四川省認真學習貫徹黨的(de)(de)二十大精(jing)神和習近平總(zong)書記關于職業(ye)教(jiao)(jiao)(jiao)育的(de)(de)重要指示批示精(jing)神,強化政策供給(gei)、貫通(tong)培養體系、加強內涵(han)建(jian)設、深(shen)(shen)化產教(jiao)(jiao)(jiao)融合(he),充分調動各方面(mian)資源,縱深(shen)(shen)推進現代職業(ye)教(jiao)(jiao)(jiao)育體系建(jian)設改革,為(wei)區域經濟社會高質(zhi)量發(fa)展(zhan)提供有力(li)支撐。
深化制度(du)改(gai)革,加大(da)政策供(gong)給(gei)力度(du)。一是(shi)(shi)構建部門協(xie)(xie)同推進機制。建立職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)工(gong)作聯席會議制度(du),督促(cu)指導(dao)各市(州)完善工(gong)作機制,堅(jian)持(chi)多(duo)(duo)元(yuan)主體協(xie)(xie)同推進,充分激(ji)發職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)辦學活力。二是(shi)(shi)優化職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)發展政策環(huan)境。省(sheng)(sheng)政府(fu)出(chu)臺《四川(chuan)省(sheng)(sheng)職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)改(gai)革實施方(fang)案》,設計(ji)6大(da)領(ling)域、17項改(gai)革舉(ju)措、100項改(gai)革建設任務,將職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)工(gong)作作為省(sheng)(sheng)政府(fu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)督導(dao)的重要內容。推進職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)地方(fang)立法(fa),積極推動《四川(chuan)省(sheng)(sheng)職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)條例》頒布實施,為職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)健(jian)康發展提供(gong)法(fa)治(zhi)保障。三是(shi)(shi)多(duo)(duo)渠道(dao)加大(da)投入(ru)。“十四五”以來,統籌中央預算內投資(zi)、地方(fang)政府(fu)專項債等(deng)資(zi)金約(yue)130億(yi)(yi)元(yuan),爭取(qu)政策性開發性金融工(gong)具投放(fang)額度(du)16.1億(yi)(yi)元(yuan),支持(chi)申報設備更新改(gai)造中長期貸款210億(yi)(yi)元(yuan);累計(ji)下達(da)省(sheng)(sheng)級獎補資(zi)金12.75億(yi)(yi)元(yuan),支持(chi)立項建設35個省(sheng)(sheng)級產教(jiao)(jiao)(jiao)(jiao)融合示范項目。2018—2022年(nian),全省(sheng)(sheng)財政職(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)支出(chu)增幅較(jiao)同期財政教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)支出(chu)增幅平均高1.8個百分點(dian)。
優化(hua)類型特色(se),打通(tong)(tong)(tong)人(ren)才成長(chang)通(tong)(tong)(tong)道(dao)。一(yi)是(shi)完(wan)善普職(zhi)(zhi)融合(he)發展(zhan)體(ti)系。優化(hua)“文化(hua)素質(zhi)+職(zhi)(zhi)業(ye)技(ji)能”考(kao)試(shi)(shi)招生(sheng)(sheng)(sheng)辦法(fa),通(tong)(tong)(tong)過分類考(kao)試(shi)(shi)錄取(qu)人(ren)數(shu)占(zhan)到高職(zhi)(zhi)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)總錄取(qu)人(ren)數(shu)的(de)(de)(de)70%以上。擴大(da)高職(zhi)(zhi)(專科(ke)(ke))學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)“專升本(ben)”比例,由(you)2019年(nian)的(de)(de)(de)6%擴大(da)到2023年(nian)的(de)(de)(de)25%,努力(li)滿足更多(duo)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)升本(ben)意愿。探(tan)索(suo)職(zhi)(zhi)教(jiao)(jiao)高考(kao)制度(du),成立由(you)職(zhi)(zhi)業(ye)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)、招生(sheng)(sheng)(sheng)考(kao)試(shi)(shi)機構、教(jiao)(jiao)研(yan)機構業(ye)務骨干組成的(de)(de)(de)研(yan)究(jiu)(jiu)小組,從(cong)考(kao)試(shi)(shi)大(da)綱制定(ding)、考(kao)試(shi)(shi)評價標準、本(ben)專科(ke)(ke)招生(sheng)(sheng)(sheng)計劃等(deng)(deng)方面,開展(zhan)全方位(wei)、一(yi)體(ti)化(hua)深入研(yan)究(jiu)(jiu)。二是(shi)積極(ji)探(tan)索(suo)“普職(zhi)(zhi)融通(tong)(tong)(tong)”教(jiao)(jiao)育試(shi)(shi)點。指導各市(州)科(ke)(ke)學(xue)(xue)(xue)(xue)合(he)理(li)安(an)排普通(tong)(tong)(tong)高中(zhong)和中(zhong)等(deng)(deng)職(zhi)(zhi)業(ye)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)招生(sheng)(sheng)(sheng)計劃,統籌(chou)推(tui)進高中(zhong)階段教(jiao)(jiao)育協調發展(zhan)。探(tan)索(suo)制定(ding)中(zhong)職(zhi)(zhi)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)與(yu)普通(tong)(tong)(tong)高中(zhong)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)相互融通(tong)(tong)(tong)的(de)(de)(de)申請條件(jian)和辦理(li)程序等(deng)(deng)具(ju)體(ti)舉(ju)措,鼓勵符合(he)條件(jian)的(de)(de)(de)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)穩妥(tuo)推(tui)進學(xue)(xue)(xue)(xue)籍互轉、課程互選、學(xue)(xue)(xue)(xue)分互認、資源(yuan)互通(tong)(tong)(tong)。三(san)是(shi)穩步發展(zhan)本(ben)科(ke)(ke)層次職(zhi)(zhi)業(ye)教(jiao)(jiao)育。實(shi)(shi)施“本(ben)科(ke)(ke)層次高等(deng)(deng)職(zhi)(zhi)業(ye)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)建設遞進培育工程”,2023年(nian)全省(sheng)16所本(ben)科(ke)(ke)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)、19所高職(zhi)(zhi)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)與(yu)合(he)作企業(ye)(單位(wei))在(zai)45個專業(ye)開展(zhan)本(ben)科(ke)(ke)層次職(zhi)(zhi)業(ye)教(jiao)(jiao)育人(ren)才培養改革試(shi)(shi)點,落實(shi)(shi)招生(sheng)(sheng)(sheng)人(ren)數(shu)2375人(ren)。
聚焦內涵建設(she),提高人(ren)(ren)才培(pei)養(yang)質量(liang)。一是(shi)(shi)對(dui)接產(chan)業(ye)(ye)(ye)(ye)需求深化(hua)人(ren)(ren)才培(pei)養(yang)供給側改革。啟動(dong)職(zhi)(zhi)業(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育資(zi)源與(yu)重(zhong)大(da)(da)(da)產(chan)業(ye)(ye)(ye)(ye)布局戰略匹配計劃(hua)(hua),對(dui)照國家重(zhong)大(da)(da)(da)戰略布局、四川制(zhi)造(zao)強省(sheng)產(chan)業(ye)(ye)(ye)(ye)布局,同步(bu)規劃(hua)(hua)、配置職(zhi)(zhi)業(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育資(zi)源,引導(dao)(dao)職(zhi)(zhi)業(ye)(ye)(ye)(ye)學(xue)(xue)(xue)校(xiao)(xiao)動(dong)態引入(ru)新(xin)技(ji)(ji)術(shu)、新(xin)工(gong)藝和(he)(he)新(xin)規范,推動(dong)教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學(xue)(xue)(xue)變(bian)革創(chuang)新(xin)。二是(shi)(shi)持續推進校(xiao)(xiao)企雙(shuang)元(yuan)育人(ren)(ren)。深化(hua)人(ren)(ren)才培(pei)養(yang)模式(shi)(shi)改革,建立雙(shuang)主(zhu)體育人(ren)(ren)、雙(shuang)導(dao)(dao)師(shi)(shi)指導(dao)(dao)、雙(shuang)元(yuan)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)、雙(shuang)元(yuan)評價(jia)的培(pei)育機(ji)制(zhi),促進教(jiao)(jiao)(jiao)育和(he)(he)產(chan)業(ye)(ye)(ye)(ye)體系在(zai)(zai)人(ren)(ren)才、智力(li)、技(ji)(ji)術(shu)、資(zi)本(ben)、管(guan)理(li)等資(zi)源要素集聚融合(he)。全(quan)省(sheng)159家單位立項(xiang)省(sheng)級現(xian)代學(xue)(xue)(xue)徒制(zhi)試點,23家單位獲(huo)批國家級現(xian)代學(xue)(xue)(xue)徒制(zhi)試點,覆蓋學(xue)(xue)(xue)生超過10萬人(ren)(ren),畢業(ye)(ye)(ye)(ye)生就業(ye)(ye)(ye)(ye)率達到95%以上(shang)。實(shi)(shi)施現(xian)場工(gong)程師(shi)(shi)專項(xiang)培(pei)養(yang)計劃(hua)(hua),首批確定49個(ge)培(pei)養(yang)項(xiang)目,企業(ye)(ye)(ye)(ye)提供1500余個(ge)學(xue)(xue)(xue)徒崗位,校(xiao)(xiao)企協(xie)作培(pei)養(yang)具備工(gong)匠(jiang)精(jing)神,精(jing)操作、懂工(gong)藝、會管(guan)理(li)、善(shan)協(xie)作、能(neng)創(chuang)新(xin)的技(ji)(ji)術(shu)技(ji)(ji)能(neng)人(ren)(ren)才。三是(shi)(shi)扎(zha)實(shi)(shi)推進提質培(pei)優。聚焦理(li)念更新(xin)和(he)(he)模式(shi)(shi)變(bian)革,深化(hua)“三教(jiao)(jiao)(jiao)改革”,積極(ji)推進全(quan)省(sheng)職(zhi)(zhi)業(ye)(ye)(ye)(ye)學(xue)(xue)(xue)校(xiao)(xiao)“勇攀高峰”。11個(ge)虛擬仿(fang)真(zhen)實(shi)(shi)訓基(ji)地入(ru)選(xuan)教(jiao)(jiao)(jiao)育部首批建設(she)項(xiang)目,48門課程被評為國家級在(zai)(zai)線精(jing)品課程,18本(ben)教(jiao)(jiao)(jiao)材(cai)獲(huo)全(quan)國教(jiao)(jiao)(jiao)材(cai)建設(she)獎(jiang)。2023年(nian),獲(huo)得“互聯(lian)網(wang)+”創(chuang)新(xin)創(chuang)業(ye)(ye)(ye)(ye)大(da)(da)(da)賽職(zhi)(zhi)教(jiao)(jiao)(jiao)賽道全(quan)國金獎(jiang)4項(xiang),全(quan)國職(zhi)(zhi)業(ye)(ye)(ye)(ye)院(yuan)校(xiao)(xiao)學(xue)(xue)(xue)生技(ji)(ji)能(neng)大(da)(da)(da)賽一等獎(jiang)21項(xiang),全(quan)國職(zhi)(zhi)業(ye)(ye)(ye)(ye)院(yuan)校(xiao)(xiao)教(jiao)(jiao)(jiao)師(shi)(shi)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)能(neng)力(li)比(bi)賽一等獎(jiang)5項(xiang)。
深化(hua)產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)融合(he),服(fu)務(wu)(wu)區(qu)域建設發(fa)(fa)展。一(yi)(yi)是(shi)(shi)改革創(chuang)(chuang)新引領產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)布局。選取產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)基礎較好、職業(ye)(ye)(ye)教(jiao)(jiao)(jiao)育資源(yuan)相(xiang)對集(ji)聚的(de)成(cheng)都、綿陽、宜賓(bin)、德陽等城市開展產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)融合(he)試(shi)點,形成(cheng)以(yi)城市為節點、行業(ye)(ye)(ye)為支點、企業(ye)(ye)(ye)為重點的(de)產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)融合(he)改革試(shi)點經驗。二(er)是(shi)(shi)共(gong)建科(ke)創(chuang)(chuang)載體(ti)(ti)(ti)(ti),共(gong)創(chuang)(chuang)研發(fa)(fa)成(cheng)果。聚焦裝備(bei)制(zhi)(zhi)造(zao)(zao)(zao)(zao)(zao)等重點領域對技(ji)術(shu)技(ji)能人才(cai)(cai)的(de)需(xu)求,教(jiao)(jiao)(jiao)育、經信、財政(zheng)(zheng)、科(ke)技(ji)四部(bu)門(men)聯(lian)動(dong)發(fa)(fa)力,創(chuang)(chuang)新校企“雙激勵”模式,計(ji)劃投入(ru)20億元分批打造(zao)(zao)(zao)(zao)(zao)50個(ge)省(sheng)級產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)融合(he)示范項目,目前已(yi)立項35個(ge),打造(zao)(zao)(zao)(zao)(zao)集(ji)實(shi)(shi)踐教(jiao)(jiao)(jiao)學(xue)、生產(chan)(chan)(chan)(chan)(chan)服(fu)務(wu)(wu)、技(ji)術(shu)研發(fa)(fa)等為一(yi)(yi)體(ti)(ti)(ti)(ti)的(de)產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)融合(he)技(ji)術(shu)創(chuang)(chuang)新服(fu)務(wu)(wu)平(ping)臺,校企聯(lian)合(he)開展生產(chan)(chan)(chan)(chan)(chan)、咨詢(xun)、技(ji)術(shu)服(fu)務(wu)(wu)1263項,實(shi)(shi)現成(cheng)果轉化(hua)265項,帶動(dong)產(chan)(chan)(chan)(chan)(chan)值34億元。三(san)是(shi)(shi)共(gong)建實(shi)(shi)體(ti)(ti)(ti)(ti)平(ping)臺,提升服(fu)務(wu)(wu)能力。充分發(fa)(fa)揮地(di)方政(zheng)(zheng)府統(tong)籌作用,行業(ye)(ye)(ye)企業(ye)(ye)(ye)的(de)牽(qian)引作用,以(yi)平(ping)臺化(hua)思維創(chuang)(chuang)新產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)融合(he)形態(tai),打造(zao)(zao)(zao)(zao)(zao)政(zheng)(zheng)府、園(yuan)區(qu)、行業(ye)(ye)(ye)、企業(ye)(ye)(ye)、學(xue)校等多(duo)方協(xie)(xie)同(tong)(tong)的(de)命運共(gong)同(tong)(tong)體(ti)(ti)(ti)(ti)。計(ji)劃兩批建設15個(ge)兼具人才(cai)(cai)培養、創(chuang)(chuang)新創(chuang)(chuang)業(ye)(ye)(ye)、促進產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)經濟高質量發(fa)(fa)展功(gong)能為一(yi)(yi)體(ti)(ti)(ti)(ti)的(de)市域產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)聯(lian)合(he)體(ti)(ti)(ti)(ti),首(shou)批已(yi)確定7個(ge),其中成(cheng)都航(hang)空航(hang)天產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)聯(lian)合(he)體(ti)(ti)(ti)(ti)和德陽重大(da)技(ji)術(shu)裝備(bei)制(zhi)(zhi)造(zao)(zao)(zao)(zao)(zao)產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)聯(lian)合(he)體(ti)(ti)(ti)(ti)入(ru)選國(guo)家培育名單,打造(zao)(zao)(zao)(zao)(zao)地(di)方政(zheng)(zheng)府主(zhu)導、行業(ye)(ye)(ye)企業(ye)(ye)(ye)參與、區(qu)域職業(ye)(ye)(ye)院校聯(lian)合(he)組織(zhi)的(de)產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)融合(he)區(qu)域合(he)作平(ping)臺。聚焦電(dian)子信息、裝備(bei)制(zhi)(zhi)造(zao)(zao)(zao)(zao)(zao)、先(xian)進材料、能源(yuan)化(hua)工、食品輕(qing)紡、醫(yi)藥健康、智(zhi)慧(hui)農業(ye)(ye)(ye)7個(ge)重點領域,布局建立45個(ge)行業(ye)(ye)(ye)產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)融合(he)共(gong)同(tong)(tong)體(ti)(ti)(ti)(ti),著力打造(zao)(zao)(zao)(zao)(zao)行業(ye)(ye)(ye)協(xie)(xie)會主(zhu)導、優質企業(ye)(ye)(ye)參與、職業(ye)(ye)(ye)學(xue)校主(zhu)體(ti)(ti)(ti)(ti)的(de)產(chan)(chan)(chan)(chan)(chan)教(jiao)(jiao)(jiao)融合(he)平(ping)臺。
