重(zhong)慶市深入學習(xi)貫徹(che)習(xi)近平總書記關于(yu)教育的重(zhong)要(yao)論(lun)述(shu)和全(quan)國教育大會(hui)精神,圍(wei)繞解決學科基礎薄弱等(deng)問題,實施四大專項行(xing)動,著力推動學科建設調(diao)結構、優層次、提質量,更(geng)好服務國家(jia)戰略(lve)需(xu)求和區域經濟社會(hui)發展。
實(shi)施(shi)“人(ren)(ren)工(gong)(gong)智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)+學(xue)科(ke)(ke)群(qun)建(jian)設(she)”專(zhuan)(zhuan)項行(xing)動(dong),促進(jin)傳統(tong)(tong)優勢學(xue)科(ke)(ke)升(sheng)級(ji)。一(yi)是出(chu)臺(tai)(tai)專(zhuan)(zhuan)項政策。以推進(jin)重(zhong)(zhong)(zhong)慶建(jian)設(she)國家新一(yi)代人(ren)(ren)工(gong)(gong)智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)創新發(fa)展試驗區為(wei)契機,出(chu)臺(tai)(tai)《重(zhong)(zhong)(zhong)慶市高等學(xue)校人(ren)(ren)工(gong)(gong)智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)+學(xue)科(ke)(ke)建(jian)設(she)行(xing)動(dong)計劃》,聚焦智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)制造、智(zhi)(zhi)(zhi)(zhi)慧城市、智(zhi)(zhi)(zhi)(zhi)慧能(neng)(neng)源(yuan)、智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)農業(ye)、智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)生(sheng)態環保等領(ling)域,啟動(dong)人(ren)(ren)工(gong)(gong)智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)+學(xue)科(ke)(ke)群(qun)建(jian)設(she)專(zhuan)(zhuan)項,從建(jian)設(she)方向、經費投(tou)入等方面予以保障。二(er)是加大(da)(da)專(zhuan)(zhuan)項投(tou)入。從2019年起(qi),累計投(tou)入1億余元(yuan)支(zhi)持建(jian)設(she)智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)制造等40個人(ren)(ren)工(gong)(gong)智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)+學(xue)科(ke)(ke)群(qun),構建(jian)院(yuan)級(ji)、校級(ji)、市級(ji)建(jian)設(she)體系,實(shi)現在(zai)渝研究生(sheng)培養(yang)單位人(ren)(ren)工(gong)(gong)智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)+學(xue)科(ke)(ke)群(qun)全覆蓋(gai)。三是建(jian)強專(zhuan)(zhuan)項隊(dui)伍。圍繞學(xue)科(ke)(ke)群(qun)構建(jian)起(qi)一(yi)支(zhi)1000余人(ren)(ren)的(de)高水平(ping)(ping)師(shi)資隊(dui)伍,形成(cheng)(cheng)40個特(te)色鮮(xian)明的(de)交叉學(xue)科(ke)(ke)團隊(dui)。四是深化專(zhuan)(zhuan)項培養(yang)。制定一(yi)批交叉人(ren)(ren)才培養(yang)方案(an),新增128門人(ren)(ren)工(gong)(gong)智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)領(ling)域課程。增設(she)一(yi)批交叉學(xue)科(ke)(ke)平(ping)(ping)臺(tai)(tai),支(zhi)持西(xi)南政法(fa)大(da)(da)學(xue)成(cheng)(cheng)立人(ren)(ren)工(gong)(gong)智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)法(fa)學(xue)院(yuan)、重(zhong)(zhong)(zhong)慶師(shi)范大(da)(da)學(xue)成(cheng)(cheng)立智(zhi)(zhi)(zhi)(zhi)慧教(jiao)育(yu)研究院(yuan)、重(zhong)(zhong)(zhong)慶交通大(da)(da)學(xue)成(cheng)(cheng)立智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)交通大(da)(da)數據云平(ping)(ping)臺(tai)(tai),利用人(ren)(ren)工(gong)(gong)智(zhi)(zhi)(zhi)(zhi)能(neng)(neng)為(wei)傳統(tong)(tong)學(xue)科(ke)(ke)改造升(sheng)級(ji)賦能(neng)(neng)加力。
實施“交叉(cha)(cha)重(zhong)(zhong)點(dian)學(xue)(xue)(xue)(xue)科(ke)(ke)建設(she)”專(zhuan)項行動(dong)(dong),促(cu)進(jin)急(ji)需(xu)(xu)領(ling)域學(xue)(xue)(xue)(xue)科(ke)(ke)培育。一(yi)是搶占制高點(dian)。增設(she)“十(shi)四(si)五”市級交叉(cha)(cha)重(zhong)(zhong)點(dian)學(xue)(xue)(xue)(xue)科(ke)(ke)建設(she)專(zhuan)項,聚焦(jiao)集(ji)成(cheng)電路等(deng)急(ji)需(xu)(xu)學(xue)(xue)(xue)(xue)科(ke)(ke)領(ling)域,立項建設(she)13個交叉(cha)(cha)重(zhong)(zhong)點(dian)學(xue)(xue)(xue)(xue)科(ke)(ke)。支持(chi)(chi)(chi)西(xi)南政法(fa)大(da)學(xue)(xue)(xue)(xue)開展國家安全(quan)學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)科(ke)(ke)建設(she)。二是突破(po)“卡脖(bo)子(zi)(zi)”。支持(chi)(chi)(chi)重(zhong)(zhong)慶(qing)大(da)學(xue)(xue)(xue)(xue)瞄(miao)準“卡脖(bo)子(zi)(zi)”技術難題和科(ke)(ke)技前(qian)沿,開展新(xin)能(neng)源及儲能(neng)科(ke)(ke)學(xue)(xue)(xue)(xue)與工(gong)程、智能(neng)無人系統科(ke)(ke)學(xue)(xue)(xue)(xue)與技術、生物醫藥與健康工(gong)程等(deng)交叉(cha)(cha)學(xue)(xue)(xue)(xue)科(ke)(ke)建設(she)。充(chong)分發揮(hui)省(sheng)級統籌(chou)作用,支持(chi)(chi)(chi)重(zhong)(zhong)慶(qing)郵電大(da)學(xue)(xue)(xue)(xue)建設(she)集(ji)成(cheng)電路科(ke)(ke)學(xue)(xue)(xue)(xue)與工(gong)程碩士(shi)學(xue)(xue)(xue)(xue)位(wei)授權(quan)(quan)點(dian),并予(yu)以重(zhong)(zhong)點(dian)保障。三是激發新(xin)動(dong)(dong)能(neng)。構建交叉(cha)(cha)重(zhong)(zhong)點(dian)學(xue)(xue)(xue)(xue)科(ke)(ke)建設(she)動(dong)(dong)態調整(zheng)機制,加大(da)國家急(ji)需(xu)(xu)領(ling)域博士(shi)、碩士(shi)學(xue)(xue)(xue)(xue)位(wei)授權(quan)(quan)點(dian)的(de)前(qian)期培育力(li)度,為急(ji)需(xu)(xu)高層次人才培養搭(da)建良(liang)好的(de)學(xue)(xue)(xue)(xue)科(ke)(ke)發展平臺。
實(shi)施(shi)“交(jiao)叉(cha)人才(cai)(cai)(cai)(cai)培(pei)(pei)(pei)養(yang)(yang)”專(zhuan)項(xiang)行動(dong),促進(jin)跨(kua)校(xiao)(xiao)際跨(kua)學(xue)科(ke)融(rong)(rong)合(he)(he)。一是(shi)加(jia)強市(shi)級統籌(chou)規劃。印發《普(pu)通(tong)高等學(xue)校(xiao)(xiao)聯(lian)(lian)合(he)(he)學(xue)士(shi)學(xue)位項(xiang)目(mu)實(shi)施(shi)細(xi)則(ze)(ze)》《普(pu)通(tong)高校(xiao)(xiao)雙學(xue)士(shi)學(xue)位復(fu)(fu)(fu)合(he)(he)型(xing)人才(cai)(cai)(cai)(cai)培(pei)(pei)(pei)養(yang)(yang)項(xiang)目(mu)實(shi)施(shi)細(xi)則(ze)(ze)》等,明確交(jiao)叉(cha)復(fu)(fu)(fu)合(he)(he)型(xing)人才(cai)(cai)(cai)(cai)培(pei)(pei)(pei)養(yang)(yang)目(mu)標(biao)、培(pei)(pei)(pei)養(yang)(yang)標(biao)準(zhun),強化制度保障。二是(shi)支持(chi)高校(xiao)(xiao)改革創新。支持(chi)西南政法大(da)學(xue)與(yu)四(si)川外(wai)國語大(da)學(xue)以法學(xue)學(xue)科(ke)和(he)外(wai)國語言文學(xue)學(xue)科(ke)為基礎(chu),開展(zhan)“法學(xue)+法語”等聯(lian)(lian)合(he)(he)雙學(xue)士(shi)學(xue)位項(xiang)目(mu),著力(li)培(pei)(pei)(pei)養(yang)(yang)具有(you)國際視野、通(tong)曉國際規則(ze)(ze)、能夠參(can)與(yu)國際法律(lv)實(shi)務的復(fu)(fu)(fu)合(he)(he)型(xing)涉外(wai)法治專(zhuan)業人才(cai)(cai)(cai)(cai)。支持(chi)重慶大(da)學(xue)開展(zhan)“計算機科(ke)學(xue)與(yu)技(ji)術+金融(rong)(rong)學(xue)”等雙學(xue)士(shi)學(xue)位復(fu)(fu)(fu)合(he)(he)型(xing)人才(cai)(cai)(cai)(cai)培(pei)(pei)(pei)養(yang)(yang)項(xiang)目(mu),培(pei)(pei)(pei)養(yang)(yang)信息(xi)科(ke)技(ji)與(yu)現代(dai)金融(rong)(rong)深度交(jiao)叉(cha)融(rong)(rong)合(he)(he)、具有(you)跨(kua)界創新能力(li)的復(fu)(fu)(fu)合(he)(he)型(xing)金融(rong)(rong)科(ke)技(ji)人才(cai)(cai)(cai)(cai)。三是(shi)推動(dong)軍地(di)深度融(rong)(rong)合(he)(he)。充分發揮軍地(di)高校(xiao)(xiao)學(xue)科(ke)優勢,實(shi)施(shi)部市(shi)、軍地(di)交(jiao)叉(cha)人才(cai)(cai)(cai)(cai)培(pei)(pei)(pei)養(yang)(yang)項(xiang)目(mu),重點支持(chi)軍地(di)高校(xiao)(xiao)開展(zhan)醫工結合(he)(he)、醫理結合(he)(he)交(jiao)叉(cha)人才(cai)(cai)(cai)(cai)培(pei)(pei)(pei)養(yang)(yang),帶動(dong)市(shi)屬(shu)高校(xiao)(xiao)人才(cai)(cai)(cai)(cai)培(pei)(pei)(pei)養(yang)(yang)質量提(ti)升和(he)學(xue)科(ke)高質量發展(zhan)。
實(shi)(shi)施“成(cheng)渝(yu)(yu)(yu)協同教育改革(ge)(ge)項(xiang)目”專項(xiang)行動,促進(jin)兩(liang)地(di)高(gao)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)科(ke)(ke)共(gong)(gong)(gong)(gong)建。一是(shi)出臺協同政(zheng)策。重(zhong)慶市教委(wei)與(yu)四川(chuan)省教育廳簽署“成(cheng)渝(yu)(yu)(yu)雙(shuang)城經濟圈教育協作(zuo)(zuo)框架協議(yi)”,啟(qi)動實(shi)(shi)施“成(cheng)渝(yu)(yu)(yu)協同”六大(da)(da)教育改革(ge)(ge)試(shi)點項(xiang)目。二是(shi)深(shen)(shen)化學(xue)(xue)(xue)科(ke)(ke)協同。印(yin)發成(cheng)渝(yu)(yu)(yu)兩(liang)地(di)“雙(shuang)一流”建設高(gao)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)科(ke)(ke)共(gong)(gong)(gong)(gong)建名單,實(shi)(shi)施“11+11”學(xue)(xue)(xue)科(ke)(ke)共(gong)(gong)(gong)(gong)建工程,四川(chuan)大(da)(da)學(xue)(xue)(xue)、電子科(ke)(ke)技(ji)大(da)(da)學(xue)(xue)(xue)等(deng)11所(suo)在川(chuan)高(gao)校(xiao)(xiao)(xiao)與(yu)重(zhong)慶大(da)(da)學(xue)(xue)(xue)、西(xi)南大(da)(da)學(xue)(xue)(xue)等(deng)11所(suo)在渝(yu)(yu)(yu)高(gao)校(xiao)(xiao)(xiao),聚(ju)焦65個(ge)優勢(shi)特色學(xue)(xue)(xue)科(ke)(ke)簽署共(gong)(gong)(gong)(gong)建協議(yi)、制定共(gong)(gong)(gong)(gong)建方(fang)案。三是(shi)推(tui)進(jin)共(gong)(gong)(gong)(gong)建共(gong)(gong)(gong)(gong)享。深(shen)(shen)入貫徹落實(shi)(shi)《成(cheng)渝(yu)(yu)(yu)地(di)區雙(shuang)城經濟圈建設規劃(hua)綱(gang)要》,按照(zhao)“優勢(shi)互(hu)補、協同共(gong)(gong)(gong)(gong)興”理念,推(tui)進(jin)兩(liang)地(di)高(gao)校(xiao)(xiao)(xiao)深(shen)(shen)化合作(zuo)(zuo),圍繞研究生聯合培養、平臺共(gong)(gong)(gong)(gong)建共(gong)(gong)(gong)(gong)享、導師互(hu)聘(pin)、科(ke)(ke)研合作(zuo)(zuo)等(deng)方(fang)面加強學(xue)(xue)(xue)科(ke)(ke)共(gong)(gong)(gong)(gong)建共(gong)(gong)(gong)(gong)享,全面提升區域學(xue)(xue)(xue)科(ke)(ke)建設水平,產(chan)出一批高(gao)水平基礎前沿科(ke)(ke)技(ji)成(cheng)果,不(bu)斷(duan)強化兩(liang)地(di)高(gao)校(xiao)(xiao)(xiao)服務“一極兩(liang)中心兩(liang)地(di)”建設能力。
