教育部:鼓勵有條件的中醫藥院校開設中醫師承班

  中(zhong)(zhong)醫(yi)發(fa)展(zhan)靠的(de)(de)是(shi)薪火相傳,而(er)中(zhong)(zhong)醫(yi)人(ren)才(cai)的(de)(de)培養(yang)(yang)靠的(de)(de)是(shi)師承教(jiao)育(yu)(yu)(yu)(yu)。日前,教(jiao)育(yu)(yu)(yu)(yu)部(bu)在答復《關于中(zhong)(zhong)醫(yi)院(yuan)(yuan)校舉辦以(yi)師承教(jiao)育(yu)(yu)(yu)(yu)為主(zhu)的(de)(de)“高徒班(ban)”的(de)(de)提案(an)》中(zhong)(zhong)介紹(shao),教(jiao)育(yu)(yu)(yu)(yu)部(bu)和國家中(zhong)(zhong)醫(yi)藥(yao)(yao)管理(li)局高度重(zhong)視中(zhong)(zhong)醫(yi)藥(yao)(yao)人(ren)才(cai)培養(yang)(yang)工作,近年來(lai)遵(zun)循中(zhong)(zhong)醫(yi)人(ren)才(cai)培養(yang)(yang)規律,發(fa)揮中(zhong)(zhong)醫(yi)師承教(jiao)育(yu)(yu)(yu)(yu)優勢,推動中(zhong)(zhong)醫(yi)藥(yao)(yao)院(yuan)(yuan)校不(bu)斷(duan)深化教(jiao)育(yu)(yu)(yu)(yu)教(jiao)學改革(ge),探索實踐(jian)現(xian)代中(zhong)(zhong)醫(yi)師承教(jiao)育(yu)(yu)(yu)(yu)新模式,加強中(zhong)(zhong)醫(yi)高級人(ren)才(cai)培養(yang)(yang)。

  據統計,目前全(quan)國25所(suo)(suo)中(zhong)醫(yi)(yi)藥院校中(zhong)已(yi)有17所(suo)(suo)中(zhong)醫(yi)(yi)藥院校開(kai)設了(le)近30個實驗班、教(jiao)改班,采取院校教(jiao)育與師(shi)承教(jiao)育相(xiang)結合的(de)(de)方(fang)式進行(xing)中(zhong)醫(yi)(yi)藥人才培養(yang),創新形成了(le)多樣化(hua)的(de)(de)人才培養(yang)模式,如“院校—師(shi)承—家傳(chuan)”三(san)位一體的(de)(de)中(zhong)醫(yi)(yi)臨(lin)床型人才培養(yang)模式,以(yi)跟(gen)師(shi)學習、注重經典、“早臨(lin)床、多臨(lin)床、反(fan)復臨(lin)床”為特(te)點的(de)(de)“院校—師(shi)承”人才培養(yang)模式等。

  同時,教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)部、國(guo)家(jia)中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)管理(li)局(ju)鼓勵引導高(gao)校(xiao)根據中(zhong)(zhong)(zhong)(zhong)醫(yi)知識傳授(shou)和人才培(pei)養特(te)點,將師(shi)承教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)與中(zhong)(zhong)(zhong)(zhong)醫(yi)專(zhuan)(zhuan)業(ye)(ye)學(xue)位(wei)研究生(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)有(you)(you)機結合(he),并在2020年12月印發的(de)《教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)部 國(guo)家(jia)衛生(sheng)健康委 國(guo)家(jia)中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)管理(li)局(ju)關(guan)于深化醫(yi)教(jiao)(jiao)(jiao)(jiao)(jiao)協同進(jin)一步推動中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)改革和高(gao)質量發展的(de)實施(shi)意見》(教(jiao)(jiao)(jiao)(jiao)(jiao)高(gao)〔2020〕6號)中(zhong)(zhong)(zhong)(zhong),進(jin)一步明確具(ju)有(you)(you)中(zhong)(zhong)(zhong)(zhong)醫(yi)專(zhuan)(zhuan)業(ye)(ye)學(xue)位(wei)授(shou)權點的(de)高(gao)校(xiao)應按照(zhao)規(gui)定接受符合(he)條(tiao)件(jian)(jian)的(de)師(shi)承教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)繼承人以(yi)同等(deng)學(xue)力(li)申(shen)(shen)請(qing)中(zhong)(zhong)(zhong)(zhong)醫(yi)專(zhuan)(zhuan)業(ye)(ye)學(xue)位(wei)并確保學(xue)位(wei)授(shou)予質量,支持符合(he)條(tiao)件(jian)(jian)的(de)師(shi)承繼承人以(yi)同等(deng)學(xue)力(li)申(shen)(shen)請(qing)中(zhong)(zhong)(zhong)(zhong)醫(yi)專(zhuan)(zhuan)業(ye)(ye)學(xue)位(wei)。目(mu)前,教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)部與國(guo)家(jia)中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)管理(li)局(ju)正在研究落實“在全(quan)國(guo)老中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)專(zhuan)(zhuan)家(jia)學(xue)術經驗繼承工作中(zhong)(zhong)(zhong)(zhong),按程(cheng)序支持符合(he)條(tiao)件(jian)(jian)的(de)繼承人以(yi)醫(yi)古文代替外語作為同等(deng)學(xue)力(li)申(shen)(shen)請(qing)中(zhong)(zhong)(zhong)(zhong)醫(yi)專(zhuan)(zhuan)業(ye)(ye)學(xue)位(wei)考(kao)試科目(mu)”的(de)有(you)(you)關(guan)政策(ce)。

  近(jin)年來(lai),教(jiao)育部會同(tong)國(guo)(guo)家(jia)(jia)(jia)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)管理局(ju)深入(ru)開展全國(guo)(guo)老(lao)(lao)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)學術(shu)(shu)經驗繼承(cheng)(cheng)工(gong)作(zuo)(zuo)、名(ming)(ming)(ming)老(lao)(lao)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)和中(zhong)(zhong)醫(yi)(yi)(yi)學術(shu)(shu)流派傳承(cheng)(cheng)工(gong)作(zuo)(zuo)室建設、中(zhong)(zhong)藥(yao)(yao)(yao)特色技術(shu)(shu)傳承(cheng)(cheng)人(ren)才培養(yang)等不同(tong)層(ceng)次、不同(tong)類型的師承(cheng)(cheng)教(jiao)育項目,吸引、鼓勵名(ming)(ming)(ming)老(lao)(lao)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)和長期服務基層(ceng)的中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)通過(guo)師承(cheng)(cheng)模式培養(yang)多層(ceng)次中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)骨干人(ren)才。目前,已遴選培養(yang)了(le)99名(ming)(ming)(ming)岐黃學者,選拔了(le)600名(ming)(ming)(ming)中(zhong)(zhong)醫(yi)(yi)(yi)優(you)秀人(ren)才跟師研修培養(yang);為(wei)920名(ming)(ming)(ming)老(lao)(lao)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)配備了(le)1848名(ming)(ming)(ming)繼承(cheng)(cheng)人(ren),建設了(le)2384個(ge)老(lao)(lao)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)傳承(cheng)(cheng)工(gong)作(zuo)(zuo)室,進(jin)一(yi)(yi)步推動了(le)老(lao)(lao)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)學術(shu)(shu)經驗傳承(cheng)(cheng)和發(fa)展。在此基礎(chu)上,充分發(fa)揮(hui)名(ming)(ming)(ming)老(lao)(lao)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)學術(shu)(shu)傳承(cheng)(cheng)工(gong)作(zuo)(zuo)室、流派工(gong)作(zuo)(zuo)室作(zuo)(zuo)用(yong),鼓勵名(ming)(ming)(ming)老(lao)(lao)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)參與在校生、中(zhong)(zhong)醫(yi)(yi)(yi)住院醫(yi)(yi)(yi)師規(gui)范(fan)化培訓(xun)學員帶教(jiao)、授課,強化中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)學術(shu)(shu)、技能傳承(cheng)(cheng),著力(li)培養(yang)了(le)一(yi)(yi)批中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)傳承(cheng)(cheng)領軍人(ren)才、特色人(ren)才。

  教(jiao)育(yu)部強(qiang)調,中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)師承(cheng)教(jiao)育(yu)是(shi)保證(zheng)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)學(xue)(xue)術(shu)與臨床(chuang)經驗傳(chuan)承(cheng)的(de)最重要途徑(jing)。下(xia)一步(bu),教(jiao)育(yu)部將(jiang)會(hui)同國(guo)家(jia)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)管理(li)(li)局繼續深(shen)入(ru)貫徹落實《國(guo)務院(yuan)辦公(gong)廳(ting)關于加快醫(yi)學(xue)(xue)教(jiao)育(yu)創新(xin)發(fa)展的(de)指導意見(jian)》(國(guo)辦發(fa)〔2020〕34號),扎實推(tui)進《教(jiao)育(yu)部 國(guo)家(jia)衛生(sheng)健(jian)康委 國(guo)家(jia)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)管理(li)(li)局關于深(shen)化醫(yi)教(jiao)協(xie)同進一步(bu)推(tui)動中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)教(jiao)育(yu)改(gai)革和高(gao)質量發(fa)展的(de)實施意見(jian)》(教(jiao)高(gao)〔2020〕6號),鼓勵(li)有條(tiao)件的(de)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)院(yuan)校開(kai)設(she)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)師承(cheng)班,支(zhi)持中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)院(yuan)校推(tui)進師承(cheng)教(jiao)育(yu)與院(yuan)校教(jiao)育(yu)、畢業(ye)后教(jiao)育(yu)、繼續教(jiao)育(yu)相結(jie)合的(de)人才(cai)(cai)培養模式(shi)改(gai)革,提高(gao)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)人才(cai)(cai)培養質量,為我(wo)國(guo)中(zhong)(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)事(shi)業(ye)傳(chuan)承(cheng)創新(xin)發(fa)展和健(jian)康中(zhong)(zhong)(zhong)(zhong)(zhong)國(guo)建設(she)提供(gong)堅實的(de)人才(cai)(cai)支(zhi)撐。
