近日,北(bei)京(jing)(jing)市教委等(deng)(deng)十部(bu)門印發(fa)《北(bei)京(jing)(jing)市新時(shi)代基礎(chu)教育強(qiang)師(shi)(shi)(shi)計劃(hua)實施方案》,從(cong)加強(qiang)中小學教師(shi)(shi)(shi)思想(xiang)政治(zhi)和師(shi)(shi)(shi)德師(shi)(shi)(shi)風建設、全面提高教師(shi)(shi)(shi)培養培訓質量、深化中小學教師(shi)(shi)(shi)管理(li)制度(du)改革等(deng)(deng)方面提出(chu)具體(ti)措施。
《實施(shi)方(fang)案》提出,深(shen)化推進區域內義務教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)校(xiao)(xiao)(xiao)長(chang)交流(liu)輪(lun)換、骨(gu)干教(jiao)師均(jun)衡配置、普通教(jiao)師按需(xu)輪(lun)崗(gang),拓展優(you)秀校(xiao)(xiao)(xiao)長(chang)和(he)高質(zhi)量教(jiao)師基(ji)本公共服務范圍。完善交流(liu)輪(lun)崗(gang)激勵(li)機制,將義務教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)校(xiao)(xiao)(xiao)長(chang)教(jiao)師參與交流(liu)輪(lun)崗(gang)和(he)工作(zuo)績效作(zuo)為校(xiao)(xiao)(xiao)長(chang)職(zhi)級和(he)教(jiao)師職(zhi)稱(cheng)晉升、骨(gu)干教(jiao)師評(ping)選、評(ping)優(you)評(ping)先等(deng)方(fang)面工作(zuo)的(de)必要(yao)條(tiao)件(jian),在(zai)績效工資分配中予以適當傾斜。同時,加大藝術、體育(yu)、美(mei)育(yu)、勞(lao)動、科學(xue)(xue)、信息科技、心理健康(kang)教(jiao)育(yu)等(deng)緊缺學(xue)(xue)科教(jiao)師補(bu)充(chong)力度。
《實施方案(an)》要求,根據實際需要,增加(jia)相關院校師(shi)(shi)(shi)范(fan)類本科專業招生計劃。《實施方案(an)》強調,將師(shi)(shi)(shi)德(de)(de)師(shi)(shi)(shi)風建設貫(guan)穿教師(shi)(shi)(shi)管理全過程,設立(li)北京市師(shi)(shi)(shi)德(de)(de)失范(fan)曝光平臺,將教師(shi)(shi)(shi)嚴重失信行為記入誠信檔(dang)案(an),對存在嚴重不良(liang)行為的依法實行行業禁入。
在進一步完善教師(shi)(shi)資(zi)格(ge)制(zhi)(zhi)度方(fang)面,《實施方(fang)案》明(ming)確提出(chu)將師(shi)(shi)范專業(ye)納(na)入提前批次(ci)招(zhao)生。同(tong)時(shi)建立中小學教師(shi)(shi)退(tui)出(chu)機制(zhi)(zhi),對嚴重違反教師(shi)(shi)職業(ye)行為十(shi)項(xiang)準則的(de),依(yi)法依(yi)規(gui)依(yi)程(cheng)序撤銷(xiao)教師(shi)(shi)資(zi)格(ge)、清理退(tui)出(chu)教師(shi)(shi)隊伍(wu)。
此(ci)外,《實(shi)施方案》還提出完善教師(shi)工資待(dai)遇保(bao)障機制,深化(hua)教師(shi)考核(he)評價制度改革等要求。其中(zhong)(zhong)明確落(luo)實(shi)中(zhong)(zhong)小學教師(shi)家訪(fang)制度,將家校(xiao)聯系(xi)情況納入(ru)教師(shi)考核(he),不(bu)簡(jian)單用(yong)升學率、學生考試成績等評價中(zhong)(zhong)小學教師(shi)。

為貫徹習近平總書記關于教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)重要論(lun)述,特別是關于教(jiao)(jiao)(jiao)師(shi)隊伍(wu)(wu)建(jian)設(she)的(de)重要講話精神,落實《教(jiao)(jiao)(jiao)育(yu)(yu)(yu)部(bu)(bu)等八部(bu)(bu)門關于印發(fa)〈新(xin)(xin)(xin)時(shi)代(dai)基礎教(jiao)(jiao)(jiao)育(yu)(yu)(yu)強師(shi)計劃〉的(de)通(tong)知》《中(zhong)共北(bei)京(jing)市委 北(bei)京(jing)市人民政府(fu)關于全面深(shen)化新(xin)(xin)(xin)時(shi)代(dai)教(jiao)(jiao)(jiao)師(shi)隊伍(wu)(wu)建(jian)設(she)改革的(de)實施(shi)意(yi)見》,按(an)照《北(bei)京(jing)市“十四五”時(shi)期教(jiao)(jiao)(jiao)育(yu)(yu)(yu)改革和(he)發(fa)展(zhan)規劃(2021—2025年)》《首都(dou)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)現代(dai)化2035》要求,著力(li)推動教(jiao)(jiao)(jiao)師(shi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)振興發(fa)展(zhan),努力(li)造就新(xin)(xin)(xin)時(shi)代(dai)高素質(zhi)專(zhuan)業(ye)化創新(xin)(xin)(xin)型中(zhong)小學(含幼兒(er)園、特殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu),下同)教(jiao)(jiao)(jiao)師(shi)隊伍(wu)(wu),為加快實現北(bei)京(jing)市基礎教(jiao)(jiao)(jiao)育(yu)(yu)(yu)高水平現代(dai)化提供強有力(li)的(de)師(shi)資保障,制定(ding)本實施(shi)方(fang)案。
一、總體要求
為(wei)(wei)全面(mian)(mian)貫徹黨的(de)(de)(de)二十大(da)(da)精神,堅(jian)持以習(xi)近平新時代中(zhong)國特色社(she)會(hui)(hui)(hui)主義(yi)思(si)想(xiang)為(wei)(wei)指導,以習(xi)近平總書記(ji)關于(yu)教(jiao)(jiao)(jiao)育的(de)(de)(de)重要論述為(wei)(wei)根本遵循,全面(mian)(mian)貫徹黨的(de)(de)(de)教(jiao)(jiao)(jiao)育方針(zhen),堅(jian)持社(she)會(hui)(hui)(hui)主義(yi)辦學(xue)方向,落實(shi)立德樹(shu)人根本任務(wu),堅(jian)持培育和(he)踐(jian)行社(she)會(hui)(hui)(hui)主義(yi)核心(xin)價值觀,堅(jian)持把教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)(dui)伍(wu)(wu)建(jian)設作為(wei)(wei)基礎工(gong)作來抓(zhua),全面(mian)(mian)加(jia)(jia)強(qiang)(qiang)(qiang)黨對教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)(dui)伍(wu)(wu)建(jian)設的(de)(de)(de)領(ling)導,把教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)思(si)想(xiang)政(zheng)治(zhi)和(he)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)德師(shi)(shi)(shi)(shi)(shi)(shi)(shi)風建(jian)設放在首要位置,全面(mian)(mian)加(jia)(jia)強(qiang)(qiang)(qiang)中(zhong)小(xiao)學(xue)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)思(si)想(xiang)政(zheng)治(zhi)建(jian)設和(he)全方位全過程師(shi)(shi)(shi)(shi)(shi)(shi)(shi)德養(yang)成。服務(wu)教(jiao)(jiao)(jiao)育高(gao)質(zhi)(zhi)量發(fa)(fa)展(zhan)要求,構建(jian)開放、協同、聯(lian)動(dong)的(de)(de)(de)高(gao)水平教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)育體(ti)(ti)系(xi),健全完善的(de)(de)(de)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)專業發(fa)(fa)展(zhan)機制,加(jia)(jia)強(qiang)(qiang)(qiang)高(gao)質(zhi)(zhi)量教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)(dui)伍(wu)(wu)建(jian)設,促(cu)進教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)數量、素質(zhi)(zhi)、結構協調發(fa)(fa)展(zhan),教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)(dui)伍(wu)(wu)管理(li)服務(wu)水平顯著提升(sheng)。教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)思(si)想(xiang)政(zheng)治(zhi)素質(zhi)(zhi)、師(shi)(shi)(shi)(shi)(shi)(shi)(shi)德修養(yang)、教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學(xue)能力和(he)信息(xi)技術應用能力顯著加(jia)(jia)強(qiang)(qiang)(qiang),教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)(dui)伍(wu)(wu)整體(ti)(ti)素質(zhi)(zhi)和(he)教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學(xue)水平明顯提升(sheng),尊師(shi)(shi)(shi)(shi)(shi)(shi)(shi)重教(jiao)(jiao)(jiao)蔚(yu)然(ran)成風,廣大(da)(da)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)在崗位上(shang)有(you)幸福(fu)感、事業上(shang)有(you)成就感、社(she)會(hui)(hui)(hui)上(shang)有(you)榮譽感。教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)成為(wei)(wei)讓人羨(xian)慕(mu)的(de)(de)(de)職業,廣大(da)(da)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)安心(xin)從教(jiao)(jiao)(jiao)、熱(re)心(xin)從教(jiao)(jiao)(jiao)、舒心(xin)從教(jiao)(jiao)(jiao)、靜心(xin)從教(jiao)(jiao)(jiao)的(de)(de)(de)良好局面(mian)(mian)全面(mian)(mian)形成,為(wei)(wei)構建(jian)高(gao)質(zhi)(zhi)量教(jiao)(jiao)(jiao)育體(ti)(ti)系(xi)奠定(ding)堅(jian)實(shi)的(de)(de)(de)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)資(zi)基礎。
二、落實措施
(一)加(jia)強中小學教師思想政(zheng)治和師德師風(feng)建設(she),全面(mian)提升教師思想政(zheng)治素質(zhi)和師德素養

16.組織保(bao)障。在市委(wei)(wei)教(jiao)育(yu)工(gong)作(zuo)領(ling)導(dao)小(xiao)組領(ling)導(dao)下(xia),市教(jiao)育(yu)體制改(gai)(gai)(gai)革(ge)專(zhuan)項小(xiao)組負責(ze)(ze)統(tong)籌協調、推動(dong)各(ge)(ge)相關(guan)(guan)部(bu)(bu)門和高校落(luo)實(shi)新(xin)時代基礎(chu)教(jiao)育(yu)強(qiang)師計(ji)劃(hua)(hua)各(ge)(ge)項政(zheng)策。教(jiao)育(yu)、宣傳(chuan)、機構編制、發展改(gai)(gai)(gai)革(ge)、財(cai)政(zheng)、人力(li)(li)社(she)(she)保(bao)、住(zhu)房(fang)城(cheng)(cheng)鄉(xiang)建設、規劃(hua)(hua)自然資(zi)源(yuan)、農(nong)(nong)業農(nong)(nong)村等(deng)有關(guan)(guan)部(bu)(bu)門要在各(ge)(ge)自職(zhi)責(ze)(ze)范圍內(nei),積極推進基礎(chu)教(jiao)育(yu)教(jiao)師隊(dui)伍(wu)建設改(gai)(gai)(gai)革(ge)有關(guan)(guan)工(gong)作(zuo)。各(ge)(ge)區、各(ge)(ge)相關(guan)(guan)高等(deng)學校和職(zhi)業院校要制定(ding)實(shi)施(shi)辦(ban)法,全面(mian)落(luo)實(shi)基礎(chu)教(jiao)育(yu)教(jiao)師隊(dui)伍(wu)建設改(gai)(gai)(gai)革(ge)任務。要加(jia)強(qiang)宣傳(chuan)引導(dao),深入(ru)細致地做好政(zheng)策宣傳(chuan)解讀工(gong)作(zuo),及時回應社(she)(she)會關(guan)(guan)切。市、區教(jiao)育(yu)督導(dao)部(bu)(bu)門要將實(shi)施(shi)情況納入(ru)政(zheng)府履(lv)行教(jiao)育(yu)職(zhi)責(ze)(ze)評價(jia)內(nei)容,加(jia)強(qiang)督導(dao)檢查(cha)并強(qiang)化督導(dao)結果運(yun)用。(任務分工(gong):市委(wei)(wei)教(jiao)育(yu)工(gong)委(wei)(wei)、市教(jiao)委(wei)(wei)、市委(wei)(wei)宣傳(chuan)部(bu)(bu)、市委(wei)(wei)編辦(ban)、市發展改(gai)(gai)(gai)革(ge)委(wei)(wei)、市財(cai)政(zheng)局(ju)、市人力(li)(li)資(zi)源(yuan)社(she)(she)會保(bao)障局(ju)、市住(zhu)房(fang)城(cheng)(cheng)鄉(xiang)建設委(wei)(wei)、市規劃(hua)(hua)自然資(zi)源(yuan)委(wei)(wei)、市農(nong)(nong)業農(nong)(nong)村局(ju)、相關(guan)(guan)高校和職(zhi)業院校)
17.經費保(bao)障。市、區兩級財政(zheng)(zheng)共同支(zhi)持新時(shi)代基礎教(jiao)育強師(shi)(shi)計劃實(shi)施,優(you)化支(zhi)出結(jie)構,將教(jiao)師(shi)(shi)隊伍建設(she)作為(wei)教(jiao)育投入重點(dian)予以優(you)先保(bao)障,加大對師(shi)(shi)范院校支(zhi)持力(li)度,適時(shi)提高(gao)師(shi)(shi)范專(zhuan)業(ye)生均撥款(kuan)標準,重點(dian)提升(sheng)教(jiao)師(shi)(shi)專(zhuan)業(ye)素質能(neng)力(li)、提高(gao)教(jiao)師(shi)(shi)待遇(yu)保(bao)障。嚴格落實(shi)經費監(jian)管制度,規范經費使用,確保(bao)資金使用效益。(任務分工:市財政(zheng)(zheng)局)
18.資源保障。建(jian)立(li)健全(quan)市(shi)、區、校(xiao)三級(ji)教師專業發展(zhan)支(zhi)(zhi)持體系,建(jian)設(she)好北京市(shi)教師發展(zhan)中心,加強(qiang)市(shi)、區級(ji)教師培訓(xun)(研(yan)修)機(ji)構(gou)及培訓(xun)者(zhe)、教研(yan)員(yuan)隊伍建(jian)設(she),建(jian)設(she)一批教師發展(zhan)示范基地校(xiao)。鼓勵中小(xiao)學校(xiao)充分整(zheng)合新(xin)技術資源,支(zhi)(zhi)持教師掌握和(he)運(yun)用新(xin)技術,不(bu)斷更新(xin)教育理念、變革教學形態、創新(xin)教學方式、提升教學效益(yi),引(yin)領(ling)未來教育新(xin)潮流。(任務分工(gong):市(shi)教委)
