安徽省深入學習(xi)貫徹習(xi)近平總書記關于(yu)教育(yu)的(de)重要論述和全國教育(yu)大(da)會(hui)精神,把(ba)教師隊伍建設(she)作(zuo)為基礎工作(zuo)來抓,堅持師德第一標(biao)準(zhun),強化教師待遇保(bao)障,著力建設(she)高素(su)質(zhi)專(zhuan)業化創新型(xing)教師隊伍。
強(qiang)化(hua)政(zheng)(zheng)(zheng)治引領,構建(jian)(jian)(jian)師(shi)(shi)(shi)(shi)(shi)(shi)資(zi)隊(dui)(dui)伍建(jian)(jian)(jian)設(she)(she)大格(ge)局。一是(shi)把加強(qiang)黨(dang)(dang)(dang)的(de)全(quan)(quan)(quan)面領導(dao)擺在(zai)首位。省(sheng)(sheng)(sheng)委、省(sheng)(sheng)(sheng)政(zheng)(zheng)(zheng)府先后(hou)出臺《關于全(quan)(quan)(quan)面深化(hua)新時(shi)代教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍建(jian)(jian)(jian)設(she)(she)改(gai)革的(de)實(shi)施意見(jian)(jian)》《關于新時(shi)代加強(qiang)高(gao)校(xiao)(xiao)(xiao)黨(dang)(dang)(dang)的(de)建(jian)(jian)(jian)設(she)(she)和(he)思(si)(si)想(xiang)(xiang)政(zheng)(zheng)(zheng)治工(gong)作(zuo)的(de)意見(jian)(jian)》等,將教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍建(jian)(jian)(jian)設(she)(she)納(na)入(ru)省(sheng)(sheng)(sheng)委對高(gao)校(xiao)(xiao)(xiao)綜(zong)合考核、省(sheng)(sheng)(sheng)政(zheng)(zheng)(zheng)府對市縣兩(liang)級(ji)政(zheng)(zheng)(zheng)府履行教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)職(zhi)責評(ping)價。省(sheng)(sheng)(sheng)委常委會(hui)定(ding)期研(yan)究教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍建(jian)(jian)(jian)設(she)(she)工(gong)作(zuo),建(jian)(jian)(jian)立省(sheng)(sheng)(sheng)級(ji)黨(dang)(dang)(dang)政(zheng)(zheng)(zheng)領導(dao)干(gan)部聯(lian)系高(gao)校(xiao)(xiao)(xiao)和(he)市級(ji)黨(dang)(dang)(dang)政(zheng)(zheng)(zheng)領導(dao)干(gan)部聯(lian)系學(xue)(xue)(xue)校(xiao)(xiao)(xiao)制(zhi)(zhi)度,省(sheng)(sheng)(sheng)委主要負責同志帶(dai)頭到(dao)高(gao)校(xiao)(xiao)(xiao)宣講黨(dang)(dang)(dang)的(de)十九屆六中(zhong)全(quan)(quan)(quan)會(hui)精(jing)神,調研(yan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)工(gong)作(zuo),看望慰問教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)。二是(shi)把強(qiang)化(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)思(si)(si)想(xiang)(xiang)政(zheng)(zheng)(zheng)治工(gong)作(zuo)緊抓在(zai)手。深入(ru)推進“三(san)全(quan)(quan)(quan)育(yu)(yu)(yu)人(ren)”綜(zong)合改(gai)革試點省(sheng)(sheng)(sheng)建(jian)(jian)(jian)設(she)(she),成立省(sheng)(sheng)(sheng)級(ji)高(gao)校(xiao)(xiao)(xiao)網絡思(si)(si)想(xiang)(xiang)政(zheng)(zheng)(zheng)治工(gong)作(zuo)中(zhong)心,打造教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)管服一體(ti)化(hua)智慧思(si)(si)政(zheng)(zheng)(zheng)大數(shu)據平(ping)臺。健全(quan)(quan)(quan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)理(li)論學(xue)(xue)(xue)習制(zhi)(zhi)度,加強(qiang)思(si)(si)想(xiang)(xiang)政(zheng)(zheng)(zheng)治引領。配齊建(jian)(jian)(jian)強(qiang)思(si)(si)政(zheng)(zheng)(zheng)課教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍,出臺高(gao)校(xiao)(xiao)(xiao)專(zhuan)職(zhi)思(si)(si)政(zheng)(zheng)(zheng)課教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)和(he)專(zhuan)職(zhi)輔(fu)導(dao)員崗位津貼發(fa)放管理(li)辦(ban)法、加強(qiang)新時(shi)代高(gao)校(xiao)(xiao)(xiao)和(he)中(zhong)小(xiao)學(xue)(xue)(xue)思(si)(si)政(zheng)(zheng)(zheng)課教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍建(jian)(jian)(jian)設(she)(she)實(shi)施意見(jian)(jian)等。成立大中(zhong)小(xiao)學(xue)(xue)(xue)思(si)(si)政(zheng)(zheng)(zheng)課一體(ti)化(hua)建(jian)(jian)(jian)設(she)(she)指導(dao)委員會(hui)、長三(san)角地區學(xue)(xue)(xue)校(xiao)(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)思(si)(si)政(zheng)(zheng)(zheng)工(gong)作(zuo)聯(lian)盟(meng)。三(san)是(shi)把夯實(shi)基層黨(dang)(dang)(dang)建(jian)(jian)(jian)根基落到(dao)實(shi)處(chu)。實(shi)施高(gao)校(xiao)(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)支(zhi)部書記(ji)“雙帶(dai)頭人(ren)”培育(yu)(yu)(yu)工(gong)程、高(gao)校(xiao)(xiao)(xiao)院(系)黨(dang)(dang)(dang)組(zu)織作(zuo)用發(fa)揮工(gong)程,實(shi)現高(gao)校(xiao)(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)支(zhi)部書記(ji)“雙帶(dai)頭人(ren)”和(he)標準化(hua)規范(fan)化(hua)建(jian)(jian)(jian)設(she)(she)全(quan)(quan)(quan)覆蓋、中(zhong)小(xiao)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)黨(dang)(dang)(dang)組(zu)織和(he)黨(dang)(dang)(dang)的(de)工(gong)作(zuo)全(quan)(quan)(quan)覆蓋,持續加強(qiang)民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)黨(dang)(dang)(dang)建(jian)(jian)(jian)工(gong)作(zuo)。
完善制度機制,實(shi)現(xian)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)風管(guan)理(li)(li)長效化。一(yi)是加(jia)強(qiang)(qiang)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德教(jiao)(jiao)(jiao)(jiao)育。將(jiang)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德教(jiao)(jiao)(jiao)(jiao)育作(zuo)(zuo)為(wei)(wei)黨史學(xue)(xue)習教(jiao)(jiao)(jiao)(jiao)育的重要(yao)內容和教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)培(pei)(pei)訓的第一(yi)模塊,強(qiang)(qiang)化師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德養成。制定全(quan)省教(jiao)(jiao)(jiao)(jiao)育系統(tong)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德專題(ti)(ti)教(jiao)(jiao)(jiao)(jiao)育工作(zuo)(zuo)方(fang)案(an),每年確(que)定一(yi)個專題(ti)(ti),先后(hou)圍繞“鑄(zhu)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)魂、守(shou)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)道(dao)、立師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)表”“守(shou)教(jiao)(jiao)(jiao)(jiao)育初心、擔育人使命、作(zuo)(zuo)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德表率”“為(wei)(wei)黨育人、為(wei)(wei)國育才(cai)”等(deng)主題(ti)(ti)開(kai)(kai)展師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德教(jiao)(jiao)(jiao)(jiao)育。召開(kai)(kai)全(quan)省思想政(zheng)治(zhi)和師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)風建設推(tui)進(jin)會,舉辦(ban)(ban)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德先進(jin)典型優秀事(shi)跡報(bao)告(gao)會,持(chi)續開(kai)(kai)展“黃大(da)年式(shi)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)團隊(dui)”創建活動。加(jia)強(qiang)(qiang)高(gao)(gao)校(xiao)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)職(zhi)稱自主評審方(fang)案(an)審核(he)備案(an),修(xiu)訂中(zhong)(zhong)小(xiao)學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)職(zhi)稱標準,突(tu)出教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)實(shi)績,將(jiang)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德建設貫(guan)穿教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)生涯全(quan)過程。二(er)是嚴格(ge)資(zi)格(ge)準入(ru)(ru)。實(shi)施(shi)中(zhong)(zhong)小(xiao)學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)資(zi)格(ge)考試(shi)和定期注冊制度改革(ge),建立健(jian)全(quan)嚴格(ge)準入(ru)(ru)、能進(jin)能出的教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)管(guan)理(li)(li)機制。加(jia)強(qiang)(qiang)高(gao)(gao)校(xiao)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)崗前培(pei)(pei)訓和資(zi)格(ge)準入(ru)(ru)考核(he)。三是開(kai)(kai)展專項治(zhi)理(li)(li)。印發《中(zhong)(zhong)小(xiao)學(xue)(xue)幼兒園教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)職(zhi)業(ye)道(dao)德考核(he)辦(ban)(ban)法》《中(zhong)(zhong)小(xiao)學(xue)(xue)幼兒園教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)違反職(zhi)業(ye)道(dao)德行為(wei)(wei)處(chu)理(li)(li)辦(ban)(ban)法實(shi)施(shi)細(xi)則(ze)》《高(gao)(gao)校(xiao)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德失范行為(wei)(wei)處(chu)理(li)(li)辦(ban)(ban)法》等(deng),建立違反師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)風典型案(an)例通報(bao)、督促(cu)檢查(cha)(cha)、整(zheng)改問責等(deng)制度。開(kai)(kai)展師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)德師(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)風問題(ti)(ti)專項整(zheng)治(zhi),對典型案(an)件實(shi)行省級直查(cha)(cha)直辦(ban)(ban)、跟(gen)蹤督辦(ban)(ban)、查(cha)(cha)處(chu)通報(bao),切實(shi)加(jia)強(qiang)(qiang)警示教(jiao)(jiao)(jiao)(jiao)育。
夯實(shi)(shi)保(bao)(bao)障(zhang)基礎,營(ying)造社會尊師(shi)(shi)(shi)(shi)重教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)好(hao)氛圍。一是堅持待(dai)遇保(bao)(bao)障(zhang)優(you)先(xian)。建(jian)立(li)中小(xiao)(xiao)學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)與公(gong)務員獎勵(li)(li)(li)補貼(tie)同步考核(he)、核(he)算、發放的(de)長(chang)效(xiao)聯(lian)動(dong)機(ji)制(zhi)(zhi),建(jian)立(li)財政轉移(yi)支(zhi)付與待(dai)遇優(you)先(xian)保(bao)(bao)障(zhang)政策落(luo)(luo)實(shi)(shi)情(qing)況掛鉤機(ji)制(zhi)(zhi),將教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)工資(zi)納入財政預算,予(yu)以足額保(bao)(bao)障(zhang)。組織開(kai)(kai)展(zhan)(zhan)專項(xiang)督查,確保(bao)(bao)義務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)階段教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)平(ping)均(jun)工資(zi)收入水平(ping)不低(di)于當地(di)公(gong)務員平(ping)均(jun)工資(zi)收入水平(ping)。指導高(gao)校(xiao)創新(xin)績效(xiao)工資(zi)分配(pei)激勵(li)(li)(li)機(ji)制(zhi)(zhi),加大對創新(xin)人(ren)才激勵(li)(li)(li)力(li)度(du)(du)。二是統籌配(pei)置優(you)質資(zi)源(yuan)。印發《中小(xiao)(xiao)學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)“縣管(guan)(guan)校(xiao)聘”管(guan)(guan)理改(gai)革的(de)指導意見》,在5個縣(區)開(kai)(kai)展(zhan)(zhan)“轉事權(quan)、放人(ren)權(quan)、給(gei)財權(quan)”三權(quan)統一改(gai)革試(shi)點(dian)(dian)。加大全省(sheng)中小(xiao)(xiao)學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)編制(zhi)(zhi)資(zi)源(yuan)統籌力(li)度(du)(du),落(luo)(luo)實(shi)(shi)市(shi)縣中小(xiao)(xiao)學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)招聘主體責任和用人(ren)自主權(quan),優(you)先(xian)保(bao)(bao)障(zhang)農(nong)村(cun)、艱(jian)苦邊遠地(di)區中小(xiao)(xiao)學(xue)(xue)校(xiao)需(xu)要。印發《關于加強新(xin)時代鄉(xiang)村(cun)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍建(jian)設的(de)實(shi)(shi)施(shi)(shi)意見》,深入開(kai)(kai)展(zhan)(zhan)鄉(xiang)村(cun)首席(xi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)崗位計劃試(shi)點(dian)(dian),實(shi)(shi)施(shi)(shi)特崗計劃、優(you)師(shi)(shi)(shi)(shi)計劃、碩師(shi)(shi)(shi)(shi)計劃和鄉(xiang)村(cun)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)定向培(pei)養計劃。組織實(shi)(shi)施(shi)(shi)優(you)秀(xiu)(xiu)管(guan)(guan)理干部、骨干教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)、名師(shi)(shi)(shi)(shi)名校(xiao)長(chang)聯(lian)合(he)培(pei)訓(xun)、領航工程研修(xiu)等(deng)跨(kua)省(sheng)市(shi)培(pei)訓(xun)項(xiang)目(mu)。加快推進(jin)農(nong)村(cun)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)周轉宿舍建(jian)設,2021年全省(sheng)實(shi)(shi)施(shi)(shi)項(xiang)目(mu)48個,總建(jian)筑(zhu)面積5.5萬平(ping)方米。三是完善褒(bao)揚激勵(li)(li)(li)機(ji)制(zhi)(zhi)。組織開(kai)(kai)展(zhan)(zhan)安徽最美教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)、優(you)秀(xiu)(xiu)班主任、模范教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)、教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)書(shu)育(yu)人(ren)楷模等(deng)評選(xuan)表彰活動(dong),選(xuan)樹(shu)先(xian)進(jin)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)典型(xing)。舉(ju)辦(ban)優(you)秀(xiu)(xiu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)巡回報告會,編印《師(shi)(shi)(shi)(shi)德優(you)秀(xiu)(xiu)典型(xing)事跡學(xue)(xue)習讀本》。落(luo)(luo)實(shi)(shi)鄉(xiang)村(cun)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)榮譽制(zhi)(zhi)度(du)(du),分別(bie)向在鄉(xiang)村(cun)學(xue)(xue)校(xiao)從教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)30、20年的(de)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)發放榮譽證書(shu)。實(shi)(shi)施(shi)(shi)“特支(zhi)計劃”、鄉(xiang)村(cun)優(you)秀(xiu)(xiu)青年教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)培(pei)養獎勵(li)(li)(li)計劃等(deng),拓展(zhan)(zhan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)發展(zhan)(zhan)平(ping)臺。印發《減輕(qing)中小(xiao)(xiao)學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)負擔清(qing)單》,建(jian)立(li)基層監測點(dian)(dian),開(kai)(kai)展(zhan)(zhan)督查和明察暗訪,大力(li)營(ying)造教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)良好(hao)環境。
