日前,山(shan)東(dong)省(sheng)教育廳、中共山(shan)東(dong)省(sheng)委機構編(bian)制委員(yuan)會辦公室(shi)、山(shan)東(dong)省(sheng)財政廳、山(shan)東(dong)省(sheng)人力(li)資(zi)源和社會保障(zhang)廳聯合(he)印發(fa)了《關(guan)于進一步(bu)加強中小學教師隊伍(wu)管(guan)理的若干(gan)措(cuo)施》。通過(guo)加強教師崗(gang)位(wei)聘用管(guan)理、完善教師績(ji)效工資(zi)分(fen)配辦法、嚴禁違規(gui)抽調借用中小學教職工等7項具(ju)體舉(ju)措(cuo),提高(gao)教師管(guan)理效能,激發(fa)教師隊伍(wu)活(huo)力(li)。
關于進一步加強中小學教師隊伍管理的若干措施
一、加強教師崗位聘用管理。
全面推行教(jiao)(jiao)(jiao)(jiao)師崗(gang)位(wei)分層(ceng)逐級(ji)競(jing)(jing)聘(pin)(pin)(pin),崗(gang)位(wei)競(jing)(jing)聘(pin)(pin)(pin)應明確任職年(nian)限、能(neng)(neng)(neng)力水平、課時(shi)(shi)量(liang)、教(jiao)(jiao)(jiao)(jiao)學(xue)實(shi)(shi)績等要(yao)(yao)求(qiu),突出課時(shi)(shi)量(liang)和(he)教(jiao)(jiao)(jiao)(jiao)學(xue)實(shi)(shi)績剛性要(yao)(yao)求(qiu),課時(shi)(shi)量(liang)達不到省定(ding)最低(di)標(biao)準和(he)教(jiao)(jiao)(jiao)(jiao)學(xue)實(shi)(shi)績長期(qi)較差(cha)的(de),不得申(shen)報高(gao)一(yi)級(ji)專業技術職稱,不得參(can)與競(jing)(jing)聘(pin)(pin)(pin)高(gao)一(yi)級(ji)專業技術崗(gang)位(wei),年(nian)度(du)考核結(jie)果(guo)不能(neng)(neng)(neng)評為優(you)秀檔次,在續簽聘(pin)(pin)(pin)用合同時(shi)(shi)可轉崗(gang)或低(di)聘(pin)(pin)(pin)。各中小學(xue)校要(yao)(yao)切實(shi)(shi)承(cheng)擔起管人用人主體責(ze)任,健(jian)全和(he)完善內部人事管理制度(du),將師德行為規(gui)范、課時(shi)(shi)量(liang)標(biao)準、教(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)要(yao)(yao)求(qiu)等內容寫入聘(pin)(pin)(pin)用合同,科學(xue)規(gui)范開(kai)展(zhan)考核評價,強化考核結(jie)果(guo)運用,建(jian)立(li)起“崗(gang)位(wei)能(neng)(neng)(neng)上能(neng)(neng)(neng)下,待遇能(neng)(neng)(neng)高(gao)能(neng)(neng)(neng)低(di),人員能(neng)(neng)(neng)進能(neng)(neng)(neng)出”的(de)競(jing)(jing)爭激(ji)勵用人機(ji)制。縣(市、區)教(jiao)(jiao)(jiao)(jiao)育(yu)行政部門要(yao)(yao)定(ding)期(qi)開(kai)展(zhan)教(jiao)(jiao)(jiao)(jiao)師任課情況專項檢查,對(dui)發現(xian)的(de)問題(ti)要(yao)(yao)督促學(xue)校及(ji)時(shi)(shi)整改。
二、完善教師績效工資分配辦法。
自2022年起,各地中(zhong)小學(xue)(xue)核(he)(he)(he)定的績(ji)(ji)(ji)效工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)增量(liang)全部(bu)(bu)(bu)(bu)(bu)納入(ru)獎(jiang)(jiang)勵(li)(li)(li)(li)性(xing)(xing)績(ji)(ji)(ji)效工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)部(bu)(bu)(bu)(bu)(bu)分(fen)(fen)。縣級財政、人力(li)資(zi)(zi)(zi)源社會(hui)保障部(bu)(bu)(bu)(bu)(bu)門按(an)規定核(he)(he)(he)定中(zhong)小學(xue)(xue)教(jiao)(jiao)職工(gong)(gong)(gong)(gong)(gong)(gong)績(ji)(ji)(ji)效工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總量(liang),教(jiao)(jiao)育行(xing)(xing)(xing)政部(bu)(bu)(bu)(bu)(bu)門結合編(bian)制、崗位等情況具體核(he)(he)(he)算分(fen)(fen)配(pei)各學(xue)(xue)校績(ji)(ji)(ji)效工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)數(shu)量(liang);學(xue)(xue)校要完善內部(bu)(bu)(bu)(bu)(bu)績(ji)(ji)(ji)效考(kao)核(he)(he)(he)評價和(he)分(fen)(fen)配(pei)辦法,獎(jiang)(jiang)勵(li)(li)(li)(li)性(xing)(xing)績(ji)(ji)(ji)效工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)占(zhan)績(ji)(ji)(ji)效工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總量(liang)的比例應不低(di)于70%;學(xue)(xue)校按(an)照教(jiao)(jiao)職工(gong)(gong)(gong)(gong)(gong)(gong)崗位考(kao)核(he)(he)(he)等情況對獎(jiang)(jiang)勵(li)(li)(li)(li)性(xing)(xing)績(ji)(ji)(ji)效工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)進行(xing)(xing)(xing)具體分(fen)(fen)配(pei)時(shi),要有效體現(xian)課時(shi)量(liang)和(he)工(gong)(gong)(gong)(gong)(gong)(gong)作實績(ji)(ji)(ji),其中(zhong)用(yong)于課時(shi)量(liang)和(he)教(jiao)(jiao)學(xue)(xue)實績(ji)(ji)(ji)的獎(jiang)(jiang)勵(li)(li)(li)(li)性(xing)(xing)績(ji)(ji)(ji)效工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)占(zhan)比應不低(di)于獎(jiang)(jiang)勵(li)(li)(li)(li)性(xing)(xing)績(ji)(ji)(ji)效工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總量(liang)的70%。學(xue)(xue)校分(fen)(fen)配(pei)獎(jiang)(jiang)勵(li)(li)(li)(li)性(xing)(xing)績(ji)(ji)(ji)效工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)可按(an)學(xue)(xue)期或年度核(he)(he)(he)算,報教(jiao)(jiao)育行(xing)(xing)(xing)政部(bu)(bu)(bu)(bu)(bu)門備(bei)案(an)后(hou)執行(xing)(xing)(xing)。
三、嚴禁違規抽調借用中小學教職工。
教育管理機構及其(qi)他(ta)非(fei)教學單(dan)位不得(de)與(yu)中(zhong)小(xiao)學校混崗(gang),不得(de)占用(yong)教職(zhi)工編制。嚴禁(jin)有關部(bu)門(單(dan)位)未經(jing)縣(xian)級以(yi)上黨委批(pi)準抽(chou)調(diao)借(jie)(jie)用(yong)中(zhong)小(xiao)學教職(zhi)工。借(jie)(jie)用(yong)中(zhong)小(xiao)學教職(zhi)工參(can)與(yu)貫(guan)徹(che)落(luo)實(shi)黨和國(guo)家重大決策部(bu)署任務的(de),由(you)借(jie)(jie)用(yong)部(bu)門(單(dan)位)向縣(xian)級以(yi)上黨委提出申請(qing),研究(jiu)同意后方可實(shi)施,借(jie)(jie)用(yong)期限原(yuan)則上不超過半年。
四、嚴禁違規使用編外教師。
嚴(yan)禁(jin)中小學(xue)長期空編、大量(liang)空編。嚴(yan)禁(jin)各地政(zheng)府違規(gui)使用編外教(jiao)師,嚴(yan)禁(jin)中小學(xue)自行聘(pin)用代課(ke)教(jiao)師。因培訓(xun)、病休、生(sheng)育等造成教(jiao)師臨時性缺員的(de)學(xue)校,先由教(jiao)育行政(zheng)部門統(tong)籌調配予以(yi)解決,確實難以(yi)解決的(de),經縣級(ji)以(yi)上政(zheng)府研究后,采取政(zheng)府購買(mai)教(jiao)學(xue)服務的(de)方式(shi)予以(yi)解決,所需經費由同級(ji)財(cai)政(zheng)足(zu)額保障。
五、嚴禁在職中小學教師有償補課。
各地要持續開展中小學在(zai)職教師(shi)有償補課(ke)問題專項治理,將治理有償補課(ke)納入專項督(du)(du)導和(he)(he)責(ze)任(ren)(ren)督(du)(du)學掛(gua)牌(pai)督(du)(du)導,在(zai)職教師(shi)組織、參與有償補課(ke)問題一經查實,依法依規進(jin)行(xing)嚴肅處(chu)理,直至撤銷教師(shi)資格。對監管不(bu)力、問題頻(pin)發、社會反映強烈的學校和(he)(he)地方,要嚴格追究相關責(ze)任(ren)(ren)部門(men)的責(ze)任(ren)(ren)。
六、優化鄉村學校布局和師資配置。
各(ge)地(di)(di)要結合(he)本地(di)(di)人口分(fen)布、地(di)(di)理條件、交通(tong)條件、城鎮化進(jin)程和(he)生源人口流動等情況,按照鄉(xiang)(xiang)村(cun)(cun)教(jiao)育(yu)振興先行(xing)區建設和(he)“強鎮筑基”行(xing)動實施(shi)方(fang)案,統籌規劃鄉(xiang)(xiang)村(cun)(cun)學(xue)(xue)校(xiao)布局,在“積極穩妥、應留必留”的(de)前(qian)提下,通(tong)過加強公(gong)辦寄(ji)宿(su)制(zhi)、校(xiao)車(che)接送服務等措施(shi),對(dui)鄉(xiang)(xiang)村(cun)(cun)小規模學(xue)(xue)校(xiao)和(he)教(jiao)學(xue)(xue)點進(jin)行(xing)撤(che)并整合(he)。推行(xing)學(xue)(xue)區內跨校(xiao)走教(jiao)制(zhi)度,解決學(xue)(xue)科性(xing)、結構(gou)性(xing)缺員矛盾(dun)。嚴(yan)禁各(ge)地(di)(di)采(cai)取考選的(de)方(fang)式遴選鄉(xiang)(xiang)鎮優秀教(jiao)師進(jin)城。
七、完善“縣管校聘”管理機制。
建立健全縣級機構編制部門負(fu)責核定(ding)中小學(xue)教(jiao)職工(gong)編制總量,人力資(zi)源社(she)會保障(zhang)部門負(fu)責核定(ding)崗位(wei)總量,縣級教(jiao)育行政部門負(fu)責統籌使(shi)用編制和崗位(wei)、人員調(diao)配(pei),學(xue)校(xiao)負(fu)責具(ju)體(ti)崗位(wei)聘用、考核評價、績效工(gong)資(zi)分配(pei)的工(gong)作運行機制。各(ge)地要將“縣管校(xiao)聘”管理(li)和校(xiao)長(chang)教(jiao)師(shi)交流輪崗協同配(pei)套(tao)、聯動(dong)實(shi)施,通過集(ji)團化辦(ban)學(xue)、大學(xue)區制管理(li)、城鄉學(xue)校(xiao)發展(zhan)共同體(ti)等(deng)方式,推(tui)動(dong)縣域內城鄉間、學(xue)校(xiao)間教(jiao)師(shi)資(zi)源均衡(heng)配(pei)置。
