  今年9月(yue)9日(ri),習(xi)近平總(zong)書記(ji)發表教(jiao)師(shi)節(jie)重(zhong)(zhong)要寄語,體現黨中央(yang)國務(wu)院對教(jiao)師(shi)隊伍建設(she)一以貫之的(de)重(zhong)(zhong)視,為(wei)加強新時(shi)代教(jiao)師(shi)隊伍高質量建設(she)提供根(gen)本遵循。我們要深刻領會、自覺運用寄語精神,讓思想的(de)力(li)量轉(zhuan)化(hua)為(wei)教(jiao)師(shi)隊伍建設(she)的(de)強大動(dong)力(li),出真招、見實(shi)效(xiao),推動(dong)黨中央(yang)關(guan)于(yu)教(jiao)師(shi)隊伍建設(she)的(de)一系(xi)列要求落地見效(xiao),實(shi)實(shi)在(zai)在(zai)提升廣(guang)大教(jiao)師(shi)的(de)獲得感。

  一是(shi)以(yi)(yi)綜(zong)合(he)改革(ge)(ge)促進教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)專業發(fa)(fa)展。寄(ji)語對廣大(da)(da)(da)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)提(ti)出(chu)殷(yin)切期望,希(xi)望廣大(da)(da)(da)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)不忘立德樹(shu)人初心,牢記為(wei)(wei)黨育(yu)(yu)(yu)人為(wei)(wei)國(guo)育(yu)(yu)(yu)才使命(ming),不斷作出(chu)新的(de)(de)(de)更(geng)(geng)大(da)(da)(da)貢獻。各(ge)(ge)地各(ge)(ge)校要以(yi)(yi)更(geng)(geng)大(da)(da)(da)力度落(luo)實(shi)《中(zhong)共中(zhong)央(yang) 國(guo)務院關(guan)于全(quan)面(mian)深(shen)化(hua)新時代(dai)(dai)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊伍建(jian)設(she)(she)改革(ge)(ge)的(de)(de)(de)意見(jian)》,調動(dong)有(you)(you)關(guan)部(bu)門(men)(men)發(fa)(fa)揮作用,合(he)力推動(dong)改革(ge)(ge)創新。改革(ge)(ge)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)評(ping)(ping)價機制。落(luo)實(shi)《深(shen)化(hua)新時代(dai)(dai)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)評(ping)(ping)價改革(ge)(ge)總(zong)體(ti)方(fang)案(an)》,堅(jian)持(chi)師(shi)(shi)(shi)(shi)(shi)(shi)德師(shi)(shi)(shi)(shi)(shi)(shi)風作為(wei)(wei)第一標準,建(jian)立健全(quan)幼(you)教(jiao)(jiao)(jiao)(jiao)、義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)、職教(jiao)(jiao)(jiao)(jiao)等各(ge)(ge)級各(ge)(ge)類(lei)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)考(kao)核(he)(he)評(ping)(ping)價體(ti)系,積極(ji)推進踐行教(jiao)(jiao)(jiao)(jiao)書育(yu)(yu)(yu)人使命(ming)。會(hui)同有(you)(you)關(guan)部(bu)門(men)(men)研制《關(guan)于加(jia)強(qiang)新時代(dai)(dai)高(gao)校教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊伍建(jian)設(she)(she)改革(ge)(ge)的(de)(de)(de)指導意見(jian)》,落(luo)實(shi)考(kao)核(he)(he)評(ping)(ping)價“破(po)五(wu)唯”,注重將(jiang)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)思想政治與師(shi)(shi)(shi)(shi)(shi)(shi)德考(kao)核(he)(he)和(he)(he)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)工作實(shi)績相(xiang)結合(he)。強(qiang)化(hua)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)發(fa)(fa)展。建(jian)設(she)(she)國(guo)家教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)改革(ge)(ge)實(shi)驗區,支持(chi)高(gao)水平綜(zong)合(he)大(da)(da)(da)學(xue)舉辦(ban)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu),大(da)(da)(da)力推動(dong)全(quan)體(ti)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)終身學(xue)習和(he)(he)專業自(zi)主(zhu)發(fa)(fa)展。做好“國(guo)培(pei)計劃”等各(ge)(ge)層次培(pei)訓項目(mu),提(ti)升教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)核(he)(he)心素(su)養和(he)(he)關(guan)鍵能(neng)力。減輕教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)額(e)外(wai)負擔。2019年(nian)12月,中(zhong)共中(zhong)央(yang)辦(ban)公(gong)廳、國(guo)務院辦(ban)公(gong)廳出(chu)臺《關(guan)于減輕中(zhong)小(xiao)學(xue)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)負擔進一步營造教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)良好環(huan)境(jing)的(de)(de)(de)若干意見(jian)》,這項“小(xiao)改革(ge)(ge)”起到(dao)“大(da)(da)(da)效(xiao)用”,我們要建(jian)立教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)減負常態(tai)化(hua)機制,讓教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)靜心從教(jiao)(jiao)(jiao)(jiao),促進教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)提(ti)質增(zeng)效(xiao)。

  二是以政策傾斜(xie)助力教(jiao)(jiao)(jiao)(jiao)育脫(tuo)貧攻堅。寄語高度(du)肯定了廣(guang)大(da)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)在決(jue)戰(zhan)脫(tuo)貧攻堅中作出的貢獻,在脫(tuo)貧攻堅戰(zhan)進(jin)入收官階段,推進(jin)鄉村振(zhen)興(xing)踏上(shang)新(xin)征程之(zhi)際,教(jiao)(jiao)(jiao)(jiao)育部(bu)等(deng)六部(bu)門印發(fa)《關于加(jia)強(qiang)新(xin)時(shi)代鄉村教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍建(jian)設(she)的意見》,聚焦短板弱項,為廣(guang)大(da)鄉村教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)用(yong)愛心和(he)智慧(hui)阻(zu)斷貧困(kun)代際傳遞提供政策保障。一抓(zhua)統籌(chou)(chou)謀劃。著眼(yan)全局,統籌(chou)(chou)推進(jin),在師(shi)(shi)德(de)師(shi)(shi)風、教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)培養培訓、職(zhi)(zhi)業(ye)發(fa)展、待遇保障等(deng)方面提出務實舉措。同時(shi),打(da)好“特崗(gang)計劃”“國培計劃”“支教(jiao)(jiao)(jiao)(jiao)幫(bang)扶計劃”等(deng)組合(he)拳(quan),綜合(he)施策,為貧困(kun)地區打(da)造一支“下得(de)去(qu)、留得(de)住、教(jiao)(jiao)(jiao)(jiao)得(de)好”的高素質(zhi)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍。二抓(zhua)定向(xiang)發(fa)力。直(zhi)面城鄉師(shi)(shi)資配(pei)置不均衡等(deng)難點問題,加(jia)大(da)教(jiao)(jiao)(jiao)(jiao)職(zhi)(zhi)工(gong)編(bian)制(zhi)統籌(chou)(chou)配(pei)置和(he)跨區域(yu)調整改(gai)革力度(du),探索教(jiao)(jiao)(jiao)(jiao)職(zhi)(zhi)工(gong)編(bian)制(zhi)“周轉池”制(zhi)度(du),持續推進(jin)“縣管校聘”改(gai)革,讓(rang)優秀教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)到農村學校、薄弱學校發(fa)揮作用(yong)。三抓(zhua)人文關懷(huai)。要健全鄉村教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)、支教(jiao)(jiao)(jiao)(jiao)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)在職(zhi)(zhi)稱評聘、榮譽(yu)表彰、豐富精神文化生(sheng)活、保障基本醫療衛生(sheng)服務、建(jian)立心理輔導中心等(deng)方面的制(zhi)度(du)機制(zhi),真心為教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)辦好事、解難事,增強(qiang)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)職(zhi)(zhi)業(ye)榮譽(yu)感、獲得(de)感和(he)成就感。

  三(san)是以(yi)新(xin)技(ji)術運用助(zhu)推教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍(wu)(wu)建(jian)(jian)(jian)設(she)(she)。寄語強調,希望廣(guang)大教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)積(ji)極(ji)探索(suo)新(xin)時代(dai)(dai)教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學(xue)方法,不斷提升(sheng)教(jiao)(jiao)(jiao)書育人(ren)本領。以(yi)人(ren)工智能、5G為代(dai)(dai)表的(de)(de)新(xin)技(ji)術同(tong)教(jiao)(jiao)(jiao)育的(de)(de)深(shen)度融合(he)已成(cheng)為教(jiao)(jiao)(jiao)育改(gai)革(ge)的(de)(de)重大推動力,我(wo)們(men)要乘(cheng)勢(shi)而上,通(tong)過在寧(ning)夏和(he)北(bei)京外國(guo)語大學(xue)建(jian)(jian)(jian)立人(ren)工智能助(zhu)推教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍(wu)(wu)建(jian)(jian)(jian)設(she)(she)試(shi)點,探索(suo)人(ren)工智能助(zhu)推教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)管理優化、教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)育改(gai)革(ge)、教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學(xue)創新(xin)、教(jiao)(jiao)(jiao)育精準扶貧的(de)(de)新(xin)路(lu)徑。下(xia)一步(bu)(bu),我(wo)們(men)要總結經(jing)驗,提煉(lian)模式,促(cu)進形成(cheng)全國(guo)層面改(gai)革(ge)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)資(zi)源(yuan)配置、教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學(xue)理念、教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)督導評價等方面的(de)(de)制度政策,使廣(guang)大教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)樹立新(xin)技(ji)術是教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學(xue)“手段”而不是“目的(de)(de)”的(de)(de)正確科技(ji)觀,進一步(bu)(bu)發揮新(xin)技(ji)術助(zhu)推教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍(wu)(wu)建(jian)(jian)(jian)設(she)(she)而不是取(qu)代(dai)(dai)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)的(de)(de)積(ji)極(ji)作用。
