6月9日,中共(gong)中央辦(ban)公(gong)廳(ting)、國務院辦(ban)公(gong)廳(ting)印發《關于(yu)進一(yi)步保障(zhang)和(he)改善(shan)民生 著力解決(jue)群眾(zhong)急(ji)難(nan)愁盼的意見》。其(qi)中提(ti)出,推(tui)動教育資源擴(kuo)優提(ti)質。
實施基礎教育擴(kuo)優(you)提質(zhi)(zhi)行動計劃,通過挖潛擴(kuo)容擴(kuo)大現(xian)有優(you)質(zhi)(zhi)中小學(xue)校(xiao)、公辦幼(you)兒園學(xue)位供給,將(jiang)義務教育基礎薄弱(ruo)學(xue)校(xiao)納(na)入優(you)質(zhi)(zhi)學(xue)校(xiao)集團化辦學(xue)或托管幫扶。
用5年左右時間(jian),逐(zhu)步(bu)實現(xian)義務教育學校標準(zhun)化建設全覆蓋。
新建改(gai)(gai)擴建1000所以上優質普通高中(zhong),重點改(gai)(gai)善縣(xian)域普通高中(zhong)基(ji)本辦(ban)學(xue)條件(jian)。
加快擴(kuo)大優(you)質普通高中招生(sheng)指標到校比例,主要(yao)依據(ju)學生(sheng)規模分配到區域內(nei)初(chu)中學校,并(bing)向農村學校等傾斜。
推動(dong)高(gao)等教育提質(zhi)擴容,新增高(gao)等教育資(zi)源適度向中西部人(ren)口(kou)大省傾斜。
支持布(bu)局新型研究型大學和高(gao)水平中外合作辦學,逐步提(ti)高(gao)優質高(gao)校本科招生規模。

為進一步保(bao)障(zhang)和改善民生(sheng)(sheng),著力解(jie)決群眾急(ji)難愁盼,推動民生(sheng)(sheng)建設更加公平、均(jun)衡、普惠、可及,經黨(dang)中央、國務(wu)院同意(yi),現提(ti)出如下意(yi)見。
一、增強社會保障公平性
(一)有效擴大(da)社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)障覆蓋(gai)面。強化社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)在(zai)(zai)社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)障體(ti)(ti)系(xi)中的(de)主體(ti)(ti)作用,健全(quan)靈活(huo)就業人(ren)員、農民(min)(min)工、新就業形(xing)態人(ren)員社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)制度,全(quan)面取(qu)消在(zai)(zai)就業地參加社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)的(de)戶籍限(xian)制,健全(quan)參保(bao)(bao)(bao)激勵約束機(ji)制,完善轉(zhuan)移(yi)接(jie)續(xu)機(ji)制,穩妥有序(xu)(xu)提高(gao)城(cheng)(cheng)鎮就業人(ren)員參加職工基(ji)(ji)本養老保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)和醫療(liao)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)比例。優化城(cheng)(cheng)鄉居(ju)(ju)民(min)(min)基(ji)(ji)本養老保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)繳費(fei)檔次設(she)置,合(he)理(li)確(que)定繳費(fei)補貼(tie)(tie)水平,適當增加繳費(fei)靈活(huo)性,健全(quan)多(duo)繳多(duo)得激勵機(ji)制。對(dui)符合(he)條(tiao)件的(de)高(gao)校畢業生(sheng)、就業困(kun)難(nan)人(ren)員等予以社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)補貼(tie)(tie)。健全(quan)城(cheng)(cheng)鄉居(ju)(ju)民(min)(min)基(ji)(ji)本醫療(liao)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)籌(chou)資機(ji)制,推(tui)動繳費(fei)與(yu)城(cheng)(cheng)鄉居(ju)(ju)民(min)(min)人(ren)均可支配(pei)收(shou)入相掛鉤,對(dui)連續(xu)參保(bao)(bao)(bao)和當年(nian)零報銷人(ren)員按規(gui)定提高(gao)次年(nian)大(da)病保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)最(zui)高(gao)支付限(xian)額,有序(xu)(xu)推(tui)進職工基(ji)(ji)本醫療(liao)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)個人(ren)賬戶跨省共濟。繼續(xu)將技能提升補貼(tie)(tie)申領對(dui)象(xiang)放寬至領取(qu)失業保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)金人(ren)員。支持引(yin)導有條(tiao)件的(de)地方將生(sheng)育(yu)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)生(sheng)育(yu)津貼(tie)(tie)按程序(xu)(xu)直(zhi)接(jie)發放給參保(bao)(bao)(bao)人(ren)。加強社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)與(yu)社(she)(she)會(hui)(hui)(hui)救助、社(she)(she)會(hui)(hui)(hui)福利制度銜接(jie),精(jing)準落實為困(kun)難(nan)群體(ti)(ti)代繳城(cheng)(cheng)鄉居(ju)(ju)民(min)(min)社(she)(she)會(hui)(hui)(hui)保(bao)(bao)(bao)險(xian)(xian)(xian)(xian)(xian)(xian)費(fei)政(zheng)策,增強低收(shou)入人(ren)口抗風險(xian)(xian)(xian)(xian)(xian)(xian)能力。
(二)加強(qiang)低(di)(di)收(shou)入(ru)群(qun)體(ti)兜底(di)幫(bang)扶(fu)(fu)。充分(fen)(fen)運用大數(shu)據比對與實地(di)摸排相(xiang)結合等方式,加強(qiang)動(dong)(dong)態(tai)監測(ce)預警,及時(shi)將符合條件(jian)的群(qun)眾納入(ru)社會(hui)救助(zhu)范(fan)圍。制定低(di)(di)收(shou)入(ru)人口認(ren)定辦(ban)法(fa)、低(di)(di)收(shou)入(ru)家庭(ting)經(jing)濟狀況(kuang)核對辦(ban)法(fa),全面開展(zhan)低(di)(di)保(bao)(bao)邊緣(yuan)家庭(ting)、剛性(xing)支出困難家庭(ting)認(ren)定。合理確定調整最低(di)(di)生活(huo)保(bao)(bao)障(zhang)標(biao)(biao)準(zhun)(zhun),與城鄉居民人均消(xiao)費支出相(xiang)掛鉤(gou),切實保(bao)(bao)障(zhang)困難群(qun)眾基本生活(huo)。加強(qiang)最低(di)(di)生活(huo)保(bao)(bao)障(zhang)標(biao)(biao)準(zhun)(zhun)與其(qi)他社會(hui)救助(zhu)標(biao)(biao)準(zhun)(zhun)的統籌(chou)銜接。完善最低(di)(di)工(gong)資(zi)標(biao)(biao)準(zhun)(zhun)調整機制,合理提高最低(di)(di)工(gong)資(zi)標(biao)(biao)準(zhun)(zhun)。制定技能(neng)(neng)人才(cai)最低(di)(di)工(gong)資(zi)分(fen)(fen)類(lei)參考(kao)指引。實施(shi)農村低(di)(di)收(shou)入(ru)人口開發式幫(bang)扶(fu)(fu)提能(neng)(neng)增收(shou)行動(dong)(dong),建立農村低(di)(di)收(shou)入(ru)家庭(ting)勞動(dong)(dong)力(li)勞動(dong)(dong)傷害幫(bang)扶(fu)(fu)機制。加大以工(gong)代賑實施(shi)力(li)度(du),優(you)先(xian)吸納帶動(dong)(dong)低(di)(di)收(shou)入(ru)人口就(jiu)地(di)就(jiu)近就(jiu)業增收(shou)。
二、提高基本公共服務均衡性
(三)全(quan)(quan)方位(wei)提高基(ji)(ji)本(ben)公(gong)(gong)共(gong)(gong)(gong)(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)質效。依(yi)據(ju)國(guo)家基(ji)(ji)本(ben)公(gong)(gong)共(gong)(gong)(gong)(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)標準(zhun),細化(hua)制(zhi)(zhi)定分地(di)區(qu)(qu)分領(ling)域基(ji)(ji)本(ben)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)項(xiang)目清單、基(ji)(ji)本(ben)質量標準(zhun)、均(jun)衡評(ping)估辦(ban)法(fa)。根據(ju)經濟社(she)會發展水平和財政(zheng)可承受能力,適(shi)時(shi)將(jiang)涉及群(qun)眾切身(shen)利益(yi)的增量服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)事項(xiang)納入國(guo)家基(ji)(ji)本(ben)公(gong)(gong)共(gong)(gong)(gong)(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)標準(zhun)。推(tui)動基(ji)(ji)本(ben)公(gong)(gong)共(gong)(gong)(gong)(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)供(gong)給(gei)(gei)與人口(kou)變(bian)化(hua)相(xiang)協調(diao),按照(zhao)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)半徑(jing)合(he)理、規模適(shi)度、功能適(shi)用(yong)、保障有(you)力要求,優(you)化(hua)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)設(she)施(shi)建設(she)和運行管理。支持(chi)各地(di)建立健全(quan)(quan)存量公(gong)(gong)共(gong)(gong)(gong)(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)設(she)施(shi)統籌(chou)利用(yong)機制(zhi)(zhi)。以(yi)縣域為基(ji)(ji)本(ben)單元(yuan),全(quan)(quan)面(mian)推(tui)進(jin)公(gong)(gong)共(gong)(gong)(gong)(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)規劃布局、設(she)施(shi)建設(she)、資源(yuan)配(pei)置、人才調(diao)配(pei)城鄉一體化(hua)。支持(chi)面(mian)向艱苦邊遠地(di)區(qu)(qu)農村提供(gong)形式靈活的基(ji)(ji)本(ben)公(gong)(gong)共(gong)(gong)(gong)(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)。優(you)化(hua)基(ji)(ji)本(ben)公(gong)(gong)共(gong)(gong)(gong)(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)供(gong)給(gei)(gei)方式,符(fu)合(he)條(tiao)件的新增基(ji)(ji)本(ben)公(gong)(gong)共(gong)(gong)(gong)(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)事項(xiang)優(you)先以(yi)政(zheng)府(fu)購買(mai)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)方式提供(gong)。推(tui)動數(shu)字智能技術與公(gong)(gong)共(gong)(gong)(gong)(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)深度融合(he),加(jia)快信息數(shu)據(ju)互通(tong)共(gong)(gong)(gong)(gong)(gong)享,推(tui)進(jin)婚(hun)姻登記(ji)等(deng)常用(yong)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)事項(xiang)取消(xiao)戶籍地(di)限制(zhi)(zhi)全(quan)(quan)國(guo)通(tong)辦(ban),擴大優(you)質數(shu)字公(gong)(gong)共(gong)(gong)(gong)(gong)(gong)服(fu)務(wu)(wu)(wu)(wu)(wu)(wu)(wu)資源(yuan)覆蓋(gai)面(mian)。
(四)推行由常(chang)住(zhu)地(di)提(ti)(ti)供(gong)基本公(gong)(gong)共服(fu)務。采取常(chang)住(zhu)地(di)直接(jie)提(ti)(ti)供(gong)、跨區(qu)域協同(tong)經辦、完善轉(zhuan)(zhuan)移接(jie)續等方式,逐步(bu)將基本公(gong)(gong)共服(fu)務調整為常(chang)住(zhu)地(di)提(ti)(ti)供(gong)。推動(dong)人(ren)口(kou)(kou)集中流入(ru)地(di)城(cheng)(cheng)市“一城(cheng)(cheng)一策”制定常(chang)住(zhu)地(di)提(ti)(ti)供(gong)基本公(gong)(gong)共服(fu)務實施(shi)辦法,推動(dong)符合條(tiao)件的農業轉(zhuan)(zhuan)移人(ren)口(kou)(kou)享有同(tong)遷入(ru)地(di)戶籍人(ren)口(kou)(kou)同(tong)等權利。穩步(bu)推進(jin)靈(ling)活就業人(ren)員參加(jia)住(zhu)房(fang)(fang)公(gong)(gong)積金制度。支(zhi)持(chi)各地(di)統籌資金渠(qu)道,加(jia)大保障(zhang)性住(zhu)房(fang)(fang)供(gong)給,引導(dao)支(zhi)持(chi)社(she)會力量運營長期租賃住(zhu)房(fang)(fang)。
三、擴大基礎民生服務普惠性

(六)推(tui)進優質(zhi)醫(yi)(yi)(yi)療(liao)衛(wei)生資源共享。推(tui)進優質(zhi)醫(yi)(yi)(yi)療(liao)資源擴容下沉和(he)區域(yu)(yu)(yu)均衡布局,優化區域(yu)(yu)(yu)醫(yi)(yi)(yi)療(liao)中心建(jian)設(she)模式、管(guan)(guan)理體(ti)制(zhi)和(he)運行機制(zhi)。實施醫(yi)(yi)(yi)療(liao)衛(wei)生強(qiang)基(ji)(ji)工(gong)程,推(tui)動(dong)城(cheng)(cheng)市醫(yi)(yi)(yi)療(liao)資源向(xiang)(xiang)縣(xian)級醫(yi)(yi)(yi)院和(he)城(cheng)(cheng)鄉(xiang)基(ji)(ji)層(ceng)(ceng)下沉,逐步實現(xian)緊(jin)密型縣(xian)域(yu)(yu)(yu)醫(yi)(yi)(yi)共體(ti)建(jian)設(she)全覆蓋(gai)。支持(chi)高(gao)水(shui)平醫(yi)(yi)(yi)院人員、服務、技術、管(guan)(guan)理等(deng)向(xiang)(xiang)基(ji)(ji)層(ceng)(ceng)醫(yi)(yi)(yi)療(liao)衛(wei)生機構下沉,推(tui)進城(cheng)(cheng)市醫(yi)(yi)(yi)聯(lian)體(ti)建(jian)設(she)。支持(chi)高(gao)水(shui)平醫(yi)(yi)(yi)學人才向(xiang)(xiang)縣(xian)級醫(yi)(yi)(yi)院下沉,重點強(qiang)化基(ji)(ji)層(ceng)(ceng)醫(yi)(yi)(yi)療(liao)衛(wei)生機構短板專業(ye)建(jian)設(she),因地制(zhi)宜培育辦好(hao)基(ji)(ji)層(ceng)(ceng)特色專科,提高(gao)常見病多(duo)發(fa)病診治水(shui)平,推(tui)動(dong)基(ji)(ji)層(ceng)(ceng)醫(yi)(yi)(yi)療(liao)衛(wei)生機構提高(gao)服務能力。推(tui)動(dong)建(jian)立遠程醫(yi)(yi)(yi)療(liao)服務網絡,推(tui)廣“分布式檢查(cha)、集中式診斷”醫(yi)(yi)(yi)療(liao)服務模式。完善(shan)基(ji)(ji)本醫(yi)(yi)(yi)療(liao)保(bao)險(xian)藥(yao)品目錄(lu)調整(zheng)機制(zhi),制(zhi)定出臺商(shang)業(ye)健康(kang)保(bao)險(xian)創新藥(yao)品目錄(lu),更好(hao)滿足人民群眾多(duo)層(ceng)(ceng)次用藥(yao)保(bao)障(zhang)需(xu)求。
(七)大(da)(da)力發(fa)(fa)(fa)展(zhan)“一(yi)老(lao)(lao)(lao)(lao)一(yi)小(xiao)(xiao)”普(pu)惠(hui)服(fu)(fu)務(wu)(wu)(wu)(wu)。推(tui)動(dong)各地多(duo)渠(qu)道(dao)擴大(da)(da)“一(yi)老(lao)(lao)(lao)(lao)一(yi)小(xiao)(xiao)”服(fu)(fu)務(wu)(wu)(wu)(wu)低(di)成本場地設施供給(gei)(gei)。支(zhi)持(chi)“一(yi)老(lao)(lao)(lao)(lao)一(yi)小(xiao)(xiao)”服(fu)(fu)務(wu)(wu)(wu)(wu)機構(gou)提供質量有保(bao)障、價(jia)格可承受、運營可持(chi)續的(de)普(pu)惠(hui)服(fu)(fu)務(wu)(wu)(wu)(wu)。完善普(pu)惠(hui)養老(lao)(lao)(lao)(lao)、普(pu)惠(hui)托(tuo)育(yu)(yu)(yu)服(fu)(fu)務(wu)(wu)(wu)(wu)價(jia)格形(xing)成機制,對基本服(fu)(fu)務(wu)(wu)(wu)(wu)收費(fei)加(jia)強引(yin)導。以失能老(lao)(lao)(lao)(lao)年(nian)人照護(hu)為重點,提高養老(lao)(lao)(lao)(lao)服(fu)(fu)務(wu)(wu)(wu)(wu)機構(gou)醫(yi)養結合服(fu)(fu)務(wu)(wu)(wu)(wu)能力,增(zeng)加(jia)護(hu)理型床(chuang)位(wei)供給(gei)(gei),新建(jian)養老(lao)(lao)(lao)(lao)機構(gou)護(hu)理型床(chuang)位(wei)占(zhan)比原則上(shang)不低(di)于80%。支(zhi)持(chi)普(pu)惠(hui)養老(lao)(lao)(lao)(lao)服(fu)(fu)務(wu)(wu)(wu)(wu)增(zeng)量資源向社(she)區(qu)傾斜,增(zeng)強日間(jian)(jian)照料、康復護(hu)理、上(shang)門服(fu)(fu)務(wu)(wu)(wu)(wu)等能力,積(ji)極發(fa)(fa)(fa)展(zhan)家庭(ting)養老(lao)(lao)(lao)(lao)床(chuang)位(wei),完善家庭(ting)養老(lao)(lao)(lao)(lao)支(zhi)持(chi)政(zheng)策(ce)。積(ji)極發(fa)(fa)(fa)展(zhan)農(nong)村互助性養老(lao)(lao)(lao)(lao)服(fu)(fu)務(wu)(wu)(wu)(wu),引(yin)導有條(tiao)件的(de)鄉(xiang)鎮敬老(lao)(lao)(lao)(lao)院(yuan)向社(she)會提供服(fu)(fu)務(wu)(wu)(wu)(wu),優先滿足孤寡(gua)、殘障失能、高齡留(liu)守和低(di)保(bao)家庭(ting)老(lao)(lao)(lao)(lao)年(nian)人照護(hu)需(xu)求。多(duo)渠(qu)道(dao)增(zeng)加(jia)公建(jian)托(tuo)位(wei)供給(gei)(gei),大(da)(da)力發(fa)(fa)(fa)展(zhan)社(she)區(qu)嵌入式托(tuo)育(yu)(yu)(yu)和家庭(ting)托(tuo)育(yu)(yu)(yu)點,支(zhi)持(chi)有條(tiao)件的(de)幼(you)兒園延伸發(fa)(fa)(fa)展(zhan)托(tuo)育(yu)(yu)(yu)服(fu)(fu)務(wu)(wu)(wu)(wu),用10年(nian)左(zuo)右時間(jian)(jian),推(tui)動(dong)有條(tiao)件的(de)大(da)(da)城(cheng)市逐步實(shi)現嵌入式等普(pu)惠(hui)托(tuo)育(yu)(yu)(yu)覆蓋80%以上(shang)社(she)區(qu)。推(tui)動(dong)普(pu)惠(hui)托(tuo)育(yu)(yu)(yu)納(na)入企事業單位(wei)職工(gong)福(fu)利(li)體(ti)系,用人單位(wei)開展(zhan)普(pu)惠(hui)托(tuo)育(yu)(yu)(yu)服(fu)(fu)務(wu)(wu)(wu)(wu)的(de)有關支(zhi)出,按規定從職工(gong)福(fu)利(li)費(fei)中(zhong)列支(zhi),用人單位(wei)工(gong)會經費(fei)可以適當補(bu)充(chong)。
四、提升多樣化社會服務可及性
(八)發(fa)展群眾(zhong)家門(men)口的社(she)區(qu)(qu)服(fu)(fu)(fu)務(wu)。以(yi)社(she)區(qu)(qu)為主(zhu)場(chang)景主(zhu)陣地,加(jia)強各類便民(min)服(fu)(fu)(fu)務(wu)資(zi)源統籌整合,推進(jin)服(fu)(fu)(fu)務(wu)設施復合利用,完善社(she)區(qu)(qu)嵌入式服(fu)(fu)(fu)務(wu)設施,提(ti)供(gong)一站式便民(min)服(fu)(fu)(fu)務(wu)。支(zhi)(zhi)(zhi)持養(yang)老、托(tuo)育(yu)、家政(zheng)、助(zhu)餐、助(zhu)殘等普惠(hui)社(she)會(hui)服(fu)(fu)(fu)務(wu)進(jin)社(she)區(qu)(qu),允許提(ti)供(gong)社(she)區(qu)(qu)群眾(zhong)急(ji)需服(fu)(fu)(fu)務(wu)的經營主(zhu)體在(zai)確(que)保安全規范前提(ti)下(xia)租賃普通住宅設置服(fu)(fu)(fu)務(wu)網點。充分利用社(she)會(hui)化(hua)資(zi)源,因地制(zhi)宜(yi)發(fa)展老年助(zhu)餐服(fu)(fu)(fu)務(wu)。加(jia)強家庭教(jiao)育(yu)社(she)區(qu)(qu)支(zhi)(zhi)(zhi)持,建設群眾(zhong)可感可及(ji)的社(she)區(qu)(qu)公共(gong)文(wen)化(hua)空間,支(zhi)(zhi)(zhi)持社(she)區(qu)(qu)廣泛開展鄰里互(hu)助(zhu)服(fu)(fu)(fu)務(wu)。
(九)提高(gao)多(duo)樣化(hua)(hua)生(sheng)活服務(wu)(wu)品質。完善(shan)全(quan)民(min)健身公(gong)共(gong)服務(wu)(wu)體(ti)(ti)(ti)系(xi),推(tui)進體(ti)(ti)(ti)育(yu)(yu)公(gong)園、健身步道等建(jian)設(she),支持社(she)會體(ti)(ti)(ti)育(yu)(yu)場(chang)(chang)地(di)建(jian)設(she),發展(zhan)功能復(fu)合的多(duo)用(yong)(yong)途運動(dong)(dong)場(chang)(chang)地(di),穩(wen)步增加體(ti)(ti)(ti)育(yu)(yu)場(chang)(chang)地(di)供給(gei)。推(tui)動(dong)(dong)文化(hua)(hua)、旅(lv)游、健康、體(ti)(ti)(ti)育(yu)(yu)等業態融合發展(zhan)。積極推(tui)動(dong)(dong)將利用(yong)(yong)率高(gao)的中小(xiao)型體(ti)(ti)(ti)育(yu)(yu)場(chang)(chang)館(guan)、全(quan)民(min)健身中心向社(she)會免費(fei)(fei)或(huo)低收費(fei)(fei)開放(fang)。支持有條件(jian)的博(bo)物館(guan)、圖書館(guan)、美術(shu)館(guan)等文化(hua)(hua)場(chang)(chang)館(guan)夜(ye)間開放(fang)。支持有條件(jian)的地(di)區依(yi)托戶外運動(dong)(dong)優(you)質資源和優(you)勢項目,打造設(she)施完善(shan)、服務(wu)(wu)優(you)質、賽事豐富的高(gao)質量戶外運動(dong)(dong)目的地(di)。推(tui)動(dong)(dong)全(quan)民(min)閱讀,建(jian)設(she)覆(fu)蓋城鄉、實用(yong)(yong)便利、服務(wu)(wu)高(gao)效的全(quan)民(min)閱讀設(she)施。
(十)促(cu)進包容共(gong)享發(fa)展(zhan)(zhan)。在(zai)公(gong)(gong)(gong)共(gong)政策(ce)制定(ding)、公(gong)(gong)(gong)共(gong)設施建(jian)設、公(gong)(gong)(gong)共(gong)服務(wu)供給中落實兒(er)童優先原則和(he)兒(er)童友(you)好(hao)理(li)念。提升兒(er)童福利(li)服務(wu)機(ji)構(gou)日(ri)常生(sheng)活(huo)照料、基(ji)本醫療、基(ji)本康復、教育(yu)權益保(bao)障(zhang)、社會(hui)工作能力(li)。深化(hua)(hua)“愛心媽媽”結對關愛,幫助(zhu)解決留守兒(er)童、困(kun)境(jing)兒(er)童親(qin)情(qing)陪伴、安全照護等方(fang)面(mian)(mian)的實際問(wen)題。完善青(qing)年發(fa)展(zhan)(zhan)促(cu)進政策(ce),為青(qing)年在(zai)求學工作、婚戀(lian)生(sheng)育(yu)、社會(hui)融入(ru)等方(fang)面(mian)(mian)提供更多(duo)支(zhi)持。引導支(zhi)持在(zai)保(bao)障(zhang)性住房中加大兼顧職(zhi)住平衡的宿舍型、小戶(hu)型青(qing)年公(gong)(gong)(gong)寓供給。清(qing)理(li)取消限制老年人社會(hui)參與(yu)的不合理(li)政策(ce)規(gui)定(ding),支(zhi)持推(tui)廣“以老助(zhu)老”服務(wu)模式,開發(fa)適合大齡勞動者的多(duo)樣化(hua)(hua)工作崗(gang)位。大力(li)發(fa)展(zhan)(zhan)老年用(yong)戶(hu)友(you)好(hao)的智能技術(shu)產品和(he)應用(yong),推(tui)動公(gong)(gong)(gong)共(gong)設施、居(ju)民住宅等多(duo)層建(jian)筑加裝電梯。完善困(kun)難殘(can)疾人生(sheng)活(huo)補貼、重度殘(can)疾人護理(li)補貼標準(zhun)動態(tai)調整機(ji)制。完善孕期婦(fu)女(nv)產前檢查基(ji)本服務(wu),鼓勵有條件的地方(fang)為適齡女(nv)孩接種人乳頭(tou)瘤病(bing)毒(HPV)疫苗。全面(mian)(mian)推(tui)進城(cheng)鄉公(gong)(gong)(gong)共(gong)空間適兒(er)化(hua)(hua)、適老化(hua)(hua)和(he)無(wu)障(zhang)礙改造(zao)。完善社會(hui)保(bao)險(xian)、社會(hui)福利(li)、稅收等方(fang)面(mian)(mian)支(zhi)持家庭(ting)發(fa)展(zhan)(zhan)政策(ce)。
五、保障措施
各(ge)地(di)區各(ge)有關(guan)部(bu)門要在黨中央(yang)(yang)集中統一領(ling)(ling)導下(xia),把黨的(de)領(ling)(ling)導貫徹(che)到(dao)民(min)生(sheng)工(gong)作(zuo)的(de)各(ge)領(ling)(ling)域全過(guo)程,結(jie)合實(shi)(shi)際抓好本意(yi)見貫徹(che)落實(shi)(shi)。按照中央(yang)(yang)和地(di)方財政(zheng)事權和支(zhi)出(chu)責任劃(hua)分(fen),發(fa)揮財政(zheng)轉移支(zhi)付促進(jin)基本公共服務均等化(hua)(hua)作(zuo)用(yong)。提高預算內投資支(zhi)持(chi)社(she)會(hui)事業比重(zhong)。各(ge)地(di)要強(qiang)化(hua)(hua)責任落實(shi)(shi),堅持(chi)盡力(li)而為、量力(li)而行,優(you)化(hua)(hua)財政(zheng)支(zhi)出(chu)結(jie)構,強(qiang)化(hua)(hua)基本民(min)生(sheng)財力(li)保障,持(chi)續完善教育、衛生(sheng)健康、社(she)保、就業等重(zhong)點民(min)生(sheng)領(ling)(ling)域支(zhi)持(chi)政(zheng)策(ce),切實(shi)(shi)兜住兜牢民(min)生(sheng)底線。完善各(ge)級政(zheng)府民(min)生(sheng)實(shi)(shi)事清單制度。加強(qiang)重(zhong)大民(min)生(sheng)政(zheng)策(ce)跨部(bu)門統籌協調(diao),在宏觀政(zheng)策(ce)取向一致性(xing)評估時(shi)注重(zhong)從社(she)會(hui)公平角度評估對(dui)社(she)會(hui)預期的(de)影響。科學評價民(min)生(sheng)政(zheng)策(ce)實(shi)(shi)施效果,對(dui)全國層(ceng)面的(de)預期性(xing)民(min)生(sheng)指標,不搞層(ceng)層(ceng)分(fen)解和“一刀(dao)切”考(kao)核。
