)能提升專項行動(dong),發揮職(zhi)工代表大會對(dui)企業(ye)(ye)安全(quan)(quan)(quan)生(sheng)產(chan)工作的監(jian)督作用。加(jia)強對(dui)高危行業(ye)(ye)建設(she)項目的勞動(dong)安全(quan)(quan)(quan)保護。加(jia)強職(zhi)業(ye)(ye)病防治(zhi)。督促企業(ye)(ye)依法落(luo)實(shi)工時和休(xiu)息(xi)休(xiu)假制(zhi)度,健全(quan)(quan)(quan)并落(luo)實(shi)產(chan)業(ye)(ye)工人療養休(xiu)養制(zhi)度,促進產(chan)業(ye)(ye)工人身心健康。

  (十七)做(zuo)好新(xin)就(jiu)(jiu)業(ye)(ye)(ye)(ye)形(xing)態(tai)勞(lao)動(dong)(dong)者維(wei)權服務工(gong)(gong)(gong)(gong)作。研究(jiu)推動(dong)(dong)新(xin)就(jiu)(jiu)業(ye)(ye)(ye)(ye)形(xing)態(tai)領域立法。全面推行工(gong)(gong)(gong)(gong)會(hui)勞(lao)動(dong)(dong)法律(lv)監督“一函兩書(shu)”,加強(qiang)對平(ping)臺(tai)企業(ye)(ye)(ye)(ye)和平(ping)臺(tai)用工(gong)(gong)(gong)(gong)合(he)作企業(ye)(ye)(ye)(ye)的監管。積極做(zuo)好新(xin)就(jiu)(jiu)業(ye)(ye)(ye)(ye)形(xing)態(tai)勞(lao)動(dong)(dong)者建(jian)會(hui)入會(hui)和維(wei)權服務工(gong)(gong)(gong)(gong)作,暢(chang)通訴求表達渠道,解決(jue)急難愁(chou)盼(pan)問(wen)題。健(jian)全靈活就(jiu)(jiu)業(ye)(ye)(ye)(ye)人員、農(nong)民工(gong)(gong)(gong)(gong)、新(xin)就(jiu)(jiu)業(ye)(ye)(ye)(ye)形(xing)態(tai)勞(lao)動(dong)(dong)者社保制度,擴(kuo)大(da)新(xin)就(jiu)(jiu)業(ye)(ye)(ye)(ye)形(xing)態(tai)勞(lao)動(dong)(dong)者職業(ye)(ye)(ye)(ye)傷害保障試點。推動(dong)(dong)平(ping)臺(tai)企業(ye)(ye)(ye)(ye)建(jian)立與(yu)工(gong)(gong)(gong)(gong)會(hui)、勞(lao)動(dong)(dong)者代(dai)表常態(tai)化溝通協商(shang)機制。

  七、搭建建功立業平臺,發揮產業工人主力軍作用

  (十(shi)八(ba))深(shen)入開展(zhan)勞動(dong)(dong)(dong)和技(ji)(ji)能(neng)(neng)競賽。圍繞重(zhong)(zhong)大(da)戰略、重(zhong)(zhong)大(da)工程、重(zhong)(zhong)大(da)項(xiang)目、重(zhong)(zhong)點產(chan)業(ye),廣泛開展(zhan)各層級(ji)多(duo)形式(shi)(shi)的(de)競賽活動(dong)(dong)(dong)。持續辦好各級(ji)各類(lei)職業(ye)技(ji)(ji)能(neng)(neng)賽事活動(dong)(dong)(dong)。支(zhi)持企業(ye)開展(zhan)形式(shi)(shi)多(duo)樣的(de)勞動(dong)(dong)(dong)競賽、技(ji)(ji)能(neng)(neng)比武,不斷激發產(chan)業(ye)工人投身推動(dong)(dong)(dong)高質量發展(zhan)的(de)積(ji)極性(xing)主動(dong)(dong)(dong)性(xing)創造(zao)性(xing)。

  (十(shi)九)激發產(chan)業工(gong)人(ren)(ren)創(chuang)新(xin)(xin)創(chuang)造活力。鼓勵產(chan)業工(gong)人(ren)(ren)立足(zu)工(gong)作(zuo)崗(gang)位、解決現場實際問題,廣(guang)泛開展面向生(sheng)產(chan)全過(guo)程的技(ji)(ji)術(shu)革(ge)新(xin)(xin)、技(ji)(ji)術(shu)創(chuang)新(xin)(xin)、技(ji)(ji)術(shu)攻關、技(ji)(ji)術(shu)創(chuang)造和(he)小發明、小創(chuang)造、小革(ge)新(xin)(xin)、小設計、小建議等(deng)(deng)群眾性創(chuang)新(xin)(xin)活動,完善發揮企業班組作(zuo)用的制度。引導和(he)支持大國工(gong)匠、高技(ji)(ji)能人(ren)(ren)才(cai)參與(yu)重(zhong)大技(ji)(ji)術(shu)革(ge)新(xin)(xin)、科(ke)技(ji)(ji)攻關項目。加強(qiang)產(chan)業工(gong)人(ren)(ren)創(chuang)新(xin)(xin)成果知識產(chan)權保護,做好產(chan)業工(gong)人(ren)(ren)申報國家(jia)科(ke)技(ji)(ji)進步獎(jiang)等(deng)(deng)工(gong)作(zuo)。

  (二十)發揮(hui)勞模和工匠人(ren)才的示范引領作(zuo)(zuo)用。加(jia)強(qiang)勞模工匠創新(xin)(xin)工作(zuo)(zuo)室(shi)(shi)、技能大師工作(zuo)(zuo)室(shi)(shi)、職工創新(xin)(xin)工作(zuo)(zuo)室(shi)(shi)、青創先(xian)鋒工作(zuo)(zuo)室(shi)(shi)等平臺(tai)建(jian)設。推(tui)動在專(zhuan)精特新(xin)(xin)中小企(qi)(qi)(qi)業(ye)(ye)、專(zhuan)精特新(xin)(xin)“小巨人(ren)”企(qi)(qi)(qi)業(ye)(ye)中加(jia)強(qiang)創新(xin)(xin)工作(zuo)(zuo)室(shi)(shi)建(jian)設。鼓勵發展(zhan)跨(kua)區域、跨(kua)行業(ye)(ye)、跨(kua)企(qi)(qi)(qi)業(ye)(ye)的創新(xin)(xin)工作(zuo)(zuo)室(shi)(shi)聯(lian)盟(meng)。實施(shi)“勞模工匠助企(qi)(qi)(qi)行”,促進專(zhuan)精特新(xin)(xin)中小企(qi)(qi)(qi)業(ye)(ye)發展(zhan)。

  八、壯大產業工人隊伍,不斷鞏固黨長期執政的階級基礎和群眾基礎

  (二十一)穩定(ding)制(zhi)(zhi)造(zao)(zao)(zao)(zao)業(ye)(ye)產(chan)業(ye)(ye)工(gong)人(ren)隊伍。支持制(zhi)(zhi)造(zao)(zao)(zao)(zao)業(ye)(ye)企業(ye)(ye)圍繞轉型(xing)升級和產(chan)業(ye)(ye)基礎再造(zao)(zao)(zao)(zao)工(gong)程項目,實施制(zhi)(zhi)造(zao)(zao)(zao)(zao)業(ye)(ye)技(ji)能根基工(gong)程和制(zhi)(zhi)造(zao)(zao)(zao)(zao)業(ye)(ye)人(ren)才支持計劃。統籌推進制(zhi)(zhi)造(zao)(zao)(zao)(zao)業(ye)(ye)轉型(xing)升級和保(bao)持產(chan)業(ye)(ye)工(gong)人(ren)隊伍穩定(ding),支持和引(yin)導企業(ye)(ye)加強轉崗培訓(xun),提高產(chan)業(ye)(ye)工(gong)人(ren)多崗位適(shi)應能力。

  (二十二)大(da)(da)力(li)培養(yang)大(da)(da)國工匠(jiang)(jiang)。實施大(da)(da)國工匠(jiang)(jiang)人(ren)才培育工程。持續辦好大(da)(da)國工匠(jiang)(jiang)創新交(jiao)流(liu)大(da)(da)會暨大(da)(da)國工匠(jiang)(jiang)論壇。加強巾幗工匠(jiang)(jiang)培養(yang),充分(fen)發揮作(zuo)用。廣泛深入開(kai)展(zhan)工匠(jiang)(jiang)宣傳,在全(quan)社會大(da)(da)力(li)弘揚(yang)工匠(jiang)(jiang)精神,講(jiang)好工匠(jiang)(jiang)故事,按規(gui)定開(kai)展(zhan)表彰工作(zuo)。

  (二(er)十(shi)三)吸引(yin)更多青年(nian)加(jia)入(ru)產業(ye)(ye)工(gong)人隊伍。加(jia)強(qiang)政策支持和就(jiu)業(ye)(ye)指導、就(jiu)業(ye)(ye)服務(wu),搭建校企對接平臺。改善工(gong)作環境和勞動條件,豐富精神(shen)文化生(sheng)活(huo),增強(qiang)制造業(ye)(ye)崗(gang)位對青年(nian)的吸引(yin)力。搭建產業(ye)(ye)工(gong)人成長發展平臺,引(yin)導更多大學生(sheng)走技能成才、技能報(bao)國之路。

  (二十(shi)四)把農(nong)(nong)(nong)民(min)(min)工(gong)培養(yang)成高素質現代產業工(gong)人。圍繞產業轉型升(sheng)級,加強對(dui)農(nong)(nong)(nong)民(min)(min)工(gong)的技能(neng)培訓,廣泛(fan)實施求(qiu)學圓夢行動(dong)。促(cu)進(jin)(jin)(jin)(jin)農(nong)(nong)(nong)民(min)(min)工(gong)融(rong)入城(cheng)市(shi),進(jin)(jin)(jin)(jin)一步(bu)放開放寬城(cheng)市(shi)落戶政策,促(cu)進(jin)(jin)(jin)(jin)進(jin)(jin)(jin)(jin)城(cheng)農(nong)(nong)(nong)民(min)(min)工(gong)平(ping)等享有(you)城(cheng)鎮基本公共服(fu)務。加大公益法律服(fu)務惠(hui)及農(nong)(nong)(nong)民(min)(min)工(gong)力(li)度(du),保障(zhang)合法權益,促(cu)進(jin)(jin)(jin)(jin)穩定就(jiu)業。

  九、加強組織領導,合力推進產業工人隊伍建設改革

  (二十五)強(qiang)(qiang)化組(zu)織保障。各級(ji)(ji)黨委(wei)和(he)政(zheng)府要加強(qiang)(qiang)對產(chan)業工(gong)人(ren)隊(dui)伍建(jian)設(she)改革的(de)組(zu)織領導(dao),強(qiang)(qiang)化統籌(chou)協調,結(jie)合(he)實際抓好本(ben)意見(jian)貫(guan)徹落(luo)實。各級(ji)(ji)工(gong)會要牽頭抓總(zong),各級(ji)(ji)產(chan)業工(gong)人(ren)隊(dui)伍建(jian)設(she)改革組(zu)織推(tui)進(jin)機構要加強(qiang)(qiang)分類(lei)指導(dao),推(tui)動形成工(gong)作合(he)力。推(tui)動促進(jin)產(chan)業工(gong)人(ren)隊(dui)伍建(jian)設(she)方面的(de)立法。

  (二十六)發揮企業(ye)(ye)作用。強化國(guo)有(you)企業(ye)(ye)政(zheng)治責任(ren),充分發揮中(zhong)央(yang)企業(ye)(ye)和(he)地方大型(xing)國(guo)有(you)企業(ye)(ye)帶動作用。支(zhi)(zhi)持民營企業(ye)(ye)更好履行社會責任(ren)。鼓(gu)勵企業(ye)(ye)將(jiang)產業(ye)(ye)工(gong)(gong)(gong)人(ren)(ren)隊(dui)(dui)伍建(jian)設改(gai)(gai)革情況(kuang)納入企業(ye)(ye)社會責任(ren)報告(gao)、可持續發展報告(gao)。發布推進產業(ye)(ye)工(gong)(gong)(gong)人(ren)(ren)隊(dui)(dui)伍建(jian)設改(gai)(gai)革藍(lan)皮(pi)書(shu)。對推進產業(ye)(ye)工(gong)(gong)(gong)人(ren)(ren)隊(dui)(dui)伍建(jian)設改(gai)(gai)革成效顯著的企業(ye)(ye),各級黨委和(he)政(zheng)府以及工(gong)(gong)(gong)會等按規定予(yu)以表(biao)彰和(he)相應(ying)政(zheng)策支(zhi)(zhi)持。

  (二十七)健全社會支持體系(xi)。加大對產業(ye)工人隊伍建(jian)設(she)改革的宣傳力度,營(ying)造(zao)濃厚(hou)社會氛(fen)圍。建(jian)立產業(ye)工人隊伍數據統計、調查、監測(ce)體系(xi)。加強產業(ye)工人隊伍建(jian)設(she)改革課題研究。
