近日,河北省(sheng)教育廳印發《河北省(sheng)教育事業發展“十(shi)四(si)五”規劃》。其中提到,大(da)(da)力支(zhi)持河北工(gong)(gong)業大(da)(da)學(xue)先(xian)進裝備工(gong)(gong)程與(yu)(yu)技(ji)術世界一(yi)流學(xue)科(ke)建設,支(zhi)持部省(sheng)合建河北大(da)(da)學(xue)加快建設燕(yan)趙文化(hua)、生命科(ke)學(xue)與(yu)(yu)綠(lv)色發展優勢特色學(xue)科(ke)群,支(zhi)持燕(yan)山大(da)(da)學(xue)機械工(gong)(gong)程、材料科(ke)學(xue)與(yu)(yu)工(gong)(gong)程學(xue)科(ke)群建設,爭取進入國(guo)家(jia)“雙一(yi)流”建設序列。

規劃確(que)定了具(ju)體發展目標:到(dao)(dao)2025年(nian),全省學前教(jiao)育(yu)(yu)毛入園率達(da)到(dao)(dao)92%,九年(nian)義務教(jiao)育(yu)(yu)鞏固率達(da)到(dao)(dao)98%,高中(zhong)階段教(jiao)育(yu)(yu)毛入學率達(da)到(dao)(dao)95%,高等(deng)教(jiao)育(yu)(yu)毛入學率達(da)到(dao)(dao)58%,職業院校“雙師型”教(jiao)師占比達(da)到(dao)(dao)60%,勞動年(nian)齡(ling)人(ren)口平均(jun)受教(jiao)育(yu)(yu)年(nian)限達(da)到(dao)(dao)11.3年(nian)。
其中高等教育(yu)領域具體(ti)(ti)建設目標為:構建開放多元的(de)高等教育(yu)體(ti)(ti)系(xi)。
1.推動高等學校分類發展
建(jian)(jian)立研(yan)(yan)究(jiu)型(xing)(xing)(xing)(xing)、應用(yong)(yong)(yong)型(xing)(xing)(xing)(xing)、職業(ye)(ye)(ye)技(ji)(ji)(ji)能型(xing)(xing)(xing)(xing)高(gao)(gao)校(xiao)分(fen)類(lei)(lei)管理體系(xi),落實院(yuan)校(xiao)分(fen)類(lei)(lei)評估(gu)(gu)(gu)制度(du),引導高(gao)(gao)等學校(xiao)科(ke)(ke)學定位與(yu)特(te)色發展(zhan)(zhan)(zhan),滿(man)足經濟社會(hui)發展(zhan)(zhan)(zhan)對不(bu)同(tong)類(lei)(lei)型(xing)(xing)(xing)(xing)人(ren)(ren)(ren)才(cai)的需求。研(yan)(yan)究(jiu)型(xing)(xing)(xing)(xing)高(gao)(gao)校(xiao)以培(pei)養研(yan)(yan)究(jiu)型(xing)(xing)(xing)(xing)、創新(xin)型(xing)(xing)(xing)(xing)、復合型(xing)(xing)(xing)(xing)高(gao)(gao)層次人(ren)(ren)(ren)才(cai)為主,注(zhu)重基礎研(yan)(yan)究(jiu)、原始創新(xin)和重大(da)(da)(da)科(ke)(ke)技(ji)(ji)(ji)攻(gong)關(guan),服務國(guo)家(jia)(jia)戰略(lve)和地(di)方重大(da)(da)(da)需求。應用(yong)(yong)(yong)型(xing)(xing)(xing)(xing)高(gao)(gao)校(xiao)以培(pei)養高(gao)(gao)素質應用(yong)(yong)(yong)型(xing)(xing)(xing)(xing)人(ren)(ren)(ren)才(cai)為主,開展(zhan)(zhan)(zhan)應用(yong)(yong)(yong)性研(yan)(yan)究(jiu)、技(ji)(ji)(ji)術(shu)研(yan)(yan)發和科(ke)(ke)技(ji)(ji)(ji)成果轉(zhuan)(zhuan)移轉(zhuan)(zhuan)化,服務地(di)方經濟社會(hui)發展(zhan)(zhan)(zhan)、產(chan)業(ye)(ye)(ye)轉(zhuan)(zhuan)型(xing)(xing)(xing)(xing)升級和技(ji)(ji)(ji)術(shu)創新(xin)。職業(ye)(ye)(ye)技(ji)(ji)(ji)能類(lei)(lei)高(gao)(gao)校(xiao)以培(pei)養技(ji)(ji)(ji)術(shu)技(ji)(ji)(ji)能型(xing)(xing)(xing)(xing)人(ren)(ren)(ren)才(cai)為主,強化職業(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)類(lei)(lei)型(xing)(xing)(xing)(xing)特(te)色,緊密(mi)對接經濟社會(hui)發展(zhan)(zhan)(zhan)需求,為構(gou)建(jian)(jian)現代化產(chan)業(ye)(ye)(ye)體系(xi)提供(gong)人(ren)(ren)(ren)才(cai)支(zhi)撐。根據國(guo)家(jia)(jia)統(tong)一部(bu)署,積極穩妥推(tui)進獨(du)立學院(yuan)轉(zhuan)(zhuan)設工作。支(zhi)持(chi)(chi)駐冀(ji)高(gao)(gao)校(xiao)建(jian)(jian)設發展(zhan)(zhan)(zhan),加大(da)(da)(da)部(bu)省共建(jian)(jian)工作力度(du),持(chi)(chi)續提升辦學水平。推(tui)進河(he)北(bei)開放大(da)(da)(da)學改革發展(zhan)(zhan)(zhan),構(gou)建(jian)(jian)河(he)北(bei)開放大(da)(da)(da)學系(xi)統(tong),積極發展(zhan)(zhan)(zhan)網絡教(jiao)(jiao)育(yu)(yu)、自(zi)學考試等多種形式的高(gao)(gao)等繼續教(jiao)(jiao)育(yu)(yu)。推(tui)進高(gao)(gao)校(xiao)分(fen)類(lei)(lei)評價,改進本科(ke)(ke)教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學評估(gu)(gu)(gu)、學科(ke)(ke)評估(gu)(gu)(gu),加強應用(yong)(yong)(yong)型(xing)(xing)(xing)(xing)本科(ke)(ke)高(gao)(gao)校(xiao)評估(gu)(gu)(gu),適時開展(zhan)(zhan)(zhan)職業(ye)(ye)(ye)本科(ke)(ke)院(yuan)校(xiao)教(jiao)(jiao)學合格評估(gu)(gu)(gu)。
2.加快一流大學和一流學科建設
扎實推進新一輪高校“雙一流”建設,加強統籌謀劃,強化目標引導和過程指導,健全績效考核與動態調整機制,激發全省高校改革發展內生動力和活力,推動高校深化人才培養模式改革,加強師資隊伍建設,提升教學科研水平,不斷提高對我省經濟社會發展的貢獻率。按照國家關于“雙一流”建設總體部署,堅持扶強、扶優、扶特、扶需,聚焦優勢學科,突出支持重點。大力支持河北工業大學先進裝備工程與技術世界一流學科建設,支持部省合建河北大學加快建設燕趙文化、生命科學與綠色發展優勢特色學科群,支持燕山大學機械工程、材料科學與工程學科群建設,爭取進入國家“雙一流”建設序列。支(zhi)持其他高校優勢(shi)學科提高創新水平,增強服務能力,努力爭(zheng)創一流。
3.推進應用型本科高校建設
深化普(pu)通本(ben)科高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)轉(zhuan)型(xing)(xing)(xing)(xing)(xing)(xing)發展,開(kai)展第二批普(pu)通本(ben)科高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)轉(zhuan)型(xing)(xing)(xing)(xing)(xing)(xing)發展試點,通過(guo)示范(fan)引領,帶動更多(duo)普(pu)通本(ben)科高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)向(xiang)應(ying)用(yong)(yong)(yong)型(xing)(xing)(xing)(xing)(xing)(xing)轉(zhuan)變。完善轉(zhuan)型(xing)(xing)(xing)(xing)(xing)(xing)發展相關配套支(zhi)持政策,引導高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)在治理結構、專(zhuan)業(ye)體系(xi)、課(ke)程(cheng)內容、教(jiao)學方式、師(shi)資結構等(deng)(deng)方面進行系(xi)統改革。改進高(gao)(gao)等(deng)(deng)教(jiao)育招生(sheng)計劃管理方式,新增計劃向(xiang)應(ying)用(yong)(yong)(yong)型(xing)(xing)(xing)(xing)(xing)(xing)、技術技能型(xing)(xing)(xing)(xing)(xing)(xing)人(ren)才培養(yang)傾斜(xie)。繼續實(shi)(shi)(shi)施應(ying)用(yong)(yong)(yong)型(xing)(xing)(xing)(xing)(xing)(xing)本(ben)科高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)建(jian)(jian)(jian)設(she)(she)項目,加大經費投入(ru)力度,重點支(zhi)持實(shi)(shi)(shi)驗實(shi)(shi)(shi)訓實(shi)(shi)(shi)習設(she)(she)施和(he)基地(di)建(jian)(jian)(jian)設(she)(she)。引導應(ying)用(yong)(yong)(yong)型(xing)(xing)(xing)(xing)(xing)(xing)高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)緊密對接全省產業(ye)轉(zhuan)型(xing)(xing)(xing)(xing)(xing)(xing)升(sheng)級需要(yao),完善人(ren)才培養(yang)方案和(he)評價標準(zhun),在專(zhuan)業(ye)設(she)(she)置、課(ke)程(cheng)內容、教(jiao)學過(guo)程(cheng)和(he)實(shi)(shi)(shi)驗實(shi)(shi)(shi)訓等(deng)(deng)方面與行業(ye)企業(ye)實(shi)(shi)(shi)際需求有機(ji)融合,提(ti)升(sheng)學生(sheng)解決實(shi)(shi)(shi)際問(wen)題和(he)復(fu)雜問(wen)題的(de)能力,培養(yang)高(gao)(gao)素質應(ying)用(yong)(yong)(yong)型(xing)(xing)(xing)(xing)(xing)(xing)、復(fu)合型(xing)(xing)(xing)(xing)(xing)(xing)、創新型(xing)(xing)(xing)(xing)(xing)(xing)人(ren)才。按照國(guo)家統一安排,開(kai)展民辦高(gao)(gao)水平應(ying)用(yong)(yong)(yong)型(xing)(xing)(xing)(xing)(xing)(xing)高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)建(jian)(jian)(jian)設(she)(she)行動。

4.優化高等教育結構
優(you)化(hua)高(gao)(gao)等(deng)(deng)(deng)教育(yu)布(bu)局(ju)(ju)結構(gou)。服(fu)(fu)務經(jing)濟社(she)(she)會發(fa)(fa)(fa)展大局(ju)(ju),科(ke)(ke)學(xue)(xue)規劃(hua)(hua)高(gao)(gao)等(deng)(deng)(deng)教育(yu)布(bu)局(ju)(ju),鼓勵各(ge)地和(he)(he)社(she)(she)會力量舉辦(ban)高(gao)(gao)等(deng)(deng)(deng)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao),穩步擴大高(gao)(gao)等(deng)(deng)(deng)教育(yu)資源。完(wan)善高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)管(guan)理(li)體(ti)制(zhi)機(ji)制(zhi),積(ji)極穩妥推進(jin)部門(men)所屬(shu)高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)管(guan)理(li)體(ti)制(zhi)改革。健全(quan)市屬(shu)高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)管(guan)理(li)體(ti)制(zhi),進(jin)一(yi)步明確省(sheng)(sheng)市兩級管(guan)理(li)責任,省(sheng)(sheng)級統籌(chou)中央(yang)資金對市屬(shu)高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)給予(yu)支(zhi)(zhi)持(chi)。以改善辦(ban)學(xue)(xue)條件和(he)(he)拓展辦(ban)學(xue)(xue)空間(jian)為(wei)重(zhong)(zhong)點(dian),支(zhi)(zhi)持(chi)高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)資源豐富的(de)(de)市建(jian)設大學(xue)(xue)園區,形成推動(dong)創新發(fa)(fa)(fa)展的(de)(de)高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)聚集(ji)地。支(zhi)(zhi)持(chi)石(shi)家莊市大力發(fa)(fa)(fa)展高(gao)(gao)等(deng)(deng)(deng)教育(yu),推動(dong)在石(shi)高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)加強(qiang)(qiang)“雙一(yi)流”建(jian)設,增強(qiang)(qiang)辦(ban)學(xue)(xue)實力,提升辦(ban)學(xue)(xue)水平。優(you)化(hua)學(xue)(xue)科(ke)(ke)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)結構(gou)。堅持(chi)總量調(diao)節(jie)和(he)(he)結構(gou)調(diao)整并重(zhong)(zhong),健全(quan)完(wan)產業(ye)(ye)(ye)(ye)、高(gao)(gao)新技術產業(ye)(ye)(ye)(ye)和(he)(he)現代服(fu)(fu)務業(ye)(ye)(ye)(ye)發(fa)(fa)(fa)展需(xu)求的(de)(de)學(xue)(xue)科(ke)(ke)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye),扶持(chi)發(fa)(fa)(fa)展一(yi)批(pi)服(fu)(fu)務重(zhong)(zhong)大民生(sheng)的(de)(de)學(xue)(xue)科(ke)(ke)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye),及(ji)時(shi)調(diao)整一(yi)批(pi)重(zhong)(zhong)復設置、培養規模過(guo)剩、就業(ye)(ye)(ye)(ye)質量差的(de)(de)學(xue)(xue)科(ke)(ke)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye),切實解決(jue)高(gao)(gao)等(deng)(deng)(deng)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)學(xue)(xue)科(ke)(ke)設置同(tong)質化(hua)、辦(ban)學(xue)(xue)特色不突出、與社(she)(she)會需(xu)求脫節(jie)等(deng)(deng)(deng)問題。建(jian)立專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)設置“負面清單(dan)”制(zhi)度(du),定(ding)期發(fa)(fa)(fa)布(bu)年度(du)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)設置指(zhi)南。定(ding)期公布(bu)我省(sheng)(sheng)學(xue)(xue)科(ke)(ke)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)布(bu)點(dian)情況和(he)(he)社(she)(she)會急需(xu)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)名單(dan),為(wei)學(xue)(xue)科(ke)(ke)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)調(diao)整提供依據。完(wan)善專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)人才(cai)預(yu)測預(yu)警機(ji)制(zhi)、高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)畢業(ye)(ye)(ye)(ye)生(sheng)就業(ye)(ye)(ye)(ye)和(he)(he)重(zhong)(zhong)點(dian)產業(ye)(ye)(ye)(ye)人才(cai)供需(xu)年度(du)報告(gao)制(zhi)度(du),合理(li)確定(ding)招生(sheng)規模和(he)(he)結構(gou),推動(dong)高(gao)(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)形成就業(ye)(ye)(ye)(ye)與招生(sheng)計劃(hua)(hua)、人才(cai)培養聯動(dong)機(ji)制(zhi)。
