云南省教(jiao)育(yu)(yu)系統深(shen)入(ru)學習貫徹習近(jin)平(ping)總書記關于扶貧(pin)工作的重(zhong)(zhong)要(yao)論述,聚焦“發(fa)展(zhan)教(jiao)育(yu)(yu)脫(tuo)貧(pin)一批”,發(fa)揮教(jiao)育(yu)(yu)對阻斷貧(pin)困代際傳(chuan)遞的重(zhong)(zhong)要(yao)作用,采取一系列(lie)有(you)力措(cuo)施,加(jia)快補齊教(jiao)育(yu)(yu)發(fa)展(zhan)短板(ban),全面(mian)打贏(ying)脫(tuo)貧(pin)攻(gong)堅(jian)戰。
督重點,兜住“義務教育有保障”底線。緊盯(ding)控輟(chuo)保(bao)(bao)學(xue)(xue)(xue)(xue)(xue)(xue)工(gong)作,圍繞“找得著、留(liu)得住、學(xue)(xue)(xue)(xue)(xue)(xue)得好”,壓實“雙線四(si)級(ji)”責任,運用依法控輟(chuo)保(bao)(bao)學(xue)(xue)(xue)(xue)(xue)(xue)“四(si)步(bu)法”,開展專(zhuan)項行動,組成15個小(xiao)組開展8輪實地督戰,視(shi)頻調度(du)20次,抓好精(jing)準分類安置(zhi)保(bao)(bao)學(xue)(xue)(xue)(xue)(xue)(xue),全(quan)省義務教(jiao)育(yu)輟(chuo)學(xue)(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)勸返率達99.7%,建(jian)(jian)檔立卡貧(pin)困家庭(ting)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)輟(chuo)學(xue)(xue)(xue)(xue)(xue)(xue)問題得到(dao)歷史性解決(jue),實現(xian)動態清零。強(qiang)化“辦學(xue)(xue)(xue)(xue)(xue)(xue)條件(jian)(jian)、師(shi)資(zi)、資(zi)助”三保(bao)(bao)障(zhang),投入(ru)(ru)443億元實施(shi)“全(quan)面改(gai)(gai)薄”、C級(ji)校舍加(jia)固改(gai)(gai)造、高速光纖網絡建(jian)(jian)設(she)(she)和(he)薄弱環(huan)節改(gai)(gai)善與(yu)能力提升等(deng)工(gong)程,全(quan)省義務教(jiao)育(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校辦學(xue)(xue)(xue)(xue)(xue)(xue)條件(jian)(jian)“20條底(di)線”全(quan)部(bu)達標,129個縣(xian)(xian)實現(xian)縣(xian)(xian)域義務教(jiao)育(yu)基本均衡發展。2016—2020年(nian),中央財政投入(ru)(ru)鄉村(cun)教(jiao)師(shi)生(sheng)活補助獎補資(zi)金共計22.71億元,補助12.58萬(wan)名鄉村(cun)教(jiao)師(shi);2020年(nian)補充基礎教(jiao)育(yu)教(jiao)師(shi)3.28萬(wan)人(ren)。建(jian)(jian)立建(jian)(jian)檔立卡貧(pin)困家庭(ting)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)資(zi)助信息比對(dui)核查機制,通(tong)過四(si)級(ji)比對(dui)實現(xian)“應助盡助”;投入(ru)(ru)資(zi)金46億元,資(zi)助建(jian)(jian)檔立卡貧(pin)困家庭(ting)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)153.26萬(wan)人(ren)。加(jia)強(qiang)易(yi)地扶貧(pin)搬遷(qian)教(jiao)育(yu)保(bao)(bao)障(zhang),持續完(wan)善安置(zhi)點教(jiao)育(yu)配(pei)套設(she)(she)施(shi),配(pei)齊配(pei)強(qiang)教(jiao)師(shi)隊(dui)伍,確保(bao)(bao)實現(xian)安置(zhi)點適齡兒(er)童少(shao)年(nian)義務教(jiao)育(yu)“不落(luo)一人(ren)”。
強技能,發展職業教育扶智“造血”。實(shi)(shi)施現代職(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)育扶(fu)貧(pin)工(gong)程(cheng),推進“三區(qu)三州(zhou)(zhou)”教(jiao)(jiao)(jiao)育脫貧(pin)攻(gong)堅項目1425個,切實(shi)(shi)改(gai)善職(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)育辦學(xue)(xue)(xue)(xue)(xue)(xue)條件(jian)。成(cheng)立(li)滬(hu)滇(dian)(dian)職(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)育聯盟,深入推進省(sheng)(sheng)(sheng)院、省(sheng)(sheng)(sheng)校(xiao)教(jiao)(jiao)(jiao)育合(he)作(zuo)。抓好(hao)重點地(di)區(qu)資助,開展(zhan)迪慶州(zhou)(zhou)、怒江州(zhou)(zhou)初高中(zhong)畢業(ye)(ye)生(sheng)(sheng)(sheng)未能繼續升學(xue)(xue)(xue)(xue)(xue)(xue)的(de)農(nong)村(cun)戶籍學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)職(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)育全覆蓋試(shi)點。2015—2020年(nian),省(sheng)(sheng)(sheng)財(cai)政共(gong)對(dui)兩州(zhou)(zhou)農(nong)村(cun)中(zhong)職(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)發放生(sheng)(sheng)(sheng)活(huo)補助6743.5萬(wan)(wan)元,1.67萬(wan)(wan)人次(ci)受益。實(shi)(shi)施職(zhi)(zhi)教(jiao)(jiao)(jiao)東(dong)西協作(zuo)計劃滇(dian)(dian)西實(shi)(shi)施方案(an),2017年(nian)以來共(gong)輸送1.5萬(wan)(wan)余(yu)名建檔立(li)卡(ka)貧(pin)困(kun)家庭學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)到(dao)東(dong)部五省(sheng)(sheng)(sheng)市優(you)質中(zhong)等職(zhi)(zhi)業(ye)(ye)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)就讀。針對(dui)勸(quan)返復(fu)學(xue)(xue)(xue)(xue)(xue)(xue)和學(xue)(xue)(xue)(xue)(xue)(xue)業(ye)(ye)困(kun)難的(de)初中(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng),在保留原學(xue)(xue)(xue)(xue)(xue)(xue)籍的(de)基礎(chu)上,安(an)排到(dao)職(zhi)(zhi)業(ye)(ye)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)完成(cheng)義務教(jiao)(jiao)(jiao)育階段學(xue)(xue)(xue)(xue)(xue)(xue)習(xi),并(bing)根據學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)興(xing)趣進行職(zhi)(zhi)業(ye)(ye)技能培訓,2019—2020年(nian)共(gong)安(an)置(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)3.4萬(wan)(wan)名。
擴資源,增加貧困家庭子女教育機會。加大學(xue)前教(jiao)(jiao)育(yu)支持力度,投入(ru)(ru)近43億元,實施(shi)3期學(xue)前三年行(xing)動計(ji)劃,建(jian)(jian)(jian)設鄉(xiang)村幼(you)兒園(yuan)5560所,創建(jian)(jian)(jian)一級(ji)示范幼(you)兒園(yuan)139所,實現“一縣(xian)一示范、一鄉(xiang)一公辦(ban)”全(quan)覆蓋(gai)。截至2020年底,全(quan)省學(xue)前三年毛入(ru)(ru)園(yuan)率達(da)87%以(yi)上(shang)。推進高(gao)中階段教(jiao)(jiao)育(yu)普及(ji)攻堅,2019年下(xia)達(da)補助(zhu)資金5.26億元,實施(shi)教(jiao)(jiao)育(yu)基礎薄弱縣(xian)普通(tong)高(gao)中建(jian)(jian)(jian)設和(he)改(gai)善(shan)普通(tong)高(gao)中辦(ban)學(xue)條件(jian)工(gong)程;實施(shi)普通(tong)高(gao)中學(xue)校(xiao)(xiao)建(jian)(jian)(jian)設項(xiang)(xiang)目,新建(jian)(jian)(jian)、改(gai)擴建(jian)(jian)(jian)學(xue)校(xiao)(xiao)133所,新增校(xiao)(xiao)舍面積(ji)360萬(wan)(wan)平方米(mi),解決(jue)普通(tong)高(gao)中學(xue)位21.6萬(wan)(wan)個,為(wei)義務(wu)教(jiao)(jiao)育(yu)階段學(xue)生(sheng)(sheng)提(ti)供升學(xue)保障。實施(shi)建(jian)(jian)(jian)檔(dang)立卡(ka)(ka)(ka)貧困(kun)家(jia)庭學(xue)生(sheng)(sheng)專項(xiang)(xiang)招(zhao)(zhao)生(sheng)(sheng),面向(xiang)建(jian)(jian)(jian)檔(dang)立卡(ka)(ka)(ka)家(jia)庭考生(sheng)(sheng),開展(zhan)定向(xiang)職業教(jiao)(jiao)育(yu)省級(ji)公費師(shi)范生(sheng)(sheng)、深圳高(gao)職專項(xiang)(xiang)、高(gao)職單(dan)招(zhao)(zhao)專項(xiang)(xiang)、保山專項(xiang)(xiang)、專升本(ben)建(jian)(jian)(jian)檔(dang)立卡(ka)(ka)(ka)專項(xiang)(xiang)、五年制(zhi)建(jian)(jian)(jian)檔(dang)立卡(ka)(ka)(ka)專項(xiang)(xiang)等招(zhao)(zhao)生(sheng)(sheng)工(gong)作,2016年以(yi)來,共錄取建(jian)(jian)(jian)檔(dang)立卡(ka)(ka)(ka)貧困(kun)家(jia)庭學(xue)生(sheng)(sheng)3.6萬(wan)(wan)余名(ming)。
提素質,充分發揮推普賦能效應。廣(guang)泛(fan)開展普(pu)(pu)通(tong)(tong)(tong)話培(pei)訓,實(shi)施“直(zhi)過民族(zu)(zu)”和(he)“人(ren)口較少民族(zu)(zu)”推(tui)普(pu)(pu)及(ji)素質(zhi)提升(sheng)工程。2016年以來,累計投入資金4661萬元,完(wan)成4969名少數民族(zu)(zu)教(jiao)(jiao)師和(he)9.96萬名“直(zhi)過民族(zu)(zu)”、人(ren)口較少民族(zu)(zu)勞動力國家通(tong)(tong)(tong)用(yong)(yong)語言(yan)(yan)(yan)培(pei)訓;發放語言(yan)(yan)(yan)扶(fu)貧(pin)定制手機(ji)(ji)2萬臺,39.18萬人(ren)通(tong)(tong)(tong)過手機(ji)(ji)APP學(xue)(xue)習普(pu)(pu)通(tong)(tong)(tong)話。不(bu)(bu)斷加(jia)(jia)強(qiang)(qiang)少數民族(zu)(zu)地(di)區學(xue)(xue)前雙(shuang)語教(jiao)(jiao)育,推(tui)進(jin)(jin)“一(yi)村一(yi)幼”建(jian)設(she),加(jia)(jia)強(qiang)(qiang)雙(shuang)語教(jiao)(jiao)師培(pei)養,不(bu)(bu)斷總結推(tui)廣(guang)典型經驗(yan),推(tui)進(jin)(jin)學(xue)(xue)前學(xue)(xue)會普(pu)(pu)通(tong)(tong)(tong)話工作。有序推(tui)進(jin)(jin)普(pu)(pu)通(tong)(tong)(tong)話達標創(chuang)建(jian),目前已創(chuang)建(jian)普(pu)(pu)及(ji)普(pu)(pu)通(tong)(tong)(tong)話示范(fan)村701個,語言(yan)(yan)(yan)文字規范(fan)化建(jian)設(she)達標城市114個、學(xue)(xue)校4591所(suo)。全省各級各類學(xue)(xue)校全部使用(yong)(yong)國家通(tong)(tong)(tong)用(yong)(yong)語言(yan)(yan)(yan)文字教(jiao)(jiao)學(xue)(xue),普(pu)(pu)通(tong)(tong)(tong)話普(pu)(pu)及(ji)程度大(da)幅提升(sheng)。
