南旭光:高校要創新打造高質量人才發展生態

  習近(jin)平總書記強調,要把人(ren)才(cai)(cai)(cai)工(gong)作(zuo)(zuo)抓好,讓(rang)人(ren)才(cai)(cai)(cai)事業興(xing)旺起來,國家發(fa)展(zhan)靠(kao)人(ren)才(cai)(cai)(cai),民族(zu)振(zhen)興(xing)靠(kao)人(ren)才(cai)(cai)(cai)。黨的二(er)十(shi)屆三中全(quan)會作(zuo)(zuo)出“深化人(ren)才(cai)(cai)(cai)發(fa)展(zhan)體制(zhi)機制(zhi)改革”的戰略部(bu)署,要求(qiu)“實施更加積極、更加開放、更加有(you)效的人(ren)才(cai)(cai)(cai)政策(ce)”。這就為(wei)高等院(yuan)校人(ren)才(cai)(cai)(cai)工(gong)作(zuo)(zuo)明確了(le)新方(fang)向、提出了(le)新要求(qiu)。高等院(yuan)校應(ying)牢(lao)牢(lao)把握自身特點,深入實施人(ren)才(cai)(cai)(cai)優先發(fa)展(zhan)和人(ren)才(cai)(cai)(cai)強校戰略,不(bu)斷(duan)完善(shan)人(ren)才(cai)(cai)(cai)“引(yin)育留用”全(quan)鏈(lian)條政策(ce)體系,創新打造高質(zhi)量人(ren)才(cai)(cai)(cai)發(fa)展(zhan)生態,以高質(zhi)量人(ren)才(cai)(cai)(cai)隊伍建(jian)設引(yin)領各項事業高質(zhi)量發(fa)展(zhan)。

  堅持系統觀念,加強頂層設計,下好人才工作的“先手棋”

  習近平總書記強調:“加快建(jian)設世(shi)界(jie)重要人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)中心和(he)創新(xin)(xin)高地,必須把握戰(zhan)略主動,做好(hao)頂(ding)層(ceng)(ceng)設計(ji)和(he)戰(zhan)略謀劃(hua)。”鑒于人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作是典型的(de)(de)(de)系(xi)統(tong)(tong)(tong)(tong)工(gong)程,高等院(yuan)(yuan)校需(xu)要統(tong)(tong)(tong)(tong)籌兼顧、系(xi)統(tong)(tong)(tong)(tong)謀劃(hua)、整(zheng)體(ti)推進。一(yi)要始終堅(jian)持黨(dang)對人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作的(de)(de)(de)全(quan)面(mian)領(ling)(ling)導,始終把人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)視為(wei)第一(yi)資源,將人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)伍(wu)建(jian)設作為(wei)事(shi)業(ye)發(fa)展(zhan)的(de)(de)(de)基(ji)礎性(xing)、全(quan)局(ju)性(xing)、關鍵性(xing)、引領(ling)(ling)性(xing)工(gong)作,以辯(bian)證思(si)維(wei)保持戰(zhan)略定力(li)(li),切實發(fa)揮管宏(hong)觀(guan)、管政策、管協(xie)調的(de)(de)(de)職(zhi)(zhi)能(neng)(neng),不(bu)斷強化(hua)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作的(de)(de)(de)頂(ding)層(ceng)(ceng)設計(ji),繪就人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)伍(wu)新(xin)(xin)藍圖。二要用戰(zhan)略思(si)維(wei)和(he)系(xi)統(tong)(tong)(tong)(tong)觀(guan)念駕馭復(fu)雜局(ju)面(mian),科學確立(li)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作的(de)(de)(de)指(zhi)導思(si)想、發(fa)展(zhan)目標和(he)實施(shi)舉(ju)措,全(quan)力(li)(li)構建(jian)具有自(zi)身(shen)特色的(de)(de)(de)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作模(mo)式,打造(zao)符(fu)合自(zi)身(shen)實際的(de)(de)(de)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)伍(wu)體(ti)系(xi),形成(cheng)契合自(zi)身(shen)文化(hua)的(de)(de)(de)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)發(fa)展(zhan)環境,更好(hao)支撐高等院(yuan)(yuan)校服務(wu)教育(yu)強國(guo)(guo)、科技(ji)強國(guo)(guo)、人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)強國(guo)(guo)建(jian)設。三要把握科學思(si)維(wei)方式和(he)工(gong)作方法,心懷“國(guo)(guo)之大者”,堅(jian)守“人(ren)(ren)(ren)(ren)(ren)民情(qing)懷”,樹牢“大人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)觀(guan)”,完善黨(dang)委統(tong)(tong)(tong)(tong)一(yi)領(ling)(ling)導,構建(jian)各職(zhi)(zhi)能(neng)(neng)部門(men)及(ji)各二級(ji)學院(yuan)(yuan)各司(si)其職(zhi)(zhi)、密切配合、協(xie)同發(fa)力(li)(li)的(de)(de)(de)“大人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)”工(gong)作格(ge)局(ju),全(quan)面(mian)提升駕馭人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作復(fu)雜局(ju)面(mian)的(de)(de)(de)能(neng)(neng)力(li)(li),開創人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)作新(xin)(xin)格(ge)局(ju)。

  堅持問題導向,深化綜合改革,激活人才創新的“動力源”

  改(gai)革創新(xin)(xin)(xin)是人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作(zuo)(zuo)(zuo)保持生(sheng)機和(he)(he)活力的(de)(de)(de)源(yuan)泉。高(gao)等院校做好人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作(zuo)(zuo)(zuo)必須聚(ju)焦制(zhi)(zhi)(zhi)約(yue)事(shi)業發(fa)展(zhan)(zhan)的(de)(de)(de)關鍵問題(ti)和(he)(he)主要(yao)矛盾,以改(gai)革破(po)解短(duan)板瓶頸,沖破(po)禁(jin)錮人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)發(fa)展(zhan)(zhan)的(de)(de)(de)體制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)障礙。一(yi)(yi)要(yao)統(tong)籌推進教(jiao)育科技人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)體制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)一(yi)(yi)體化(hua)(hua)(hua)改(gai)革,將教(jiao)育、科技、人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)三大相互(hu)支撐的(de)(de)(de)工(gong)作(zuo)(zuo)(zuo)領(ling)域(yu)作(zuo)(zuo)(zuo)為(wei)有機整體,一(yi)(yi)體設計、系(xi)統(tong)部署,形(xing)成“三位(wei)一(yi)(yi)體”的(de)(de)(de)協同機制(zhi)(zhi)(zhi),破(po)除各(ge)(ge)領(ling)域(yu)不利于(yu)創新(xin)(xin)(xin)的(de)(de)(de)堵(du)點難(nan)點問題(ti),不斷(duan)激(ji)發(fa)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)創新(xin)(xin)(xin)潛能,形(xing)成良性循環的(de)(de)(de)合力和(he)(he)組織效能。二要(yao)深化(hua)(hua)(hua)教(jiao)育領(ling)域(yu)綜合改(gai)革,精準把握教(jiao)育強(qiang)國建設和(he)(he)新(xin)(xin)(xin)質生(sheng)產力發(fa)展(zhan)(zhan)對人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)培養的(de)(de)(de)新(xin)(xin)(xin)要(yao)求,讓人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作(zuo)(zuo)(zuo)始終以人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)培養改(gai)革為(wei)牽(qian)引(yin)、以學科專業布局(ju)優化(hua)(hua)(hua)為(wei)抓手、以科學研究和(he)(he)技術創新(xin)(xin)(xin)為(wei)支點,全面(mian)(mian)落實立德(de)樹人(ren)(ren)(ren)根本任務(wu)(wu),增強(qiang)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)培養與(yu)經濟(ji)社(she)會發(fa)展(zhan)(zhan)的(de)(de)(de)適應性。三要(yao)深化(hua)(hua)(hua)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)發(fa)展(zhan)(zhan)體制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)改(gai)革,準確把握好人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)治(zhi)理(li)現代化(hua)(hua)(hua)的(de)(de)(de)政(zheng)治(zhi)方(fang)向,在目標定位(wei)、制(zhi)(zhi)(zhi)度環境(jing)、政(zheng)策支持、強(qiang)化(hua)(hua)(hua)服務(wu)(wu)等各(ge)(ge)方(fang)面(mian)(mian)采(cai)取(qu)有力措施(shi),強(qiang)化(hua)(hua)(hua)對新(xin)(xin)(xin)時代人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)的(de)(de)(de)政(zheng)治(zhi)吸納和(he)(he)政(zheng)治(zhi)引(yin)領(ling),推進人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)工(gong)作(zuo)(zuo)(zuo)制(zhi)(zhi)(zhi)度創新(xin)(xin)(xin)和(he)(he)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)治(zhi)理(li)能力建設,加快構建科學規范、開放(fang)包(bao)容、運行(xing)高(gao)效的(de)(de)(de)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)治(zhi)理(li)體系(xi)。

  堅持開放包容,廣聚天下英才,打造人才集聚的“強磁場”

  堅持價值導向,抓好分類激勵,鋪設人才發展的“多賽道”

  習近平總書(shu)記強(qiang)(qiang)調“要(yao)(yao)用(yong)(yong)好用(yong)(yong)活各(ge)類人(ren)(ren)(ren)才(cai)(cai)”“不要(yao)(yao)都用(yong)(yong)一(yi)把尺子衡量,讓有真才(cai)(cai)實學的人(ren)(ren)(ren)才(cai)(cai)英(ying)雄有用(yong)(yong)武(wu)之地”。高(gao)等(deng)院(yuan)校要(yao)(yao)構建(jian)人(ren)(ren)(ren)盡(jin)其(qi)才(cai)(cai)的人(ren)(ren)(ren)才(cai)(cai)使用(yong)(yong)機(ji)制,實現人(ren)(ren)(ren)才(cai)(cai)使用(yong)(yong)效(xiao)益的最大化。一(yi)要(yao)(yao)完善(shan)(shan)人(ren)(ren)(ren)才(cai)(cai)評價機(ji)制,深化“破(po)四唯、破(po)五唯”的改革,探索構建(jian)政府、市場、專(zhuan)業組織、用(yong)(yong)人(ren)(ren)(ren)單位等(deng)多元主體參與(yu)的人(ren)(ren)(ren)才(cai)(cai)評價體系,增強(qiang)(qiang)對(dui)教學科(ke)研水平與(yu)成果(guo)質(zhi)量貢獻的綜合分(fen)(fen)析、成效(xiao)分(fen)(fen)析與(yu)長(chang)(chang)周期評價,注(zhu)重(zhong)以創新價值(zhi)、能(neng)力(li)(li)、貢獻為(wei)導向對(dui)人(ren)(ren)(ren)才(cai)(cai)進行(xing)分(fen)(fen)類評價。二要(yao)(yao)要(yao)(yao)完善(shan)(shan)梯(ti)隊建(jian)設(she)機(ji)制,統籌整合各(ge)類人(ren)(ren)(ren)才(cai)(cai)計劃,建(jian)立具有自身特(te)色的人(ren)(ren)(ren)才(cai)(cai)培養(yang)和(he)支(zhi)持體系,為(wei)各(ge)類人(ren)(ren)(ren)才(cai)(cai)搭(da)建(jian)了干事(shi)創業的舞臺,實施有組織的科(ke)研,匯聚大團隊、構建(jian)大平臺、承擔大項目、催生大成果(guo),優(you)化人(ren)(ren)(ren)才(cai)(cai)成長(chang)(chang)發(fa)(fa)展(zhan)(zhan)(zhan)梯(ti)隊,讓人(ren)(ren)(ren)才(cai)(cai)在各(ge)自的賽道上各(ge)盡(jin)所能(neng)、各(ge)展(zhan)(zhan)(zhan)其(qi)長(chang)(chang)。三(san)完善(shan)(shan)人(ren)(ren)(ren)崗(gang)適(shi)配機(ji)制,建(jian)立人(ren)(ren)(ren)才(cai)(cai)成長(chang)(chang)發(fa)(fa)展(zhan)(zhan)(zhan)軌跡檔案袋機(ji)制,注(zhu)重(zhong)對(dui)人(ren)(ren)(ren)才(cai)(cai)長(chang)(chang)期發(fa)(fa)展(zhan)(zhan)(zhan)和(he)潛力(li)(li)的挖掘,為(wei)人(ren)(ren)(ren)才(cai)(cai)提供廣闊的職業發(fa)(fa)展(zhan)(zhan)(zhan)空(kong)間和(he)成長(chang)(chang)機(ji)會,做到(dao)知人(ren)(ren)(ren)善(shan)(shan)用(yong)(yong),人(ren)(ren)(ren)崗(gang)相適(shi)、人(ren)(ren)(ren)事(shi)相宜(yi),讓專(zhuan)業的人(ren)(ren)(ren)干專(zhuan)業的事(shi),實現人(ren)(ren)(ren)盡(jin)其(qi)才(cai)(cai),才(cai)(cai)盡(jin)其(qi)用(yong)(yong),與(yu)學校共生長(chang)(chang),更好服務經(jing)濟(ji)社(she)會發(fa)(fa)展(zhan)(zhan)(zhan)。
