為(wei)深入貫徹黨的十九屆五中(zhong)全(quan)會精神和(he)習近平總(zong)書記關(guan)于(yu)教(jiao)育、扶貧工作、“三農”工作的重要論述,落實《中(zhong)共中(zhong)央(yang)、國務院(yuan)關(guan)于(yu)實現鞏(gong)固拓展脫(tuo)貧攻堅(jian)成(cheng)果(guo)同(tong)(tong)鄉村振(zhen)興(xing)有(you)效(xiao)銜(xian)接(jie)的意見(jian)》要求,教(jiao)育部等四(si)部門近日(ri)印發《關(guan)于(yu)實現鞏(gong)固拓展教(jiao)育脫(tuo)貧攻堅(jian)成(cheng)果(guo)同(tong)(tong)鄉村振(zhen)興(xing)有(you)效(xiao)銜(xian)接(jie)的意見(jian)》,對進一步鞏(gong)固拓展教(jiao)育脫(tuo)貧攻堅(jian)成(cheng)果(guo),有(you)效(xiao)銜(xian)接(jie)鄉村振(zhen)興(xing)戰略,接(jie)續推動(dong)脫(tuo)貧地(di)區(qu)發展和(he)鄉村全(quan)面(mian)振(zhen)興(xing)作出(chu)要求。
《意(yi)見》明(ming)確(que)了(le)重(zhong)點任(ren)務(wu)(wu)。一是(shi)建(jian)立(li)健(jian)全(quan)鞏(gong)固拓(tuo)展(zhan)義(yi)(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)有(you)保(bao)障成(cheng)(cheng)(cheng)果(guo)長效機制。鞏(gong)固拓(tuo)展(zhan)義(yi)(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)控輟(chuo)保(bao)學(xue)成(cheng)(cheng)(cheng)果(guo)、義(yi)(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)辦學(xue)條件成(cheng)(cheng)(cheng)果(guo)、教(jiao)(jiao)育(yu)(yu)(yu)信息化成(cheng)(cheng)(cheng)果(guo)、鄉(xiang)(xiang)村(cun)(cun)(cun)教(jiao)(jiao)師隊伍建(jian)設成(cheng)(cheng)(cheng)果(guo)。二是(shi)建(jian)立(li)健(jian)全(quan)農村(cun)(cun)(cun)家(jia)(jia)庭經(jing)濟困(kun)難學(xue)生教(jiao)(jiao)育(yu)(yu)(yu)幫(bang)扶(fu)機制。精(jing)準資(zi)助農村(cun)(cun)(cun)家(jia)(jia)庭經(jing)濟困(kun)難學(xue)生,繼(ji)(ji)續實(shi)(shi)施(shi)農村(cun)(cun)(cun)義(yi)(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)生營養改(gai)善(shan)計(ji)(ji)劃(hua),完善(shan)農村(cun)(cun)(cun)兒童教(jiao)(jiao)育(yu)(yu)(yu)關愛工(gong)作(zuo)(zuo),加(jia)強農村(cun)(cun)(cun)家(jia)(jia)庭經(jing)濟困(kun)難畢業生就業幫(bang)扶(fu)工(gong)作(zuo)(zuo)。三(san)是(shi)做好(hao)鞏(gong)固拓(tuo)展(zhan)教(jiao)(jiao)育(yu)(yu)(yu)脫貧攻堅(jian)成(cheng)(cheng)(cheng)果(guo)同鄉(xiang)(xiang)村(cun)(cun)(cun)振(zhen)興有(you)效銜接重(zhong)點工(gong)作(zuo)(zuo)。加(jia)大脫貧地(di)區職業教(jiao)(jiao)育(yu)(yu)(yu)支(zhi)持(chi)力(li)度(du),提(ti)高普通高中(zhong)和(he)普惠性(xing)學(xue)前教(jiao)(jiao)育(yu)(yu)(yu)質(zhi)量,繼(ji)(ji)續實(shi)(shi)施(shi)重(zhong)點高校招收(shou)農村(cun)(cun)(cun)和(he)脫貧地(di)區學(xue)生專(zhuan)項計(ji)(ji)劃(hua),實(shi)(shi)施(shi)國家(jia)(jia)通用語言文字普及提(ti)升工(gong)程(cheng)和(he)推(tui)(tui)普助力(li)鄉(xiang)(xiang)村(cun)(cun)(cun)振(zhen)興計(ji)(ji)劃(hua),打造升級版的“一村(cun)(cun)(cun)一名大學(xue)生計(ji)(ji)劃(hua)”,推(tui)(tui)進(jin)鄉(xiang)(xiang)村(cun)(cun)(cun)振(zhen)興育(yu)(yu)(yu)人(ren)工(gong)作(zuo)(zuo)。四是(shi)延續完善(shan)鞏(gong)固拓(tuo)展(zhan)脫貧攻堅(jian)成(cheng)(cheng)(cheng)果(guo)與(yu)鄉(xiang)(xiang)村(cun)(cun)(cun)振(zhen)興有(you)效銜接的對口幫(bang)扶(fu)工(gong)作(zuo)(zuo)機制。繼(ji)(ji)續推(tui)(tui)進(jin)高校定點幫(bang)扶(fu)工(gong)作(zuo)(zuo),優化實(shi)(shi)施(shi)職業教(jiao)(jiao)育(yu)(yu)(yu)東(dong)西協作(zuo)(zuo)行動計(ji)(ji)劃(hua),持(chi)續推(tui)(tui)進(jin)高校對口支(zhi)援工(gong)作(zuo)(zuo),繼(ji)(ji)續實(shi)(shi)施(shi)系列教(jiao)(jiao)師支(zhi)教(jiao)(jiao)計(ji)(ji)劃(hua)。
《意見(jian)》要求(qiu),要加強組(zu)織(zhi)領(ling)導,及時做好鞏固(gu)(gu)拓(tuo)(tuo)展(zhan)(zhan)教(jiao)(jiao)育脫(tuo)(tuo)貧(pin)攻(gong)堅(jian)成(cheng)果(guo)同全(quan)面(mian)推(tui)進(jin)鄉(xiang)(xiang)(xiang)村(cun)振(zhen)(zhen)(zhen)興(xing)在工作力量、組(zu)織(zhi)機(ji)(ji)構、規(gui)劃實施、項目建設、要素保障方面(mian)的有(you)機(ji)(ji)結合(he)。完善政(zheng)(zheng)策保障,優(you)化教(jiao)(jiao)育財(cai)政(zheng)(zheng)支(zhi)出重(zhong)點,聚焦支(zhi)持(chi)脫(tuo)(tuo)貧(pin)地區鞏固(gu)(gu)拓(tuo)(tuo)展(zhan)(zhan)教(jiao)(jiao)育脫(tuo)(tuo)貧(pin)攻(gong)堅(jian)成(cheng)果(guo)和鄉(xiang)(xiang)(xiang)村(cun)振(zhen)(zhen)(zhen)興(xing),適(shi)當向(xiang)國(guo)家鄉(xiang)(xiang)(xiang)村(cun)振(zhen)(zhen)(zhen)興(xing)重(zhong)點幫扶縣傾斜。強化考(kao)核評估,配(pei)合(he)中央有(you)關部(bu)門開展(zhan)(zhan)鄉(xiang)(xiang)(xiang)村(cun)振(zhen)(zhen)(zhen)興(xing)督查考(kao)核,及時發現和解決鞏固(gu)(gu)拓(tuo)(tuo)展(zhan)(zhan)教(jiao)(jiao)育脫(tuo)(tuo)貧(pin)攻(gong)堅(jian)成(cheng)果(guo)同鄉(xiang)(xiang)(xiang)村(cun)振(zhen)(zhen)(zhen)興(xing)有(you)效銜接相關問題。鼓勵社會參(can)與(yu),堅(jian)持(chi)行政(zheng)(zheng)推(tui)動(dong)與(yu)市場機(ji)(ji)制有(you)機(ji)(ji)結合(he),廣泛動(dong)員社會力量參(can)與(yu),形成(cheng)鞏固(gu)(gu)拓(tuo)(tuo)展(zhan)(zhan)教(jiao)(jiao)育脫(tuo)(tuo)貧(pin)攻(gong)堅(jian)成(cheng)果(guo)、全(quan)面(mian)推(tui)進(jin)鄉(xiang)(xiang)(xiang)村(cun)振(zhen)(zhen)(zhen)興(xing)的工作合(he)力。
