  開啟教師隊伍建設新征程的基礎

  教(jiao)(jiao)育(yu)(yu)是國(guo)之大計、黨(dang)之大計。近年(nian)來,在習(xi)近平(ping)新(xin)時代中國(guo)特色(se)社會主義思想的(de)指導(dao)下,全國(guo)教(jiao)(jiao)育(yu)(yu)系(xi)統深入貫徹“九個堅持”,教(jiao)(jiao)育(yu)(yu)公平(ping)邁(mai)出(chu)重大步伐,教(jiao)(jiao)育(yu)(yu)質量顯(xian)著提(ti)高(gao),教(jiao)(jiao)育(yu)(yu)現代化加速推進,教(jiao)(jiao)育(yu)(yu)國(guo)際影響(xiang)力顯(xian)著提(ti)升。教(jiao)(jiao)育(yu)(yu)大計,教(jiao)(jiao)師(shi)為(wei)本(ben)。我國(guo)教(jiao)(jiao)育(yu)(yu)取得今天的(de)歷(li)史(shi)性(xing)成(cheng)就,離不開廣大教(jiao)(jiao)師(shi)的(de)默默奉獻。經過多年(nian)的(de)積(ji)累,我國(guo)教(jiao)(jiao)師(shi)隊伍(wu)建設取得了(le)明顯(xian)成(cheng)效,為(wei)新(xin)時代高(gao)質量發(fa)展創造了(le)良(liang)好條件。

  教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍基(ji)(ji)礎地位更加堅(jian)實。地位是發(fa)展(zhan)的(de)(de)根(gen)基(ji)(ji)。習近平總書記把新(xin)時代(dai)中國特色社會主義(yi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)理論概括為(wei)“九個(ge)堅(jian)持(chi)”,提出堅(jian)持(chi)把教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍建(jian)設(she)作(zuo)為(wei)基(ji)(ji)礎工作(zuo),總書記全國教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)大(da)(da)會重(zhong)(zhong)要(yao)(yao)(yao)(yao)講話(hua)中,教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍建(jian)設(she)是其中重(zhong)(zhong)要(yao)(yao)(yao)(yao)一(yi)部(bu)(bu)分(fen),可見其分(fen)量之重(zhong)(zhong)、要(yao)(yao)(yao)(yao)求之高。2018年(nian)1月,新(xin)中國成立以來第一(yi)次(ci)由黨中央(yang)專門印(yin)發(fa)關(guan)于教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)工作(zuo)的(de)(de)文件,即《中共中央(yang) 國務院關(guan)于全面深化新(xin)時代(dai)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍建(jian)設(she)改(gai)革的(de)(de)意見》,明確提出把教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)工作(zuo)置于教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)事業發(fa)展(zhan)重(zhong)(zhong)點支持(chi)的(de)(de)戰略領(ling)域,優(you)先(xian)(xian)謀劃教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)工作(zuo),優(you)先(xian)(xian)保(bao)障教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)工作(zuo)投(tou)入,優(you)先(xian)(xian)滿足教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍建(jian)設(she)需要(yao)(yao)(yao)(yao),提出了系列提升教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)地位的(de)(de)政策。2018年(nian)3月,教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)部(bu)(bu)等(deng)五(wu)(wu)部(bu)(bu)門印(yin)發(fa)《教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)振(zhen)興行(xing)動計(ji)劃(2018-2022年(nian))》,部(bu)(bu)署實施教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)的(de)(de)五(wu)(wu)項(xiang)(xiang)重(zhong)(zhong)點任(ren)務和十大(da)(da)行(xing)動。2020年(nian)8月,教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)部(bu)(bu)等(deng)六(liu)部(bu)(bu)門聯(lian)合(he)印(yin)發(fa)《關(guan)于加強新(xin)時代(dai)鄉(xiang)村教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍建(jian)設(she)的(de)(de)意見》,聚焦短板弱項(xiang)(xiang),提出創(chuang)新(xin)舉措,推動鄉(xiang)村教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)可持(chi)續發(fa)展(zhan)。

  教(jiao)(jiao)師(shi)隊伍履(lv)行使(shi)命更顯(xian)擔當。長(chang)期以(yi)(yi)來(lai),廣大教(jiao)(jiao)師(shi)貫徹黨(dang)的(de)教(jiao)(jiao)育方(fang)針,堅持教(jiao)(jiao)育報國(guo),為黨(dang)育人(ren)、為國(guo)育才,以(yi)(yi)德施(shi)教(jiao)(jiao)、立(li)德樹(shu)人(ren),默(mo)默(mo)耕耘、無私奉獻,培養(yang)了一代(dai)又一代(dai)社會主義建設者(zhe)和接班人(ren)。近年來(lai),涌現出于漪、高銘暄、衛興華等“人(ren)民教(jiao)(jiao)育家”,李保(bao)國(guo)、黃(huang)大年等一批優秀教(jiao)(jiao)師(shi)典型,以(yi)(yi)及“時代(dai)楷模”鐘(zhong)揚、曲建武(wu)、張玉滾、陳立(li)群、盧(lu)永根等杰出代(dai)表。新(xin)冠肺炎疫(yi)情暴(bao)發(fa)以(yi)(yi)來(lai),14000多名高校附屬(shu)醫(yi)院(yuan)醫(yi)護(hu)人(ren)員馳援湖北(bei)、武(wu)漢抗擊疫(yi)情,成為“最美逆行者(zhe)”。

  教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍制(zhi)度(du)舉措更加完(wan)(wan)善。堅持黨對教(jiao)(jiao)(jiao)(jiao)育事業(ye)(ye)的全面(mian)領導(dao),圍繞重(zhong)(zhong)師(shi)(shi)(shi)(shi)德(de)、興(xing)師(shi)(shi)(shi)(shi)范(fan)、強(qiang)素質、優(you)結(jie)構(gou)、提(ti)待遇等關鍵環節建(jian)章立制(zhi),有力(li)強(qiang)化(hua)(hua)了教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍建(jian)設的制(zhi)度(du)供給。堅持師(shi)(shi)(shi)(shi)德(de)為先。印發(fa)加強(qiang)和(he)(he)改(gai)(gai)進新時(shi)代(dai)師(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)風(feng)建(jian)設的意見(jian),出(chu)臺新時(shi)代(dai)高校(xiao)、中(zhong)小(xiao)(xiao)(xiao)學(xue)(xue)、幼兒園(yuan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)職(zhi)業(ye)(ye)行(xing)為十(shi)項(xiang)準(zhun)(zhun)則等系(xi)列文件,劃(hua)出(chu)師(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)風(feng)紅線,加大(da)師(shi)(shi)(shi)(shi)德(de)違(wei)規行(xing)為查處和(he)(he)公(gong)開(kai)通(tong)報力(li)度(du)。堅持能(neng)力(li)為重(zhong)(zhong)。啟(qi)動(dong)(dong)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)育振興(xing)行(xing)動(dong)(dong)計(ji)劃(hua)。完(wan)(wan)善公(gong)費師(shi)(shi)(shi)(shi)范(fan)生(sheng)(sheng)政(zheng)(zheng)(zheng)策,提(ti)高師(shi)(shi)(shi)(shi)范(fan)生(sheng)(sheng)生(sheng)(sheng)均撥款(kuan),建(jian)立師(shi)(shi)(shi)(shi)范(fan)類(lei)專業(ye)(ye)認證(zheng)制(zhi)度(du),對師(shi)(shi)(shi)(shi)范(fan)生(sheng)(sheng)教(jiao)(jiao)(jiao)(jiao)育政(zheng)(zheng)(zheng)策予以(yi)改(gai)(gai)進和(he)(he)完(wan)(wan)善。“國(guo)培計(ji)劃(hua)”實(shi)(shi)施(shi)(shi)10年來,中(zhong)央財政(zheng)(zheng)(zheng)投(tou)入(ru)超(chao)(chao)過(guo)170億元,培訓教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)超(chao)(chao)過(guo)1600萬人次(ci),全面(mian)提(ti)升了教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)的素質能(neng)力(li)。堅持管理為要。首(shou)次(ci)出(chu)臺中(zhong)小(xiao)(xiao)(xiao)學(xue)(xue)校(xiao)領導(dao)人員管理辦法(fa),完(wan)(wan)善選拔(ba)任用和(he)(he)管理監督機(ji)制(zhi)。全面(mian)實(shi)(shi)施(shi)(shi)國(guo)家中(zhong)小(xiao)(xiao)(xiao)學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)資(zi)格統一(yi)(yi)考(kao)(kao)試,提(ti)高教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)準(zhun)(zhun)入(ru)門檻。實(shi)(shi)行(xing)城鄉(xiang)統一(yi)(yi)的中(zhong)小(xiao)(xiao)(xiao)學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)職(zhi)工(gong)編制(zhi)標準(zhun)(zhun),啟(qi)動(dong)(dong)“縣管校(xiao)聘(pin)(pin)”改(gai)(gai)革,縣域教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)交(jiao)流輪崗(gang)常態化(hua)(hua)、制(zhi)度(du)化(hua)(hua)。印發(fa)《關于(yu)深化(hua)(hua)高校(xiao)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)考(kao)(kao)核評(ping)價制(zhi)度(du)改(gai)(gai)革的指導(dao)意見(jian)》,嚴把(ba)選聘(pin)(pin)考(kao)(kao)核思(si)想(xiang)政(zheng)(zheng)(zheng)治素質關,注重(zhong)(zhong)憑能(neng)力(li)、實(shi)(shi)績和(he)(he)貢獻評(ping)價教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)。堅持保(bao)(bao)障為基(ji)。開(kai)展(zhan)專項(xiang)督導(dao),保(bao)(bao)障義務(wu)教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)工(gong)資(zi)收入(ru)水平不(bu)低于(yu)當(dang)地公(gong)務(wu)員。實(shi)(shi)施(shi)(shi)鄉(xiang)村(cun)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)支持計(ji)劃(hua),全面(mian)實(shi)(shi)施(shi)(shi)集(ji)中(zhong)連片特困地區鄉(xiang)村(cun)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)生(sheng)(sheng)活補(bu)助政(zheng)(zheng)(zheng)策。為中(zhong)小(xiao)(xiao)(xiao)學(xue)(xue)老(lao)師(shi)(shi)(shi)(shi)減輕不(bu)合(he)理負擔。實(shi)(shi)施(shi)(shi)“特崗(gang)計(ji)劃(hua)”,15年來中(zhong)央財政(zheng)(zheng)(zheng)累(lei)計(ji)投(tou)入(ru)資(zi)金710億元,累(lei)計(ji)招(zhao)聘(pin)(pin)95萬特崗(gang)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi),覆蓋中(zhong)西部省份1000多個縣、3萬多所農村(cun)學(xue)(xue)校(xiao)。

  開啟教師隊伍建設新征程的方向

  要(yao)(yao)清醒看到,雖然我國教(jiao)(jiao)(jiao)育整體大(da)踏步前進(jin),但(dan)實現(xian)(xian)高(gao)質量發展還要(yao)(yao)付出(chu)巨大(da)努(nu)力,讓人(ren)民滿意還任重道遠。有的地方(fang)對教(jiao)(jiao)(jiao)育和教(jiao)(jiao)(jiao)師(shi)(shi)(shi)工作(zuo)重視不(bu)夠(gou),在教(jiao)(jiao)(jiao)育事業(ye)(ye)(ye)發展中(zhong)重硬(ying)件(jian)輕軟件(jian)、重外延(yan)輕內涵的現(xian)(xian)象還比較(jiao)突出(chu),對教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊伍建(jian)設的支持力度亟須加(jia)大(da);師(shi)(shi)(shi)范生培養模式改革有待深化(hua),教(jiao)(jiao)(jiao)師(shi)(shi)(shi)教(jiao)(jiao)(jiao)育師(shi)(shi)(shi)資(zi)隊伍較(jiao)為薄弱,教(jiao)(jiao)(jiao)師(shi)(shi)(shi)教(jiao)(jiao)(jiao)育體系建(jian)設有待加(jia)強;有的教(jiao)(jiao)(jiao)師(shi)(shi)(shi)素質能力難(nan)以適應新時代人(ren)才培養需要(yao)(yao),師(shi)(shi)(shi)德(de)水(shui)平(ping)需要(yao)(yao)提(ti)升,專(zhuan)業(ye)(ye)(ye)化(hua)水(shui)平(ping)需要(yao)(yao)提(ti)高(gao);教(jiao)(jiao)(jiao)師(shi)(shi)(shi)特別是中(zhong)小(xiao)學教(jiao)(jiao)(jiao)師(shi)(shi)(shi)職業(ye)(ye)(ye)吸引力不(bu)足,地位(wei)待遇(yu)有待提(ti)高(gao);教(jiao)(jiao)(jiao)師(shi)(shi)(shi)城鄉結(jie)構、學科(ke)結(jie)構分布(bu)不(bu)盡合理(li)(li)(li),準入、招聘、交(jiao)流、退出(chu)等(deng)機(ji)制還不(bu)夠(gou)完(wan)善,管(guan)理(li)(li)(li)體制機(ji)制亟須理(li)(li)(li)順。

  新時代加強教(jiao)師(shi)(shi)隊(dui)(dui)伍(wu)建(jian)(jian)設(she),要以(yi)高(gao)(gao)質量(liang)發(fa)展(zhan)(zhan)為主線,找準教(jiao)師(shi)(shi)隊(dui)(dui)伍(wu)建(jian)(jian)設(she)的突破口和著力點,以(yi)全面深化教(jiao)師(shi)(shi)隊(dui)(dui)伍(wu)建(jian)(jian)設(she)改革激發(fa)新發(fa)展(zhan)(zhan)活力,破除教(jiao)師(shi)(shi)發(fa)展(zhan)(zhan)方面的深層次體制(zhi)機制(zhi)障礙,推動(dong)教(jiao)師(shi)(shi)隊(dui)(dui)伍(wu)從專項(xiang)管理向(xiang)(xiang)現(xian)代治理轉(zhuan)變,實(shi)現(xian)教(jiao)師(shi)(shi)隊(dui)(dui)伍(wu)從基本(ben)支(zhi)撐向(xiang)(xiang)高(gao)(gao)質量(liang)支(zhi)撐轉(zhuan)型(xing),開啟全面建(jian)(jian)設(she)高(gao)(gao)素質專業(ye)化創(chuang)新型(xing)教(jiao)師(shi)(shi)隊(dui)(dui)伍(wu)的新征程(cheng)。

  開啟教師隊伍建設新征程的重點

  “十四五”時期,以高質(zhi)量發展為主線加強教(jiao)師隊(dui)伍建設,要堅持以師德(de)為魂、能力為本、管理(li)為要、地位為基,讓廣大教(jiao)師在(zai)崗位上(shang)有(you)幸福感(gan),在(zai)事業上(shang)有(you)成就感(gan),在(zai)社會上(shang)有(you)榮譽感(gan)。
