  日(ri)前(qian),江(jiang)西(xi)省(sheng)(sheng)(sheng)委教育(yu)工(gong)委、省(sheng)(sheng)(sheng)教育(yu)廳(ting)、省(sheng)(sheng)(sheng)委宣傳部(bu)、省(sheng)(sheng)(sheng)委編辦、省(sheng)(sheng)(sheng)發改委、省(sheng)(sheng)(sheng)財政(zheng)廳(ting)、省(sheng)(sheng)(sheng)人社廳(ting)、省(sheng)(sheng)(sheng)住建(jian)廳(ting)、省(sheng)(sheng)(sheng)鄉村振興局等九部(bu)門聯合印發了《江(jiang)西(xi)省(sheng)(sheng)(sheng)貫徹落實<新時(shi)代基礎教育(yu)強(qiang)師計劃>十(shi)五(wu)條(tiao)(tiao)措施》(以(yi)下簡稱《十(shi)五(wu)條(tiao)(tiao)措施》),《十(shi)五(wu)條(tiao)(tiao)措施》聚焦強(qiang)化(hua)思(si)想政(zheng)治引領、健(jian)全教師教育(yu)體(ti)系、促進教育(yu)均衡發展(zhan)、提高(gao)管理(li)服(fu)務(wu)(wu)水平4個方面15條(tiao)(tiao)舉措,努力造就新時(shi)代高(gao)素質(zhi)(zhi)(zhi)專業(ye)化(hua)創(chuang)新型中小(xiao)學教師隊伍,著力構(gou)建(jian)優質(zhi)(zhi)(zhi)均衡的基本公共教育(yu)服(fu)務(wu)(wu)體(ti)系,不斷提高(gao)基礎教育(yu)質(zhi)(zhi)(zhi)量。

  《十五條(tiao)措(cuo)施》緊密結合江(jiang)西(xi)實際(ji),著眼基礎教育教師隊伍(wu)建設長遠發(fa)展,提出(chu)了一系(xi)列具有江(jiang)西(xi)特色的創新舉措(cuo)。

  一(yi)、強(qiang)化(hua)思想政治(zhi)引領和(he)師(shi)(shi)(shi)(shi)德(de)(de)師(shi)(shi)(shi)(shi)風(feng)(feng)建(jian)(jian)設。加(jia)強(qiang)黨對教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)工(gong)作的(de)全(quan)面領導,創新教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)思想政治(zhi)教(jiao)(jiao)(jiao)(jiao)育方式,強(qiang)化(hua)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)思想政治(zhi)素質的(de)實踐培育,組(zu)織開展“萬(wan)(wan)(wan)校訪萬(wan)(wan)(wan)師(shi)(shi)(shi)(shi)”“萬(wan)(wan)(wan)師(shi)(shi)(shi)(shi)訪萬(wan)(wan)(wan)家(jia)”活動。把(ba)師(shi)(shi)(shi)(shi)德(de)(de)模范人物請進課(ke)堂,將師(shi)(shi)(shi)(shi)德(de)(de)養(yang)成教(jiao)(jiao)(jiao)(jiao)育貫穿師(shi)(shi)(shi)(shi)范生培養(yang)全(quan)過程。加(jia)大優(you)秀(xiu)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)典型(xing)選樹(shu)力(li)度,定期組(zu)織相關宣傳推介活動。建(jian)(jian)立(li)江西省教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)師(shi)(shi)(shi)(shi)德(de)(de)師(shi)(shi)(shi)(shi)風(feng)(feng)數字(zi)檔案,將師(shi)(shi)(shi)(shi)德(de)(de)師(shi)(shi)(shi)(shi)風(feng)(feng)建(jian)(jian)設貫穿教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)管理全(quan)過程。

  二(er)、提升師(shi)范(fan)(fan)(fan)(fan)(fan)院校(xiao)(xiao)、師(shi)范(fan)(fan)(fan)(fan)(fan)專業(ye)(ye)辦學水平。調整師(shi)范(fan)(fan)(fan)(fan)(fan)院校(xiao)(xiao)布局,優化師(shi)范(fan)(fan)(fan)(fan)(fan)院校(xiao)(xiao)專業(ye)(ye)結構,引導師(shi)范(fan)(fan)(fan)(fan)(fan)院校(xiao)(xiao)突(tu)出師(shi)范(fan)(fan)(fan)(fan)(fan)教(jiao)育(yu)(yu)(yu)主業(ye)(ye)。定(ding)期(qi)舉(ju)辦“江西(xi)省師(shi)范(fan)(fan)(fan)(fan)(fan)教(jiao)育(yu)(yu)(yu)論壇”。支(zhi)持符合條件(jian)的(de)師(shi)范(fan)(fan)(fan)(fan)(fan)院校(xiao)(xiao)、師(shi)范(fan)(fan)(fan)(fan)(fan)類專業(ye)(ye)積(ji)極申報教(jiao)學成果(guo)獎。支(zhi)持師(shi)范(fan)(fan)(fan)(fan)(fan)院校(xiao)(xiao)申報國家師(shi)范(fan)(fan)(fan)(fan)(fan)教(jiao)育(yu)(yu)(yu)基地,試點(dian)建設(she)一批省級師(shi)范(fan)(fan)(fan)(fan)(fan)教(jiao)育(yu)(yu)(yu)基地。定(ding)期(qi)舉(ju)辦“未來教(jiao)師(shi)職業(ye)(ye)能力展示活動”。

  三、夯(hang)實(shi)基礎(chu)教(jiao)育(yu)(yu)教(jiao)師(shi)培(pei)養培(pei)訓(xun)體系。完善“定向培(pei)養鄉村教(jiao)師(shi)計劃(hua)”。嚴格落實(shi)師(shi)范生公費(fei)教(jiao)育(yu)(yu)政策,擴大省屬高校公費(fei)師(shi)范生覆蓋(gai)學(xue)校范圍和培(pei)養規模。加強教(jiao)師(shi)培(pei)訓(xun),促進培(pei)訓(xun)與學(xue)歷教(jiao)育(yu)(yu)銜接。鼓勵各(ge)地出(chu)臺優(you)惠(hui)政策,支(zhi)持中(zhong)小學(xue)校教(jiao)師(shi)在職提升學(xue)歷。遴選一批優(you)質中(zhong)小學(xue)校和幼兒園成為省級師(shi)范生教(jiao)育(yu)(yu)實(shi)習(xi)實(shi)踐基地。

  四、優(you)化基礎教(jiao)育師(shi)資配(pei)置。深入推進義務教(jiao)育學(xue)校教(jiao)師(shi)“縣管校聘(pin)”管理改革(ge)。完(wan)善中小學(xue)教(jiao)職工(gong)(gong)編(bian)制(zhi)動態管理機制(zhi)。結合實(shi)際合理核定公辦幼兒園教(jiao)職工(gong)(gong)編(bian)制(zhi),配(pei)足(zu)配(pei)齊(qi)幼兒園教(jiao)職工(gong)(gong)。

  五、保障鄉(xiang)村教師(shi)待(dai)遇。強化(hua)教師(shi)工(gong)資(zi)待(dai)遇保障,加大經費保障力度。完善中(zhong)小學教師(shi)績效考核(he)辦法,有效發揮績效工(gong)資(zi)的激勵作(zuo)用。鼓(gu)勵各地出臺(tai)教師(shi)便(bian)利服務、教師(shi)健康關愛(ai)、貧困教師(shi)關愛(ai)等優待(dai)政策。開(kai)辟綠色通道(dao),支持(chi)符合條件的鄉(xiang)村教師(shi)回原籍(ji)任教。

  六、深化基礎教育教師(shi)職(zhi)稱(cheng)制度改革。優化教師(shi)職(zhi)稱(cheng)評(ping)(ping)審機制,進一(yi)步完善教師(shi)職(zhi)稱(cheng)評(ping)(ping)價標準,實(shi)行分類評(ping)(ping)價。鄉(xiang)村中(zhong)小(xiao)學教師(shi)職(zhi)稱(cheng)評(ping)(ping)聘可按規定“定向(xiang)評(ping)(ping)價、定向(xiang)使用”。完善中(zhong)小(xiao)學崗位(wei)設置(zhi)管(guan)理辦(ban)法,適時(shi)調整中(zhong)、高級崗位(wei)結構(gou)比(bi)例。

  七、推進教師(shi)(shi)隊伍信息化建(jian)設(she)(she)。在有(you)條件(jian)的師(shi)(shi)范院校試點探索(suo)教師(shi)(shi)教育數字化轉(zhuan)型(xing),實現師(shi)(shi)范生管理數據的伴(ban)隨式采集。深(shen)入實施人工智能(neng)助推教師(shi)(shi)隊伍建(jian)設(she)(she)試點工作,加快推動教師(shi)(shi)管理信息化向智能(neng)掌(zhang)上管理轉(zhuan)變。

  八、加(jia)強(qiang)教師(shi)管理(li)。嚴(yan)(yan)格編制(zhi)管理(li),嚴(yan)(yan)禁公辦(ban)(ban)中(zhong)小學校(xiao)(xiao)、幼兒園在編教師(shi)到民辦(ban)(ban)學校(xiao)(xiao)、幼兒園任教。規范中(zhong)小學校(xiao)(xiao)行政管理(li)崗位設置,嚴(yan)(yan)格控制(zhi)行政管理(li)人員(yuan)(yuan)比(bi)例。加(jia)強(qiang)退出中(zhong)小學校(xiao)(xiao)校(xiao)(xiao)級領(ling)導和(he)中(zhong)層管理(li)崗位的(de)人員(yuan)(yuan)管理(li),嚴(yan)(yan)禁違規兼職。

  為(wei)深入(ru)貫徹黨(dang)的(de)(de)(de)二十大精(jing)(jing)神(shen),落實(shi)習近平(ping)總書(shu)記關(guan)(guan)于(yu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)(de)重要論述,特(te)別(bie)是(shi)關(guan)(guan)于(yu)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)(dui)(dui)(dui)伍建(jian)設的(de)(de)(de)重要講話精(jing)(jing)神(shen),努力(li)造就新時代(dai)(dai)(dai)高素質專(zhuan)業化創新型(xing)中小學(含幼(you)兒(er)園、特(te)殊教(jiao)(jiao)(jiao)育(yu)(yu)(yu),下同)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)(dui)(dui)(dui)伍,著力(li)構建(jian)優質均衡(heng)的(de)(de)(de)基本公共教(jiao)(jiao)(jiao)育(yu)(yu)(yu)服(fu)務體系,不斷提(ti)高我(wo)省(sheng)基礎教(jiao)(jiao)(jiao)育(yu)(yu)(yu)質量,根據《教(jiao)(jiao)(jiao)育(yu)(yu)(yu)部(bu)(bu)等(deng)八部(bu)(bu)門關(guan)(guan)于(yu)印發(fa)〈新時代(dai)(dai)(dai)基礎教(jiao)(jiao)(jiao)育(yu)(yu)(yu)強師(shi)(shi)(shi)計劃〉的(de)(de)(de)通(tong)知》(教(jiao)(jiao)(jiao)師(shi)(shi)(shi)〔2022〕6號(hao))、《教(jiao)(jiao)(jiao)育(yu)(yu)(yu)部(bu)(bu)等(deng)六部(bu)(bu)門關(guan)(guan)于(yu)加(jia)強新時代(dai)(dai)(dai)鄉村教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)(dui)(dui)(dui)伍建(jian)設的(de)(de)(de)意(yi)見》(教(jiao)(jiao)(jiao)師(shi)(shi)(shi)〔2020〕5號(hao))和《教(jiao)(jiao)(jiao)育(yu)(yu)(yu)部(bu)(bu)等(deng)五部(bu)(bu)門關(guan)(guan)于(yu)加(jia)強鄉村義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)待遇保障的(de)(de)(de)意(yi)見》(教(jiao)(jiao)(jiao)師(shi)(shi)(shi)〔2022〕8號(hao))等(deng)精(jing)(jing)神(shen),結合(he)我(wo)省(sheng)實(shi)際,現就加(jia)強我(wo)省(sheng)基礎教(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)(dui)(dui)(dui)伍建(jian)設提(ti)出如(ru)下十五條措(cuo)施(shi)。

  一、強化思想政治引領,提升師德師風水平

  1.加(jia)強黨(dang)(dang)(dang)對教(jiao)師(shi)工作(zuo)(zuo)的全面領(ling)導。全面貫徹黨(dang)(dang)(dang)的教(jiao)育(yu)方針(zhen),堅持社會主義辦學(xue)方向,堅持為(wei)黨(dang)(dang)(dang)育(yu)人(ren)、為(wei)國育(yu)才,充分發揮黨(dang)(dang)(dang)的組織(zhi)優勢(shi)和(he)黨(dang)(dang)(dang)員教(jiao)師(shi)的先(xian)鋒模范作(zuo)(zuo)用,加(jia)強黨(dang)(dang)(dang)對教(jiao)師(shi)工作(zuo)(zuo)的全面領(ling)導。各級教(jiao)育(yu)行(xing)政部(bu)門要定(ding)期向同(tong)級黨(dang)(dang)(dang)委匯(hui)報(bao)基(ji)礎教(jiao)育(yu)教(jiao)師(shi)隊伍建設工作(zuo)(zuo)。要加(jia)強中(zhong)小學(xue)校黨(dang)(dang)(dang)的建設,全面落實黨(dang)(dang)(dang)組織(zhi)領(ling)導的校長負責制,確(que)保黨(dang)(dang)(dang)組織(zhi)履行(xing)好把方向、管大(da)局、作(zuo)(zuo)決策、抓班(ban)子、帶隊伍、保落實的領(ling)導職責,使基(ji)層黨(dang)(dang)(dang)組織(zhi)成為(wei)學(xue)校教(jiao)書育(yu)人(ren)的堅強戰斗(dou)堡壘。

  2.提升(sheng)(sheng)教(jiao)師(shi)思(si)(si)(si)(si)想政(zheng)(zheng)治素(su)質(zhi)。嚴格落(luo)實黨(dang)委(wei)(黨(dang)組(zu))意識形態工作責任(ren)制(zhi),堅持用(yong)習近平新時代中國特(te)色社(she)會主義思(si)(si)(si)(si)想鑄魂育人。各(ge)級(ji)教(jiao)育行(xing)政(zheng)(zheng)部門、各(ge)相關高校要(yao)邀請所在地方黨(dang)委(wei)和學(xue)校黨(dang)組(zu)織主要(yao)負責同志走向教(jiao)育教(jiao)學(xue)一線(xian),定期給(gei)教(jiao)師(shi)、師(shi)范生上黨(dang)課(ke)(ke)(ke)。創新教(jiao)師(shi)思(si)(si)(si)(si)想政(zheng)(zheng)治教(jiao)育方式(shi),強化教(jiao)師(shi)思(si)(si)(si)(si)想政(zheng)(zheng)治素(su)質(zhi)的實踐培(pei)育,組(zu)織開(kai)展“萬(wan)校訪萬(wan)師(shi)”活動,及(ji)時掌握教(jiao)師(shi)思(si)(si)(si)(si)想動態。落(luo)實中小學(xue)思(si)(si)(si)(si)政(zheng)(zheng)課(ke)(ke)(ke)教(jiao)師(shi)專業標準,建立中小學(xue)思(si)(si)(si)(si)政(zheng)(zheng)課(ke)(ke)(ke)教(jiao)師(shi)三年輪(lun)訓制(zhi)度,通過“國培(pei)計劃”“省培(pei)計劃”等渠道,加大中小學(xue)思(si)(si)(si)(si)政(zheng)(zheng)課(ke)(ke)(ke)教(jiao)師(shi)培(pei)訓力度,不斷(duan)提升(sheng)(sheng)中小學(xue)教(jiao)師(shi)思(si)(si)(si)(si)想政(zheng)(zheng)治教(jiao)育能力素(su)養和專業水平。

  3.加強(qiang)(qiang)和(he)(he)改進(jin)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)風(feng)建(jian)設。加強(qiang)(qiang)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)職業(ye)理想、職業(ye)道德(de)(de)(de)、法(fa)(fa)治紀律和(he)(he)心(xin)理健康教(jiao)(jiao)(jiao)育(yu)(yu),并融(rong)入(ru)新教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)崗前培訓和(he)(he)在職教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)全員培訓。師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)生必修師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)教(jiao)(jiao)(jiao)育(yu)(yu)課(ke)程,把師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)模范(fan)人(ren)物(wu)請進(jin)課(ke)堂,將師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)養成教(jiao)(jiao)(jiao)育(yu)(yu)貫穿(chuan)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)范(fan)生培養全過程。組織開展(zhan)“萬師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)訪萬家”活動,使廣大教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)自覺增強(qiang)(qiang)立德(de)(de)(de)樹人(ren)、教(jiao)(jiao)(jiao)書育(yu)(yu)人(ren)的(de)責任感和(he)(he)使命感。加大優秀教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)典型選樹力度,定期組織相關宣(xuan)傳推(tui)介活動,講(jiang)好(hao)江西師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)故事,營造尊師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)重教(jiao)(jiao)(jiao)良(liang)好(hao)風(feng)尚(shang)。建(jian)立江西省教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)風(feng)數(shu)字檔案,將師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)風(feng)建(jian)設貫穿(chuan)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)管(guan)理全過程,作(zuo)為(wei)資格(ge)認定、教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)招聘、職稱評審、崗位聘用、年(nian)度考核、推(tui)優評先、表(biao)彰獎勵等工(gong)作(zuo)的(de)第一標(biao)準。深入(ru)落實新時代中小學(xue)、幼(you)兒園(yuan)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)職業(ye)行為(wei)十項(xiang)準則和(he)(he)中小學(xue)、幼(you)兒園(yuan)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)違反職業(ye)道德(de)(de)(de)行為(wei)處理辦法(fa)(fa),嚴肅查處師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)失范(fan)行為(wei),定期公布(bu)違反教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)職業(ye)行為(wei)十項(xiang)準則典型案例(li),加大警示教(jiao)(jiao)(jiao)育(yu)(yu)力度。

  二、健全教師教育體系,提高人才培養質量

  9.強化教(jiao)(jiao)(jiao)師(shi)(shi)工(gong)(gong)(gong)(gong)資(zi)(zi)待(dai)遇保(bao)(bao)障。健全義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)師(shi)(shi)待(dai)遇保(bao)(bao)障長效(xiao)機制和(he)工(gong)(gong)(gong)(gong)資(zi)(zi)收入隨(sui)當地公(gong)(gong)務(wu)員待(dai)遇調整的(de)聯動機制,加大經(jing)費(fei)保(bao)(bao)障力度,確保(bao)(bao)義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)師(shi)(shi)平均工(gong)(gong)(gong)(gong)資(zi)(zi)收入水平不(bu)低(di)于當地公(gong)(gong)務(wu)員平均工(gong)(gong)(gong)(gong)資(zi)(zi)收入水平。落實好公(gong)(gong)辦幼兒園(yuan)教(jiao)(jiao)(jiao)師(shi)(shi)工(gong)(gong)(gong)(gong)資(zi)(zi)待(dai)遇政策,確保(bao)(bao)及時足額發放,民(min)辦幼兒園(yuan)參照公(gong)(gong)辦幼兒園(yuan)合理(li)確定(ding)教(jiao)(jiao)(jiao)師(shi)(shi)工(gong)(gong)(gong)(gong)資(zi)(zi)收入水平。完善中小學(xue)教(jiao)(jiao)(jiao)師(shi)(shi)績(ji)(ji)效(xiao)考(kao)核辦法(fa),使考(kao)核結果(guo)能有效(xiao)體現(xian)教(jiao)(jiao)(jiao)師(shi)(shi)工(gong)(gong)(gong)(gong)作(zuo)量和(he)工(gong)(gong)(gong)(gong)作(zuo)實績(ji)(ji),績(ji)(ji)效(xiao)工(gong)(gong)(gong)(gong)資(zi)(zi)核定(ding)向(xiang)農(nong)村小規(gui)模學(xue)校(xiao)、艱苦邊遠地區學(xue)校(xiao)傾(qing)斜,績(ji)(ji)效(xiao)工(gong)(gong)(gong)(gong)資(zi)(zi)分配(pei)向(xiang)班(ban)主任、教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)效(xiao)果(guo)突出(chu)的(de)一線(xian)教(jiao)(jiao)(jiao)師(shi)(shi)、從(cong)事特殊教(jiao)(jiao)(jiao)育(yu)隨(sui)班(ban)就讀(du)工(gong)(gong)(gong)(gong)作(zuo)的(de)教(jiao)(jiao)(jiao)師(shi)(shi)、寄宿制學(xue)校(xiao)教(jiao)(jiao)(jiao)師(shi)(shi)等(deng)傾(qing)斜,有效(xiao)發揮績(ji)(ji)效(xiao)工(gong)(gong)(gong)(gong)資(zi)(zi)的(de)激勵作(zuo)用。鼓勵各地出(chu)臺教(jiao)(jiao)(jiao)師(shi)(shi)便利服務(wu)、教(jiao)(jiao)(jiao)師(shi)(shi)健康關愛、貧困教(jiao)(jiao)(jiao)師(shi)(shi)關愛等(deng)優待(dai)政策。

  10.加大鄉(xiang)村(cun)(cun)(cun)教(jiao)師(shi)關愛力度。通(tong)過(guo)改(gai)建(jian)、配建(jian)和(he)新建(jian)等(deng)渠道建(jian)設好(hao)鄉(xiang)村(cun)(cun)(cun)教(jiao)師(shi)周(zhou)轉(zhuan)宿舍,將(jiang)符合(he)條件的(de)(de)鄉(xiang)村(cun)(cun)(cun)教(jiao)師(shi)納入當地(di)(di)住(zhu)房(fang)保障范圍。鼓勵(li)各地(di)(di)對鄉(xiang)村(cun)(cun)(cun)教(jiao)師(shi)在(zai)工(gong)作地(di)(di)所屬城區購買自住(zhu)住(zhu)房(fang)給予獎補(bu),享受住(zhu)房(fang)公積金人(ren)才政(zheng)策。鼓勵(li)有條件的(de)(de)地(di)(di)方建(jian)好(hao)鄉(xiang)村(cun)(cun)(cun)學校集(ji)(ji)體食堂和(he)文化活(huo)動場所,改(gai)善教(jiao)師(shi)工(gong)作和(he)生(sheng)活(huo)環境。開辟綠色(se)通(tong)道,支持(chi)符合(he)條件的(de)(de)鄉(xiang)村(cun)(cun)(cun)教(jiao)師(shi)回原籍任(ren)教(jiao)。落(luo)實好(hao)艱(jian)苦邊遠地(di)(di)區農村(cun)(cun)(cun)中(zhong)小學教(jiao)師(shi)特(te)殊津貼(tie)、集(ji)(ji)中(zhong)連片特(te)困地(di)(di)區鄉(xiang)村(cun)(cun)(cun)教(jiao)師(shi)生(sheng)活(huo)補(bu)助(zhu)(zhu)、鄉(xiang)鎮(zhen)工(gong)作補(bu)貼(tie)等(deng)三項津補(bu)貼(tie)政(zheng)策,鼓勵(li)有條件的(de)(de)地(di)(di)方適度提(ti)高補(bu)助(zhu)(zhu)標準,形成(cheng)“越往基層、越是艱(jian)苦、待遇(yu)越高”的(de)(de)激勵(li)機制。發揮各級工(gong)會、共青團(tuan)、婦聯等(deng)群團(tuan)組(zu)織作用,搭建(jian)多(duo)種(zhong)平臺(tai)、采(cai)取多(duo)種(zhong)形式,幫助(zhu)(zhu)鄉(xiang)村(cun)(cun)(cun)青年教(jiao)師(shi)解(jie)決婚戀問題(ti)。

  四、加強教師隊伍建設,提高管理服務水平

  11.完善(shan)教(jiao)師(shi)(shi)(shi)資(zi)格(ge)制度(du)。嚴格(ge)教(jiao)師(shi)(shi)(shi)職業準入,全(quan)面推(tui)行中小學(xue)(xue)教(jiao)師(shi)(shi)(shi)資(zi)格(ge)考試和(he)(he)定(ding)期注冊制度(du)改革,嚴禁中小學(xue)(xue)校(xiao)和(he)(he)幼兒園聘用不具備教(jiao)師(shi)(shi)(shi)資(zi)格(ge)的人員(yuan)擔任(ren)專(zhuan)任(ren)教(jiao)師(shi)(shi)(shi)。開展師(shi)(shi)(shi)范(fan)院(yuan)校(xiao)師(shi)(shi)(shi)范(fan)類(lei)專(zhuan)業辦學(xue)(xue)質量審核(he),推(tui)進師(shi)(shi)(shi)范(fan)生(sheng)免國(guo)家中小學(xue)(xue)教(jiao)師(shi)(shi)(shi)資(zi)格(ge)考試認定(ding)取得中小學(xue)(xue)教(jiao)師(shi)(shi)(shi)資(zi)格(ge)改革。繼續做好教(jiao)育類(lei)研究生(sheng)、公費師(shi)(shi)(shi)范(fan)生(sheng)和(he)(he)優師(shi)(shi)(shi)計劃(hua)師(shi)(shi)(shi)范(fan)生(sheng)免試認定(ding)改革工作(zuo),指(zhi)導師(shi)(shi)(shi)范(fan)院(yuan)校(xiao)嚴格(ge)做好師(shi)(shi)(shi)范(fan)生(sheng)教(jiao)育教(jiao)學(xue)(xue)能力考核(he)工作(zuo)。嚴格(ge)教(jiao)師(shi)(shi)(shi)資(zi)格(ge)申請人普通話水(shui)平(ping)要求,提高新任(ren)教(jiao)師(shi)(shi)(shi)國(guo)家通用語(yu)言(yan)(yan)文字(zi)教(jiao)育教(jiao)學(xue)(xue)水(shui)平(ping)和(he)(he)語(yu)言(yan)(yan)文化素(su)養(yang)。

  12.深化教(jiao)(jiao)師(shi)職稱(cheng)(cheng)改革。優化教(jiao)(jiao)師(shi)職稱(cheng)(cheng)評(ping)(ping)審機制,教(jiao)(jiao)師(shi)職稱(cheng)(cheng)評(ping)(ping)審突(tu)出師(shi)德師(shi)風表現(xian)、學(xue)(xue)(xue)科(ke)性質、教(jiao)(jiao)學(xue)(xue)(xue)工(gong)(gong)作(zuo)量、工(gong)(gong)作(zuo)實績和基層工(gong)(gong)作(zuo)年(nian)限(xian)等條件,充分考慮(lv)不同(tong)地域、不同(tong)學(xue)(xue)(xue)段、不同(tong)學(xue)(xue)(xue)科(ke),特(te)(te)別是體(ti)育(yu)、美育(yu)、勞動教(jiao)(jiao)育(yu)的特(te)(te)點,進一步完(wan)善教(jiao)(jiao)師(shi)職稱(cheng)(cheng)評(ping)(ping)價標準,實行分類評(ping)(ping)價。加大(da)鄉(xiang)(xiang)村(cun)教(jiao)(jiao)師(shi)師(shi)德素養、教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)(xue)(xue)、鄉(xiang)(xiang)村(cun)實際(ji)工(gong)(gong)作(zuo)年(nian)限(xian)在(zai)(zai)職稱(cheng)(cheng)評(ping)(ping)審中(zhong)的權重(zhong),對長期在(zai)(zai)鄉(xiang)(xiang)村(cun)學(xue)(xue)(xue)校工(gong)(gong)作(zuo)的中(zhong)小學(xue)(xue)(xue)教(jiao)(jiao)師(shi),職稱(cheng)(cheng)評(ping)(ping)聘(pin)可(ke)按規(gui)定“定向(xiang)評(ping)(ping)價、定向(xiang)使用”。完(wan)善中(zhong)小學(xue)(xue)(xue)崗(gang)位設(she)置管理辦法,適時調(diao)整(zheng)中(zhong)、高級崗(gang)位結構比(bi)例(li)。推動落實學(xue)(xue)(xue)校辦學(xue)(xue)(xue)自主權,具(ju)備條件的學(xue)(xue)(xue)校在(zai)(zai)崗(gang)位結構比(bi)例(li)范(fan)圍內依據標準自主評(ping)(ping)聘(pin)中(zhong)、初(chu)級職稱(cheng)(cheng)和崗(gang)位,按照管理權限(xian)推薦(jian)或聘(pin)用高級職稱(cheng)(cheng)和崗(gang)位。

  13.推(tui)進(jin)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍(wu)建(jian)設信(xin)息(xi)化(hua)(hua)(hua)。在有條件的師(shi)(shi)(shi)(shi)范(fan)院校試(shi)點探(tan)索教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)數字化(hua)(hua)(hua)轉型,實現師(shi)(shi)(shi)(shi)范(fan)生(sheng)管(guan)(guan)理(li)(li)(li)數據的伴(ban)隨式采(cai)集。深化(hua)(hua)(hua)師(shi)(shi)(shi)(shi)范(fan)生(sheng)培養(yang)課程改革(ge),優化(hua)(hua)(hua)人工智能(neng)(neng)(neng)應(ying)用(yong)等(deng)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)技術(shu)課程,把信(xin)息(xi)化(hua)(hua)(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)能(neng)(neng)(neng)力納(na)入(ru)師(shi)(shi)(shi)(shi)范(fan)生(sheng)基本功培養(yang)。提(ti)升(sheng)省(sheng)級(ji)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)管(guan)(guan)理(li)(li)(li)和教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)資格管(guan)(guan)理(li)(li)(li)信(xin)息(xi)化(hua)(hua)(hua)水(shui)平(ping),在教(jiao)(jiao)(jiao)(jiao)(jiao)職員工準入(ru)查詢、教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)資格注冊管(guan)(guan)理(li)(li)(li)、教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)培訓管(guan)(guan)理(li)(li)(li)、教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)調動(dong)與交流輪(lun)崗管(guan)(guan)理(li)(li)(li)、師(shi)(shi)(shi)(shi)德考核等(deng)方面實現能(neng)(neng)(neng)力提(ti)升(sheng),為(wei)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍(wu)建(jian)設提(ti)供信(xin)息(xi)化(hua)(hua)(hua)決策和便捷化(hua)(hua)(hua)服務支撐(cheng)。提(ti)升(sheng)各(ge)級(ji)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)行(xing)政(zheng)部門和各(ge)類教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)機構教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)、師(shi)(shi)(shi)(shi)范(fan)生(sheng)數據管(guan)(guan)理(li)(li)(li)水(shui)平(ping),推(tui)動(dong)基于信(xin)息(xi)化(hua)(hua)(hua)的教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)、師(shi)(shi)(shi)(shi)范(fan)生(sheng)數據的動(dong)態管(guan)(guan)理(li)(li)(li)。深入(ru)實施(shi)人工智能(neng)(neng)(neng)助推(tui)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍(wu)建(jian)設試(shi)點工作,探(tan)索人工智能(neng)(neng)(neng)技術(shu)與教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)管(guan)(guan)理(li)(li)(li)、課堂(tang)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)相融(rong)合,加(jia)快推(tui)動(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)管(guan)(guan)理(li)(li)(li)信(xin)息(xi)化(hua)(hua)(hua)向智能(neng)(neng)(neng)掌上管(guan)(guan)理(li)(li)(li)轉變,進(jin)一步發掘和發揮(hui)人工智能(neng)(neng)(neng)技術(shu)對(dui)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍(wu)建(jian)設的支撐(cheng)作用(yong)。

  14.加強(qiang)教(jiao)師管理(li)(li)。健全(quan)教(jiao)師管理(li)(li)制度,指導各(ge)地各(ge)校(xiao)(xiao)規(gui)(gui)范組(zu)織(zhi)教(jiao)師招聘,堅決破除“五唯(wei)”頑疾,不得簡單以“榮譽頭(tou)(tou)銜”“人(ren)才頭(tou)(tou)銜”等稱號高薪招聘和(he)引進中(zhong)(zhong)小學(xue)(xue)、幼兒園教(jiao)師。嚴(yan)格編(bian)制管理(li)(li),嚴(yan)禁(jin)(jin)公辦中(zhong)(zhong)小學(xue)(xue)校(xiao)(xiao)在編(bian)教(jiao)師到民辦學(xue)(xue)校(xiao)(xiao)任(ren)教(jiao)。規(gui)(gui)范中(zhong)(zhong)小學(xue)(xue)校(xiao)(xiao)行(xing)政管理(li)(li)崗位(wei)設置,嚴(yan)格控制行(xing)政管理(li)(li)人(ren)員(yuan)比例。加強(qiang)退出中(zhong)(zhong)小學(xue)(xue)校(xiao)(xiao)校(xiao)(xiao)級(ji)領導和(he)中(zhong)(zhong)層管理(li)(li)崗位(wei)的人(ren)員(yuan)管理(li)(li),嚴(yan)禁(jin)(jin)違(wei)規(gui)(gui)兼職。嚴(yan)格問責(ze)機制,對違(wei)反有關規(gui)(gui)定組(zu)織(zhi)教(jiao)師招聘和(he)教(jiao)師管理(li)(li)不力的市、縣(區)教(jiao)育行(xing)政部門和(he)學(xue)(xue)校(xiao)(xiao)逐級(ji)問責(ze),嚴(yan)肅處理(li)(li)。

  15.健全保(bao)(bao)障(zhang)(zhang)體系(xi)。充分發揮地(di)方黨委教育工作領導小組作用,教育、宣傳、編制(zhi)、發展改革、財政、人社(she)、住建(jian)、鄉村振興等(deng)部(bu)門要(yao)加強協作,形成(cheng)合力,落(luo)實(shi)好各(ge)項任務(wu)舉措。省、市教育督(du)導部(bu)門要(yao)將(jiang)落(luo)實(shi)情況(kuang)納入對(dui)市、縣(區)政府履行教育職責的(de)(de)評價內(nei)容,加強督(du)導檢查并(bing)強化督(du)導結果(guo)運用。各(ge)地(di)要(yao)制(zhi)訂出(chu)臺教師激勵支持政策,推進(jin)中小學教師減負,在全社(she)會營造尊(zun)師重(zhong)教的(de)(de)良好風(feng)尚。要(yao)優化支出(chu)結構(gou),將(jiang)教師隊伍建(jian)設作為教育投入重(zhong)點(dian)予(yu)以(yi)優先保(bao)(bao)障(zhang)(zhang)。
