  日前,教(jiao)育部(bu)、國家(jia)統(tong)(tong)(tong)(tong)計(ji)(ji)局(ju)、財(cai)政部(bu)聯合印發《關(guan)于適應高(gao)質量發展要求 進一步完善教(jiao)育經費統(tong)(tong)(tong)(tong)計(ji)(ji)體(ti)系的(de)(de)意見》,其(qi)中(zhong)(zhong)提出,各(ge)地要認真(zhen)貫徹落實黨(dang)中(zhong)(zhong)央(yang)、國務院關(guan)于深化統(tong)(tong)(tong)(tong)計(ji)(ji)管理體(ti)制(zhi)改(gai)革、提高(gao)統(tong)(tong)(tong)(tong)計(ji)(ji)數據真(zhen)實性的(de)(de)有關(guan)要求,健全教(jiao)育領(ling)域統(tong)(tong)(tong)(tong)計(ji)(ji)工作防范和懲治(zhi)統(tong)(tong)(tong)(tong)計(ji)(ji)造假(jia)(jia)、弄虛作假(jia)(jia)責(ze)任制(zhi)。

各(ge)省、自治(zhi)區(qu)、直轄市教育廳(ting)(教委)、統計(ji)局、財政廳(ting)(局),新疆生產建設(she)兵(bing)團教育局、統計(ji)局、財政局:

  教(jiao)育(yu)(yu)經(jing)費(fei)統(tong)(tong)計(ji)是系(xi)統(tong)(tong)反映(ying)教(jiao)育(yu)(yu)經(jing)濟(ji)信(xin)息的(de)一項重要綜合性基礎(chu)性工作(zuo),是推動落(luo)實(shi)(shi)教(jiao)育(yu)(yu)投入(ru)責(ze)任(ren)的(de)重要抓手,是制定完(wan)善教(jiao)育(yu)(yu)投入(ru)政策(ce)的(de)重要支(zhi)撐,在推動落(luo)實(shi)(shi)教(jiao)育(yu)(yu)優先發展戰略地位(wei)中發揮著(zhu)重要作(zuo)用。為深(shen)入(ru)貫徹(che)落(luo)實(shi)(shi)黨的(de)二十大(da)精神和國家“十四五”發展規(gui)劃部(bu)署,主動適應加快建(jian)設高質量(liang)教(jiao)育(yu)(yu)體系(xi)需要,建(jian)立健全標準統(tong)(tong)一、指標明(ming)確、制度完(wan)善、質量(liang)可(ke)控的(de)教(jiao)育(yu)(yu)經(jing)費(fei)統(tong)(tong)計(ji)體系(xi),提(ti)升(sheng)教(jiao)育(yu)(yu)經(jing)費(fei)統(tong)(tong)計(ji)體系(xi)和統(tong)(tong)計(ji)能力(li)現代化水平(ping),更好(hao)發揮教(jiao)育(yu)(yu)經(jing)費(fei)統(tong)(tong)計(ji)信(xin)息咨詢、監測監督、決(jue)策(ce)支(zhi)撐作(zuo)用,提(ti)出如下(xia)意見(jian)。

  一、完善教育經費統計標準

  (一)明(ming)確(que)統(tong)計(ji)(ji)(ji)(ji)對(dui)(dui)象(xiang)(xiang)(xiang)。現階(jie)段(duan),教(jiao)育(yu)(yu)經費(fei)(fei)統(tong)計(ji)(ji)(ji)(ji)對(dui)(dui)象(xiang)(xiang)(xiang)包括教(jiao)育(yu)(yu)部門(men)和其(qi)他部門(men)、國有及國有控(kong)股企業(ye)、社(she)會(hui)力量和個人舉辦的(de)各級各類學校(包括幼兒園,下同(tong)),教(jiao)育(yu)(yu)行政部門(men)和教(jiao)育(yu)(yu)事業(ye)單位等。各地(di)要(yao)嚴格按照(zhao)國家規定(ding)的(de)教(jiao)育(yu)(yu)經費(fei)(fei)統(tong)計(ji)(ji)(ji)(ji)對(dui)(dui)象(xiang)(xiang)(xiang)范圍組織(zhi)開展數據采集(ji),確(que)保應采盡(jin)采。要(yao)落實屬地(di)管(guan)理原則,嚴格按照(zhao)維護時間(jian)、內(nei)容和要(yao)求,做(zuo)好本(ben)地(di)區教(jiao)育(yu)(yu)經費(fei)(fei)統(tong)計(ji)(ji)(ji)(ji)調查基(ji)本(ben)單位名錄庫的(de)更新維護工作,及時掌握基(ji)本(ben)單位變動情況。

  (二)完(wan)善調(diao)(diao)查(cha)(cha)內容。教育(yu)經(jing)費(fei)(fei)統計體系要適(shi)應教育(yu)高(gao)質量發展需求和(he)財稅體制(zhi)、預(yu)算管(guan)理制(zhi)度(du)、政(zheng)府會(hui)計制(zhi)度(du)、國有資(zi)產(chan)(chan)管(guan)理制(zhi)度(du)等(deng)(deng)改革要求,充分反(fan)映資(zi)金、資(zi)產(chan)(chan)、資(zi)源等(deng)(deng)教育(yu)經(jing)濟信(xin)息(xi)。全面(mian)(mian)調(diao)(diao)查(cha)(cha)財政(zheng)性和(he)非財政(zheng)性教育(yu)經(jing)費(fei)(fei)來(lai)源情(qing)(qing)況(kuang)(kuang),調(diao)(diao)查(cha)(cha)政(zheng)府、社會(hui)和(he)個人投入教育(yu)情(qing)(qing)況(kuang)(kuang)。全面(mian)(mian)調(diao)(diao)查(cha)(cha)各級(ji)各類(lei)學(xue)校、教育(yu)行政(zheng)事(shi)業單(dan)位費(fei)(fei)用情(qing)(qing)況(kuang)(kuang),以及流動資(zi)產(chan)(chan)、固(gu)定資(zi)產(chan)(chan)、無形資(zi)產(chan)(chan)等(deng)(deng)資(zi)產(chan)(chan)配置(zhi)使用處(chu)置(zhi)情(qing)(qing)況(kuang)(kuang)。全面(mian)(mian)調(diao)(diao)查(cha)(cha)教職工(gong)人員待遇、學(xue)校運轉(zhuan)、校舍建設、設備購置(zhi)、學(xue)生資(zi)助等(deng)(deng)資(zi)源配置(zhi)情(qing)(qing)況(kuang)(kuang)。

  (三)改進調查對象統(tong)計(ji)(ji)分(fen)類(lei)。根(gen)據(ju)國家教(jiao)育(yu)發展戰(zhan)略(lve)部署,及(ji)時(shi)調整完善(shan)統(tong)計(ji)(ji)調查對象分(fen)類(lei)屬性,精準反(fan)映(ying)不(bu)同教(jiao)育(yu)階(jie)段(duan)、不(bu)同教(jiao)育(yu)類(lei)別、不(bu)同辦學主體、不(bu)同地(di)區、不(bu)同隸屬關系學校(xiao)(xiao)的教(jiao)育(yu)經(jing)濟信(xin)息,更好(hao)反(fan)映(ying)世界(jie)一流大學和(he)一流學科(ke)建(jian)設(she)高校(xiao)(xiao)、高水平高職和(he)專業建(jian)設(she)學校(xiao)(xiao)、普(pu)惠性幼兒園、營利(li)性和(he)非(fei)營利(li)性民辦學校(xiao)(xiao)等經(jing)濟活動情況,以及(ji)鄉村振興(xing)重點幫扶縣、義務教(jiao)育(yu)優質均衡創建(jian)縣等區域教(jiao)育(yu)資源配(pei)置情況。各(ge)地(di)在嚴格執行全國教(jiao)育(yu)經(jing)費統(tong)計(ji)(ji)調查對象分(fen)類(lei)基礎(chu)上,可根(gen)據(ju)實(shi)際需要適當補充或細化(hua)本地(di)區統(tong)計(ji)(ji)分(fen)類(lei)。

  二、完善教育經費統計指標

  (四)規(gui)范基(ji)礎(chu)采(cai)(cai)集(ji)(ji)(ji)指標。堅(jian)持簡約、易取得、可核查的(de)原則,加(jia)強與政府會計(ji)(ji)制(zhi)度和新(xin)(xin)修訂的(de)中小學(xue)、高等(deng)學(xue)校財務(wu)制(zhi)度銜(xian)接,精簡過時的(de)、利用率低的(de)指標,增加(jia)反映(ying)新(xin)(xin)形勢、新(xin)(xin)變化的(de)指標,進一步(bu)規(gui)范采(cai)(cai)集(ji)(ji)(ji)指標口徑,科(ke)學(xue)設(she)計(ji)(ji)統(tong)計(ji)(ji)報表,全(quan)面反映(ying)教(jiao)育經費統(tong)計(ji)(ji)調(diao)查內容,有(you)(you)效滿足(zu)分析評價、監測監督需要。各地要以會計(ji)(ji)核算(suan)和教(jiao)育經濟(ji)活動(dong)相關數據為基(ji)礎(chu),按(an)照規(gui)范統(tong)一的(de)采(cai)(cai)集(ji)(ji)(ji)指標和填報口徑開展數據采(cai)(cai)集(ji)(ji)(ji)工作,確保數出(chu)有(you)(you)源、數出(chu)有(you)(you)據。不得通過調(diao)整科(ke)目(mu)、超范圍歸集(ji)(ji)(ji)等(deng)方式虛(xu)增教(jiao)育經費。

  (五)完善監(jian)測(ce)(ce)分(fen)(fen)析(xi)(xi)指標。遵循教(jiao)(jiao)育(yu)事業發(fa)展(zhan)規律(lv)(lv)、財政經(jing)濟發(fa)展(zhan)規律(lv)(lv)、統計(ji)工作規律(lv)(lv),與教(jiao)(jiao)育(yu)投(tou)(tou)入(ru)(ru)指標、支(zhi)(zhi)出責(ze)任(ren)、生均標準、投(tou)(tou)入(ru)(ru)政策等相銜(xian)接,科(ke)學設置衡量(liang)教(jiao)(jiao)育(yu)經(jing)濟活動總(zong)量(liang)、水平、速度、比例關系的(de)(de)監(jian)測(ce)(ce)分(fen)(fen)析(xi)(xi)指標。各地要嚴格按(an)照全國統一的(de)(de)口徑(jing)計(ji)算監(jian)測(ce)(ce)分(fen)(fen)析(xi)(xi)指標落實情(qing)況。要充分(fen)(fen)運用監(jian)測(ce)(ce)分(fen)(fen)析(xi)(xi)指標,重點(dian)反映(ying)教(jiao)(jiao)育(yu)投(tou)(tou)入(ru)(ru)的(de)(de)來源、分(fen)(fen)布、使(shi)用構成情(qing)況,以及城鄉、區(qu)域差距變化趨勢等;重點(dian)加強(qiang)投(tou)(tou)入(ru)(ru)產出分(fen)(fen)析(xi)(xi),深(shen)度挖(wa)掘教(jiao)(jiao)育(yu)經(jing)費(fei)統計(ji)數據反映(ying)出的(de)(de)教(jiao)(jiao)育(yu)投(tou)(tou)入(ru)(ru)政策效(xiao)益和問題,為教(jiao)(jiao)育(yu)高(gao)質量(liang)發(fa)展(zhan)提供科(ke)學決策支(zhi)(zhi)撐。

  三、完善教育經費統計制度

  (六)健(jian)全(quan)統(tong)計調(diao)(diao)查制(zhi)(zhi)度(du)。全(quan)國教育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)統(tong)計調(diao)(diao)查制(zhi)(zhi)度(du)由教育(yu)(yu)(yu)(yu)部會同財(cai)(cai)政部根據需要定期修訂,經(jing)(jing)國家(jia)統(tong)計局審批后執(zhi)行。完(wan)善教育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)統(tong)計動(dong)態監測工作機制(zhi)(zhi),及時跟(gen)蹤教育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)預算執(zhi)行情況(kuang)(kuang),全(quan)面掌握教育(yu)(yu)(yu)(yu)資(zi)金資(zi)產資(zi)源投入使用管理情況(kuang)(kuang)。各地要加強對財(cai)(cai)政教育(yu)(yu)(yu)(yu)投入和(he)經(jing)(jing)費(fei)支出的動(dong)態監測,加快(kuai)財(cai)(cai)政預算撥付進度(du)和(he)教育(yu)(yu)(yu)(yu)經(jing)(jing)費(fei)支出進度(du),確保全(quan)年預算執(zhi)行到(dao)位。

  (七)建立(li)統計分(fen)析(xi)(xi)(xi)制度(du)(du)。堅持問(wen)題(ti)導向,進(jin)一步(bu)規范年(nian)(nian)(nian)度(du)(du)教(jiao)育(yu)(yu)經費(fei)統計數(shu)據(ju)(ju)分(fen)析(xi)(xi)(xi)報(bao)告(gao)制度(du)(du),重(zhong)(zhong)點報(bao)告(gao)組織(zhi)開展(zhan)(zhan)統計工作、加大教(jiao)育(yu)(yu)投入(ru)政策(ce)(ce)措施等情況及相關(guan)數(shu)據(ju)(ju)增減變動情況,深(shen)入(ru)分(fen)析(xi)(xi)(xi)存(cun)在問(wen)題(ti)的原(yuan)因,研(yan)究(jiu)(jiu)提(ti)出改進(jin)建議,隨同年(nian)(nian)(nian)度(du)(du)匯總(zong)數(shu)據(ju)(ju)一并(bing)逐(zhu)級上報(bao)。堅持政策(ce)(ce)導向,圍繞中央關(guan)于教(jiao)育(yu)(yu)改革發(fa)展(zhan)(zhan)和教(jiao)育(yu)(yu)投入(ru)重(zhong)(zhong)大決策(ce)(ce)部署,強化(hua)數(shu)據(ju)(ju)分(fen)析(xi)(xi)(xi)應(ying)用(yong),建立(li)全(quan)國教(jiao)育(yu)(yu)經費(fei)發(fa)展(zhan)(zhan)報(bao)告(gao)制度(du)(du),全(quan)面反映(ying)年(nian)(nian)(nian)度(du)(du)和五年(nian)(nian)(nian)規劃期間教(jiao)育(yu)(yu)經費(fei)籌措、使用(yong)、管理情況,重(zhong)(zhong)點反映(ying)主(zhu)要分(fen)析(xi)(xi)(xi)指標(biao)、監(jian)測指標(biao)變化(hua)情況,研(yan)究(jiu)(jiu)提(ti)出政策(ce)(ce)建議。推動所有省份建立(li)省級教(jiao)育(yu)(yu)經費(fei)發(fa)展(zhan)(zhan)報(bao)告(gao)制度(du)(du)。

  (八)完善統(tong)計(ji)(ji)(ji)(ji)發(fa)(fa)布(bu)制度。落實全(quan)國教(jiao)育經(jing)(jing)費統(tong)計(ji)(ji)(ji)(ji)數(shu)據三(san)次(ci)發(fa)(fa)布(bu)機制,及時(shi)發(fa)(fa)布(bu)統(tong)計(ji)(ji)(ji)(ji)快報、統(tong)計(ji)(ji)(ji)(ji)公告(gao)、統(tong)計(ji)(ji)(ji)(ji)年鑒。進一步規范省級教(jiao)育經(jing)(jing)費執行(xing)情況統(tong)計(ji)(ji)(ji)(ji)公告(gao)制度,推動建(jian)立(li)省以下統(tong)計(ji)(ji)(ji)(ji)公告(gao)制度。各地要建(jian)立(li)健全(quan)教(jiao)育經(jing)(jing)費統(tong)計(ji)(ji)(ji)(ji)數(shu)據發(fa)(fa)布(bu)機制,提高統(tong)計(ji)(ji)(ji)(ji)數(shu)據發(fa)(fa)布(bu)的及時(shi)性、規范性,加強(qiang)數(shu)據解讀,加大(da)宣(xuan)傳力度,主動接(jie)受社(she)會監(jian)督。

  四、提高教育經費統計質量

  (九)嚴(yan)格落實統計(ji)(ji)(ji)責(ze)任。教(jiao)育(yu)經(jing)費統計(ji)(ji)(ji)按(an)照“統一部(bu)(bu)署、部(bu)(bu)門(men)協同(tong)、分級負責(ze)、屬(shu)地(di)管(guan)(guan)理”的(de)(de)原則,在(zai)國家統計(ji)(ji)(ji)局的(de)(de)業務(wu)指(zhi)導下,由(you)教(jiao)育(yu)部(bu)(bu)、財政部(bu)(bu)共(gong)同(tong)部(bu)(bu)署,各(ge)地(di)具體開展(zhan)。各(ge)地(di)要健全教(jiao)育(yu)經(jing)費統計(ji)(ji)(ji)數據(ju)質(zhi)量控制(zhi)體系,明確領導責(ze)任、主體責(ze)任和(he)監(jian)督(du)責(ze)任,依法保障教(jiao)育(yu)經(jing)費統計(ji)(ji)(ji)機(ji)構和(he)統計(ji)(ji)(ji)人員獨立行使統計(ji)(ji)(ji)調查、統計(ji)(ji)(ji)報告和(he)統計(ji)(ji)(ji)監(jian)督(du)的(de)(de)職權。各(ge)地(di)要認真(zhen)貫徹落實黨中央、國務(wu)院關于深化統計(ji)(ji)(ji)管(guan)(guan)理體制(zhi)改革、提高統計(ji)(ji)(ji)數據(ju)真(zhen)實性的(de)(de)有關要求,健全教(jiao)育(yu)領域統計(ji)(ji)(ji)工作(zuo)防(fang)范和(he)懲治統計(ji)(ji)(ji)造假、弄虛作(zuo)假責(ze)任制(zhi)。

  (十)規(gui)范統(tong)(tong)計(ji)業務流程(cheng)。研(yan)究制定教(jiao)(jiao)(jiao)育經(jing)費統(tong)(tong)計(ji)工(gong)(gong)作(zuo)(zuo)規(gui)程(cheng),進一步明(ming)確(que)教(jiao)(jiao)(jiao)育經(jing)費統(tong)(tong)計(ji)工(gong)(gong)作(zuo)(zuo)的全(quan)流程(cheng)各(ge)(ge)環節的工(gong)(gong)作(zuo)(zuo)任務、職責分工(gong)(gong)、質量要(yao)求和進度安(an)排,保證教(jiao)(jiao)(jiao)育經(jing)費統(tong)(tong)計(ji)工(gong)(gong)作(zuo)(zuo)順暢運行。各(ge)(ge)地要(yao)按(an)照規(gui)程(cheng)組織開展教(jiao)(jiao)(jiao)育經(jing)費統(tong)(tong)計(ji)工(gong)(gong)作(zuo)(zuo),按(an)時完成全(quan)年教(jiao)(jiao)(jiao)育經(jing)費統(tong)(tong)計(ji)任務。各(ge)(ge)地可結合當地實(shi)際情(qing)況,進一步細化本地區教(jiao)(jiao)(jiao)育經(jing)費統(tong)(tong)計(ji)工(gong)(gong)作(zuo)(zuo)流程(cheng)。

  (十一)加強(qiang)數(shu)(shu)(shu)(shu)據(ju)采集(ji)和審(shen)核(he)。各(ge)地要嚴格(ge)按照(zhao)全國教(jiao)育經(jing)費(fei)統計(ji)(ji)(ji)調查(cha)制度(du),指導調查(cha)對象(xiang)獨(du)立正確填報調查(cha)數(shu)(shu)(shu)(shu)據(ju)。各(ge)調查(cha)對象(xiang)要按照(zhao)規定的調查(cha)表(biao)(biao)式(shi)填報,做到應填盡填,確保采集(ji)數(shu)(shu)(shu)(shu)據(ju)的全面完整。嚴格(ge)落(luo)實(shi)教(jiao)育經(jing)費(fei)統計(ji)(ji)(ji)數(shu)(shu)(shu)(shu)據(ju)國家、省、市、縣(xian)四級(ji)(ji)審(shen)核(he)制度(du),確有(you)必要的可(ke)適當增加鄉鎮一級(ji)(ji)審(shen)核(he)。加大對匯總數(shu)(shu)(shu)(shu)據(ju)的審(shen)核(he)力(li)度(du),統計(ji)(ji)(ji)資(zi)料不完整或(huo)者存在明顯(xian)錯誤(wu)的,應當由(you)統計(ji)(ji)(ji)調查(cha)對象(xiang)依法予以(yi)補充或(huo)者改正,確保調查(cha)對象(xiang)不重不漏、基(ji)層調查(cha)表(biao)(biao)完整清晰、基(ji)礎數(shu)(shu)(shu)(shu)據(ju)準確可(ke)靠。全國會(hui)審(shen)由(you)教(jiao)育部(bu)(bu)會(hui)同財政部(bu)(bu)組織實(shi)施(shi),地方會(hui)審(shen)由(you)省級(ji)(ji)以(yi)下教(jiao)育行政部(bu)(bu)門會(hui)同財政部(bu)(bu)門組織實(shi)施(shi)。

  (十(shi)二)建立數(shu)(shu)(shu)據(ju)(ju)(ju)核(he)(he)查(cha)(cha)和質(zhi)量(liang)(liang)(liang)評估(gu)(gu)制(zhi)(zhi)度(du)。建立教(jiao)育(yu)(yu)經(jing)(jing)費(fei)統(tong)計數(shu)(shu)(shu)據(ju)(ju)(ju)核(he)(he)查(cha)(cha)制(zhi)(zhi)度(du),圍繞(rao)教(jiao)育(yu)(yu)經(jing)(jing)費(fei)統(tong)計重要數(shu)(shu)(shu)據(ju)(ju)(ju)制(zhi)(zhi)定核(he)(he)查(cha)(cha)計劃,通過自查(cha)(cha)、抽查(cha)(cha)等方式,選(xuan)擇(ze)一定數(shu)(shu)(shu)量(liang)(liang)(liang)的(de)調查(cha)(cha)對(dui)象進(jin)行(xing)核(he)(he)查(cha)(cha),按相關(guan)規定及(ji)時處(chu)理核(he)(he)查(cha)(cha)中發現的(de)問(wen)題(ti)。建立教(jiao)育(yu)(yu)經(jing)(jing)費(fei)統(tong)計數(shu)(shu)(shu)據(ju)(ju)(ju)質(zhi)量(liang)(liang)(liang)評估(gu)(gu)制(zhi)(zhi)度(du),綜合運(yun)用歷史數(shu)(shu)(shu)據(ju)(ju)(ju)比較、橫向數(shu)(shu)(shu)據(ju)(ju)(ju)比較、數(shu)(shu)(shu)據(ju)(ju)(ju)偏差(cha)分(fen)(fen)析(xi)、相關(guan)性分(fen)(fen)析(xi)等多種方法對(dui)數(shu)(shu)(shu)據(ju)(ju)(ju)質(zhi)量(liang)(liang)(liang)進(jin)行(xing)評估(gu)(gu),形成(cheng)質(zhi)量(liang)(liang)(liang)評估(gu)(gu)報告。教(jiao)育(yu)(yu)經(jing)(jing)費(fei)統(tong)計數(shu)(shu)(shu)據(ju)(ju)(ju)核(he)(he)查(cha)(cha)和質(zhi)量(liang)(liang)(liang)評估(gu)(gu)工作(zuo),根(gen)據(ju)(ju)(ju)有關(guan)規定自上(shang)而下逐級開展,教(jiao)育(yu)(yu)部(bu)負(fu)責(ze)對(dui)全國和分(fen)(fen)省數(shu)(shu)(shu)據(ju)(ju)(ju)的(de)核(he)(he)查(cha)(cha)和評估(gu)(gu),省級及(ji)以下教(jiao)育(yu)(yu)行(xing)政部(bu)門負(fu)責(ze)對(dui)下一級數(shu)(shu)(shu)據(ju)(ju)(ju)的(de)核(he)(he)查(cha)(cha)和評估(gu)(gu),及(ji)時推動發現問(wen)題(ti)整改落實。

  五、提升教育經費統計能力

  (十三)加強(qiang)數(shu)(shu)字技(ji)術(shu)支撐。按照國(guo)家(jia)教(jiao)育(yu)(yu)數(shu)(shu)字化(hua)戰略行動(dong)部署,建設數(shu)(shu)據采集、信息查詢(xun)、動(dong)態監測、決策分析一(yi)體化(hua)的(de)(de)全(quan)國(guo)教(jiao)育(yu)(yu)經濟(ji)信息管理平臺,加快推進教(jiao)育(yu)(yu)經費(fei)統(tong)(tong)計(ji)數(shu)(shu)字化(hua)轉型。實現數(shu)(shu)據采集聯(lian)網(wang)直報,加強(qiang)與相關(guan)業務信息系統(tong)(tong)平臺的(de)(de)互聯(lian)互通,推進教(jiao)育(yu)(yu)經費(fei)統(tong)(tong)計(ji)數(shu)(shu)據生產方(fang)式變革。各地要(yao)將教(jiao)育(yu)(yu)經費(fei)統(tong)(tong)計(ji)工作納入教(jiao)育(yu)(yu)數(shu)(shu)字化(hua)工作統(tong)(tong)籌規劃、同步(bu)實施,提高(gao)教(jiao)育(yu)(yu)經費(fei)統(tong)(tong)計(ji)數(shu)(shu)字化(hua)應用能力。要(yao)依(yi)法規范教(jiao)育(yu)(yu)經費(fei)統(tong)(tong)計(ji)全(quan)流(liu)程數(shu)(shu)據處理活動(dong),完善網(wang)絡安全(quan)防(fang)護技(ji)術(shu)措(cuo)施和運行維護體系,確保教(jiao)育(yu)(yu)經費(fei)統(tong)(tong)計(ji)數(shu)(shu)據安全(quan)。

  (十四)加強統(tong)(tong)計(ji)調(diao)(diao)查(cha)方法綜(zong)合運用(yong)(yong)。堅(jian)持(chi)科學性(xing)(xing)和(he)可(ke)操作性(xing)(xing)相結合,合理安排教(jiao)育經(jing)費(fei)統(tong)(tong)計(ji)調(diao)(diao)查(cha)的頻率、時間和(he)方式。堅(jian)持(chi)以(yi)常規(gui)全面(mian)統(tong)(tong)計(ji)調(diao)(diao)查(cha)為主(zhu),充分(fen)利(li)用(yong)(yong)行政(zheng)記錄,統(tong)(tong)籌運用(yong)(yong)重點調(diao)(diao)查(cha)、抽樣調(diao)(diao)查(cha)等方法,開展周(zhou)期(qi)性(xing)(xing)調(diao)(diao)查(cha),探索開展家庭教(jiao)育支出情況、教(jiao)師工資(zi)(zi)收入水(shui)平、教(jiao)育培養成本分(fen)擔情況等專題性(xing)(xing)調(diao)(diao)查(cha)。加強教(jiao)育經(jing)費(fei)統(tong)(tong)計(ji)數據(ju)資(zi)(zi)源開發利(li)用(yong)(yong),充分(fen)發揮高等學校(xiao)、科研(yan)院所(suo)的智庫(ku)作用(yong)(yong),積(ji)極開展教(jiao)育經(jing)費(fei)統(tong)(tong)計(ji)抽樣調(diao)(diao)查(cha)和(he)數據(ju)分(fen)析評價(jia)、質量評估等方面(mian)的合作。

  (十五)加強統計(ji)(ji)(ji)隊伍(wu)建(jian)設(she)。各地教(jiao)(jiao)育(yu)(yu)行政部門要按(an)照《教(jiao)(jiao)育(yu)(yu)統計(ji)(ji)(ji)管理規定》有關要求,改進和(he)(he)(he)優化統計(ji)(ji)(ji)資源(yuan)配置,不(bu)斷充實統計(ji)(ji)(ji)力量,切(qie)實解決(jue)基(ji)層機構(gou)人(ren)員(yuan)方面存在的實際困難和(he)(he)(he)問題,確保教(jiao)(jiao)育(yu)(yu)經費(fei)統計(ji)(ji)(ji)工作隊伍(wu)穩定。縣級及以上教(jiao)(jiao)育(yu)(yu)經費(fei)統計(ji)(ji)(ji)機構(gou)、負責人(ren)和(he)(he)(he)統計(ji)(ji)(ji)人(ren)員(yuan)變動情況,應當及時(shi)報(bao)告上級教(jiao)(jiao)育(yu)(yu)經費(fei)統計(ji)(ji)(ji)機構(gou)。進一步完善(shan)國(guo)家、省、市、縣四級培(pei)訓(xun)體系,加強基(ji)層和(he)(he)(he)新進統計(ji)(ji)(ji)人(ren)員(yuan)教(jiao)(jiao)育(yu)(yu)培(pei)訓(xun),實現統計(ji)(ji)(ji)人(ren)員(yuan)培(pei)訓(xun)全覆(fu)蓋,提(ti)升統計(ji)(ji)(ji)人(ren)員(yuan)專(zhuan)業化能力。建(jian)立教(jiao)(jiao)育(yu)(yu)經費(fei)統計(ji)(ji)(ji)專(zhuan)家庫,推(tui)動開展教(jiao)(jiao)育(yu)(yu)經費(fei)統計(ji)(ji)(ji)研(yan)究。加強教(jiao)(jiao)育(yu)(yu)經費(fei)統計(ji)(ji)(ji)工作基(ji)地和(he)(he)(he)交流平臺建(jian)設(she)。

  問:黨的十八大以來,教育經費統計工作取得了哪些成績和經驗?

  答:黨的十(shi)八大以來,特別是(shi)(shi)2016年(nian)《教育(yu)(yu)(yu)(yu)部(bu) 國家統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)局 財政(zheng)部(bu)關于(yu)加(jia)強和完(wan)善教育(yu)(yu)(yu)(yu)經(jing)(jing)(jing)費(fei)(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)工(gong)(gong)作(zuo)的意見》印發以來,在各級教育(yu)(yu)(yu)(yu)、統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)、財政(zheng)部(bu)門的共同努力下,教育(yu)(yu)(yu)(yu)經(jing)(jing)(jing)費(fei)(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)數據分快報、公(gong)告(gao)、年(nian)鑒三次發布機制(zhi)(zhi)全(quan)面建立,全(quan)國、省級教育(yu)(yu)(yu)(yu)經(jing)(jing)(jing)費(fei)(fei)(fei)執行情況(kuang)兩(liang)級統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)公(gong)告(gao)制(zhi)(zhi)度全(quan)面建立,國家、省、市、縣四(si)級教育(yu)(yu)(yu)(yu)經(jing)(jing)(jing)費(fei)(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)業務(wu)培訓體系(xi)和數據審核制(zhi)(zhi)度全(quan)面建立,統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)質量進一(yi)步提升。教育(yu)(yu)(yu)(yu)經(jing)(jing)(jing)費(fei)(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)調查已經(jing)(jing)(jing)成為(wei)系(xi)統(tong)(tong)(tong)(tong)反映教育(yu)(yu)(yu)(yu)經(jing)(jing)(jing)濟信(xin)(xin)息(xi)的一(yi)項重(zhong)(zhong)(zhong)要(yao)(yao)(yao)綜合性基礎性工(gong)(gong)作(zuo),教育(yu)(yu)(yu)(yu)經(jing)(jing)(jing)費(fei)(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)監督已經(jing)(jing)(jing)成為(wei)推動落實教育(yu)(yu)(yu)(yu)投入責任的重(zhong)(zhong)(zhong)要(yao)(yao)(yao)抓手,教育(yu)(yu)(yu)(yu)經(jing)(jing)(jing)費(fei)(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)數據已經(jing)(jing)(jing)成為(wei)制(zhi)(zhi)定完(wan)善教育(yu)(yu)(yu)(yu)投入政(zheng)策的重(zhong)(zhong)(zhong)要(yao)(yao)(yao)支撐(cheng),在持續鞏固4%成果、推動落實教育(yu)(yu)(yu)(yu)優(you)先發展戰(zhan)略地位中發揮(hui)了信(xin)(xin)息(xi)咨詢(xun)、監測(ce)監督、決策支撐(cheng)等重(zhong)(zhong)(zhong)要(yao)(yao)(yao)作(zuo)用。《意見》開篇就(jiu)明確提出了“四(si)個重(zhong)(zhong)(zhong)要(yao)(yao)(yao)”:教育(yu)(yu)(yu)(yu)經(jing)(jing)(jing)費(fei)(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)是(shi)(shi)重(zhong)(zhong)(zhong)要(yao)(yao)(yao)工(gong)(gong)作(zuo)、重(zhong)(zhong)(zhong)要(yao)(yao)(yao)抓手、重(zhong)(zhong)(zhong)要(yao)(yao)(yao)支撐(cheng),發揮(hui)著重(zhong)(zhong)(zhong)要(yao)(yao)(yao)作(zuo)用。這是(shi)(shi)對新時代十(shi)年(nian)教育(yu)(yu)(yu)(yu)經(jing)(jing)(jing)費(fei)(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)工(gong)(gong)作(zuo)實踐經(jing)(jing)(jing)驗的總結(jie),也是(shi)(shi)對教育(yu)(yu)(yu)(yu)經(jing)(jing)(jing)費(fei)(fei)(fei)統(tong)(tong)(tong)(tong)計(ji)(ji)(ji)(ji)工(gong)(gong)作(zuo)基本(ben)定位的進一(yi)步明確。

  問:這次《意見》的出臺,主要基于怎樣的考慮?

  答:主要(yao)考慮有以下三(san)個方面(mian):

  第一(yi),全面總結黨的(de)十八大以來教育經(jing)費(fei)統(tong)(tong)計工(gong)作的(de)實踐經(jing)驗(yan),通過文件的(de)形式,把行之有(you)效(xiao)的(de)好做(zuo)法好經(jing)驗(yan)進一(yi)步制(zhi)度(du)化(hua)(hua)。新時(shi)代十年(nian)教育經(jing)費(fei)統(tong)(tong)計工(gong)作實踐經(jing)驗(yan),對(dui)今后一(yi)個時(shi)期教育經(jing)費(fei)統(tong)(tong)計工(gong)作的(de)啟示是(shi):必須堅(jian)(jian)持(chi)優先(xian)投入、依法統(tong)(tong)計,堅(jian)(jian)持(chi)全面調查、重點監測,堅(jian)(jian)持(chi)質量為本、重在應用(yong),必須堅(jian)(jian)持(chi)以制(zhi)度(du)建(jian)設和能力建(jian)設為主線,將(jiang)積累(lei)的(de)實踐經(jing)驗(yan)轉化(hua)(hua)為制(zhi)度(du)成果,進一(yi)步完善用(yong)數據(ju)說話(hua)、用(yong)數據(ju)決策、用(yong)數據(ju)管理、用(yong)數據(ju)創新的(de)工(gong)作機(ji)制(zhi)。

  第(di)二,主動適(shi)應教(jiao)(jiao)育(yu)、財政(zheng)、統計(ji)(ji)等領(ling)域改革(ge)發(fa)(fa)展(zhan)新(xin)要求(qiu),通過建(jian)(jian)章立制(zhi),把教(jiao)(jiao)育(yu)經費統計(ji)(ji)工作(zuo)(zuo)進(jin)(jin)一(yi)步(bu)體(ti)系(xi)(xi)化。在教(jiao)(jiao)育(yu)領(ling)域,黨的二十(shi)大作(zuo)(zuo)出了(le)“堅持教(jiao)(jiao)育(yu)優先(xian)發(fa)(fa)展(zhan)”“加快(kuai)建(jian)(jian)設(she)教(jiao)(jiao)育(yu)強(qiang)國(guo)”“加快(kuai)建(jian)(jian)設(she)高(gao)質量(liang)教(jiao)(jiao)育(yu)體(ti)系(xi)(xi)”“推進(jin)(jin)教(jiao)(jiao)育(yu)數字化”等戰略部(bu)署。在財政(zheng)領(ling)域,預(yu)算管理(li)制(zhi)度(du)(du)(du)(du)和政(zheng)府會(hui)計(ji)(ji)制(zhi)度(du)(du)(du)(du)改革(ge)全面深化,中(zhong)央與地方財政(zheng)事(shi)權(quan)和支出責(ze)任(ren)劃分改革(ge)深入推進(jin)(jin),財政(zheng)轉移支付體(ti)系(xi)(xi)進(jin)(jin)一(yi)步(bu)完(wan)善,大中(zhong)小學財務(wu)制(zhi)度(du)(du)(du)(du)、會(hui)計(ji)(ji)制(zhi)度(du)(du)(du)(du)、國(guo)有資產管理(li)制(zhi)度(du)(du)(du)(du)不斷健全。在統計(ji)(ji)領(ling)域,黨中(zhong)央先(xian)后做出“完(wan)善統計(ji)(ji)體(ti)制(zhi)”“發(fa)(fa)揮統計(ji)(ji)監(jian)督職能作(zuo)(zuo)用”“推進(jin)(jin)統計(ji)(ji)現代(dai)化改革(ge)”等新(xin)部(bu)署。貫徹落實這些新(xin)部(bu)署新(xin)要求(qiu),既要一(yi)體(ti)化反映教(jiao)(jiao)育(yu)經費的投(tou)入、使用、管理(li)情況(kuang),也要一(yi)體(ti)化建(jian)(jian)設(she)教(jiao)(jiao)育(yu)經費統計(ji)(ji)的標準、指標、制(zhi)度(du)(du)(du)(du)、質量(liang)、能力。

  第三,針對近(jin)年來國(guo)家統(tong)(tong)(tong)計(ji)(ji)督(du)察、統(tong)(tong)(tong)計(ji)(ji)調(diao)研等(deng)(deng)發(fa)現的(de)主要(yao)問題,通過(guo)加(jia)強頂層設計(ji)(ji),把教(jiao)育(yu)(yu)(yu)經(jing)費統(tong)(tong)(tong)計(ji)(ji)工(gong)作進(jin)一(yi)步(bu)規范(fan)化。國(guo)家統(tong)(tong)(tong)計(ji)(ji)局對教(jiao)育(yu)(yu)(yu)部等(deng)(deng)單位開展(zhan)了首輪(lun)國(guo)家統(tong)(tong)(tong)計(ji)(ji)督(du)察,對教(jiao)育(yu)(yu)(yu)統(tong)(tong)(tong)計(ji)(ji)提出了“加(jia)強頂層設計(ji)(ji)”“推進(jin)教(jiao)育(yu)(yu)(yu)統(tong)(tong)(tong)計(ji)(ji)改革創新(xin)(xin)與發(fa)展(zhan)”等(deng)(deng)具體(ti)建議。教(jiao)育(yu)(yu)(yu)部也(ye)對所(suo)有省份陸續開展(zhan)了統(tong)(tong)(tong)計(ji)(ji)調(diao)研,發(fa)現一(yi)些(xie)地方(fang)還(huan)(huan)存在統(tong)(tong)(tong)計(ji)(ji)行為不(bu)規范(fan)、統(tong)(tong)(tong)計(ji)(ji)力(li)量(liang)和(he)能(neng)力(li)不(bu)足等(deng)(deng)問題。總(zong)之,面(mian)對新(xin)(xin)時(shi)代新(xin)(xin)任(ren)務、新(xin)(xin)形勢(shi)新(xin)(xin)要(yao)求,教(jiao)育(yu)(yu)(yu)經(jing)費統(tong)(tong)(tong)計(ji)(ji)體(ti)系(xi)還(huan)(huan)不(bu)能(neng)完全適應,職(zhi)能(neng)作用發(fa)揮得還(huan)(huan)不(bu)夠充分,迫切需要(yao)進(jin)一(yi)步(bu)提升統(tong)(tong)(tong)計(ji)(ji)體(ti)系(xi)和(he)統(tong)(tong)(tong)計(ji)(ji)能(neng)力(li)現代化水平,更(geng)好地發(fa)揮教(jiao)育(yu)(yu)(yu)經(jing)費統(tong)(tong)(tong)計(ji)(ji)職(zhi)能(neng)作用。

  這次《意見》的(de)出臺(tai),目(mu)的(de)就是進一步明確(que)(que)(que)工(gong)作(zuo)定位、明確(que)(que)(que)工(gong)作(zuo)思路、明確(que)(que)(que)工(gong)作(zuo)任務,建(jian)章立制(zhi)、構建(jian)體系,進一步推動做好(hao)新(xin)時代新(xin)征程教育經費統計(ji)工(gong)作(zuo)。

  問:新時代新征程教育經費統計工作,要如何適應教育高質量發展要求?

  答:正如《意見》的文件名所體現的,適應高質量(liang)發展要求(qiu),是進一步完善(shan)教育(yu)經(jing)費(fei)統計體系(xi)的基本(ben)要求(qiu),也是能否做好新時代新征程教育(yu)經(jing)費(fei)統計工作(zuo)的衡量(liang)標(biao)準。

  第三,通過完善(shan)教育(yu)經(jing)(jing)費(fei)(fei)統計(ji)體系,要能(neng)夠全力服務(wu)教育(yu)事業(ye)高質(zhi)量發(fa)展。《意見(jian)》強調要加強動態(tai)監測,及時跟蹤教育(yu)經(jing)(jing)費(fei)(fei)預算執行情況,推(tui)動各地落(luo)實教育(yu)投入(ru)責(ze)任;堅(jian)持應用(yong)導向,按照國家教育(yu)數字化(hua)戰略行動部署,加快推(tui)進教育(yu)經(jing)(jing)費(fei)(fei)統計(ji)數字化(hua)轉型(xing),為更好發(fa)揮經(jing)(jing)費(fei)(fei)統計(ji)職能(neng)作(zuo)用(yong)提(ti)供技術支撐;堅(jian)持政策(ce)(ce)導向,圍繞中(zhong)央(yang)關于教育(yu)改(gai)革發(fa)展和教育(yu)投入(ru)重(zhong)大(da)決策(ce)(ce)部署,強化(hua)統計(ji)數據分析應用(yong),為制(zhi)定和完善(shan)教育(yu)投入(ru)政策(ce)(ce)提(ti)供決策(ce)(ce)支撐,確保能(neng)夠服務(wu)推(tui)動教育(yu)事業(ye)高質(zhi)量發(fa)展。

  問:《意見》從哪些方面,對進一步完善教育經費統計體系提出了要求?

  答:《意(yi)見(jian)》堅持(chi)以習近平新時代(dai)中國特(te)色(se)社會主(zhu)(zhu)義思想為(wei)指導(dao),主(zhu)(zhu)動適應國家(jia)治(zhi)理(li)體系和治(zhi)理(li)能力現代(dai)化建設(she)要(yao)求、教育高質(zhi)量(liang)發展需要(yao),從標準設(she)計(ji)、指標設(she)計(ji)、制度設(she)計(ji)、質(zhi)量(liang)控制、能力提升五個(ge)方面(mian),提出(chu)了15條具體措(cuo)施。

  一(yi)(yi)是完(wan)善統計標準。規范統一(yi)(yi)的(de)統計標準是統計數據(ju)準確(que)(que)(que)性和可(ke)比(bi)(bi)性的(de)技術保(bao)障,是統計現代化(hua)、科學化(hua)的(de)基礎。《意(yi)見》重點明確(que)(que)(que)了教育經費統計對象,進一(yi)(yi)步完(wan)善資金、資產、資源全覆(fu)蓋的(de)統計調查內容,改進調查對象統計分類,從技術標準上確(que)(que)(que)保(bao)統計數據(ju)的(de)完(wan)整性、準確(que)(que)(que)性和可(ke)比(bi)(bi)性。

  二是(shi)完善統計(ji)指(zhi)標。《意見》明確設置(zhi)了基(ji)礎采集、監(jian)測(ce)分析兩類教育(yu)經費統計(ji)指(zhi)標,并提(ti)出了規范性要(yao)求:基(ji)礎采集指(zhi)標重(zhong)(zhong)在規范,強調(diao)要(yao)精(jing)簡過時(shi)的、利用率低的指(zhi)標,增加反映新形(xing)勢、新變化的指(zhi)標,全面(mian)反映教育(yu)經費統計(ji)調(diao)查內容;監(jian)測(ce)分析指(zhi)標重(zhong)(zhong)在完善,強調(diao)要(yao)加強教育(yu)投(tou)入產出分析,及時(shi)反映教育(yu)投(tou)入政策落實情況。

  四(si)是提高(gao)統計(ji)質量。《意見》從教(jiao)育經(jing)費(fei)(fei)統計(ji)責任主體、工作環節(jie)全過程(cheng)(cheng)出發,重點明確質量控制責任主體,規范統計(ji)業務流程(cheng)(cheng),加(jia)強數(shu)(shu)據(ju)(ju)采集和(he)審核,建立數(shu)(shu)據(ju)(ju)核查和(he)質量評估制度,目的是全面提升教(jiao)育經(jing)費(fei)(fei)統計(ji)數(shu)(shu)據(ju)(ju)質量,確保數(shu)(shu)據(ju)(ju)全面完(wan)整、真實可信。

  五是提(ti)升統(tong)計(ji)能(neng)力。《意見》提(ti)出要(yao)加強數(shu)字(zi)技術(shu)支撐,建設數(shu)據采(cai)集、信息查詢、動態監測(ce)、決策(ce)分析一(yi)體化(hua)的全(quan)國教育(yu)經(jing)(jing)濟信息管理平(ping)臺(tai),加快實現教育(yu)經(jing)(jing)費統(tong)計(ji)數(shu)字(zi)化(hua)轉型,推進教育(yu)經(jing)(jing)費統(tong)計(ji)數(shu)據生產方式變革。強調要(yao)加強統(tong)計(ji)調查方法綜合(he)運(yun)用和隊伍建設。
