一年(nian)來(lai)(lai),筆者數次學(xue)習(xi)思(si)考(kao)習(xi)近平總(zong)書(shu)記(ji)給全(quan)(quan)國(guo)涉農(nong)(nong)(nong)高校的(de)(de)(de)書(shu)記(ji)校長和(he)專家(jia)代(dai)表的(de)(de)(de)回(hui)(hui)信,深(shen)(shen)深(shen)(shen)感悟(wu)到,回(hui)(hui)信字里行(xing)間飽含了總(zong)書(shu)記(ji)對(dui)(dui)農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村(cun)農(nong)(nong)(nong)民的(de)(de)(de)深(shen)(shen)厚情感,對(dui)(dui)全(quan)(quan)體農(nong)(nong)(nong)林(lin)高校的(de)(de)(de)鄭重(zhong)囑(zhu)托(tuo),對(dui)(dui)新時(shi)(shi)代(dai)高等(deng)農(nong)(nong)(nong)林(lin)教育(yu)勇擔歷史重(zhong)任的(de)(de)(de)殷(yin)切期待(dai)。總(zong)書(shu)記(ji)重(zhong)要回(hui)(hui)信精神,為(wei)(wei)新時(shi)(shi)代(dai)高等(deng)農(nong)(nong)(nong)林(lin)教育(yu)改革和(he)發展方向提(ti)出(chu)了新的(de)(de)(de)戰略指引,為(wei)(wei)全(quan)(quan)體農(nong)(nong)(nong)林(lin)高校在新時(shi)(shi)代(dai)進(jin)一步強(qiang)化人(ren)才培養(yang)、科技創新和(he)社會服務(wu)辦學(xue)職(zhi)能(neng)提(ti)出(chu)了根(gen)本遵循(xun),更(geng)為(wei)(wei)農(nong)(nong)(nong)林(lin)高校如何更(geng)好地為(wei)(wei)黨分憂(you)、為(wei)(wei)國(guo)奉獻,再(zai)建新業(ye)、再(zai)立新功提(ti)出(chu)了新的(de)(de)(de)行(xing)動(dong)指南(nan)。一年(nian)來(lai)(lai),中國(guo)農(nong)(nong)(nong)業(ye)大學(xue)著力推進(jin)“知農(nong)(nong)(nong)愛農(nong)(nong)(nong)”人(ren)才培養(yang)模(mo)式改革、加大“強(qiang)農(nong)(nong)(nong)興農(nong)(nong)(nong)”關鍵科技創新、積極投身脫貧攻堅和(he)鄉(xiang)村(cun)振興、破“五唯(wei)”實施(shi)新型(xing)人(ren)才工程,以實際(ji)行(xing)動(dong)書(shu)寫全(quan)(quan)面學(xue)習(xi)貫徹(che)落(luo)實回(hui)(hui)信精神的(de)(de)(de)答案,更(geng)對(dui)(dui)何以知農(nong)(nong)(nong)愛農(nong)(nong)(nong),何謂(wei)強(qiang)農(nong)(nong)(nong)興農(nong)(nong)(nong)有了更(geng)深(shen)(shen)的(de)(de)(de)思(si)考(kao)。
是否識農,是否懂農 強化新時代服務三農使命擔當
是否識農,是否懂(dong)農?這是高等農林教育者不得不直面并且要(yao)主動回(hui)答的問題。
多(duo)年來,許多(duo)學生家長(chang)和社會(hui)人士(shi)經常問筆(bi)者“農(nong)(nong)業(ye)(ye)大學是(shi)(shi)不是(shi)(shi)就是(shi)(shi)教(jiao)種地的?”社會(hui)和媒(mei)體上還存在著一(yi)(yi)種聲音“農(nong)(nong)業(ye)(ye)大學畢業(ye)(ye)的學生去哪兒了?”,由此可見,如何真正認識農(nong)(nong)業(ye)(ye)、讀懂農(nong)(nong)業(ye)(ye)遠(yuan)非那么容易。基于此,筆(bi)者覺(jue)得十(shi)分有(you)必要對一(yi)(yi)些問題(ti)再(zai)厘清,再(zai)審視(shi)和再(zai)認識。
一是充分(fen)認識農(nong)(nong)(nong)業(ye)科教對促(cu)進三農(nong)(nong)(nong)發(fa)展(zhan)(zhan)的(de)根(gen)基(ji)作用。現(xian)代化發(fa)展(zhan)(zhan)的(de)基(ji)本規律是以農(nong)(nong)(nong)業(ye)為發(fa)端(duan),支撐工(gong)業(ye)起步(bu)和(he)發(fa)展(zhan)(zhan),工(gong)業(ye)發(fa)展(zhan)(zhan)到(dao)一定階(jie)段后武(wu)裝農(nong)(nong)(nong)業(ye),最后走向工(gong)農(nong)(nong)(nong)協調(diao)、城鄉融合(he)的(de)高級(ji)階(jie)段。中(zhong)(zhong)華文明(ming)的(de)根(gen)基(ji)是農(nong)(nong)(nong)耕文明(ming),中(zhong)(zhong)國(guo)古代農(nong)(nong)(nong)業(ye)的(de)輝煌奠定了(le)中(zhong)(zhong)華文明(ming)長(chang)(chang)期領先世界的(de)基(ji)礎。新中(zhong)(zhong)國(guo)成立以來,特別是改革(ge)開放40多(duo)年,我國(guo)農(nong)(nong)(nong)業(ye)總產值增(zeng)長(chang)(chang)了(le)近80倍、農(nong)(nong)(nong)民收入從134元增(zeng)長(chang)(chang)到(dao)現(xian)在(zai)(zai)的(de)1.46萬元,農(nong)(nong)(nong)業(ye)科技貢獻率從27%增(zeng)長(chang)(chang)到(dao)現(xian)在(zai)(zai)的(de)近60%。農(nong)(nong)(nong)林高等院校在(zai)(zai)教書育人的(de)同時通過科技創新為三農(nong)(nong)(nong)發(fa)展(zhan)(zhan)作出了(le)積(ji)極貢獻。
二(er)是(shi)(shi)(shi)涉(she)農(nong)(nong)(nong)(nong)(nong)高(gao)(gao)校必須牢(lao)記(ji)“把論文寫在祖國(guo)大地(di)(di)上”的(de)(de)(de)使(shi)命擔當。我國(guo)已進入(ru)高(gao)(gao)質量發(fa)展(zhan)階段(duan),但農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)(nong)(nong)(nong)村(cun)現代(dai)(dai)化卻是(shi)(shi)(shi)中國(guo)現代(dai)(dai)化建設(she)的(de)(de)(de)短板。目前(qian)農(nong)(nong)(nong)(nong)(nong)村(cun)還(huan)有(you)(you)接(jie)近6億(yi)常住人口、2.3億(yi)戶農(nong)(nong)(nong)(nong)(nong)戶。90%農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)從(cong)業(ye)(ye)(ye)人員依然(ran)(ran)是(shi)(shi)(shi)小農(nong)(nong)(nong)(nong)(nong)戶,70%耕地(di)(di)依然(ran)(ran)是(shi)(shi)(shi)小農(nong)(nong)(nong)(nong)(nong)戶在經(jing)營(ying)。2020年全(quan)面(mian)脫(tuo)貧(pin)之后我們還(huan)要(yao)推進脫(tuo)貧(pin)攻堅與鄉村(cun)振興戰略有(you)(you)效銜接(jie),任重道(dao)遠。涉(she)農(nong)(nong)(nong)(nong)(nong)高(gao)(gao)校是(shi)(shi)(shi)培(pei)養農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)農(nong)(nong)(nong)(nong)(nong)村(cun)人才(cai)、研發(fa)農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)高(gao)(gao)科技的(de)(de)(de)重要(yao)陣地(di)(di)。提高(gao)(gao)億(yi)萬農(nong)(nong)(nong)(nong)(nong)民生(sheng)活(huo)水平、助力(li)現代(dai)(dai)農(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)產業(ye)(ye)(ye)發(fa)展(zhan)、支撐現代(dai)(dai)鄉村(cun)建設(she),是(shi)(shi)(shi)涉(she)農(nong)(nong)(nong)(nong)(nong)高(gao)(gao)校的(de)(de)(de)天(tian)然(ran)(ran)使(shi)命、天(tian)然(ran)(ran)責任、天(tian)然(ran)(ran)義務(wu)。
三是(shi)(shi)涉農(nong)高校要(yao)為(wei)實現(xian)(xian)(xian)農(nong)業(ye)(ye)(ye)(ye)農(nong)村(cun)現(xian)(xian)(xian)代(dai)(dai)(dai)化謀(mou)局(ju)長遠(yuan)。當前,我國正處于傳統農(nong)業(ye)(ye)(ye)(ye)向現(xian)(xian)(xian)代(dai)(dai)(dai)農(nong)業(ye)(ye)(ye)(ye)轉(zhuan)型升級(ji)的關鍵時(shi)期,社會的基本矛盾也(ye)處于重大的轉(zhuan)型期。現(xian)(xian)(xian)代(dai)(dai)(dai)農(nong)業(ye)(ye)(ye)(ye)不是(shi)(shi)原始農(nong)業(ye)(ye)(ye)(ye)和傳統農(nong)業(ye)(ye)(ye)(ye)只管“肚子”的種(zhong)地階段,形象地說,可(ke)以用一小段話形容,那(nei)就是(shi)(shi)現(xian)(xian)(xian)代(dai)(dai)(dai)農(nong)業(ye)(ye)(ye)(ye)干的事兒是(shi)(shi)我們“不僅(jin)要(yao)吃(chi)(chi)得(de)(de)飽,還要(yao)吃(chi)(chi)得(de)(de)好(hao),不僅(jin)要(yao)吃(chi)(chi)得(de)(de)好(hao),還要(yao)吃(chi)(chi)得(de)(de)健(jian)康(kang),不僅(jin)要(yao)吃(chi)(chi)得(de)(de)健(jian)康(kang),甚(shen)至(zhi)未來(lai)目標(biao)是(shi)(shi)要(yao)吃(chi)(chi)出(chu)健(jian)康(kang)”。現(xian)(xian)(xian)代(dai)(dai)(dai)農(nong)業(ye)(ye)(ye)(ye)是(shi)(shi)覆蓋產(chan)(chan)(chan)前、產(chan)(chan)(chan)中、產(chan)(chan)(chan)后(hou)的全產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)鏈現(xian)(xian)(xian)代(dai)(dai)(dai)經濟體(ti)系,農(nong)業(ye)(ye)(ye)(ye)的工業(ye)(ye)(ye)(ye)化,農(nong)業(ye)(ye)(ye)(ye)的服務業(ye)(ye)(ye)(ye)化或許成為(wei)未來(lai)經濟高質量發展(zhan)的驅動器(qi)。
農(nong)(nong)(nong)業(ye)(ye)(ye)(ye)承擔的(de)(de)(de)功能不僅要讓(rang)老百(bai)姓的(de)(de)(de)“錢袋子”鼓起(qi)來(lai)(lai),也要讓(rang)鄉(xiang)(xiang)村(cun)經(jing)濟繁(fan)榮起(qi)來(lai)(lai),還要讓(rang)鄉(xiang)(xiang)村(cun)的(de)(de)(de)生(sheng)態(tai)環境美麗起(qi)來(lai)(lai)。近年(nian)來(lai)(lai),各類新(xin)型(xing)農(nong)(nong)(nong)業(ye)(ye)(ye)(ye)經(jing)營(ying)主體蓬勃發展。務工(gong)返鄉(xiang)(xiang)人員、退伍軍人、科(ke)技研發推(tui)廣人員、大中專畢業(ye)(ye)(ye)(ye)生(sheng)等(deng)(deng)(deng)新(xin)生(sheng)力量(liang)為代(dai)表的(de)(de)(de)新(xin)型(xing)職業(ye)(ye)(ye)(ye)農(nong)(nong)(nong)民總量(liang)已突破1500萬(wan)人,家庭(ting)農(nong)(nong)(nong)場(chang)已近60萬(wan)家、農(nong)(nong)(nong)民合作社(she)217.3萬(wan)家、農(nong)(nong)(nong)業(ye)(ye)(ye)(ye)社(she)會(hui)(hui)化(hua)服務組(zu)織數量(liang)37萬(wan)個,成為推(tui)動現(xian)代(dai)農(nong)(nong)(nong)業(ye)(ye)(ye)(ye)發展的(de)(de)(de)重要力量(liang)。定制農(nong)(nong)(nong)業(ye)(ye)(ye)(ye)、創(chuang)意(yi)農(nong)(nong)(nong)業(ye)(ye)(ye)(ye)、工(gong)廠農(nong)(nong)(nong)業(ye)(ye)(ye)(ye)、智慧農(nong)(nong)(nong)場(chang)等(deng)(deng)(deng)方興(xing)未(wei)(wei)艾(ai),鄉(xiang)(xiang)村(cun)休閑產(chan)(chan)業(ye)(ye)(ye)(ye)、文(wen)化(hua)產(chan)(chan)業(ye)(ye)(ye)(ye)、康養旅(lv)游產(chan)(chan)業(ye)(ye)(ye)(ye)等(deng)(deng)(deng)逐步興(xing)起(qi)。未(wei)(wei)來(lai)(lai)的(de)(de)(de)鄉(xiang)(xiang)村(cun)是產(chan)(chan)業(ye)(ye)(ye)(ye)、人才(cai)、文(wen)化(hua)、生(sheng)態(tai)、組(zu)織全面(mian)振(zhen)興(xing)的(de)(de)(de)鄉(xiang)(xiang)村(cun)。未(wei)(wei)來(lai)(lai)的(de)(de)(de)鄉(xiang)(xiang)村(cun)居民,也不完全是傳統(tong)意(yi)義(yi)上的(de)(de)(de)農(nong)(nong)(nong)民,將會(hui)(hui)有更多(duo)的(de)(de)(de)“新(xin)農(nong)(nong)(nong)人”在鄉(xiang)(xiang)村(cun)創(chuang)業(ye)(ye)(ye)(ye),更多(duo)的(de)(de)(de)城里人回流(liu)鄉(xiang)(xiang)村(cun)生(sheng)活。農(nong)(nong)(nong)林高等(deng)(deng)(deng)教育要為鄉(xiang)(xiang)村(cun)新(xin)產(chan)(chan)業(ye)(ye)(ye)(ye)、新(xin)業(ye)(ye)(ye)(ye)態(tai)的(de)(de)(de)發展和(he)現(xian)代(dai)鄉(xiang)(xiang)村(cun)治理體系建立提供人才(cai)保障(zhang)和(he)科(ke)技支撐。
由此,筆(bi)者(zhe)也(ye)可以簡單呼應下前述幾個問題,現(xian)在一些(xie)農業(ye)(ye)(ye)大學(xue)的(de)畢業(ye)(ye)(ye)生(sheng)到電商(shang)公司(si)就(jiu)業(ye)(ye)(ye)、到銀行就(jiu)業(ye)(ye)(ye)、到期貨公司(si)就(jiu)業(ye)(ye)(ye)等(deng)等(deng),到這(zhe)些(xie)傳統(tong)意義上并(bing)非農業(ye)(ye)(ye)行業(ye)(ye)(ye)的(de)單位就(jiu)業(ye)(ye)(ye),表(biao)面(mian)看起來(lai)似乎離(li)開了農業(ye)(ye)(ye)行業(ye)(ye)(ye),但是如果追(zhui)溯下他(ta)們(men)的(de)工作內容會發現(xian),他(ta)們(men)所從事的(de)工作都跟農業(ye)(ye)(ye)緊密相(xiang)關(guan),這(zhe)正是農業(ye)(ye)(ye)新(xin)的(de)業(ye)(ye)(ye)態和(he)形態變化所表(biao)現(xian)出來(lai)的(de)人才(cai)(cai)(cai)培養(yang)的(de)流向特點。因此,高等(deng)農林教育在專(zhuan)業(ye)(ye)(ye)和(he)學(xue)科(ke)設(she)置上、人才(cai)(cai)(cai)培養(yang)模(mo)式上就(jiu)需要(yao)緊密適應這(zhe)種(zhong)新(xin)的(de)變化,多學(xue)科(ke)性(xing)、交叉(cha)性(xing)、復(fu)合型的(de)人才(cai)(cai)(cai)體(ti)系打造已是必然趨勢(shi)。
如何強農,如何興農 推進農林高等教育改革與發展
如(ru)何(he)強農(nong)(nong)?如(ru)何(he)興農(nong)(nong)?高(gao)等農(nong)(nong)林教育在(zai)(zai)新時代如(ru)何(he)擔負(fu)起(qi)強農(nong)(nong)興農(nong)(nong)的重任(ren),是在(zai)(zai)全面建設小康社會、打(da)贏脫貧攻堅戰(zhan)的決勝階段,在(zai)(zai)實(shi)現(xian)農(nong)(nong)業農(nong)(nong)村現(xian)代化的偉大征(zheng)程中,涉農(nong)(nong)高(gao)校必須要共(gong)同答好的試卷(juan)。為此,筆者提出如(ru)下思考和(he)倡(chang)議:
一(yi)是(shi)加快構(gou)建(jian)新時代“五育(yu)并舉”的(de)中(zhong)國(guo)特色“知農(nong)(nong)(nong)(nong)(nong)愛農(nong)(nong)(nong)(nong)(nong)”人(ren)(ren)(ren)才培(pei)養(yang)體(ti)(ti)系(xi)(xi)。培(pei)養(yang)服(fu)(fu)務三農(nong)(nong)(nong)(nong)(nong)的(de)“知農(nong)(nong)(nong)(nong)(nong)愛農(nong)(nong)(nong)(nong)(nong)”人(ren)(ren)(ren)才是(shi)全國(guo)涉農(nong)(nong)(nong)(nong)(nong)高校的(de)根(gen)本。《中(zhong)國(guo)涉農(nong)(nong)(nong)(nong)(nong)人(ren)(ren)(ren)才培(pei)育(yu)與就業(ye)情(qing)況調查報告》顯示,2013—2017年,涉農(nong)(nong)(nong)(nong)(nong)畢業(ye)生36.66%在涉農(nong)(nong)(nong)(nong)(nong)企業(ye)就業(ye)、服(fu)(fu)務農(nong)(nong)(nong)(nong)(nong)業(ye)產業(ye)發展,26.66%前往基層就業(ye)、服(fu)(fu)務鄉村發展,31.22%升學出國(guo)或進(jin)入科研院所(suo),立(li)(li)志成(cheng)為(wei)未來農(nong)(nong)(nong)(nong)(nong)業(ye)科學家。全體(ti)(ti)涉農(nong)(nong)(nong)(nong)(nong)高校要牢(lao)牢(lao)堅守立(li)(li)德(de)樹(shu)人(ren)(ren)(ren)根(gen)本任務,積極構(gou)建(jian)德(de)智體(ti)(ti)美(mei)勞(lao)五育(yu)并舉的(de)育(yu)人(ren)(ren)(ren)體(ti)(ti)系(xi)(xi),特別是(shi)將實踐(jian)育(yu)人(ren)(ren)(ren)和(he)勞(lao)動(dong)教育(yu)相結合(he)作(zuo)為(wei)突破口(kou)和(he)著力點進(jin)行重點改革,將耕讀教育(yu)作(zuo)為(wei)重要內容融入其中(zhong),加強學生“三農(nong)(nong)(nong)(nong)(nong)”情(qing)懷教育(yu)。
二是(shi)(shi)(shi)加(jia)快構(gou)建新(xin)時(shi)代(dai)(dai)“頂(ding)天(tian)立(li)地(di)(di)”的(de)(de)(de)中(zhong)(zhong)國自主(zhu)“強(qiang)(qiang)農(nong)(nong)(nong)(nong)(nong)(nong)興農(nong)(nong)(nong)(nong)(nong)(nong)”科技(ji)(ji)創(chuang)新(xin)體(ti)系(xi)。目(mu)前(qian),全(quan)(quan)(quan)球進入創(chuang)新(xin)驅動(dong)時(shi)代(dai)(dai),科技(ji)(ji)已經成為世界(jie)(jie)農(nong)(nong)(nong)(nong)(nong)(nong)業發(fa)展的(de)(de)(de)核(he)心(xin)動(dong)力,世界(jie)(jie)新(xin)一(yi)輪農(nong)(nong)(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)科技(ji)(ji)革命正(zheng)在孕育興起。目(mu)前(qian),我(wo)國農(nong)(nong)(nong)(nong)(nong)(nong)業科技(ji)(ji)創(chuang)新(xin)正(zheng)處于(yu)追(zhui)趕(gan)跨入世界(jie)(jie)先進國家行(xing)列的(de)(de)(de)關鍵階段(duan)。習(xi)近平總書記強(qiang)(qiang)調,農(nong)(nong)(nong)(nong)(nong)(nong)業現代(dai)(dai)化,關鍵是(shi)(shi)(shi)農(nong)(nong)(nong)(nong)(nong)(nong)業科技(ji)(ji)現代(dai)(dai)化。當前(qian),我(wo)們(men)處于(yu)百年未(wei)有之大變局(ju),新(xin)冠肺炎疫情的(de)(de)(de)沖擊和(he)(he)(he)(he)新(xin)型(xing)國際(ji)關系(xi)的(de)(de)(de)解構(gou)給(gei)我(wo)們(men)帶來新(xin)的(de)(de)(de)挑戰(zhan)和(he)(he)(he)(he)責(ze)任。“兵馬未(wei)動(dong),糧草(cao)先行(xing)”,糧食(shi)安(an)(an)全(quan)(quan)(quan)是(shi)(shi)(shi)國家整體(ti)安(an)(an)全(quan)(quan)(quan)的(de)(de)(de)基礎和(he)(he)(he)(he)前(qian)提,中(zhong)(zhong)國人民乃至人類的(de)(de)(de)營養和(he)(he)(he)(he)健康是(shi)(shi)(shi)我(wo)們(men)共同(tong)的(de)(de)(de)使命,全(quan)(quan)(quan)球氣候變化和(he)(he)(he)(he)環境及資源安(an)(an)全(quan)(quan)(quan)問題也是(shi)(shi)(shi)我(wo)們(men)不可回避的(de)(de)(de)責(ze)任,鄉村(cun)(cun)治理(li)和(he)(he)(he)(he)農(nong)(nong)(nong)(nong)(nong)(nong)民福(fu)祉更是(shi)(shi)(shi)我(wo)們(men)的(de)(de)(de)天(tian)然職責(ze),凡此種種,涉農(nong)(nong)(nong)(nong)(nong)(nong)高校必須(xu)拿出“硬核(he)”科技(ji)(ji),共同(tong)構(gou)建起“頂(ding)天(tian)立(li)地(di)(di)”的(de)(de)(de)中(zhong)(zhong)國自主(zhu)“強(qiang)(qiang)農(nong)(nong)(nong)(nong)(nong)(nong)興農(nong)(nong)(nong)(nong)(nong)(nong)”科技(ji)(ji)創(chuang)新(xin)體(ti)系(xi)。
三是(shi)加快構建新(xin)時(shi)代(dai)(dai)“教研產融(rong)合”服務(wu)國(guo)(guo)家農業(ye)農村(cun)(cun)現代(dai)(dai)化(hua)和(he)鄉(xiang)(xiang)村(cun)(cun)振(zhen)興戰(zhan)(zhan)略的(de)(de)新(xin)型“舉國(guo)(guo)體制”。農業(ye)農村(cun)(cun)現代(dai)(dai)化(hua)是(shi)鄉(xiang)(xiang)村(cun)(cun)振(zhen)興戰(zhan)(zhan)略實現的(de)(de)基礎(chu)和(he)根(gen)本,是(shi)涉農高(gao)校、涉農科研院(yuan)所(suo)和(he)涉農產業(ye)共(gong)同的(de)(de)使(shi)命和(he)追求(qiu),這個目(mu)(mu)標的(de)(de)艱巨性和(he)宏大決定(ding)了涉農高(gao)校需要攜(xie)起手(shou)來(lai),聯(lian)(lian)合涉農科研院(yuan)所(suo)、涉農產業(ye)界,共(gong)同面向鄉(xiang)(xiang)村(cun)(cun)振(zhen)興的(de)(de)主(zhu)戰(zhan)(zhan)場(chang),搭建共(gong)同平(ping)臺,制定(ding)共(gong)同任(ren)務(wu),確定(ding)共(gong)同目(mu)(mu)標,探索新(xin)型機制,形成融(rong)合發(fa)展的(de)(de)使(shi)命和(he)責任(ren)聯(lian)(lian)盟(meng),打一場(chang)長期的(de)(de)聯(lian)(lian)合攻堅戰(zhan)(zhan)。
四是加(jia)(jia)快(kuai)構(gou)(gou)建新時代(dai)傳(chuan)(chuan)遞中國(guo)聲音并(bing)形成中國(guo)范式的全(quan)球(qiu)(qiu)農業和(he)(he)國(guo)際(ji)發(fa)展命運共(gong)(gong)同體。雖然當前(qian)全(quan)球(qiu)(qiu)化(hua)(hua)和(he)(he)多極化(hua)(hua)遭受到了嚴重挑戰,但(dan)是,歷(li)史的車輪必將滾滾向前(qian),人(ren)類(lei)(lei)共(gong)(gong)同的家園需(xu)要(yao)全(quan)球(qiu)(qiu)人(ren)類(lei)(lei)共(gong)(gong)同守(shou)望,人(ren)類(lei)(lei)命運共(gong)(gong)同體必將沐(mu)風雨而(er)彌(mi)堅。中國(guo)高等(deng)農林教育理應在未來(lai)全(quan)球(qiu)(qiu)農業和(he)(he)國(guo)際(ji)發(fa)展中承(cheng)擔(dan)(dan)更(geng)多我(wo)們(men)應該承(cheng)擔(dan)(dan)的責任,發(fa)出(chu)我(wo)們(men)更(geng)多的中國(guo)聲音,構(gou)(gou)建和(he)(he)傳(chuan)(chuan)播更(geng)多的中國(guo)范式。應緊密(mi)圍繞“一帶一路”和(he)(he)“南南合作”加(jia)(jia)強(qiang)共(gong)(gong)同體建設,圍繞全(quan)球(qiu)(qiu)公共(gong)(gong)衛生和(he)(he)疫病防治(zhi)(zhi)、全(quan)球(qiu)(qiu)饑餓應對(dui)和(he)(he)減貧、全(quan)球(qiu)(qiu)氣候(hou)變化(hua)(hua)和(he)(he)環(huan)境治(zhi)(zhi)理等(deng)人(ren)類(lei)(lei)共(gong)(gong)同議題(ti)積極擴(kuo)大(da)開(kai)放和(he)(he)國(guo)際(ji)合作。
