四川省加強高校有組織科研 積極服務國家戰略需求

  四川(chuan)省認(ren)真學習貫徹習近平(ping)總書記關于(yu)教育、關于(yu)科(ke)技(ji)創新(xin)的(de)重(zhong)要論述,以服務國(guo)家戰略(lve)(lve)需求為導向,堅持戰略(lve)(lve)引領(ling)、組織(zhi)創新(xin)、深(shen)度融合、系統推進,加(jia)(jia)快推動高(gao)(gao)(gao)校(xiao)科(ke)研(yan)組織(zhi)模式(shi)改革,集聚力量有組織(zhi)推進原創性、引領(ling)性科(ke)技(ji)攻關,努力為實現高(gao)(gao)(gao)水平(ping)科(ke)技(ji)自(zi)(zi)立(li)自(zi)(zi)強、加(jia)(jia)快建(jian)設世界重(zhong)要人才(cai)中心(xin)和(he)創新(xin)高(gao)(gao)(gao)地作出新(xin)的(de)更大貢(gong)獻。

  強化重(zhong)(zhong)(zhong)點(dian)領(ling)域(yu)(yu)攻(gong)堅(jian)(jian),提升自主創(chuang)(chuang)(chuang)新能(neng)力。一是加強基(ji)(ji)(ji)(ji)礎(chu)(chu)研(yan)(yan)究(jiu)(jiu)。制(zhi)定《基(ji)(ji)(ji)(ji)礎(chu)(chu)研(yan)(yan)究(jiu)(jiu)十(shi)年行動計劃(hua)》,設(she)立四(si)川(chuan)省(sheng)自然(ran)科學基(ji)(ji)(ji)(ji)金,支持高(gao)校(xiao)(xiao)組建科研(yan)(yan)聯合體(ti),開展(zhan)基(ji)(ji)(ji)(ji)礎(chu)(chu)研(yan)(yan)究(jiu)(jiu)重(zhong)(zhong)(zhong)大(da)協(xie)同(tong)攻(gong)關(guan)。近(jin)年來,高(gao)校(xiao)(xiao)獲批基(ji)(ji)(ji)(ji)礎(chu)(chu)研(yan)(yan)究(jiu)(jiu)項目和經費均(jun)(jun)占85%以上,2022年四(si)川(chuan)省(sheng)科技(ji)(ji)(ji)獎勵中75%以上的(de)自然(ran)科學獎、技(ji)(ji)(ji)術(shu)發明獎均(jun)(jun)為高(gao)校(xiao)(xiao)獲得。二(er)是加快關(guan)鍵(jian)突破。聚焦工業軟件、軌道(dao)交通、生(sheng)物科技(ji)(ji)(ji)等重(zhong)(zhong)(zhong)點(dian)領(ling)域(yu)(yu),積極搭建大(da)平(ping)(ping)臺、組建大(da)團隊、集中大(da)攻(gong)關(guan),以創(chuang)(chuang)(chuang)新引(yin)領(ling)破解卡點(dian)堵點(dian)痛點(dian)。如(ru)(ru),四(si)川(chuan)農業大(da)學攻(gong)克水稻育種等關(guan)鍵(jian)技(ji)(ji)(ji)術(shu),服(fu)務(wu)打(da)(da)造(zao)新時代更高(gao)水平(ping)(ping)“天府(fu)糧(liang)倉”。三是加大(da)協(xie)同(tong)創(chuang)(chuang)(chuang)新。聚焦區域(yu)(yu)產業需求,打(da)(da)通創(chuang)(chuang)(chuang)新資源流動壁壘,建設(she)高(gao)校(xiao)(xiao)材料協(xie)同(tong)科創(chuang)(chuang)(chuang)平(ping)(ping)臺,構建“廳(局)+市(州)+高(gao)校(xiao)(xiao)+企業”協(xie)同(tong)創(chuang)(chuang)(chuang)新體(ti)系,形成政府(fu)建平(ping)(ping)臺、企業提需求、高(gao)校(xiao)(xiao)強攻(gong)關(guan)的(de)創(chuang)(chuang)(chuang)新格局,推動科研(yan)(yan)成果轉移轉化,努力打(da)(da)贏關(guan)鍵(jian)核心(xin)技(ji)(ji)(ji)術(shu)攻(gong)堅(jian)(jian)戰(zhan)。如(ru)(ru),2022年高(gao)校(xiao)(xiao)在(zai)相關(guan)材料產業領(ling)域(yu)(yu)實(shi)施重(zhong)(zhong)(zhong)大(da)攻(gong)關(guan)項目70余項,部分關(guan)鍵(jian)技(ji)(ji)(ji)術(shu)達到領(ling)先水平(ping)(ping)。

  創(chuang)(chuang)(chuang)新(xin)(xin)科(ke)(ke)(ke)研組(zu)織(zhi)形式(shi),打造戰(zhan)略(lve)科(ke)(ke)(ke)技力量。一(yi)是強(qiang)(qiang)化(hua)戰(zhan)略(lve)科(ke)(ke)(ke)技平臺(tai)(tai)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設。聚焦(jiao)國(guo)家(jia)重大戰(zhan)略(lve)和(he)區域經濟社(she)會(hui)發(fa)展需(xu)求(qiu),成(cheng)立國(guo)家(jia)川藏(zang)鐵(tie)路技術創(chuang)(chuang)(chuang)新(xin)(xin)中心(xin)等(deng)一(yi)批高校(xiao)參與(yu)的科(ke)(ke)(ke)創(chuang)(chuang)(chuang)平臺(tai)(tai),圍繞生(sheng)命(ming)科(ke)(ke)(ke)學(xue)(xue)、電子信息等(deng)領域參與(yu)組(zu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)4個“天(tian)府(fu)實(shi)驗(yan)(yan)室”,高校(xiao)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設國(guo)家(jia)級戰(zhan)略(lve)科(ke)(ke)(ke)技平臺(tai)(tai)88個,占全省(sheng)70%以(yi)上。二(er)是加強(qiang)(qiang)戰(zhan)略(lve)科(ke)(ke)(ke)技人(ren)才(cai)(cai)(cai)(cai)引(yin)育。出臺(tai)(tai)《關于加強(qiang)(qiang)新(xin)(xin)時代(dai)高校(xiao)人(ren)才(cai)(cai)(cai)(cai)隊伍(wu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設的若干舉措》,每年單列安排高校(xiao)引(yin)才(cai)(cai)(cai)(cai)育才(cai)(cai)(cai)(cai)獎補資金(jin)2億元(yuan)。實(shi)施高校(xiao)優(you)秀青年團隊建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設計劃(hua)和(he)天(tian)府(fu)科(ke)(ke)(ke)技英才(cai)(cai)(cai)(cai)培養(yang)計劃(hua),設立博士后創(chuang)(chuang)(chuang)新(xin)(xin)人(ren)才(cai)(cai)(cai)(cai)支持項目,促進青年拔尖(jian)人(ren)才(cai)(cai)(cai)(cai)脫(tuo)穎而出。積極(ji)推進專(zhuan)職科(ke)(ke)(ke)研隊伍(wu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設,遴選一(yi)批具有較強(qiang)(qiang)創(chuang)(chuang)(chuang)新(xin)(xin)研究能力和(he)潛力的青年人(ren)才(cai)(cai)(cai)(cai),組(zu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)跨學(xue)(xue)科(ke)(ke)(ke)、跨領域優(you)秀團隊,進一(yi)步夯實(shi)有組(zu)織(zhi)科(ke)(ke)(ke)研基礎。三是創(chuang)(chuang)(chuang)新(xin)(xin)一(yi)流(liu)學(xue)(xue)科(ke)(ke)(ke)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設機制(zhi)(zhi)。制(zhi)(zhi)定《高等(deng)學(xue)(xue)校(xiao)“雙(shuang)一(yi)流(liu)”建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設貢(gong)嘎計劃(hua)》,投入(ru)經費31億元(yuan),建(jian)(jian)(jian)(jian)(jian)(jian)(jian)立基礎學(xue)(xue)科(ke)(ke)(ke)、應用學(xue)(xue)科(ke)(ke)(ke)、交叉學(xue)(xue)科(ke)(ke)(ke)分類發(fa)展機制(zhi)(zhi),依托(tuo)一(yi)流(liu)學(xue)(xue)科(ke)(ke)(ke)布(bu)局建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設國(guo)家(jia)重點實(shi)驗(yan)(yan)室、國(guo)家(jia)工程研究中心(xin)等(deng)國(guo)家(jia)級科(ke)(ke)(ke)研平臺(tai)(tai),持續推進中國(guo)特色世(shi)界一(yi)流(liu)大學(xue)(xue)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)設。四是優(you)化(hua)產學(xue)(xue)研一(yi)體(ti)化(hua)布(bu)局。與(yu)企業(ye)(ye)生(sheng)產、市場(chang)需(xu)求(qiu)相結(jie)合,發(fa)布(bu)關鍵(jian)核(he)心(xin)技術攻(gong)關、科(ke)(ke)(ke)技成(cheng)果轉化(hua)和(he)企業(ye)(ye)技術需(xu)求(qiu)“三張清單”,推動(dong)實(shi)現(xian)供需(xu)精準對接(jie),促進人(ren)才(cai)(cai)(cai)(cai)鏈、學(xue)(xue)科(ke)(ke)(ke)鏈、創(chuang)(chuang)(chuang)新(xin)(xin)鏈與(yu)產業(ye)(ye)鏈深度融合,不斷(duan)提升服務國(guo)家(jia)重大戰(zhan)略(lve)能力。

  深化體(ti)制機制改(gai)(gai)革(ge)(ge),激發(fa)科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)創(chuang)新(xin)(xin)(xin)活力(li)(li)(li)。一(yi)是推(tui)(tui)進(jin)成(cheng)(cheng)(cheng)(cheng)果轉化改(gai)(gai)革(ge)(ge)。強(qiang)化有(you)組(zu)織科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)組(zu)織保障和資源配置,探索開展(zhan)(zhan)職務科(ke)(ke)(ke)(ke)技成(cheng)(cheng)(cheng)(cheng)果權(quan)屬混合(he)所有(you)制改(gai)(gai)革(ge)(ge),推(tui)(tui)進(jin)實(shi)(shi)施(shi)(shi)職務科(ke)(ke)(ke)(ke)技成(cheng)(cheng)(cheng)(cheng)果轉化前(qian)非資產化管理改(gai)(gai)革(ge)(ge)試點,加強(qiang)部門協同、鼓勵創(chuang)新(xin)(xin)(xin)改(gai)(gai)革(ge)(ge),探索打(da)造職務科(ke)(ke)(ke)(ke)技成(cheng)(cheng)(cheng)(cheng)果評價(jia)(jia)、管理、轉化的(de)新(xin)(xin)(xin)路徑新(xin)(xin)(xin)模(mo)式(shi)。截(jie)至2022年底(di),高(gao)(gao)校完(wan)成(cheng)(cheng)(cheng)(cheng)職務科(ke)(ke)(ke)(ke)技成(cheng)(cheng)(cheng)(cheng)果分(fen)割確權(quan)1200余(yu)項(xiang)(xiang),新(xin)(xin)(xin)創(chuang)辦企(qi)業500余(yu)家,帶動(dong)企(qi)業投資近(jin)115億元(yuan)。二是深化科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)管理改(gai)(gai)革(ge)(ge)。出臺《關于(yu)擴大高(gao)(gao)校和科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)院所科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)自主(zhu)權(quan)的(de)若干(gan)政策(ce)措施(shi)(shi)》,加大科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)領域“放管服”改(gai)(gai)革(ge)(ge)力(li)(li)(li)度,賦予科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)項(xiang)(xiang)目負責人(ren)(ren)更大的(de)科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)自主(zhu)權(quan),更好地為(wei)科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)人(ren)(ren)員減負松(song)綁(bang)。實(shi)(shi)施(shi)(shi)科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)項(xiang)(xiang)目“揭榜制”和科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)經費“包(bao)干(gan)制”試點,推(tui)(tui)動(dong)“科(ke)(ke)(ke)(ke)創(chuang)十(shi)條(tiao)”在高(gao)(gao)校落地落實(shi)(shi)。健全(quan)分(fen)類評價(jia)(jia)體(ti)系(xi),出臺32條(tiao)具(ju)體(ti)舉措破除科(ke)(ke)(ke)(ke)技評價(jia)(jia)中“唯論(lun)文(wen)”不良導(dao)向,完(wan)善科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)成(cheng)(cheng)(cheng)(cheng)果衡量標準(zhun),引導(dao)科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)人(ren)(ren)員積極參與重大任(ren)務攻(gong)關,進(jin)一(yi)步提升服務能力(li)(li)(li)。三是實(shi)(shi)施(shi)(shi)“三個倍增”行動(dong)。推(tui)(tui)進(jin)實(shi)(shi)施(shi)(shi)科(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)經費、產出、轉化“三個倍增”行動(dong),組(zu)織開展(zhan)(zhan)“對標競進(jin)、爭創(chuang)一(yi)流”活動(dong),出臺《關于(yu)推(tui)(tui)動(dong)高(gao)(gao)校強(qiang)化科(ke)(ke)(ke)(ke)技服務融(rong)入新(xin)(xin)(xin)發(fa)展(zhan)(zhan)格局的(de)指導(dao)意(yi)(yi)見》《關于(yu)實(shi)(shi)施(shi)(shi)高(gao)(gao)價(jia)(jia)值專利培育行動(dong)的(de)意(yi)(yi)見》,推(tui)(tui)動(dong)國家知(zhi)識產權(quan)試點示范高(gao)(gao)校建(jian)設,打(da)造跨高(gao)(gao)校院所的(de)新(xin)(xin)(xin)型中試研(yan)(yan)(yan)(yan)發(fa)平(ping)臺,2022年高(gao)(gao)校簽(qian)訂產學研(yan)(yan)(yan)(yan)合(he)同超(chao)萬項(xiang)(xiang),平(ping)均年增幅(fu)超(chao)30%,有(you)力(li)(li)(li)促(cu)進(jin)科(ke)(ke)(ke)(ke)技成(cheng)(cheng)(cheng)(cheng)果完(wan)成(cheng)(cheng)(cheng)(cheng)科(ke)(ke)(ke)(ke)學研(yan)(yan)(yan)(yan)究(jiu)、實(shi)(shi)驗開發(fa)、推(tui)(tui)廣(guang)應用的(de)“三級跳(tiao)”,不斷推(tui)(tui)動(dong)創(chuang)新(xin)(xin)(xin)價(jia)(jia)值實(shi)(shi)現和創(chuang)新(xin)(xin)(xin)驅(qu)動(dong)發(fa)展(zhan)(zhan)。
