  為深入貫(guan)徹(che)落實(shi)黨(dang)中(zhong)央關于職(zhi)業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)工作的(de)決策部署和(he)習(xi)近平總書記有(you)(you)關重要(yao)指示(shi)批示(shi)精神,統籌職(zhi)業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)、高(gao)等教(jiao)(jiao)(jiao)育(yu)(yu)、繼續(xu)教(jiao)(jiao)(jiao)育(yu)(yu)協同(tong)創新,有(you)(you)序有(you)(you)效(xiao)推進現代(dai)職(zhi)業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)體系(xi)(xi)建(jian)設改(gai)革,切(qie)實(shi)提高(gao)職(zhi)業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)的(de)質量、適應性和(he)吸引力,推動建(jian)成職(zhi)普有(you)(you)效(xiao)融(rong)通、產教(jiao)(jiao)(jiao)深度(du)融(rong)合、科(ke)教(jiao)(jiao)(jiao)集聚融(rong)匯和(he)全(quan)民終身學習(xi)的(de)現代(dai)職(zhi)業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)體系(xi)(xi),根(gen)據中(zhong)央辦公廳、國務院辦公廳印發的(de)《關于深化現代(dai)職(zhi)業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)體系(xi)(xi)建(jian)設改(gai)革的(de)意見(jian)》精神,結合四(si)川省實(shi)際(ji),現制定如(ru)下實(shi)施方案。

  一、優化職業教育布局結構

  1.優化(hua)學(xue)校(xiao)布(bu)局(ju)。圍繞推動成渝地(di)區(qu)雙城(cheng)經濟圈建(jian)設(she)(she)、深入實(shi)施(shi)“四(si)化(hua)同(tong)步(bu)、城(cheng)鄉融合、五區(qu)共(gong)興”發(fa)展戰略,緊扣四(si)川(chuan)(chuan)省(sheng)產業(ye)(ye)(ye)(ye)發(fa)展布(bu)局(ju),優化(hua)職(zhi)業(ye)(ye)(ye)(ye)學(xue)校(xiao)(含技(ji)工院(yuan)校(xiao),下同(tong))布(bu)局(ju)結構。研究制定四(si)川(chuan)(chuan)省(sheng)中等(deng)(deng)職(zhi)業(ye)(ye)(ye)(ye)學(xue)校(xiao)設(she)(she)置(zhi)管理辦法,科(ke)(ke)學(xue)配置(zhi)建(jian)設(she)(she)優質中等(deng)(deng)職(zhi)業(ye)(ye)(ye)(ye)學(xue)校(xiao)(以下簡(jian)稱中職(zhi)學(xue)校(xiao))。服務四(si)川(chuan)(chuan)省(sheng)現代(dai)化(hua)產業(ye)(ye)(ye)(ye)體(ti)系建(jian)設(she)(she),重點支(zhi)持打(da)造一批高(gao)水平高(gao)等(deng)(deng)職(zhi)業(ye)(ye)(ye)(ye)學(xue)校(xiao)(以下簡(jian)稱高(gao)職(zhi)學(xue)校(xiao)),穩步(bu)建(jian)設(she)(she)一批職(zhi)業(ye)(ye)(ye)(ye)本科(ke)(ke)學(xue)校(xiao)。規劃(hua)新建(jian)的職(zhi)業(ye)(ye)(ye)(ye)學(xue)校(xiao)向產業(ye)(ye)(ye)(ye)和人口(kou)聚集(ji)區(qu)集(ji)中,鼓(gu)勵將職(zhi)業(ye)(ye)(ye)(ye)教(jiao)育(yu)辦到(dao)產業(ye)(ye)(ye)(ye)園(yuan)區(qu),支(zhi)持建(jian)設(she)(she)現代(dai)職(zhi)業(ye)(ye)(ye)(ye)教(jiao)育(yu)園(yuan)區(qu)(職(zhi)教(jiao)城(cheng))。

  2.優(you)化專(zhuan)業(ye)(ye)結構。編制(zhi)職(zhi)業(ye)(ye)教育專(zhuan)業(ye)(ye)設置規劃(hua),健(jian)全專(zhuan)業(ye)(ye)動(dong)態調整和預警機(ji)(ji)制(zhi),搭建人(ren)才供需信息平臺(tai),建立產業(ye)(ye)規劃(hua)和人(ren)才需求發(fa)布制(zhi)度。優(you)先發(fa)展電子信息、裝備制(zhi)造(zao)、食品輕紡(fang)、能源化工、先進材料、醫藥健(jian)康等優(you)勢產業(ye)(ye)領(ling)域,以(yi)及人(ren)工智(zhi)能、生(sheng)物技術、衛星網絡、新能源與(yu)智(zhi)能網聯汽車、無人(ren)機(ji)(ji)等戰略(lve)性(xing)新興(xing)產業(ye)(ye)領(ling)域所需專(zhuan)業(ye)(ye),加快(kuai)發(fa)展生(sheng)物育種、智(zhi)能農(nong)機(ji)(ji)裝備、養(yang)老托育、家政等現代農(nong)業(ye)(ye)、現代服務業(ye)(ye)領(ling)域人(ren)才緊缺的專(zhuan)業(ye)(ye),推動(dong)傳統專(zhuan)業(ye)(ye)升級(ji)和數(shu)字化改造(zao)。

  二、創新推動產教深度融合

  3.分區(qu)域(yu)組建(jian)市(shi)域(yu)產(chan)教(jiao)聯(lian)合(he)體。圍繞區(qu)域(yu)產(chan)業(ye)(ye)發展需求(qiu),以省級及以上產(chan)業(ye)(ye)園區(qu)為基(ji)礎,優先支持成都、瀘州、德陽(yang)、綿陽(yang)、樂(le)山、南充、宜(yi)賓(bin)、達州等區(qu)域(yu)中心城(cheng)市(shi),打造一(yi)批兼具人才(cai)培養、技術創新(xin)、就業(ye)(ye)創業(ye)(ye)、社會培訓等功能(neng)的(de)市(shi)域(yu)產(chan)教(jiao)聯(lian)合(he)體。鼓(gu)勵有(you)條件的(de)地(di)方政府統(tong)籌集聚資金、技術、人才(cai)、政策(ce)等要素(su),推動(dong)區(qu)域(yu)產(chan)業(ye)(ye)與職業(ye)(ye)學(xue)校(xiao)、應用型本科(ke)學(xue)校(xiao)、科(ke)研(yan)院所、骨(gu)干企業(ye)(ye)緊密對接。

  4.分產業(ye)(ye)(ye)(ye)(ye)組建(jian)(jian)行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)產教融(rong)合共(gong)(gong)(gong)同體(ti)。對接六大優(you)勢產業(ye)(ye)(ye)(ye)(ye)提質倍(bei)增行(xing)(xing)動和(he)“天府糧(liang)倉”建(jian)(jian)設(she)需求,由(you)行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)主管部門指(zhi)導,龍頭(tou)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)、高水平高校(xiao)(xiao)和(he)職業(ye)(ye)(ye)(ye)(ye)學(xue)校(xiao)(xiao)牽頭(tou),組建(jian)(jian)行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)組織(zhi)、學(xue)校(xiao)(xiao)、科研機構、上下游企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)等共(gong)(gong)(gong)同參與的(de)行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)產教融(rong)合共(gong)(gong)(gong)同體(ti),持(chi)續優(you)化產教布局,聯合培(pei)養急需人(ren)才、開(kai)(kai)展(zhan)關鍵共(gong)(gong)(gong)性技(ji)術攻關,全鏈條(tiao)提升(sheng)產業(ye)(ye)(ye)(ye)(ye)核(he)心(xin)競爭力(li)。支(zhi)持(chi)校(xiao)(xiao)企(qi)(qi)(qi)共(gong)(gong)(gong)建(jian)(jian)現(xian)場工(gong)程(cheng)師(shi)學(xue)院、現(xian)代產業(ye)(ye)(ye)(ye)(ye)學(xue)院,共(gong)(gong)(gong)同制定(ding)(ding)培(pei)養標準(zhun),一體(ti)化培(pei)養現(xian)場工(gong)程(cheng)師(shi)和(he)產業(ye)(ye)(ye)(ye)(ye)人(ren)才。支(zhi)持(chi)校(xiao)(xiao)企(qi)(qi)(qi)共(gong)(gong)(gong)建(jian)(jian)技(ji)術創新中心(xin),支(zhi)撐高素質技(ji)術技(ji)能人(ren)才培(pei)養,服務行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)技(ji)術改造、工(gong)藝改進、產品升(sheng)級(ji)、效益提升(sheng)。在共(gong)(gong)(gong)同體(ti)內面向(xiang)行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)員工(gong)開(kai)(kai)展(zhan)崗(gang)前培(pei)訓、崗(gang)位培(pei)訓和(he)繼續教育(yu),為(wei)行(xing)(xing)業(ye)(ye)(ye)(ye)(ye)提供穩定(ding)(ding)的(de)人(ren)力(li)資源(yuan)。開(kai)(kai)展(zhan)省級(ji)產教融(rong)合型企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)認證。

  5.建(jian)設(she)(she)開放型區域(yu)產(chan)教(jiao)融(rong)合(he)實踐中(zhong)(zhong)心(xin)(xin)(xin)。支持各地圍(wei)繞本(ben)區域(yu)優勢產(chan)業(ye)和特(te)色產(chan)業(ye)領域(yu),多渠道籌措資金(jin),建(jian)設(she)(she)一(yi)批(pi)(pi)集實踐教(jiao)學(xue)、社(she)會培訓(xun)、技(ji)能大賽集訓(xun)、真實生(sheng)產(chan)和技(ji)術(shu)服務功能為(wei)一(yi)體(ti)的公共實踐中(zhong)(zhong)心(xin)(xin)(xin)。持續推進(jin)省級產(chan)教(jiao)融(rong)合(he)項(xiang)目建(jian)設(she)(she),支持學(xue)校與企(qi)業(ye)以“校中(zhong)(zhong)廠”“廠中(zhong)(zhong)校”的方式(shi)共建(jian)一(yi)批(pi)(pi)實踐中(zhong)(zhong)心(xin)(xin)(xin),打造(zao)一(yi)批(pi)(pi)高水平(ping)專業(ye)化產(chan)教(jiao)融(rong)合(he)實訓(xun)基地,服務學(xue)生(sheng)實習(xi)實訓(xun)、企(qi)業(ye)員工(gong)培訓(xun)、產(chan)品(pin)中(zhong)(zhong)試、工(gong)藝改進(jin)、技(ji)術(shu)研發等。鼓勵發展面向農村的職(zhi)業(ye)教(jiao)育,分專業(ye)、分類(lei)型建(jian)設(she)(she)一(yi)批(pi)(pi)實用技(ji)術(shu)培訓(xun)實踐中(zhong)(zhong)心(xin)(xin)(xin),為(wei)縣域(yu)經濟(ji)發展和鄉村振興(xing)培養技(ji)術(shu)技(ji)能人才(cai)。

  三、深入推動科教集聚融匯

  6.推動科(ke)教(jiao)(jiao)融(rong)合(he)育(yu)(yu)人(ren)。依托高校成(cheng)(cheng)立(li)四川省職(zhi)(zhi)業教(jiao)(jiao)育(yu)(yu)發(fa)展研(yan)(yan)(yan)(yan)究(jiu)中(zhong)(zhong)心,加強職(zhi)(zhi)業教(jiao)(jiao)育(yu)(yu)政策、理論、實踐研(yan)(yan)(yan)(yan)究(jiu)。聚焦重點(dian)產業領(ling)域(yu),以本科(ke)學(xue)(xue)校和“雙高計劃”建(jian)(jian)(jian)設(she)單位(wei)為主(zhu)體,聯(lian)合(he)科(ke)研(yan)(yan)(yan)(yan)院所、研(yan)(yan)(yan)(yan)發(fa)機構和企業研(yan)(yan)(yan)(yan)究(jiu)中(zhong)(zhong)心等共同(tong)組建(jian)(jian)(jian)一批(pi)科(ke)教(jiao)(jiao)融(rong)合(he)學(xue)(xue)院。探索(suo)創新型人(ren)才培(pei)養模式,建(jian)(jian)(jian)立(li)健全學(xue)(xue)生參與科(ke)研(yan)(yan)(yan)(yan)課題(ti)制(zhi)度,鼓勵(li)學(xue)(xue)生早(zao)(zao)(zao)進課題(ti)、早(zao)(zao)(zao)進實驗室、早(zao)(zao)(zao)進研(yan)(yan)(yan)(yan)究(jiu)團(tuan)隊,圍繞重大科(ke)技任務加強科(ke)研(yan)(yan)(yan)(yan)育(yu)(yu)人(ren)。建(jian)(jian)(jian)立(li)科(ke)研(yan)(yan)(yan)(yan)反哺教(jiao)(jiao)學(xue)(xue)機制(zhi),制(zhi)定一批(pi)適應產業需求的(de)崗位(wei)職(zhi)(zhi)業標(biao)準(zhun)、課程標(biao)準(zhun)和教(jiao)(jiao)學(xue)(xue)評價標(biao)準(zhun),引導教(jiao)(jiao)師(shi)將最新研(yan)(yan)(yan)(yan)究(jiu)成(cheng)(cheng)果及時融(rong)入專(zhuan)業教(jiao)(jiao)育(yu)(yu),將本領(ling)域(yu)的(de)新方法、新技術、新工藝(yi)、新標(biao)準(zhun)及時引入課堂(tang)教(jiao)(jiao)學(xue)(xue)和教(jiao)(jiao)材建(jian)(jian)(jian)設(she),推動科(ke)研(yan)(yan)(yan)(yan)優勢轉化為教(jiao)(jiao)學(xue)(xue)優勢,促(cu)進科(ke)教(jiao)(jiao)互動融(rong)合(he)育(yu)(yu)人(ren)。

  7.推(tui)動(dong)科(ke)教(jiao)協(xie)同(tong)創(chuang)新(xin)。探索(suo)教(jiao)學、科(ke)研(yan)、人(ren)才共享機(ji)制和(he)融(rong)合成(cheng)(cheng)(cheng)效導向的評(ping)價(jia)機(ji)制。用好省(sheng)級產(chan)業(ye)發(fa)展投資引導基金(jin)和(he)教(jiao)育、科(ke)技(ji)(ji)(ji)等(deng)方面的財政資金(jin),支持高校、科(ke)研(yan)院(yuan)所和(he)企(qi)業(ye)共建(jian)一(yi)批產(chan)業(ye)技(ji)(ji)(ji)術創(chuang)新(xin)平臺和(he)科(ke)教(jiao)協(xie)同(tong)服務(wu)平臺,組(zu)建(jian)一(yi)批科(ke)教(jiao)創(chuang)新(xin)團隊(dui),共同(tong)承擔國家級、省(sheng)級重大科(ke)技(ji)(ji)(ji)項(xiang)目(mu),有組(zu)織開展協(xie)同(tong)創(chuang)新(xin),共同(tong)完成(cheng)(cheng)(cheng)技(ji)(ji)(ji)術攻關、產(chan)品研(yan)發(fa)、成(cheng)(cheng)(cheng)果轉(zhuan)化、項(xiang)目(mu)孵化等(deng)任(ren)務(wu),共享研(yan)究(jiu)成(cheng)(cheng)(cheng)果。推(tui)動(dong)創(chuang)新(xin)成(cheng)(cheng)(cheng)果應用和(he)科(ke)教(jiao)成(cheng)(cheng)(cheng)果轉(zhuan)化,解決產(chan)業(ye)關鍵(jian)共性(xing)技(ji)(ji)(ji)術瓶頸(jing)難題(ti),提(ti)升(sheng)產(chan)業(ye)創(chuang)新(xin)發(fa)展競(jing)爭力。

  四、提升職業學校辦學水平

  8.建(jian)設高水(shui)平(ping)“雙師(shi)(shi)(shi)(shi)型(xing)”教(jiao)師(shi)(shi)(shi)(shi)隊伍。支(zhi)持(chi)有條(tiao)件(jian)的高校(xiao)舉辦職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)術師(shi)(shi)(shi)(shi)范(fan)教(jiao)育(yu)(yu),開(kai)(kai)設職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)術師(shi)(shi)(shi)(shi)范(fan)教(jiao)育(yu)(yu)二級(ji)(ji)學(xue)(xue)院,開(kai)(kai)展(zhan)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)育(yu)(yu)師(shi)(shi)(shi)(shi)資定(ding)(ding)(ding)向(xiang)(xiang)培(pei)養。加強省級(ji)(ji)“雙師(shi)(shi)(shi)(shi)型(xing)”教(jiao)師(shi)(shi)(shi)(shi)培(pei)養培(pei)訓(xun)基地建(jian)設,依托龍頭企業(ye)(ye)(ye)(ye)(ye)和高水(shui)平(ping)高校(xiao)建(jian)設一(yi)批教(jiao)師(shi)(shi)(shi)(shi)培(pei)養培(pei)訓(xun)基地,共(gong)同(tong)開(kai)(kai)發(fa)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)育(yu)(yu)師(shi)(shi)(shi)(shi)資培(pei)養課程體系(xi),開(kai)(kai)展(zhan)定(ding)(ding)(ding)制化、個(ge)性化培(pei)養培(pei)訓(xun)。完善(shan)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)育(yu)(yu)“雙師(shi)(shi)(shi)(shi)型(xing)”教(jiao)師(shi)(shi)(shi)(shi)認定(ding)(ding)(ding)標準,落(luo)實職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)(xue)校(xiao)專任(ren)教(jiao)師(shi)(shi)(shi)(shi)中“雙師(shi)(shi)(shi)(shi)型(xing)”教(jiao)師(shi)(shi)(shi)(shi)占比不低于50%的要求(qiu)。持(chi)續推進新時代職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)(xue)校(xiao)名師(shi)(shi)(shi)(shi)(名匠)名校(xiao)長培(pei)養計(ji)劃(hua),實施(shi)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)(xue)校(xiao)教(jiao)師(shi)(shi)(shi)(shi)學(xue)(xue)歷提升(sheng)行(xing)動(dong)和專業(ye)(ye)(ye)(ye)(ye)學(xue)(xue)位研究生定(ding)(ding)(ding)向(xiang)(xiang)培(pei)養計(ji)劃(hua)。支(zhi)持(chi)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)(xue)校(xiao)按規定(ding)(ding)(ding)聘請行(xing)業(ye)(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)(ye)業(ye)(ye)(ye)(ye)(ye)務骨干、高技(ji)(ji)能人才等(deng)參與職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)育(yu)(yu)工作(zuo)。

  9.推進(jin)(jin)數(shu)(shu)字化(hua)(hua)轉型。建(jian)(jian)好用好四川(chuan)職(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)育智慧(hui)教(jiao)(jiao)育平(ping)臺,優化(hua)(hua)應(ying)用模塊、豐富應(ying)用場(chang)景,強化(hua)(hua)數(shu)(shu)據賦能和(he)公共服務。加快職(zhi)(zhi)業(ye)(ye)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)數(shu)(shu)字校(xiao)(xiao)(xiao)園建(jian)(jian)設,推進(jin)(jin)信息技(ji)術在教(jiao)(jiao)學(xue)(xue)(xue)、管理、學(xue)(xue)(xue)習(xi)、評價、服務等方(fang)面深入應(ying)用,打造一批數(shu)(shu)字校(xiao)(xiao)(xiao)園標桿學(xue)(xue)(xue)校(xiao)(xiao)(xiao)。推進(jin)(jin)職(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)育專業(ye)(ye)教(jiao)(jiao)學(xue)(xue)(xue)資源庫、培訓(xun)和(he)繼續教(jiao)(jiao)育數(shu)(shu)字資源庫、在線精品課程、優質教(jiao)(jiao)材、虛擬(ni)仿真實訓(xun)基(ji)地建(jian)(jian)設,打造一批職(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)育一流核心課程。鼓勵職(zhi)(zhi)業(ye)(ye)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)開展數(shu)(shu)字化(hua)(hua)教(jiao)(jiao)學(xue)(xue)(xue)評價。

  五、拓寬學生成長成才通道

  10.推進(jin)職(zhi)(zhi)普(pu)教育相互融通。探(tan)索高中(zhong)(zhong)(zhong)階段科技、人(ren)文、藝體(ti)特色學(xue)校和綜合(he)(he)高中(zhong)(zhong)(zhong)等建設。支持(chi)符合(he)(he)條(tiao)件的中(zhong)(zhong)(zhong)職(zhi)(zhi)學(xue)校與普(pu)通高中(zhong)(zhong)(zhong)實施(shi)課程互選、學(xue)分(fen)互認(ren)。支持(chi)職(zhi)(zhi)業(ye)學(xue)校聯合(he)(he)普(pu)通中(zhong)(zhong)(zhong)小(xiao)學(xue)校開(kai)展職(zhi)(zhi)業(ye)啟蒙、職(zhi)(zhi)業(ye)認(ren)知(zhi)、職(zhi)(zhi)業(ye)體(ti)驗教育,依托職(zhi)(zhi)業(ye)學(xue)校實訓基地建設一(yi)批中(zhong)(zhong)(zhong)小(xiao)學(xue)生職(zhi)(zhi)業(ye)體(ti)驗中(zhong)(zhong)(zhong)心或研學(xue)基地,推進(jin)職(zhi)(zhi)業(ye)學(xue)校資源面向基礎教育階段學(xue)校開(kai)放。

  11.穩步發展本(ben)科(ke)層(ceng)次職(zhi)(zhi)業(ye)教育(yu)。實施(shi)本(ben)科(ke)層(ceng)次職(zhi)(zhi)業(ye)學(xue)(xue)校(xiao)遞進培(pei)(pei)育(yu)工程,積(ji)極推(tui)進符合條件(jian)的高(gao)職(zhi)(zhi)學(xue)(xue)校(xiao)升格為職(zhi)(zhi)業(ye)本(ben)科(ke)學(xue)(xue)校(xiao)。支(zhi)持應用型本(ben)科(ke)學(xue)(xue)校(xiao)聯合“雙高(gao)計劃”建設單位、領軍企業(ye)開展本(ben)科(ke)層(ceng)次職(zhi)(zhi)業(ye)教育(yu),主(zhu)要招(zhao)(zhao)收中(zhong)職(zhi)(zhi)學(xue)(xue)校(xiao)畢(bi)(bi)業(ye)生(sheng),培(pei)(pei)養高(gao)層(ceng)次技(ji)術(shu)技(ji)能人才(cai)。支(zhi)持本(ben)科(ke)學(xue)(xue)校(xiao)招(zhao)(zhao)收符合條件(jian)的職(zhi)(zhi)業(ye)學(xue)(xue)校(xiao)畢(bi)(bi)業(ye)生(sheng)攻讀理工農醫(yi)等(deng)本(ben)科(ke)專業(ye),招(zhao)(zhao)收符合條件(jian)的高(gao)職(zhi)(zhi)學(xue)(xue)校(xiao)畢(bi)(bi)業(ye)生(sheng)攻讀研(yan)究生(sheng)。

  12.加快(kuai)推(tui)進職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教育招(zhao)生(sheng)(sheng)(sheng)(sheng)考(kao)試(shi)制度改(gai)革。制定職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教育招(zhao)生(sheng)(sheng)(sheng)(sheng)考(kao)試(shi)改(gai)革實施(shi)方(fang)案,健全“文化(hua)素質(zhi)(zhi)+職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)(neng)”考(kao)試(shi)招(zhao)生(sheng)(sheng)(sheng)(sheng)辦法(fa),擴(kuo)大(da)應用(yong)型本(ben)(ben)科(ke)學(xue)(xue)校(xiao)(xiao)在職(zhi)(zhi)(zhi)(zhi)教高(gao)考(kao)中的(de)招(zhao)生(sheng)(sheng)(sheng)(sheng)規模。探索中職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)校(xiao)(xiao)學(xue)(xue)業(ye)(ye)(ye)水平考(kao)試(shi)制度和(he)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)綜(zong)合素質(zhi)(zhi)評價制度,建立全省統一的(de)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教育招(zhao)生(sheng)(sheng)(sheng)(sheng)平臺,實現(xian)中職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)校(xiao)(xiao)、普(pu)通高(gao)中同批次(ci)招(zhao)生(sheng)(sheng)(sheng)(sheng)。持續優化(hua)中職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)校(xiao)(xiao)與(yu)高(gao)職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)校(xiao)(xiao)“3+ 2”貫通培(pei)養(yang),健全中職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)校(xiao)(xiao)與(yu)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)本(ben)(ben)科(ke)、應用(yong)型本(ben)(ben)科(ke)學(xue)(xue)校(xiao)(xiao)“3+4”和(he)高(gao)職(zhi)(zhi)(zhi)(zhi)專(zhuan)科(ke)學(xue)(xue)校(xiao)(xiao)與(yu)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)本(ben)(ben)科(ke)、應用(yong)型本(ben)(ben)科(ke)學(xue)(xue)校(xiao)(xiao)“3+2”對口貫通或分段培(pei)養(yang)體(ti)系,完善“專(zhuan)升本(ben)(ben)”考(kao)試(shi)辦法(fa)和(he)培(pei)養(yang)方(fang)式。完善世界技(ji)能(neng)(neng)大(da)賽(sai)、中國技(ji)能(neng)(neng)大(da)賽(sai)、全國和(he)四川省職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)院校(xiao)(xiao)技(ji)能(neng)(neng)大(da)賽(sai)等優秀選手和(he)有突出貢獻的(de)技(ji)術技(ji)能(neng)(neng)人才(cai)接(jie)受高(gao)層次(ci)學(xue)(xue)歷(li)教育的(de)政策。

  六、擴大和深化職業教育對外開放合作

  13.建(jian)(jian)設(she)國(guo)際(ji)(ji)交(jiao)流合(he)作(zuo)(zuo)平臺(tai)。積極引進境(jing)外優質職(zhi)業教育資源(yuan),擴大來川留學(xue)和培訓規(gui)模。鼓勵(li)職(zhi)業學(xue)校(xiao)開展(zhan)國(guo)際(ji)(ji)學(xue)術(shu)交(jiao)流,按規(gui)定(ding)舉辦技能大賽(sai)等活(huo)動(dong)。支持(chi)建(jian)(jian)設(she)一批(pi)高水平國(guo)際(ji)(ji)化(hua)的職(zhi)業學(xue)校(xiao)和國(guo)際(ji)(ji)合(he)作(zuo)(zuo)聯合(he)實驗室(shi)、國(guo)際(ji)(ji)學(xue)術(shu)交(jiao)流中心,打造(zao)一批(pi)具有國(guo)際(ji)(ji)影響力(li)的專業標準、課程(cheng)標準,開發一批(pi)教學(xue)資源(yuan)、教學(xue)設(she)備。

  14.打造職(zhi)(zhi)業(ye)教育(yu)(yu)國際(ji)(ji)品牌(pai)。支持職(zhi)(zhi)業(ye)學(xue)校申報中外合(he)作辦學(xue)項(xiang)目(mu),參加(jia)“中德先進職(zhi)(zhi)業(ye)教育(yu)(yu)合(he)作項(xiang)目(mu)”“未(wei)來非(fei)洲—中非(fei)職(zhi)(zhi)業(ye)教育(yu)(yu)合(he)作計(ji)劃(hua)”等國際(ji)(ji)合(he)作,培育(yu)(yu)建設一批“魯(lu)班工坊”等境外辦學(xue)機構。推廣(guang)“中文+職(zhi)(zhi)業(ye)技(ji)能(neng)”項(xiang)目(mu),服(fu)務國際(ji)(ji)產能(neng)合(he)作和中國企業(ye)走出(chu)去,培養國際(ji)(ji)化人(ren)才和中資(zi)企業(ye)急需的本土(tu)技(ji)術技(ji)能(neng)人(ren)才,提升四川職(zhi)(zhi)業(ye)教育(yu)(yu)國際(ji)(ji)影響力。

  堅(jian)持(chi)把(ba)黨的(de)領導(dao)貫(guan)(guan)徹到現代職業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)體(ti)系建設改革(ge)全過程各方面,全面貫(guan)(guan)徹黨的(de)教(jiao)(jiao)(jiao)育(yu)(yu)方針,貫(guan)(guan)徹落(luo)實職業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)法及《四川省職業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)條例(li)》。各級黨委、政府要(yao)(yao)將發展職業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)納入(ru)(ru)本地區國民經濟(ji)和社會發展規劃,作為(wei)履行(xing)(xing)教(jiao)(jiao)(jiao)育(yu)(yu)職責的(de)重要(yao)(yao)內容(rong)。省直有關部門(men)要(yao)(yao)加(jia)強統籌(chou)協調,推動行(xing)(xing)業(ye)企業(ye)積極(ji)參與(yu)(yu);按(an)照國家部署細化(hua)完(wan)善支持(chi)職業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)的(de)金融、財政、土(tu)地、信用、就業(ye)和收入(ru)(ru)分配等方面的(de)激勵政策,構建有利(li)于(yu)職業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)發展的(de)制度環境和生(sheng)態。各地、各有關部門(men)要(yao)(yao)及時總結提煉推進現代職業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)體(ti)系建設改革(ge)的(de)典型經驗,做好(hao)(hao)宣傳報(bao)道,營(ying)造全社會充(chong)分了解、積極(ji)支持(chi)、主動參與(yu)(yu)職業(ye)教(jiao)(jiao)(jiao)育(yu)(yu)的(de)良好(hao)(hao)氛圍。
