  黨的(de)十九屆五中全會通過的(de)《中共中央關于制定(ding)國(guo)民(min)經濟和(he)社會發展第十四個五年(nian)規(gui)劃(hua)和(he)二〇三五年(nian)遠景目標(biao)的(de)建議》,明確了“建設高質(zhi)量(liang)教(jiao)(jiao)育體(ti)系”的(de)要求。在信息(xi)化時代教(jiao)(jiao)育變革的(de)大(da)背景下,教(jiao)(jiao)師(shi)運用新技(ji)術手段,提高教(jiao)(jiao)育教(jiao)(jiao)學(xue)質(zhi)量(liang)對建設高質(zhi)量(liang)教(jiao)(jiao)育體(ti)系顯(xian)得尤(you)為重要。教(jiao)(jiao)育部(bu)教(jiao)(jiao)師(shi)工作司(si)在這方(fang)面開展了哪些工作?《中國(guo)教(jiao)(jiao)育報》專訪教(jiao)(jiao)育部(bu)教(jiao)(jiao)師(shi)工作司(si)司(si)長任(ren)友群,一起(qi)來看——

  任友群:黨(dang)中央(yang)高(gao)度重視教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)隊伍建設(she),尤其重視在教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)與信(xin)息(xi)化深(shen)度融(rong)合的大(da)背景下,教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)運用信(xin)息(xi)化技術(shu)(shu)提(ti)(ti)升(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)學能力。2018年(nian)1月,《中共中央(yang) 國務(wu)院關于全面深(shen)化新(xin)(xin)時(shi)(shi)代教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)隊伍建設(she)改革(ge)的意見》明(ming)確提(ti)(ti)出,教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)要(yao)主動適(shi)應(ying)信(xin)息(xi)化、人工智能等新(xin)(xin)技術(shu)(shu)變(bian)革(ge),積極(ji)有效開展教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)學。今年(nian)9月9日,習近平總書(shu)記(ji)發(fa)表教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)節(jie)重要(yao)寄(ji)語,首次提(ti)(ti)出希望(wang)廣(guang)大(da)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)積極(ji)探索新(xin)(xin)時(shi)(shi)代教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)學方法,不斷提(ti)(ti)升(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)書(shu)育(yu)人本領。廣(guang)大(da)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)運用新(xin)(xin)技術(shu)(shu)手段是探索新(xin)(xin)時(shi)(shi)代教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)學方法、提(ti)(ti)升(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)書(shu)育(yu)人本領的應(ying)有之義(yi),必要(yao)之技。

  2018年4月,教(jiao)(jiao)育部(bu)啟動(dong)(dong)(dong)教(jiao)(jiao)育信(xin)息化2.0行(xing)動(dong)(dong)(dong)計劃(hua),教(jiao)(jiao)育信(xin)息化由1.0向2.0跨越,人(ren)(ren)的因素是關鍵。為此,行(xing)動(dong)(dong)(dong)計劃(hua)將教(jiao)(jiao)師(shi)(shi)(shi)隊(dui)伍建(jian)設(she)(she)(she)(she)作(zuo)為工(gong)(gong)(gong)(gong)作(zuo)重(zhong)點,特別強調(diao)推(tui)(tui)(tui)動(dong)(dong)(dong)教(jiao)(jiao)師(shi)(shi)(shi)適應(ying)人(ren)(ren)工(gong)(gong)(gong)(gong)智(zhi)能(neng)等新(xin)技(ji)術挑(tiao)戰,提升(sheng)教(jiao)(jiao)育教(jiao)(jiao)學能(neng)力。8月,教(jiao)(jiao)育部(bu)決定在(zai)寧夏和(he)(he)北京(jing)外國(guo)語大學開(kai)展人(ren)(ren)工(gong)(gong)(gong)(gong)智(zhi)能(neng)助推(tui)(tui)(tui)教(jiao)(jiao)師(shi)(shi)(shi)隊(dui)伍建(jian)設(she)(she)(she)(she)行(xing)動(dong)(dong)(dong)試點工(gong)(gong)(gong)(gong)作(zuo),探(tan)索利用人(ren)(ren)工(gong)(gong)(gong)(gong)智(zhi)能(neng)技(ji)術助推(tui)(tui)(tui)教(jiao)(jiao)師(shi)(shi)(shi)管理優(you)化、助推(tui)(tui)(tui)教(jiao)(jiao)師(shi)(shi)(shi)教(jiao)(jiao)育改革等方面的新(xin)路(lu)徑。2020年11月20日(ri),教(jiao)(jiao)育部(bu)將在(zai)寧夏召開(kai)人(ren)(ren)工(gong)(gong)(gong)(gong)智(zhi)能(neng)助推(tui)(tui)(tui)教(jiao)(jiao)師(shi)(shi)(shi)隊(dui)伍建(jian)設(she)(she)(she)(she)暨加強新(xin)時(shi)代鄉村教(jiao)(jiao)師(shi)(shi)(shi)隊(dui)伍建(jian)設(she)(she)(she)(she)現場(chang)推(tui)(tui)(tui)進(jin)會議,總結經(jing)驗,提煉模(mo)式,為全(quan)國(guo)層面推(tui)(tui)(tui)開(kai)人(ren)(ren)工(gong)(gong)(gong)(gong)智(zhi)能(neng)助推(tui)(tui)(tui)教(jiao)(jiao)師(shi)(shi)(shi)隊(dui)伍建(jian)設(she)(she)(she)(she)行(xing)動(dong)(dong)(dong)提供(gong)政策保障(zhang)和(he)(he)實踐經(jing)驗,為開(kai)辟(pi)新(xin)時(shi)代教(jiao)(jiao)師(shi)(shi)(shi)隊(dui)伍改革新(xin)路(lu)徑提供(gong)新(xin)動(dong)(dong)(dong)力。

  中國(guo)教育報:建設(she)高素(su)質(zhi)專業(ye)化創(chuang)新型教師隊伍(wu),信(xin)(xin)息化是必(bi)不(bu)可少的手段。請問(wen)您如何看(kan)待教師隊伍(wu)建設(she)和信(xin)(xin)息化的關系?

  中國教育報:信息(xi)化時代的(de)教育和教師隊(dui)伍建設將產生哪(na)些變化?

  任友群:信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)對教(jiao)(jiao)(jiao)育(yu)(yu)(yu)和(he)(he)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍(wu)(wu)建(jian)設必然產(chan)生深(shen)刻影響,而人(ren)(ren)工智(zhi)能(neng)+5G對教(jiao)(jiao)(jiao)育(yu)(yu)(yu)可能(neng)帶來顛(dian)覆性變革。信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)時代(dai)的(de)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)和(he)(he)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍(wu)(wu)建(jian)設將產(chan)生以(yi)下(xia)三方(fang)面變化(hua)(hua)。一是(shi)加速新時代(dai)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)評(ping)(ping)價改革。運(yun)用信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)手段(duan)落實《深(shen)化(hua)(hua)新時代(dai)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)評(ping)(ping)價改革總(zong)體(ti)方(fang)案》,實現(xian)科(ke)學、專(zhuan)業、客觀的(de)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)評(ping)(ping)價。比(bi)如在(zai)改革教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)評(ping)(ping)價方(fang)面,堅(jian)持師(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)風作(zuo)為第一標準,以(yi)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)助力(li)建(jian)立幼教(jiao)(jiao)(jiao)、中(zhong)小學、高(gao)教(jiao)(jiao)(jiao)、職教(jiao)(jiao)(jiao)等各級各類(lei)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)考核評(ping)(ping)價體(ti)系,積極推進(jin)(jin)踐行教(jiao)(jiao)(jiao)書育(yu)(yu)(yu)人(ren)(ren)使命。二是(shi)促進(jin)(jin)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍(wu)(wu)治(zhi)理方(fang)式方(fang)法的(de)變革。以(yi)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)促進(jin)(jin)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊伍(wu)(wu)的(de)治(zhi)理體(ti)系和(he)(he)治(zhi)理能(neng)力(li)現(xian)代(dai)化(hua)(hua)。利用教(jiao)(jiao)(jiao)育(yu)(yu)(yu)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)破(po)解教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)編制不足(zu)、教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)結構(gou)性缺員、教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)能(neng)力(li)素質不高(gao)等問題。通過構(gou)建(jian)同步(bu)智(zhi)能(neng)課(ke)(ke)堂(tang),讓(rang)貧困(kun)地區(qu)學校開(kai)齊開(kai)足(zu)國家規(gui)定課(ke)(ke)程。通過加強網絡智(zhi)能(neng)研修,推動教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)培訓模式變革,促進(jin)(jin)優(you)質教(jiao)(jiao)(jiao)育(yu)(yu)(yu)資源共享,形成現(xian)代(dai)化(hua)(hua)的(de)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)治(zhi)理體(ti)系,推進(jin)(jin)治(zhi)理精(jing)(jing)準化(hua)(hua)和(he)(he)決策科(ke)學化(hua)(hua)。三是(shi)提(ti)升(sheng)每一位教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)立德(de)樹(shu)人(ren)(ren)的(de)能(neng)力(li)。在(zai)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)的(de)支撐下(xia),讓(rang)有限(xian)師(shi)(shi)(shi)(shi)(shi)資從事更多教(jiao)(jiao)(jiao)書育(yu)(yu)(yu)人(ren)(ren)工作(zuo),更好服務(wu)于立德(de)樹(shu)人(ren)(ren)的(de)目標。伴隨著教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)的(de)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)素養(yang)和(he)(he)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)技(ji)術(shu)應用能(neng)力(li)的(de)提(ti)升(sheng),廣大(da)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)應該騰出更多的(de)時間和(he)(he)精(jing)(jing)力(li),提(ti)升(sheng)教(jiao)(jiao)(jiao)書育(yu)(yu)(yu)人(ren)(ren)能(neng)力(li),培養(yang)擔當民族(zu)復興大(da)任的(de)時代(dai)新人(ren)(ren)。

  中(zhong)國教(jiao)(jiao)育(yu)報:結合(he)當前統籌(chou)銜接脫貧攻(gong)堅與鄉村(cun)振(zhen)興大(da)背(bei)景,信息化(hua)在(zai)助力教(jiao)(jiao)育(yu)脫貧攻(gong)堅、推進新時代鄉村(cun)振(zhen)興戰略方面(mian)有哪些重要作用?

  任友群:教(jiao)育部開展(zhan)“互聯網(wang)+教(jiao)育”示范省(區(qu)(qu)(qu))建(jian)設和(he)人(ren)工智(zhi)(zhi)能(neng)助(zhu)推教(jiao)師(shi)隊(dui)伍建(jian)設行動(dong)試點工作,都蘊含著助(zhu)力教(jiao)育精(jing)準扶(fu)貧(pin)(pin)、實現基本(ben)公共(gong)教(jiao)育服務(wu)均等化、滿足(zu)人(ren)民群眾對公平(ping)優(you)質(zhi)教(jiao)育的(de)需求(qiu)。一是多(duo)樣化滿足(zu)貧(pin)(pin)困(kun)地區(qu)(qu)(qu)和(he)鄉(xiang)(xiang)村學(xue)校開課(ke)(ke)需求(qiu)。通(tong)過(guo)實現教(jiao)學(xue)工具、設施,教(jiao)育裝(zhuang)備(bei)、資源(yuan)的(de)信(xin)息化,大力構建(jian)同步(bu)智(zhi)(zhi)能(neng)課(ke)(ke)堂,通(tong)過(guo)專門開課(ke)(ke)、同步(bu)上課(ke)(ke)、錄播課(ke)(ke)堂等方(fang)式(shi),讓貧(pin)(pin)困(kun)地區(qu)(qu)(qu)學(xue)校開齊(qi)開足(zu)開好國家規定(ding)課(ke)(ke)程(cheng)。二是多(duo)維度提升(sheng)貧(pin)(pin)困(kun)地區(qu)(qu)(qu)和(he)鄉(xiang)(xiang)村教(jiao)師(shi)教(jiao)學(xue)能(neng)力。利用智(zhi)(zhi)能(neng)研(yan)修平(ping)臺,圍繞(rao)新(xin)時(shi)代教(jiao)育發(fa)展(zhan)需求(qiu),實現教(jiao)育發(fa)達地區(qu)(qu)(qu)骨(gu)干教(jiao)師(shi)引領貧(pin)(pin)困(kun)地區(qu)(qu)(qu)教(jiao)師(shi)協(xie)同研(yan)修。運(yun)用信(xin)息化技術手段,幫助(zhu)貧(pin)(pin)困(kun)地區(qu)(qu)(qu)教(jiao)師(shi)跨越(yue)“數字鴻(hong)溝(gou)”,分享(xiang)智(zhi)(zhi)能(neng)教(jiao)育成果。三是多(duo)層次推動(dong)優(you)質(zhi)教(jiao)育資源(yuan)共(gong)享(xiang)。通(tong)過(guo)優(you)質(zhi)學(xue)校開設網(wang)絡課(ke)(ke)堂、網(wang)絡學(xue)校等形式(shi),組織教(jiao)師(shi)共(gong)享(xiang)配套(tao)學(xue)習資料、在線(xian)答疑輔導,全(quan)方(fang)位推動(dong)優(you)質(zhi)教(jiao)育資源(yuan)工作,滿足(zu)學(xue)生(sheng)對優(you)質(zhi)教(jiao)育的(de)需求(qiu)。
