科技部等五部門:開展減輕青年科研人員負擔專項行動

  近日,科技部、財政部、教育部、中科院和自然科學基金委發布《關于開展減輕青年科研人員負擔專項行動的通知》,明確(que)中央(yang)(yang)級公益性科(ke)研(yan)院所和中央(yang)(yang)部門直屬(shu)高等(deng)學校基本(ben)科(ke)研(yan)業務費用于資助青(qing)年科(ke)研(yan)人員的比例一般不低于50%。

  專(zhuan)項(xiang)行(xing)動為期(qi)1年,分三個階(jie)段展開。2022年9月(yue)底前(qian)(qian),廣泛部(bu)署動員(yuan),摸排情(qing)況,找準卡點堵點;2022年12月(yue)底前(qian)(qian),各(ge)(ge)部(bu)門各(ge)(ge)地方各(ge)(ge)單位完成各(ge)(ge)自(zi)層面(mian)的措(cuo)施(shi)(shi)辦法制(zhi)修訂工(gong)作;2023年6月(yue)底前(qian)(qian),各(ge)(ge)項(xiang)措(cuo)施(shi)(shi)辦法全面(mian)開展實施(shi)(shi),減負行(xing)動全面(mian)落地見效。

  具體(ti)行動(dong)內(nei)容包(bao)括(kuo):

  1. 挑大(da)梁(liang)。國(guo)家(jia)(jia)重(zhong)點(dian)研(yan)發計劃40歲以下(xia)青(qing)年人(ren)才(cai)擔任項(xiang)目(mu)(課(ke)題(ti))負責(ze)人(ren)和骨干的比例(li)提高到20%;擴(kuo)大(da)國(guo)家(jia)(jia)重(zhong)點(dian)研(yan)發計劃青(qing)年科(ke)(ke)學(xue)(xue)家(jia)(jia)項(xiang)目(mu)規模。中(zhong)科(ke)(ke)院戰略(lve)性先導專項(xiang)新立(li)項(xiang)項(xiang)目(mu)明確項(xiang)目(mu)負責(ze)人(ren)中(zhong)45歲以下(xia)青(qing)年科(ke)(ke)研(yan)人(ren)員比例(li)不低(di)于50%。在中(zhong)科(ke)(ke)院新開工(gong)(gong)建設(she)的國(guo)家(jia)(jia)重(zhong)大(da)科(ke)(ke)技(ji)基(ji)(ji)(ji)礎(chu)(chu)設(she)施工(gong)(gong)程指揮部中(zhong)新設(she)立(li)副總師崗位(wei),由45歲以下(xia)青(qing)年科(ke)(ke)研(yan)人(ren)員擔任。開展基(ji)(ji)(ji)礎(chu)(chu)研(yan)究人(ren)才(cai)專項(xiang)試點(dian)工(gong)(gong)作,圍(wei)繞國(guo)家(jia)(jia)重(zhong)大(da)戰略(lve)需求和基(ji)(ji)(ji)礎(chu)(chu)科(ke)(ke)學(xue)(xue)前沿,長期穩(wen)定支持在自然(ran)科(ke)(ke)學(xue)(xue)領(ling)域取得突(tu)出成績且具有明顯創新潛力的青(qing)年科(ke)(ke)技(ji)人(ren)才(cai)。(部門(men)分工(gong)(gong):科(ke)(ke)技(ji)部、教(jiao)育部、中(zhong)科(ke)(ke)院、自然(ran)科(ke)(ke)學(xue)(xue)基(ji)(ji)(ji)金(jin)委(wei)按職責(ze)分工(gong)(gong)負責(ze))

  2. 增(zeng)機會。中(zhong)央級公益(yi)性科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)院所和中(zhong)央部(bu)門直屬高等學(xue)(xue)校基本科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)業務費用于資(zi)助青(qing)年(nian)(nian)科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)人員的(de)比例一(yi)般不(bu)低于50%,加(jia)大對青(qing)年(nian)(nian)科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)人員科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)的(de)支(zhi)持(chi)力(li)(li)(li)度,減輕項目申(shen)報負擔(dan)。穩步加(jia)大國家自然科(ke)(ke)(ke)(ke)(ke)學(xue)(xue)基金青(qing)年(nian)(nian)科(ke)(ke)(ke)(ke)(ke)學(xue)(xue)基金項目資(zi)助力(li)(li)(li)度,擴大資(zi)助規模,為(wei)(wei)更多青(qing)年(nian)(nian)科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)人員提供(gong)(gong)及時有(you)力(li)(li)(li)的(de)支(zhi)持(chi)。推(tui)動有(you)條件的(de)科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)單(dan)位(wei)設立職業早期青(qing)年(nian)(nian)人才(cai)培養專項,對新(xin)入科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)崗位(wei)的(de)博士(shi)畢業生、博士(shi)后給予不(bu)少于5年(nian)(nian)的(de)非競爭性科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)經費支(zhi)持(chi),支(zhi)持(chi)設立博士(shi)后創新(xin)研(yan)(yan)(yan)(yan)(yan)(yan)究(jiu)崗位(wei)。鼓勵(li)有(you)條件的(de)科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)單(dan)位(wei)通過實行彈(dan)性工(gong)作制(zhi)、建設母嬰室、提供(gong)(gong)兒童托管服務等方(fang)式(shi),為(wei)(wei)孕(yun)哺期女(nv)性科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)人員開展科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)工(gong)作創造條件。有(you)關部(bu)門、地方(fang)、科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)單(dan)位(wei)為(wei)(wei)青(qing)年(nian)(nian)科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)(yan)(yan)人員搭建交(jiao)流平(ping)臺(tai),組織跨(kua)區域、跨(kua)學(xue)(xue)科(ke)(ke)(ke)(ke)(ke)、跨(kua)單(dan)位(wei)青(qing)年(nian)(nian)科(ke)(ke)(ke)(ke)(ke)學(xue)(xue)家論壇、學(xue)(xue)術沙龍等青(qing)年(nian)(nian)交(jiao)流活動。(部(bu)門分工(gong):科(ke)(ke)(ke)(ke)(ke)技部(bu)、財政部(bu)、教育(yu)部(bu)、中(zhong)科(ke)(ke)(ke)(ke)(ke)院、自然科(ke)(ke)(ke)(ke)(ke)學(xue)(xue)基金委按職責(ze)分工(gong)負責(ze))

  3. 減(jian)(jian)考(kao)(kao)(kao)(kao)核(he)。完善國家(jia)重(zhong)點(dian)(dian)研(yan)發(fa)(fa)計劃青(qing)年科(ke)(ke)學(xue)(xue)家(jia)項(xiang)(xiang)(xiang)(xiang)目(mu)、自然(ran)科(ke)(ke)學(xue)(xue)基(ji)金優秀(xiu)青(qing)年科(ke)(ke)學(xue)(xue)基(ji)金項(xiang)(xiang)(xiang)(xiang)目(mu)和(he)國家(jia)杰出(chu)青(qing)年科(ke)(ke)學(xue)(xue)基(ji)金項(xiang)(xiang)(xiang)(xiang)目(mu)、“科(ke)(ke)技(ji)創新(xin)2030—重(zhong)大項(xiang)(xiang)(xiang)(xiang)目(mu)”青(qing)年科(ke)(ke)學(xue)(xue)家(jia)項(xiang)(xiang)(xiang)(xiang)目(mu)考(kao)(kao)(kao)(kao)核(he)評(ping)(ping)(ping)價(jia)方式,對探索性強(qiang)、研(yan)發(fa)(fa)風險高的(de)前(qian)沿領域科(ke)(ke)研(yan)項(xiang)(xiang)(xiang)(xiang)目(mu),建立盡(jin)職免予追責(ze)機制。推動科(ke)(ke)研(yan)單位(wei)對青(qing)年科(ke)(ke)研(yan)人(ren)(ren)員減(jian)(jian)少(shao)考(kao)(kao)(kao)(kao)核(he)頻次,實行(xing)聘期(qi)(qi)考(kao)(kao)(kao)(kao)核(he)、項(xiang)(xiang)(xiang)(xiang)目(mu)周(zhou)期(qi)(qi)考(kao)(kao)(kao)(kao)核(he)等中(zhong)(zhong)(zhong)長周(zhou)期(qi)(qi)考(kao)(kao)(kao)(kao)核(he)評(ping)(ping)(ping)價(jia),簡化、淡(dan)化平(ping)時考(kao)(kao)(kao)(kao)核(he)。在(zai)考(kao)(kao)(kao)(kao)核(he)評(ping)(ping)(ping)價(jia)、崗位(wei)聘用等環節,對孕哺期(qi)(qi)女(nv)性科(ke)(ke)研(yan)人(ren)(ren)員適當放寬(kuan)期(qi)(qi)限(xian)要(yao)求、延長評(ping)(ping)(ping)聘考(kao)(kao)(kao)(kao)核(he)期(qi)(qi)限(xian)。合(he)理評(ping)(ping)(ping)價(jia)青(qing)年科(ke)(ke)研(yan)人(ren)(ren)員實際工(gong)作貢(gong)(gong)獻,在(zai)科(ke)(ke)研(yan)相關(guan)績效考(kao)(kao)(kao)(kao)核(he)評(ping)(ping)(ping)價(jia)中(zhong)(zhong)(zhong),根據崗位(wei)特點(dian)(dian)分(fen)類(lei)設置評(ping)(ping)(ping)價(jia)指標,對履行(xing)崗位(wei)職責(ze)、參與的(de)科(ke)(ke)研(yan)工(gong)作、發(fa)(fa)表(biao)的(de)高水平(ping)論(lun)文、成(cheng)果(guo)(guo)轉化成(cheng)效等情(qing)況(kuang)均作為(wei)貢(gong)(gong)獻予以(yi)認可(ke),避免僅以(yi)有署名的(de)成(cheng)果(guo)(guo)作為(wei)考(kao)(kao)(kao)(kao)核(he)評(ping)(ping)(ping)價(jia)依據,避免簡單強(qiang)調成(cheng)果(guo)(guo)轉化數(shu)量(liang)、金額(e)。國家(jia)重(zhong)點(dian)(dian)研(yan)發(fa)(fa)計劃青(qing)年科(ke)(ke)學(xue)(xue)家(jia)項(xiang)(xiang)(xiang)(xiang)目(mu)精(jing)簡過(guo)程檢(jian)(jian)查報(bao)(bao)告(gao)數(shu)量(liang)和(he)篇幅要(yao)求,進(jin)(jin)一步(bu)明確年度報(bao)(bao)告(gao)、總結報(bao)(bao)告(gao)、科(ke)(ke)技(ji)報(bao)(bao)告(gao)等各(ge)類(lei)報(bao)(bao)告(gao)內容(rong),在(zai)保證科(ke)(ke)技(ji)計劃項(xiang)(xiang)(xiang)(xiang)目(mu)成(cheng)果(guo)(guo)等重(zhong)要(yao)信息完整的(de)前(qian)提(ti)下,合(he)并重(zhong)復、交叉內容(rong),中(zhong)(zhong)(zhong)期(qi)(qi)檢(jian)(jian)查年和(he)結題年不(bu)再提(ti)交年度進(jin)(jin)展報(bao)(bao)告(gao),試點(dian)(dian)成(cheng)熟后在(zai)重(zhong)點(dian)(dian)研(yan)發(fa)(fa)計劃各(ge)類(lei)項(xiang)(xiang)(xiang)(xiang)目(mu)中(zhong)(zhong)(zhong)推廣(guang)。(部門分(fen)工(gong):科(ke)(ke)技(ji)部、教育部、中(zhong)(zhong)(zhong)科(ke)(ke)院、自然(ran)科(ke)(ke)學(xue)(xue)基(ji)金委按(an)職責(ze)分(fen)工(gong)負責(ze))

  4. 保時間(jian)。確保青年(nian)(nian)專職(zhi)科(ke)(ke)(ke)研人員工作(zuo)日用于科(ke)(ke)(ke)研的(de)時間(jian)不少于4/5。不要求青年(nian)(nian)科(ke)(ke)(ke)研人員參加應(ying)景性(xing)、應(ying)酬(chou)性(xing)活動、列席接待性(xing)會議。政府部(bu)門(men)及(ji)所屬事(shi)(shi)業(ye)單(dan)(dan)位(wei)非因(yin)專業(ye)性(xing)、政策性(xing)業(ye)務(wu)(wu)必需,原則上不借調在一(yi)(yi)線從(cong)事(shi)(shi)科(ke)(ke)(ke)研工作(zuo)的(de)青年(nian)(nian)科(ke)(ke)(ke)研人員,確需借調的(de)不安排青年(nian)(nian)科(ke)(ke)(ke)研人員從(cong)事(shi)(shi)一(yi)(yi)般(ban)行(xing)政事(shi)(shi)務(wu)(wu)性(xing)工作(zuo)。加大科(ke)(ke)(ke)研助理崗位(wei)開(kai)發力度,鼓勵(li)科(ke)(ke)(ke)研單(dan)(dan)位(wei)從(cong)應(ying)屆高校畢業(ye)生中(zhong)聘用科(ke)(ke)(ke)研助理,為(wei)科(ke)(ke)(ke)研團隊(dui)提供專業(ye)化輔助服(fu)務(wu)(wu),將青年(nian)(nian)科(ke)(ke)(ke)研人員從(cong)不必要的(de)事(shi)(shi)務(wu)(wu)性(xing)工作(zuo)中(zhong)解放出來。推(tui)動科(ke)(ke)(ke)研單(dan)(dan)位(wei)建(jian)立“信息只填一(yi)(yi)次”機制,建(jian)立統一(yi)(yi)的(de)科(ke)(ke)(ke)研管理信息平臺,加強信息共享(xiang),解決青年(nian)(nian)科(ke)(ke)(ke)研人員多頭、臨時、重復提交科(ke)(ke)(ke)研成果信息等問題。(部(bu)門(men)分(fen)工:科(ke)(ke)(ke)技部(bu)、教育部(bu)、中(zhong)科(ke)(ke)(ke)院按職(zhi)責(ze)分(fen)工負責(ze))

  5. 強身心(xin)。有關(guan)部門組(zu)織開(kai)(kai)展(zhan)(zhan)(zhan)優秀青(qing)年(nian)(nian)(nian)(nian)科(ke)(ke)研(yan)人(ren)員(yuan)專訓班,并建立常態化機制(zhi);推動(dong)科(ke)(ke)研(yan)單(dan)(dan)位面向(xiang)博(bo)(bo)士、博(bo)(bo)士后(hou)開(kai)(kai)展(zhan)(zhan)(zhan)科(ke)(ke)研(yan)職業生涯啟蒙培(pei)訓,配備高水(shui)平科(ke)(ke)研(yan)、創業導師,讓青(qing)年(nian)(nian)(nian)(nian)科(ke)(ke)研(yan)人(ren)員(yuan)少走彎路。定期組(zu)織青(qing)年(nian)(nian)(nian)(nian)科(ke)(ke)研(yan)人(ren)員(yuan)開(kai)(kai)展(zhan)(zhan)(zhan)心(xin)理健康咨詢和心(xin)理疏導,關(guan)心(xin)、解決廣大青(qing)年(nian)(nian)(nian)(nian)科(ke)(ke)研(yan)人(ren)員(yuan)心(xin)理焦慮。推動(dong)科(ke)(ke)研(yan)單(dan)(dan)位組(zu)織青(qing)年(nian)(nian)(nian)(nian)科(ke)(ke)研(yan)人(ren)員(yuan)開(kai)(kai)展(zhan)(zhan)(zhan)“每天運(yun)動(dong)1小時”活動(dong),積(ji)極(ji)配備相應的活動(dong)場(chang)地和條件。(部門分工(gong):科(ke)(ke)技部、教育(yu)部、中科(ke)(ke)院按職責分工(gong)負責)
