健全(quan)(quan)體制(zhi)(zhi)機(ji)(ji)(ji)制(zhi)(zhi),加(jia)強科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)系(xi)統(tong)規劃。以服務國家重大戰略(lve)需求為導(dao)向(xiang),出(chu)(chu)臺《“十四五(wu)”科(ke)(ke)(ke)(ke)(ke)技(ji)創新20條》,圍繞打造(zao)(zao)國家戰略(lve)科(ke)(ke)(ke)(ke)(ke)技(ji)力量(liang)、建(jian)設(she)高(gao)水平科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)平臺、培育高(gao)層次人(ren)才團隊、產出(chu)(chu)標志性(xing)科(ke)(ke)(ke)(ke)(ke)技(ji)成果(guo)等(deng)目(mu)標,努(nu)力構建(jian)有組織、全(quan)(quan)鏈條、系(xi)統(tong)化的科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)組織模式。深化“科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)特區”體制(zhi)(zhi)機(ji)(ji)(ji)制(zhi)(zhi)改革,將學校全(quan)(quan)國重點實驗(yan)室、遼(liao)寧黃海(hai)實驗(yan)室、碳中和研(yan)(yan)(yan)(yan)究(jiu)院(yuan)、先進智(zhi)能研(yan)(yan)(yan)(yan)究(jiu)院(yuan)等(deng)學科(ke)(ke)(ke)(ke)(ke)交叉研(yan)(yan)(yan)(yan)究(jiu)機(ji)(ji)(ji)構設(she)為“科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)特區”,通過實施管(guan)理重心(xin)下移、強化人(ren)才政策支持(chi)、創新科(ke)(ke)(ke)(ke)(ke)技(ji)資源配置等(deng)舉措,不斷激發科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)創新活力。優化分(fen)類評(ping)價機(ji)(ji)(ji)制(zhi)(zhi),突出(chu)(chu)對成果(guo)原創性(xing)、前沿性(xing)和引(yin)領性(xing)的評(ping)價導(dao)向(xiang),探索(suo)代表作(zuo)評(ping)價和教師長(chang)周期考核(he),著(zhu)力推動科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)評(ping)價從“數量(liang)型(xing)”向(xiang)“質量(liang)型(xing)”轉變,努(nu)力為科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)人(ren)員潛心(xin)研(yan)(yan)(yan)(yan)究(jiu)營造(zao)(zao)良好(hao)環(huan)境,助力產出(chu)(chu)更多(duo)優質科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)成果(guo)。完善(shan)科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)管(guan)理服務體系(xi),整合技(ji)術(shu)研(yan)(yan)(yan)(yan)究(jiu)開發院(yuan)、文科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)究(jiu)院(yuan)等(deng)機(ji)(ji)(ji)構組建(jian)科(ke)(ke)(ke)(ke)(ke)學技(ji)術(shu)研(yan)(yan)(yan)(yan)究(jiu)院(yuan),形成涵(han)蓋(gai)基(ji)礎研(yan)(yan)(yan)(yan)究(jiu)、技(ji)術(shu)研(yan)(yan)(yan)(yan)發、區域服務、成果(guo)轉化等(deng)職(zhi)能于一(yi)體的科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)體系(xi),同時修(xiu)訂(ding)科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)項目(mu)管(guan)理辦法(fa)、科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)經(jing)費管(guan)理辦法(fa)等(deng)制(zhi)(zhi)度文件(jian),為科(ke)(ke)(ke)(ke)(ke)研(yan)(yan)(yan)(yan)攻關(guan)和科(ke)(ke)(ke)(ke)(ke)技(ji)成果(guo)轉移轉化提(ti)供有力保障。
重(zhong)(zhong)視(shi)基礎研(yan)(yan)(yan)(yan)究(jiu)(jiu),夯實(shi)科(ke)(ke)技創(chuang)(chuang)新(xin)(xin)(xin)根(gen)基。強(qiang)化(hua)科(ke)(ke)研(yan)(yan)(yan)(yan)平(ping)臺建(jian)設(she),推(tui)(tui)動(dong)(dong)以全(quan)國重(zhong)(zhong)點(dian)實(shi)驗室為代(dai)表的國家(jia)級(ji)(ji)基地平(ping)臺重(zhong)(zhong)組(zu)(zu),不(bu)斷(duan)完善“國家(jia)級(ji)(ji)—省(sheng)部(bu)級(ji)(ji)—校級(ji)(ji)”多層級(ji)(ji)科(ke)(ke)研(yan)(yan)(yan)(yan)平(ping)臺體系。圍繞(rao)重(zhong)(zhong)點(dian)關(guan)(guan)鍵領域,依托(tuo)(tuo)學(xue)(xue)(xue)(xue)校優勢學(xue)(xue)(xue)(xue)科(ke)(ke),積極推(tui)(tui)進高(gao)(gao)端基礎件(jian)、智(zhi)能(neng)(neng)(neng)制造(zao)工(gong)藝技術、高(gao)(gao)檔數控機(ji)床與(yu)(yu)智(zhi)能(neng)(neng)(neng)機(ji)器人(ren)、智(zhi)能(neng)(neng)(neng)系統(tong)與(yu)(yu)專用裝(zhuang)(zhuang)(zhuang)備、智(zhi)能(neng)(neng)(neng)材料分(fen)子(zi)設(she)計等方向(xiang)研(yan)(yan)(yan)(yan)究(jiu)(jiu),加(jia)快國際科(ke)(ke)技創(chuang)(chuang)新(xin)(xin)(xin)中心(xin)、區域科(ke)(ke)技創(chuang)(chuang)新(xin)(xin)(xin)中心(xin)建(jian)設(she)。強(qiang)化(hua)重(zhong)(zhong)點(dian)領域攻堅,持續加(jia)大(da)投入保障力(li)(li)度,建(jian)立健全(quan)符合(he)科(ke)(ke)研(yan)(yan)(yan)(yan)規律(lv)的評價(jia)體系和激勵(li)機(ji)制,推(tui)(tui)動(dong)(dong)數學(xue)(xue)(xue)(xue)、物理、化(hua)學(xue)(xue)(xue)(xue)等基礎學(xue)(xue)(xue)(xue)科(ke)(ke)取(qu)得重(zhong)(zhong)大(da)科(ke)(ke)學(xue)(xue)(xue)(xue)問題研(yan)(yan)(yan)(yan)究(jiu)(jiu)新(xin)(xin)(xin)突(tu)破;圍繞(rao)量子(zi)信(xin)息(xi)、新(xin)(xin)(xin)能(neng)(neng)(neng)源、生命醫學(xue)(xue)(xue)(xue)、人(ren)工(gong)智(zhi)能(neng)(neng)(neng)、數字孿(luan)生等新(xin)(xin)(xin)興(xing)(xing)領域,規劃(hua)(hua)布局研(yan)(yan)(yan)(yan)究(jiu)(jiu)課題,加(jia)快推(tui)(tui)進創(chuang)(chuang)新(xin)(xin)(xin)成果產出。鼓勵(li)青(qing)年科(ke)(ke)學(xue)(xue)(xue)(xue)家(jia)團(tuan)隊開展創(chuang)(chuang)新(xin)(xin)(xin)性(xing)研(yan)(yan)(yan)(yan)究(jiu)(jiu),加(jia)強(qiang)跨學(xue)(xue)(xue)(xue)科(ke)(ke)重(zhong)(zhong)大(da)項(xiang)目組(zu)(zu)織謀劃(hua)(hua)、科(ke)(ke)研(yan)(yan)(yan)(yan)資(zi)源配置共享,著力(li)(li)構建(jian)上下聯動(dong)(dong)、導(dao)向(xiang)明確(que)的科(ke)(ke)研(yan)(yan)(yan)(yan)組(zu)(zu)織形(xing)式。通過強(qiang)化(hua)理工(gong)結合(he)、學(xue)(xue)(xue)(xue)科(ke)(ke)融合(he),深(shen)度挖掘工(gong)程(cheng)應用中的基礎科(ke)(ke)學(xue)(xue)(xue)(xue)問題,引導(dao)基礎研(yan)(yan)(yan)(yan)究(jiu)(jiu)與(yu)(yu)工(gong)程(cheng)應用有機(ji)銜(xian)接,為科(ke)(ke)技創(chuang)(chuang)新(xin)(xin)(xin)發展提供有力(li)(li)支(zhi)撐。強(qiang)化(hua)核心(xin)技術攻關(guan)(guan),圍繞(rao)服務遼寧振興(xing)(xing)萬億(yi)級(ji)(ji)主干(gan)產業和戰略性(xing)新(xin)(xin)(xin)興(xing)(xing)產業,聚焦精(jing)細化(hua)工(gong)、裝(zhuang)(zhuang)(zhuang)備制造(zao)、海(hai)(hai)洋科(ke)(ke)技“三大(da)創(chuang)(chuang)新(xin)(xin)(xin)鏈”,積極搭(da)建(jian)大(da)平(ping)臺、組(zu)(zu)建(jian)大(da)團(tuan)隊、集中大(da)攻關(guan)(guan),著力(li)(li)以科(ke)(ke)技創(chuang)(chuang)新(xin)(xin)(xin)引領驅動(dong)(dong)高(gao)(gao)質量發展。如,依托(tuo)(tuo)學(xue)(xue)(xue)(xue)校涉(she)海(hai)(hai)學(xue)(xue)(xue)(xue)科(ke)(ke)專業優勢,圍繞(rao)海(hai)(hai)洋科(ke)(ke)技高(gao)(gao)端化(hua)、綠色化(hua)、集群化(hua)與(yu)(yu)智(zhi)能(neng)(neng)(neng)化(hua)發展方向(xiang),加(jia)強(qiang)海(hai)(hai)洋牧(mu)場、海(hai)(hai)洋資(zi)源開發利(li)用、近海(hai)(hai)海(hai)(hai)洋環境保護、海(hai)(hai)岸帶防災減災、船舶海(hai)(hai)工(gong)裝(zhuang)(zhuang)(zhuang)備等領域科(ke)(ke)研(yan)(yan)(yan)(yan)攻關(guan)(guan)。
深化(hua)校企(qi)(qi)(qi)聯(lian)動(dong)(dong),助力產(chan)(chan)業改(gai)造升級。加(jia)強與(yu)(yu)高水平(ping)科研(yan)院所、行業龍頭(tou)企(qi)(qi)(qi)業等合(he)(he)(he)(he)(he)作(zuo),共(gong)(gong)(gong)建(jian)(jian)技(ji)(ji)(ji)術創新(xin)(xin)平(ping)臺,聯(lian)合(he)(he)(he)(he)(he)開(kai)展(zhan)(zhan)科技(ji)(ji)(ji)攻關,不(bu)斷提升服務區域經濟(ji)(ji)社會(hui)(hui)發(fa)(fa)(fa)展(zhan)(zhan)的能力和(he)水平(ping)。如(ru),與(yu)(yu)相關企(qi)(qi)(qi)業共(gong)(gong)(gong)建(jian)(jian)研(yan)究院,協同開(kai)展(zhan)(zhan)有針對(dui)性(xing)的重大(da)項(xiang)(xiang)目攻關,著力解決行業共(gong)(gong)(gong)性(xing)技(ji)(ji)(ji)術難題,推動(dong)(dong)核電裝(zhuang)備國產(chan)(chan)化(hua)轉(zhuan)型(xing)發(fa)(fa)(fa)展(zhan)(zhan)。聚焦服務“東北振(zhen)興(xing)”,與(yu)(yu)企(qi)(qi)(qi)業聯(lian)合(he)(he)(he)(he)(he)成(cheng)立(li)(li)產(chan)(chan)學(xue)(xue)研(yan)聯(lian)盟(meng),共(gong)(gong)(gong)同承擔省級“揭榜掛帥”項(xiang)(xiang)目,推進“產(chan)(chan)學(xue)(xue)研(yan)用”深度融(rong)(rong)合(he)(he)(he)(he)(he)。如(ru),參與(yu)(yu)大(da)連長(chang)興(xing)島(西中(zhong)島)國家(jia)(jia)級石化(hua)產(chan)(chan)業基地建(jian)(jian)設,與(yu)(yu)大(da)連長(chang)興(xing)島經濟(ji)(ji)技(ji)(ji)(ji)術開(kai)發(fa)(fa)(fa)區共(gong)(gong)(gong)建(jian)(jian)長(chang)興(xing)島中(zhong)試基地,聯(lian)合(he)(he)(he)(he)(he)開(kai)發(fa)(fa)(fa)和(he)驗證中(zhong)試工(gong)藝技(ji)(ji)(ji)術、產(chan)(chan)品10余項(xiang)(xiang)。與(yu)(yu)重點(dian)行業企(qi)(qi)(qi)業建(jian)(jian)立(li)(li)聯(lian)合(he)(he)(he)(he)(he)研(yan)發(fa)(fa)(fa)中(zhong)心(xin),實(shi)施人(ren)才(cai)共(gong)(gong)(gong)享、團隊共(gong)(gong)(gong)建(jian)(jian),積極(ji)探索建(jian)(jian)立(li)(li)校企(qi)(qi)(qi)“發(fa)(fa)(fa)展(zhan)(zhan)共(gong)(gong)(gong)同體”“創新(xin)(xin)共(gong)(gong)(gong)同體”的新(xin)(xin)模(mo)式新(xin)(xin)路(lu)徑(jing)。成(cheng)立(li)(li)校企(qi)(qi)(qi)合(he)(he)(he)(he)(he)作(zuo)委員會(hui)(hui),吸納(na)會(hui)(hui)員企(qi)(qi)(qi)業近200家(jia)(jia),推動(dong)(dong)高校創新(xin)(xin)資源與(yu)(yu)重點(dian)產(chan)(chan)業、企(qi)(qi)(qi)業實(shi)現(xian)有效對(dui)接。圍繞區域醫(yi)(yi)療衛生(sheng)事業發(fa)(fa)(fa)展(zhan)(zhan)需求,堅持“強強聯(lian)合(he)(he)(he)(he)(he)、協同發(fa)(fa)(fa)展(zhan)(zhan)、合(he)(he)(he)(he)(he)作(zuo)共(gong)(gong)(gong)贏”的理(li)念,與(yu)(yu)遼寧省腫瘤(liu)醫(yi)(yi)院、大(da)連市中(zhong)心(xin)醫(yi)(yi)院共(gong)(gong)(gong)建(jian)(jian)附屬中(zhong)心(xin)醫(yi)(yi)院;成(cheng)立(li)(li)大(da)連理(li)工(gong)大(da)學(xue)(xue)醫(yi)(yi)學(xue)(xue)部、醫(yi)(yi)工(gong)交叉(cha)研(yan)究院等機構(gou),推動(dong)(dong)現(xian)代醫(yi)(yi)學(xue)(xue)與(yu)(yu)工(gong)程思維交叉(cha)融(rong)(rong)合(he)(he)(he)(he)(he),不(bu)斷提升醫(yi)(yi)學(xue)(xue)科技(ji)(ji)(ji)創新(xin)(xin)能力,努力為健康中(zhong)國建(jian)(jian)設貢獻智慧和(he)力量。2022年,學(xue)(xue)校以許可、轉(zhuan)讓和(he)作(zuo)價投資方式轉(zhuan)化(hua)科技(ji)(ji)(ji)成(cheng)果183件,轉(zhuan)化(hua)金額1.72億元(yuan)。
堅(jian)持引(yin)育并舉,打(da)造(zao)創新人(ren)(ren)才(cai)(cai)(cai)隊伍。強化戰略(lve)科(ke)(ke)(ke)(ke)技(ji)人(ren)(ren)才(cai)(cai)(cai)引(yin)育,制(zhi)定(ding)《預聘(pin)、準聘(pin)、長聘(pin)一(yi)體化實(shi)施(shi)方(fang)案(an)(試行)》《星(xing)海教授聘(pin)任實(shi)施(shi)辦法》等,在(zai)崗(gang)位(wei)(wei)設(she)置(zhi)、人(ren)(ren)才(cai)(cai)(cai)遴選(xuan)、學術資源、評價(jia)考核、薪酬(chou)待遇等方(fang)面加大(da)政策支(zhi)持。開展人(ren)(ren)才(cai)(cai)(cai)聘(pin)用體制(zhi)改革,賦予二(er)級單(dan)位(wei)(wei)更大(da)自主權,鼓勵學部(院(yuan))結合實(shi)際,優化高端人(ren)(ren)才(cai)(cai)(cai)、新引(yin)進人(ren)(ren)才(cai)(cai)(cai)考核機(ji)制(zhi)和薪酬(chou)體系(xi)(xi),以(yi)(yi)適度適當的(de)原(yuan)則個性(xing)化制(zhi)定(ding)職稱評審條件,進一(yi)步激(ji)發(fa)各二(er)級單(dan)位(wei)(wei)人(ren)(ren)才(cai)(cai)(cai)引(yin)育的(de)內生(sheng)動(dong)力。完善戰略(lve)科(ke)(ke)(ke)(ke)技(ji)人(ren)(ren)才(cai)(cai)(cai)梯隊建設(she),面向重(zhong)點戰略(lve)領(ling)域(yu)和重(zhong)要基礎前沿領(ling)域(yu),建立“戰略(lve)科(ke)(ke)(ke)(ke)學家(jia)(jia)—科(ke)(ke)(ke)(ke)技(ji)領(ling)軍人(ren)(ren)才(cai)(cai)(cai)—青年科(ke)(ke)(ke)(ke)研(yan)人(ren)(ren)才(cai)(cai)(cai)”三級科(ke)(ke)(ke)(ke)研(yan)人(ren)(ren)才(cai)(cai)(cai)團隊體系(xi)(xi),著力打(da)造(zao)一(yi)支(zhi)以(yi)(yi)院(yuan)士為代表的(de)科(ke)(ke)(ke)(ke)學家(jia)(jia),入選(xuan)長江學者獎勵計劃、國(guo)(guo)家(jia)(jia)杰出(chu)青年科(ke)(ke)(ke)(ke)學基金等高層次人(ren)(ren)才(cai)(cai)(cai)為核心的(de)領(ling)軍人(ren)(ren)才(cai)(cai)(cai),45歲以(yi)(yi)下青年科(ke)(ke)(ke)(ke)研(yan)人(ren)(ren)才(cai)(cai)(cai)組成的(de)科(ke)(ke)(ke)(ke)研(yan)團隊。實(shi)施(shi)分層目標引(yin)導(dao)、分類目標考核,在(zai)科(ke)(ke)(ke)(ke)研(yan)經(jing)費保障、專業(ye)技(ji)術崗(gang)位(wei)(wei)設(she)置(zhi)、博士研(yan)究(jiu)生(sheng)指標分配等方(fang)面給予科(ke)(ke)(ke)(ke)研(yan)人(ren)(ren)員(yuan)有(you)力支(zhi)持,營造(zao)鼓勵勇(yong)攀科(ke)(ke)(ke)(ke)技(ji)高峰的(de)良好環境,進一(yi)步激(ji)發(fa)科(ke)(ke)(ke)(ke)研(yan)人(ren)(ren)員(yuan)的(de)積極性(xing)主動(dong)性(xing)創造(zao)性(xing),為科(ke)(ke)(ke)(ke)技(ji)強國(guo)(guo)建設(she)奮勇(yong)擔當、貢獻(xian)力量。
