近(jin)日,中共(gong)中央辦(ban)公(gong)廳、國務院辦(ban)公(gong)廳印發(fa)了(le)《關(guan)于構建優質均衡的基(ji)本公(gong)共(gong)教(jiao)育服務體(ti)系的意見》,并發(fa)出通知,要求各地區(qu)各部門結合(he)實際(ji)認真貫徹(che)落(luo)實。
《關于構(gou)建優質均衡的(de)基本公共教育(yu)服務體(ti)系的(de)意見》全(quan)文如下——
為深(shen)入貫徹(che)落實黨(dang)的二十大精神,加(jia)快推(tui)進國家基本(ben)公共(gong)服(fu)務(wu)均等(deng)化,構(gou)建優質(zhi)均衡的基本(ben)公共(gong)教育服(fu)務(wu)體(ti)系,現提(ti)出如下意見。
一、總體要求
以(yi)習近平新時(shi)代中(zhong)國(guo)(guo)特色社會主義(yi)思(si)想為(wei)指(zhi)導,全(quan)面(mian)貫徹黨的(de)教育方針(zhen),堅持以(yi)人(ren)民為(wei)中(zhong)心,服務國(guo)(guo)家戰(zhan)略需要,聚焦人(ren)民群眾所(suo)急所(suo)需所(suo)盼,以(yi)公益普惠和優質均衡(heng)為(wei)基(ji)(ji)本(ben)方向,全(quan)面(mian)提高基(ji)(ji)本(ben)公共教育服務水平,加快建設教育強國(guo)(guo),辦好(hao)人(ren)民滿(man)意的(de)教育。
堅(jian)持(chi)優先保(bao)障,在經濟社會發展規劃(hua)、財(cai)政(zheng)(zheng)資金投入(ru)(ru)、公(gong)共(gong)資源配置等方面優先保(bao)障基本公(gong)共(gong)教育(yu)服(fu)務(wu)。堅(jian)持(chi)政(zheng)(zheng)府主責,盡力(li)而(er)為(wei)、量力(li)而(er)行(xing)、循序漸進、動態調(diao)整(zheng),不斷加大(da)財(cai)政(zheng)(zheng)投入(ru)(ru)力(li)度。堅(jian)持(chi)補齊短板(ban),繼續(xu)改(gai)善辦(ban)學條件,更(geng)加注重內涵發展,推進基本公(gong)共(gong)教育(yu)服(fu)務(wu)覆蓋全(quan)民、優質均衡(heng)。堅(jian)持(chi)改(gai)革創新,持(chi)續(xu)深化(hua)(hua)(hua)綜合改(gai)革,破解體制機制障礙,優化(hua)(hua)(hua)資源配置方式,強化(hua)(hua)(hua)教師(shi)關鍵作(zuo)用,加強基本公(gong)共(gong)教育(yu)服(fu)務(wu)標(biao)準化(hua)(hua)(hua)、專(zhuan)業(ye)化(hua)(hua)(hua)、法治化(hua)(hua)(hua)建設。
到2027年,優質(zhi)均(jun)(jun)衡(heng)的基本公共(gong)教育(yu)服務(wu)(wu)體系初步建立(li),供給總量(liang)進一(yi)步擴大(da),供給結構進一(yi)步優化,均(jun)(jun)等(deng)化水(shui)平(ping)明顯(xian)提高。到2035年,義務(wu)(wu)教育(yu)學(xue)校(xiao)辦學(xue)條(tiao)件、師資隊伍、經費投入、治理(li)體系適應(ying)教育(yu)強國(guo)需要,市(地、州、盟)域義務(wu)(wu)教育(yu)均(jun)(jun)衡(heng)發展水(shui)平(ping)顯(xian)著提升,絕大(da)多(duo)數縣(xian)(市、區、旗(qi))域義務(wu)(wu)教育(yu)實現優質(zhi)均(jun)(jun)衡(heng),適齡學(xue)生享有公平(ping)優質(zhi)的基本公共(gong)教育(yu)服務(wu)(wu),總體水(shui)平(ping)步入世界前(qian)列。
二、全面保障義務教育優質均衡發展
1.促(cu)(cu)進(jin)(jin)區(qu)(qu)(qu)域協調(diao)發(fa)展。以推(tui)進(jin)(jin)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)建(jian)(jian)設(she)(she)(she)(she)標準(zhun)(zhun)化為(wei)(wei)重點(dian),加快(kuai)縮小(xiao)區(qu)(qu)(qu)域教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)差(cha)距。繼續加大(da)對(dui)中西(xi)部困難地(di)(di)區(qu)(qu)(qu)支持力(li)(li)度,省級(ji)(ji)政府要(yao)聚焦促(cu)(cu)進(jin)(jin)省域內不同地(di)(di)市、縣(xian)區(qu)(qu)(qu)之(zhi)間縮小(xiao)辦學(xue)(xue)(xue)條件和(he)(he)(he)水平差(cha)距,市級(ji)(ji)政府要(yao)充分發(fa)揮區(qu)(qu)(qu)域經(jing)(jing)濟中心作用(yong),資源配(pei)(pei)置重點(dian)向經(jing)(jing)濟欠(qian)發(fa)達(da)(da)縣(xian)區(qu)(qu)(qu)傾斜(xie);國(guo)家(jia)和(he)(he)(he)省級(ji)(ji)層面(mian)建(jian)(jian)立經(jing)(jing)濟欠(qian)發(fa)達(da)(da)縣(xian)區(qu)(qu)(qu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)辦學(xue)(xue)(xue)條件跟蹤評估和(he)(he)(he)定期調(diao)度機制(zhi),督(du)促(cu)(cu)地(di)(di)方(fang)政府加強工(gong)作統籌(chou)(chou),切實(shi)兜住辦學(xue)(xue)(xue)條件底線。實(shi)施義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)標準(zhun)(zhun)化建(jian)(jian)設(she)(she)(she)(she)工(gong)程,完(wan)善(shan)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)辦學(xue)(xue)(xue)具(ju)體(ti)標準(zhun)(zhun),建(jian)(jian)立學(xue)(xue)(xue)校(xiao)(xiao)(xiao)標準(zhun)(zhun)化建(jian)(jian)設(she)(she)(she)(she)臺賬,加大(da)力(li)(li)度并統籌(chou)(chou)實(shi)施義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)薄弱環節(jie)改善(shan)與能力(li)(li)提升(sheng)、教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)強國(guo)推(tui)進(jin)(jin)工(gong)程等項(xiang)目(mu),推(tui)動(dong)(dong)(dong)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)校(xiao)(xiao)(xiao)舍建(jian)(jian)設(she)(she)(she)(she)、安全防范建(jian)(jian)設(she)(she)(she)(she)、教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)儀器裝(zhuang)備(bei)、數字化基礎環境、學(xue)(xue)(xue)校(xiao)(xiao)(xiao)班額、教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)配(pei)(pei)備(bei)等辦學(xue)(xue)(xue)條件達(da)(da)到規(gui)定標準(zhun)(zhun),切實(shi)改善(shan)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)生(sheng)活和(he)(he)(he)安全保障條件,加強校(xiao)(xiao)(xiao)園(yuan)(yuan)文化環境建(jian)(jian)設(she)(she)(she)(she)。各(ge)地(di)(di)區(qu)(qu)(qu)在推(tui)進(jin)(jin)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)建(jian)(jian)設(she)(she)(she)(she)標準(zhun)(zhun)化的同時,可(ke)結(jie)合(he)實(shi)際支持學(xue)(xue)(xue)校(xiao)(xiao)(xiao)適(shi)當(dang)擴(kuo)大(da)教(jiao)(jiao)(jiao)(jiao)(jiao)室學(xue)(xue)(xue)習活動(dong)(dong)(dong)空間和(he)(he)(he)體(ti)育(yu)(yu)(yu)(yu)運動(dong)(dong)(dong)場地(di)(di),為(wei)(wei)非寄宿制(zhi)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)提供學(xue)(xue)(xue)生(sheng)就餐(can)和(he)(he)(he)午休條件。大(da)力(li)(li)推(tui)進(jin)(jin)國(guo)家(jia)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)數字化戰略行動(dong)(dong)(dong),促(cu)(cu)進(jin)(jin)校(xiao)(xiao)(xiao)園(yuan)(yuan)有線、無線、物(wu)聯網三網融(rong)合(he),建(jian)(jian)設(she)(she)(she)(she)高速校(xiao)(xiao)(xiao)園(yuan)(yuan)網絡,實(shi)現(xian)班班通。落實(shi)中央關于中小(xiao)學(xue)(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)職(zhi)工(gong)編制(zhi)標準(zhun)(zhun)和(he)(he)(he)統籌(chou)(chou)管理相關規(gui)定,確保以縣(xian)為(wei)(wei)單位實(shi)現(xian)中小(xiao)學(xue)(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)職(zhi)工(gong)編制(zhi)全面(mian)達(da)(da)到國(guo)家(jia)基本標準(zhun)(zhun),依據國(guo)家(jia)課程方(fang)案配(pei)(pei)齊(qi)配(pei)(pei)足教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi),特別是加強思政課、體(ti)育(yu)(yu)(yu)(yu)、美(mei)育(yu)(yu)(yu)(yu)、勞(lao)動(dong)(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)和(he)(he)(he)心理健康教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)、特殊教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)配(pei)(pei)備(bei)。各(ge)地(di)(di)區(qu)(qu)(qu)制(zhi)定并實(shi)施教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)發(fa)展提升(sheng)規(gui)劃,大(da)力(li)(li)培養(yang)造(zao)就高素質專業化教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍,顯著擴(kuo)大(da)優秀(xiu)(xiu)骨干教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)總量;發(fa)達(da)(da)地(di)(di)區(qu)(qu)(qu)不得從(cong)中西(xi)部地(di)(di)區(qu)(qu)(qu)、東北(bei)地(di)(di)區(qu)(qu)(qu)搶挖優秀(xiu)(xiu)校(xiao)(xiao)(xiao)長和(he)(he)(he)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)。

7.確保家(jia)庭(ting)經(jing)濟(ji)(ji)困(kun)難(nan)(nan)(nan)(nan)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)資助(zhu)(zhu)全(quan)覆蓋(gai)。完(wan)善覆蓋(gai)全(quan)學(xue)(xue)(xue)(xue)(xue)段(duan)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)資助(zhu)(zhu)體系。建(jian)立健(jian)全(quan)幼(you)兒(er)(er)資助(zhu)(zhu)制(zhi)(zhi)度,通(tong)過減免(mian)保教(jiao)(jiao)(jiao)費等(deng)(deng)(deng)方式(shi),切實(shi)保障家(jia)庭(ting)經(jing)濟(ji)(ji)困(kun)難(nan)(nan)(nan)(nan)幼(you)兒(er)(er)接受普惠(hui)性(xing)學(xue)(xue)(xue)(xue)(xue)前教(jiao)(jiao)(jiao)育(yu)。堅持和完(wan)善義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)“兩免(mian)一補(bu)”政(zheng)(zheng)策,為(wei)(wei)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)免(mian)除(chu)學(xue)(xue)(xue)(xue)(xue)雜費、提供(gong)免(mian)費教(jiao)(jiao)(jiao)科書,為(wei)(wei)家(jia)庭(ting)經(jing)濟(ji)(ji)困(kun)難(nan)(nan)(nan)(nan)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)提供(gong)生(sheng)(sheng)(sheng)(sheng)(sheng)活補(bu)助(zhu)(zhu);深入實(shi)施(shi)農(nong)村(cun)義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)營(ying)養(yang)改善計劃(hua),為(wei)(wei)實(shi)施(shi)地區學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)提供(gong)營(ying)養(yang)膳食補(bu)助(zhu)(zhu)。對符合條件的(de)普通(tong)高中家(jia)庭(ting)經(jing)濟(ji)(ji)困(kun)難(nan)(nan)(nan)(nan)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)提供(gong)國家(jia)助(zhu)(zhu)學(xue)(xue)(xue)(xue)(xue)金、免(mian)除(chu)學(xue)(xue)(xue)(xue)(xue)雜費。對符合條件的(de)中等(deng)(deng)(deng)職業(ye)教(jiao)(jiao)(jiao)育(yu)在校(xiao)生(sheng)(sheng)(sheng)(sheng)(sheng)提供(gong)國家(jia)助(zhu)(zhu)學(xue)(xue)(xue)(xue)(xue)金、免(mian)除(chu)學(xue)(xue)(xue)(xue)(xue)費。優先將家(jia)庭(ting)經(jing)濟(ji)(ji)困(kun)難(nan)(nan)(nan)(nan)的(de)殘疾(ji)(ji)兒(er)(er)童納入資助(zhu)(zhu)范圍,對殘疾(ji)(ji)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)特殊學(xue)(xue)(xue)(xue)(xue)習用品、教(jiao)(jiao)(jiao)育(yu)訓練、交通(tong)費等(deng)(deng)(deng)予(yu)以補(bu)助(zhu)(zhu)。根據經(jing)濟(ji)(ji)社會發(fa)展水(shui)平和國家(jia)財(cai)政(zheng)(zheng)狀況,綜合考慮物價水(shui)平和生(sheng)(sheng)(sheng)(sheng)(sheng)活成本等(deng)(deng)(deng)變動情況,完(wan)善資助(zhu)(zhu)標準動態調整機制(zhi)(zhi),幫(bang)助(zhu)(zhu)家(jia)庭(ting)經(jing)濟(ji)(ji)困(kun)難(nan)(nan)(nan)(nan)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)順利(li)完(wan)成學(xue)(xue)(xue)(xue)(xue)業(ye)。
8.提(ti)升學(xue)生資(zi)助精準化(hua)水(shui)平。依(yi)托政(zheng)(zheng)務數(shu)據共享交換平臺,加強教育與民政(zheng)(zheng)、農業農村、殘聯等(deng)部門間數(shu)據共享交換,完善家(jia)庭(ting)(ting)經(jing)(jing)濟(ji)困(kun)(kun)難學(xue)生認定(ding)(ding)依(yi)據和(he)工作程序,提(ti)高家(jia)庭(ting)(ting)經(jing)(jing)濟(ji)困(kun)(kun)難學(xue)生認定(ding)(ding)精準度(du)和(he)異地(di)(di)申請(qing)的便利性,不斷完善資(zi)助資(zi)金發放機制,全(quan)面(mian)落(luo)實(shi)家(jia)庭(ting)(ting)經(jing)(jing)濟(ji)困(kun)(kun)難學(xue)生資(zi)助政(zheng)(zheng)策(ce),切實(shi)做(zuo)到應助盡(jin)助。推動各地(di)(di)區(qu)根據所(suo)轄(xia)地(di)(di)區(qu)經(jing)(jing)濟(ji)發展(zhan)水(shui)平、財政(zheng)(zheng)狀況(kuang)及家(jia)庭(ting)(ting)經(jing)(jing)濟(ji)困(kun)(kun)難學(xue)生分(fen)布(bu)狀況(kuang),差別化(hua)確定(ding)(ding)資(zi)助比(bi)例和(he)標準。進一步鞏固拓展(zhan)脫貧攻堅成果,保(bao)(bao)持學(xue)生資(zi)助政(zheng)(zheng)策(ce)總體穩定(ding)(ding)、有效銜(xian)接,對(dui)防止返貧動態監測對(dui)象子(zi)女給予重點關注。加強學(xue)生資(zi)助政(zheng)(zheng)策(ce)宣傳(chuan),確保(bao)(bao)資(zi)助信(xin)息公開透明。
四、統籌做好面向學生的其他基本公共服務
9.加(jia)強學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)衛(wei)生(sheng)(sheng)(sheng)健(jian)康(kang)(kang)服(fu)務(wu)(wu)。加(jia)強學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)衛(wei)生(sheng)(sheng)(sheng)體(ti)系和能力建(jian)設(she)(she)。建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)健(jian)康(kang)(kang)檔案(an),逐步實現與學(xue)(xue)(xue)(xue)(xue)齡前健(jian)康(kang)(kang)檔案(an)內容銜(xian)接。為學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)提(ti)(ti)供(gong)健(jian)康(kang)(kang)教育、健(jian)康(kang)(kang)咨詢(xun)、健(jian)康(kang)(kang)科普(pu)等(deng)服(fu)務(wu)(wu),有針對性地(di)傳(chuan)(chuan)授適(shi)合學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)特點和使用(yong)需求的健(jian)康(kang)(kang)知識和健(jian)康(kang)(kang)技(ji)能。建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)體(ti)質健(jian)康(kang)(kang)狀況監測平臺,每年發(fa)布學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)健(jian)康(kang)(kang)素養水平數據。做好學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)預防(fang)接種、傳(chuan)(chuan)染病防(fang)治和突發(fa)公共(gong)衛(wei)生(sheng)(sheng)(sheng)事件防(fang)范(fan)知識宣傳(chuan)(chuan)服(fu)務(wu)(wu)。定(ding)期(qi)對學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)傳(chuan)(chuan)染病防(fang)控(kong)開展(zhan)巡訪(fang),指導學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)設(she)(she)立(li)(li)衛(wei)生(sheng)(sheng)(sheng)宣傳(chuan)(chuan)欄(lan),對校(xiao)(xiao)醫、保健(jian)教師開展(zhan)業務(wu)(wu)培訓。定(ding)期(qi)為學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)食(shi)堂和供(gong)餐、校(xiao)(xiao)園周邊餐飲(yin)場所(suo)提(ti)(ti)供(gong)食(shi)品安全風險監測、跟蹤(zong)評價等(deng)服(fu)務(wu)(wu)。建(jian)立(li)(li)健(jian)全學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)心理健(jian)康(kang)(kang)問(wen)題定(ding)期(qi)篩查評估、早期(qi)識別與干預機制(zhi)。
10.豐富(fu)公共(gong)文化體育(yu)服務。充分發揮公共(gong)文化體育(yu)和(he)科普(pu)(pu)資源重要育(yu)人作(zuo)用,落實博物館(guan)(guan)、紀(ji)念館(guan)(guan)、公共(gong)圖書館(guan)(guan)、美術館(guan)(guan)、文化館(guan)(guan)(站)按規定(ding)向(xiang)學生免費(fei)(fei)開(kai)放政(zheng)策,有條件(jian)的(de)公共(gong)體育(yu)設(she)(she)施、科技(ji)館(guan)(guan)和(he)各類科普(pu)(pu)教育(yu)基地免費(fei)(fei)或低收費(fei)(fei)向(xiang)學生開(kai)放。國家法(fa)定(ding)節假日和(he)學校寒暑假期(qi)間適當延(yan)長開(kai)放時間,并增設(she)(she)適合學生特點的(de)文化體育(yu)和(he)科普(pu)(pu)活動(dong)。創(chuang)新開(kai)展優秀(xiu)(xiu)影片進校園活動(dong),保障每名中小學生每學期(qi)至少觀看2次(ci)優秀(xiu)(xiu)影片。
11.做好畢(bi)(bi)業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)就業(ye)(ye)(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)(ye)(ye)服(fu)務(wu)(wu)。加(jia)強學(xue)校(xiao)(xiao)畢(bi)(bi)業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)涯教育(yu)和(he)就業(ye)(ye)(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)(ye)(ye)指導(dao),建設(she)高質量就業(ye)(ye)(ye)(ye)(ye)服(fu)務(wu)(wu)平臺(tai),提(ti)供(gong)(gong)就業(ye)(ye)(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)(ye)(ye)和(he)勞動(dong)用(yong)工政策法規咨詢,發布(bu)人(ren)(ren)力(li)資源供(gong)(gong)求、市場工資價位、見習(xi)(xi)崗位等就業(ye)(ye)(ye)(ye)(ye)信息,為有需求的(de)應(ying)屆畢(bi)(bi)業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)提(ti)供(gong)(gong)實(shi)習(xi)(xi)實(shi)踐(jian)和(he)就業(ye)(ye)(ye)(ye)(ye)幫扶(fu)等服(fu)務(wu)(wu),開展畢(bi)(bi)業(ye)(ye)(ye)(ye)(ye)去向登記。對未(wei)就業(ye)(ye)(ye)(ye)(ye)的(de)高校(xiao)(xiao)畢(bi)(bi)業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)和(he)中(zhong)專畢(bi)(bi)業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)、自(zi)費(fei)出國(境)留學(xue)的(de)高校(xiao)(xiao)畢(bi)(bi)業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)和(he)因私出國(境)人(ren)(ren)員(yuan)提(ti)供(gong)(gong)流動(dong)人(ren)(ren)員(yuan)人(ren)(ren)事(shi)檔案管理服(fu)務(wu)(wu)。對參加(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技能(neng)培訓并(bing)符合條(tiao)件(jian)的(de)畢(bi)(bi)業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)給予職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)培訓補(bu)貼、職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技能(neng)鑒(jian)定補(bu)貼和(he)生(sheng)(sheng)活費(fei)補(bu)貼。
五、認真做好組織實施
加強黨(dang)(dang)的全(quan)面(mian)領(ling)導,各(ge)級黨(dang)(dang)委(wei)和政(zheng)府要(yao)把構建(jian)優(you)質均(jun)衡的基本公(gong)共(gong)(gong)教育服(fu)務(wu)(wu)(wu)體(ti)(ti)系(xi)作為實(shi)現(xian)共(gong)(gong)同富(fu)裕的一(yi)項(xiang)重大民生(sheng)工程(cheng),列入(ru)黨(dang)(dang)委(wei)和政(zheng)府重要(yao)議事日程(cheng)。強化(hua)省級統籌,充分發揮市級政(zheng)府作用,落(luo)實(shi)以縣(xian)為主(zhu)的管理責任(ren),制定工作實(shi)施(shi)方(fang)案(an),建(jian)立(li)部門協同機制,壓實(shi)部門責任(ren),形成工作合力,確保各(ge)項(xiang)政(zheng)策措(cuo)施(shi)落(luo)到實(shi)處。深化(hua)基礎教育綜合改革實(shi)驗區(qu)建(jian)設,強化(hua)區(qu)域(yu)統籌和改革攻堅。同時,進一(yi)步加大對普惠(hui)性非(fei)基本公(gong)共(gong)(gong)教育服(fu)務(wu)(wu)(wu)支持(chi)力度(du),完(wan)善普惠(hui)性學前(qian)教育保障(zhang)機制,提(ti)高(gao)縣(xian)域(yu)普通高(gao)中辦學水平,整體(ti)(ti)提(ti)升公(gong)共(gong)(gong)教育服(fu)務(wu)(wu)(wu)能力。采取財(cai)政(zheng)補貼、服(fu)務(wu)(wu)(wu)性收(shou)(shou)費或代(dai)收(shou)(shou)費等方(fang)式籌措(cuo)義務(wu)(wu)(wu)教育課(ke)后服(fu)務(wu)(wu)(wu)經費,豐富(fu)優(you)質課(ke)后服(fu)務(wu)(wu)(wu)資源(yuan),強化(hua)課(ke)后育人(ren)功能。各(ge)地區(qu)各(ge)部門要(yao)加大政(zheng)策宣(xuan)傳(chuan)解讀(du)力度(du),及時總結(jie)、廣(guang)泛宣(xuan)傳(chuan)典型經驗和實(shi)施(shi)成效,形成全(quan)社會關心支持(chi)教育的良好(hao)氛(fen)圍(wei)。
