天津大學認真學習貫徹黨的二十大精神(shen),深入落實習近平總書記關于教(jiao)育(yu)、“三農(nong)”工(gong)作(zuo)的重要(yao)論(lun)述(shu),按照(zhao)黨中央(yang)、國務院關于實現鞏固拓展脫貧攻堅成果同鄉(xiang)村振興有效(xiao)銜接的決策部署,聚焦發揮(hui)組(zu)織領航、科技(ji)賦能、教(jiao)育(yu)啟智、文化潤心作(zuo)用(yong),積極整合學校資源力量,持續做好定點幫扶工(gong)作(zuo),助力甘(gan)肅(su)省(sheng)隴南市宕昌(chang)縣鄉(xiang)村全面(mian)振興。
堅持(chi)組(zu)織(zhi)(zhi)(zhi)領航(hang),完善定(ding)(ding)點(dian)幫(bang)(bang)(bang)扶(fu)(fu)(fu)機制(zhi)。一(yi)是(shi)強化系統(tong)(tong)設計。將(jiang)(jiang)定(ding)(ding)點(dian)幫(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)列入學(xue)校“十四(si)(si)五”規劃,納入年度重點(dian)工(gong)(gong)作(zuo)(zuo),每年制(zhi)定(ding)(ding)定(ding)(ding)點(dian)幫(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)計劃、實施方案、任(ren)務(wu)(wu)分解(jie)表等(deng)(deng),保障各項任(ren)務(wu)(wu)落實落地(di)(di)。成立由學(xue)校黨(dang)(dang)(dang)(dang)(dang)(dang)委書記、校長(chang)擔(dan)任(ren)雙(shuang)組(zu)長(chang)的定(ding)(ding)點(dian)幫(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)領導(dao)小組(zu),相(xiang)關職(zhi)(zhi)能部(bu)門作(zuo)(zuo)為(wei)成員(yuan)(yuan)單位,建(jian)立定(ding)(ding)期研究推進定(ding)(ding)點(dian)幫(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)機制(zhi),構建(jian)黨(dang)(dang)(dang)(dang)(dang)(dang)委統(tong)(tong)一(yi)領導(dao),幫(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)辦(ban)公(gong)室牽頭(tou)協調,全校上(shang)下(xia)聯(lian)動(dong)(dong)、同向發力(li)的工(gong)(gong)作(zuo)(zuo)格局。學(xue)校領導(dao)班子成員(yuan)(yuan)先(xian)后(hou)(hou)34次(ci)帶(dai)隊赴(fu)宕(dang)(dang)(dang)(dang)昌(chang)(chang)(chang)縣(xian)(xian)調研考(kao)察(cha),現場指導(dao)幫(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo),解(jie)決重點(dian)難點(dian)問題。二是(shi)深化結(jie)對共建(jian)。持(chi)續完善“院級(ji)黨(dang)(dang)(dang)(dang)(dang)(dang)組(zu)織(zhi)(zhi)(zhi)—黨(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)—黨(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)”三(san)級(ji)結(jie)對共建(jian)機制(zhi),推動(dong)(dong)36個院級(ji)黨(dang)(dang)(dang)(dang)(dang)(dang)組(zu)織(zhi)(zhi)(zhi)與宕(dang)(dang)(dang)(dang)昌(chang)(chang)(chang)縣(xian)(xian)25個鄉鎮(zhen)黨(dang)(dang)(dang)(dang)(dang)(dang)組(zu)織(zhi)(zhi)(zhi)結(jie)對,師(shi)(shi)生黨(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)與宕(dang)(dang)(dang)(dang)昌(chang)(chang)(chang)縣(xian)(xian)村(cun)黨(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)結(jie)對,師(shi)(shi)生黨(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)與宕(dang)(dang)(dang)(dang)昌(chang)(chang)(chang)縣(xian)(xian)中(zhong)學(xue)生結(jie)對,通過“共上(shang)一(yi)堂課、幫(bang)(bang)(bang)辦(ban)一(yi)件事”等(deng)(deng)方式(shi),引(yin)導(dao)廣(guang)大(da)師(shi)(shi)生黨(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)爭當定(ding)(ding)點(dian)幫(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)的“急先(xian)鋒”“排頭(tou)兵”。三(san)是(shi)加(jia)大(da)投(tou)入保障。落實“四(si)(si)個不(bu)摘”要(yao)求(qiu),持(chi)續在資(zi)金投(tou)入、人員(yuan)(yuan)培訓(xun)、消費幫(bang)(bang)(bang)扶(fu)(fu)(fu)等(deng)(deng)方面(mian)加(jia)大(da)工(gong)(gong)作(zuo)(zuo)力(li)度。選優配強掛職(zhi)(zhi)干部(bu),先(xian)后(hou)(hou)選派多名干部(bu)教師(shi)(shi)赴(fu)宕(dang)(dang)(dang)(dang)昌(chang)(chang)(chang)縣(xian)(xian)掛職(zhi)(zhi)副縣(xian)(xian)長(chang)、駐村(cun)第一(yi)書記、扶(fu)(fu)(fu)貧辦(ban)副主(zhu)任(ren)、鄉村(cun)振興局副局長(chang)等(deng)(deng)職(zhi)(zhi)務(wu)(wu),將(jiang)(jiang)定(ding)(ding)點(dian)幫(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)作(zuo)(zuo)為(wei)培養鍛煉干部(bu)的廣(guang)闊舞(wu)臺,壓(ya)茬接力(li),接續奮戰,搭好工(gong)(gong)作(zuo)(zuo)對接橋梁。自2017年以(yi)來,累計為(wei)宕(dang)(dang)(dang)(dang)昌(chang)(chang)(chang)縣(xian)(xian)直接投(tou)入2887.75萬(wan)(wan)元(yuan),引(yin)進資(zi)金6117.18萬(wan)(wan)元(yuan),培訓(xun)干部(bu)8337人次(ci),培訓(xun)技(ji)術人員(yuan)(yuan)1.03萬(wan)(wan)人次(ci),采(cai)購貧困(kun)地(di)(di)區(qu)農產品2361.99萬(wan)(wan)元(yuan),幫(bang)(bang)(bang)助銷售(shou)貧困(kun)地(di)(di)區(qu)農產品3365.27萬(wan)(wan)元(yuan),有力(li)帶(dai)動(dong)(dong)當地(di)(di)群(qun)眾增收致富。
堅持科(ke)技(ji)賦能,提(ti)(ti)升(sheng)(sheng)產(chan)(chan)業(ye)(ye)發展(zhan)(zhan)動能。一(yi)(yi)是(shi)(shi)完善科(ke)技(ji)幫扶(fu)體(ti)系(xi)。設(she)(she)立鄉村(cun)振興(xing)自(zi)主(zhu)創(chuang)新基金(jin)項目(mu),圍繞清(qing)潔能源、數字鄉村(cun)建(jian)設(she)(she)與發展(zhan)(zhan)、鄉村(cun)人(ren)居(ju)環境(jing)整治與提(ti)(ti)升(sheng)(sheng)、現代農業(ye)(ye)、設(she)(she)施農業(ye)(ye)等(deng)選題“揭榜掛帥”,推動實(shi)現相(xiang)關科(ke)研方(fang)向與宕昌(chang)(chang)縣(xian)(xian)(xian)實(shi)際需(xu)求精準對接。成(cheng)立“海棠科(ke)技(ji)工(gong)作站”,打造專(zhuan)家(jia)科(ke)技(ji)服務基地,助(zhu)力當(dang)地修復農業(ye)(ye)環境(jing)、提(ti)(ti)升(sheng)(sheng)飲用水(shui)(shui)水(shui)(shui)質(zhi)等(deng)。組建(jian)專(zhuan)家(jia)服務團、優秀青年教(jiao)師暑(shu)期實(shi)踐營、師生實(shi)踐隊等(deng),持續深入宕昌(chang)(chang)縣(xian)(xian)(xian)開展(zhan)(zhan)各類(lei)科(ke)技(ji)服務,為(wei)(wei)當(dang)地產(chan)(chan)業(ye)(ye)發展(zhan)(zhan)提(ti)(ti)供智力和人(ren)才(cai)(cai)支(zhi)持,著力構建(jian)“項目(mu)牽引—平臺支(zhi)撐(cheng)—團隊協同”科(ke)技(ji)幫扶(fu)工(gong)作體(ti)系(xi)。二是(shi)(shi)加快創(chuang)新成(cheng)果轉(zhuan)(zhuan)化(hua)。積(ji)極開展(zhan)(zhan)多學(xue)(xue)科(ke)聯合科(ke)研攻關,研發“邊(bian)修復、邊(bian)增產(chan)(chan)”功能有機肥(fei)(fei)技(ji)術(shu)、大(da)棚蔬(shu)菜(cai)水(shui)(shui)肥(fei)(fei)一(yi)(yi)體(ti)化(hua)技(ji)術(shu)、“振興(xing)號”飲水(shui)(shui)凈(jing)化(hua)系(xi)統等(deng),安裝屋頂光伏發電系(xi)統,不斷提(ti)(ti)升(sheng)(sheng)科(ke)技(ji)成(cheng)果的轉(zhuan)(zhuan)化(hua)、供給、推廣能力,著力以技(ji)術(shu)創(chuang)新產(chan)(chan)出更大(da)經濟效益和社(she)會效益。三是(shi)(shi)培(pei)育本土(tu)工(gong)作力量(liang)(liang)。依托建(jian)筑(zhu)、建(jian)工(gong)、藥(yao)(yao)學(xue)(xue)等(deng)學(xue)(xue)科(ke)專(zhuan)業(ye)(ye)力量(liang)(liang),幫助(zhu)當(dang)地規劃建(jian)設(she)(she)“拉路(lu)梁萬畝中藥(yao)(yao)材綜合展(zhan)(zhan)示園(yuan)”,提(ti)(ti)供土(tu)壤監測、成(cheng)分檢測、品質(zhi)評價、深加工(gong)指導(dao)等(deng)服務,助(zhu)推宕昌(chang)(chang)縣(xian)(xian)(xian)中草藥(yao)(yao)支(zhi)柱產(chan)(chan)業(ye)(ye)發展(zhan)(zhan)。實(shi)施“科(ke)技(ji)人(ren)才(cai)(cai)培(pei)養質(zhi)量(liang)(liang)提(ti)(ti)升(sheng)(sheng)”行動,選派相(xiang)關專(zhuan)家(jia)主(zhu)動對接當(dang)地農業(ye)(ye)技(ji)術(shu)人(ren)員,傳授農作物種植(zhi)、農產(chan)(chan)品培(pei)育技(ji)術(shu),并指導(dao)農民專(zhuan)業(ye)(ye)合作社(she)建(jian)設(she)(she)育苗中心,著力為(wei)(wei)宕昌(chang)(chang)縣(xian)(xian)(xian)培(pei)養一(yi)(yi)批“田秀才(cai)(cai)”“土(tu)專(zhuan)家(jia)”。
堅持教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)啟智,夯實人才振(zhen)(zhen)興(xing)根基(ji)。一是(shi)(shi)多(duo)渠道加大(da)資(zi)(zi)源(yuan)(yuan)供給。積(ji)極(ji)探索(suo)“數字支(zhi)(zhi)教(jiao)(jiao)(jiao)(jiao)”模式,建(jian)設(she)59間“夢想教(jiao)(jiao)(jiao)(jiao)室”,面(mian)向當(dang)(dang)地中小學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)開設(she)“電子線(xian)路”“音(yin)樂感悟”“鄉土繪卷”等(deng)(deng)(deng)140余(yu)門在線(xian)“云課堂”,并組織1640名(ming)志(zhi)愿者(zhe)為(wei)當(dang)(dang)地5000余(yu)名(ming)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)提(ti)供線(xian)上課業(ye)(ye)和(he)(he)心理輔導。連續9年選(xuan)派研究生(sheng)(sheng)(sheng)(sheng)支(zhi)(zhi)教(jiao)(jiao)(jiao)(jiao)志(zhi)愿者(zhe)赴宕(dang)(dang)昌(chang)(chang)縣(xian)(xian)開展(zhan)(zhan)支(zhi)(zhi)教(jiao)(jiao)(jiao)(jiao),舉(ju)辦科(ke)(ke)學(xue)(xue)(xue)(xue)營、科(ke)(ke)普宣講、素質拓展(zhan)(zhan)等(deng)(deng)(deng)特色幫(bang)扶活動,助力(li)(li)鄉村學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)德(de)智體(ti)美勞全面(mian)發(fa)展(zhan)(zhan)。積(ji)極(ji)開展(zhan)(zhan)捐資(zi)(zi)助學(xue)(xue)(xue)(xue)、援建(jian)捐贈,實施“百萬(wan)資(zi)(zi)助計劃”,投入100萬(wan)元資(zi)(zi)助1000名(ming)宕(dang)(dang)昌(chang)(chang)縣(xian)(xian)困難(nan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)和(he)(he)困難(nan)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)、孤殘兒(er)童(tong)等(deng)(deng)(deng);成立(li)“興(xing)學(xue)(xue)(xue)(xue)之路”教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)扶貧基(ji)金,直接投入500萬(wan)元,并引進價(jia)值1100余(yu)萬(wan)元的相關教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)資(zi)(zi)源(yuan)(yuan),幫(bang)助當(dang)(dang)地提(ti)升學(xue)(xue)(xue)(xue)校(xiao)(xiao)硬件條件和(he)(he)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)水(shui)平。二是(shi)(shi)多(duo)層次強化共(gong)(gong)(gong)建(jian)共(gong)(gong)(gong)享。學(xue)(xue)(xue)(xue)校(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)院與宕(dang)(dang)昌(chang)(chang)縣(xian)(xian)職業(ye)(ye)中等(deng)(deng)(deng)專(zhuan)(zhuan)業(ye)(ye)學(xue)(xue)(xue)(xue)校(xiao)(xiao)結對共(gong)(gong)(gong)建(jian),協助建(jian)設(she)特色專(zhuan)(zhuan)業(ye)(ye)、實訓(xun)(xun)基(ji)地,招收同(tong)等(deng)(deng)(deng)學(xue)(xue)(xue)(xue)力(li)(li)人員攻讀(du)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)碩(shuo)士;學(xue)(xue)(xue)(xue)校(xiao)(xiao)附(fu)屬(shu)小學(xue)(xue)(xue)(xue)、附(fu)屬(shu)幼兒(er)園與宕(dang)(dang)昌(chang)(chang)縣(xian)(xian)基(ji)礎教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)系(xi)統開展(zhan)(zhan)資(zi)(zi)源(yuan)(yuan)共(gong)(gong)(gong)享、課程共(gong)(gong)(gong)建(jian)。面(mian)向不同(tong)學(xue)(xue)(xue)(xue)科(ke)(ke)、不同(tong)學(xue)(xue)(xue)(xue)段教(jiao)(jiao)(jiao)(jiao)師(shi)(shi),圍繞學(xue)(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)、中學(xue)(xue)(xue)(xue)理科(ke)(ke)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)、心理健康教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)、音(yin)體(ti)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)等(deng)(deng)(deng)方(fang)面(mian),累(lei)計舉(ju)辦4期“宕(dang)(dang)昌(chang)(chang)縣(xian)(xian)中小學(xue)(xue)(xue)(xue)班主任(ren)綜合素質提(ti)升培訓(xun)(xun)班”,幫(bang)助300余(yu)名(ming)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)強化專(zhuan)(zhuan)業(ye)(ye)素養(yang)和(he)(he)教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)能力(li)(li),輻(fu)射帶(dai)(dai)動宕(dang)(dang)昌(chang)(chang)縣(xian)(xian)學(xue)(xue)(xue)(xue)校(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)質量整(zheng)體(ti)提(ti)升。三是(shi)(shi)多(duo)形式強化培訓(xun)(xun)服務。設(she)立(li)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)培訓(xun)(xun)幫(bang)扶資(zi)(zi)金,以“請過來”“送(song)出(chu)去”和(he)(he)線(xian)上線(xian)下相結合的方(fang)式,持續為(wei)宕(dang)(dang)昌(chang)(chang)縣(xian)(xian)黨(dang)政干部、鄉村振(zhen)(zhen)興(xing)帶(dai)(dai)頭人、專(zhuan)(zhuan)業(ye)(ye)技術人才等(deng)(deng)(deng)提(ti)供產(chan)業(ye)(ye)發(fa)展(zhan)(zhan)、旅游開發(fa)、城鄉建(jian)設(she)、電子商務等(deng)(deng)(deng)方(fang)面(mian)的遠程研修、交流研討服務,努力(li)(li)為(wei)宕(dang)(dang)昌(chang)(chang)縣(xian)(xian)鄉村全面(mian)振(zhen)(zhen)興(xing)夯實人才基(ji)礎。自2017年以來,累(lei)計舉(ju)辦各(ge)類專(zhuan)(zhuan)題(ti)培訓(xun)(xun)班69期,培訓(xun)(xun)1.8萬(wan)余(yu)人次。
