  浙江(jiang)省認真貫(guan)徹落實習近平總書記(ji)關于職業教育的重(zhong)要指示批(pi)示精神和考(kao)察浙江(jiang)重(zhong)要講(jiang)話精神,不斷強化(hua)政策支持、完(wan)善(shan)辦學體系、優化(hua)專業布局、深化(hua)產(chan)教融合、提升辦學能力,加快推進省域(yu)現代職業教育體系建設(she)改革,著力培養更多高(gao)素質技(ji)(ji)術技(ji)(ji)能人才(cai)、能工巧匠、大國工匠。

  迭代制度設計,打好政策供給“組合拳”。省(sheng)(sheng)(sheng)委、省(sheng)(sheng)(sheng)政(zheng)(zheng)(zheng)府先后出(chu)(chu)臺(tai)《關(guan)(guan)于(yu)實施新(xin)時(shi)代浙(zhe)江工匠培(pei)育(yu)(yu)工程的(de)(de)(de)意(yi)見》《深(shen)化(hua)產(chan)(chan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)融合(he)(he)推(tui)進(jin)職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)高質量發(fa)展(zhan)實施方案》《關(guan)(guan)于(yu)推(tui)動現(xian)代職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)高質量發(fa)展(zhan) 奮力打造全國職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)高地的(de)(de)(de)通(tong)(tong)知》等(deng)文(wen)件,持續推(tui)進(jin)職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)高質量發(fa)展(zhan)政(zheng)(zheng)(zheng)策(ce)一以貫之、迭(die)代發(fa)展(zhan)。教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部(bu)與省(sheng)(sheng)(sheng)政(zheng)(zheng)(zheng)府聯合(he)(he)印(yin)發(fa)《關(guan)(guan)于(yu)加(jia)快職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)提(ti)級賦能 服(fu)務(wu)共同富裕示范(fan)區建(jian)設實施方案》,提(ti)出(chu)(chu)強化(hua)職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源建(jian)設、打造互(hu)融互(hu)通(tong)(tong)的(de)(de)(de)技(ji)術技(ji)能人(ren)才成長通(tong)(tong)道(dao)、探索構建(jian)覆(fu)蓋全產(chan)(chan)業(ye)鏈(lian)的(de)(de)(de)產(chan)(chan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)緊(jin)密(mi)融合(he)(he)新(xin)型平臺(tai)等(deng)13項任務(wu),部(bu)省(sheng)(sheng)(sheng)協同推(tui)進(jin)職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)體(ti)系建(jian)設改(gai)革。省(sheng)(sheng)(sheng)委辦公廳、省(sheng)(sheng)(sheng)政(zheng)(zheng)(zheng)府辦公廳印(yin)發(fa)《關(guan)(guan)于(yu)加(jia)快構建(jian)現(xian)代職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)體(ti)系的(de)(de)(de)實施意(yi)見》,在增強職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)吸引力和適應性、提(ti)升貢(gong)獻(xian)度(du)和美譽度(du)等(deng)方面(mian),提(ti)出(chu)(chu)25條具體(ti)改(gai)革舉措(cuo),推(tui)進(jin)職(zhi)普融通(tong)(tong)、產(chan)(chan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)融合(he)(he)、科教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)融匯(hui),優化(hua)辦學(xue)結構、專業(ye)和布局,深(shen)化(hua)校企合(he)(he)作、工學(xue)結合(he)(he)、知行(xing)合(he)(he)一,打造浙(zhe)江特色的(de)(de)(de)現(xian)代職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)體(ti)系。

  完善辦學體系,拓展學生升學“新通道”。有序(xu)發展本(ben)(ben)科(ke)層(ceng)次(ci)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)教(jiao)(jiao)育(yu),高(gao)(gao)(gao)(gao)起點謀劃高(gao)(gao)(gao)(gao)水平職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)大(da)學(xue)建設,成功設立4所(suo)(suo)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)本(ben)(ben)科(ke)大(da)學(xue),將3所(suo)(suo)國(guo)(guo)家(jia)(jia)高(gao)(gao)(gao)(gao)水平高(gao)(gao)(gao)(gao)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)院校(xiao)(xiao)升(sheng)格本(ben)(ben)科(ke)層(ceng)次(ci)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)學(xue)校(xiao)(xiao)設置事項納入全(quan)省(sheng)“十四五”高(gao)(gao)(gao)(gao)等學(xue)校(xiao)(xiao)設置規(gui)劃。鞏固高(gao)(gao)(gao)(gao)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)教(jiao)(jiao)育(yu)主體(ti)(ti)地位,將公辦(ban)高(gao)(gao)(gao)(gao)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)納入省(sheng)委綜(zong)合考核體(ti)(ti)系,遴(lin)選(xuan)建設16所(suo)(suo)省(sheng)級高(gao)(gao)(gao)(gao)水平高(gao)(gao)(gao)(gao)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)學(xue)校(xiao)(xiao)、30個高(gao)(gao)(gao)(gao)水平專(zhuan)業(ye)群,15所(suo)(suo)高(gao)(gao)(gao)(gao)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)院校(xiao)(xiao)入選(xuan)國(guo)(guo)家(jia)(jia)“雙高(gao)(gao)(gao)(gao)計劃”建設單位,17所(suo)(suo)高(gao)(gao)(gao)(gao)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)院校(xiao)(xiao)結合地方產業(ye)布局(ju)規(gui)劃在縣(xian)域舉辦(ban)校(xiao)(xiao)區(特(te)色學(xue)院)。優(you)化(hua)中(zhong)(zhong)(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)教(jiao)(jiao)育(yu)的定位和功能,實(shi)(shi)施省(sheng)中(zhong)(zhong)(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)“雙優(you)計劃”,培(pei)(pei)育(yu)建設50所(suo)(suo)高(gao)(gao)(gao)(gao)水平中(zhong)(zhong)(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)學(xue)校(xiao)(xiao)、150個高(gao)(gao)(gao)(gao)水平專(zhuan)業(ye),全(quan)面提(ti)高(gao)(gao)(gao)(gao)中(zhong)(zhong)(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)辦(ban)學(xue)水平,提(ti)升(sheng)縣(xian)域職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)教(jiao)(jiao)育(yu)發展能級。實(shi)(shi)施長學(xue)制人才培(pei)(pei)養(yang)改(gai)革,建立一(yi)體(ti)(ti)設計、貫通(tong)銜接、靈活多樣的長學(xue)制人才培(pei)(pei)養(yang)體(ti)(ti)系,有序(xu)推進中(zhong)(zhong)(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)與(yu)高(gao)(gao)(gao)(gao)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)、中(zhong)(zhong)(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)與(yu)本(ben)(ben)科(ke)的貫通(tong)培(pei)(pei)養(yang),2024年分別(bie)(bie)下達中(zhong)(zhong)(zhong)高(gao)(gao)(gao)(gao)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)、中(zhong)(zhong)(zhong)本(ben)(ben)一(yi)體(ti)(ti)化(hua)人才培(pei)(pei)養(yang)招生計劃83698人、3185人,同比分別(bie)(bie)增(zeng)長12%、27.4%。

  優化專業布局,提升服務產業“契合度”。聚焦長三(san)角(jiao)區(qu)域(yu)一體化發(fa)(fa)展(zhan)(zhan)、浙江數字經濟一號工(gong)程(cheng)、三(san)大科創(chuang)高(gao)(gao)地和(he)先(xian)(xian)進(jin)制(zhi)造業(ye)(ye)(ye)集群培(pei)育工(gong)程(cheng)等,緊(jin)貼產(chan)業(ye)(ye)(ye)躍(yue)遷需要合理設(she)置(zhi)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye),優(you)先(xian)(xian)滿(man)足優(you)勢產(chan)業(ye)(ye)(ye)核(he)心技(ji)能人(ren)才需求,適度(du)超前布局(ju)培(pei)養緊(jin)缺人(ren)才,專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)同產(chan)業(ye)(ye)(ye)契合度(du)不斷提高(gao)(gao)。省(sheng)級層面強(qiang)化服(fu)務支柱產(chan)業(ye)(ye)(ye)的(de)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)統籌(chou)設(she)置(zhi),對區(qu)域(yu)、高(gao)(gao)職專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)設(she)置(zhi)進(jin)行評估分(fen)析和(he)引導(dao)調控;設(she)區(qu)市加(jia)強(qiang)對區(qu)域(yu)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)設(she)置(zhi)的(de)統籌(chou)指(zhi)導(dao),中高(gao)(gao)職聯動(dong)設(she)置(zhi)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye);縣域(yu)推動(dong)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)設(she)置(zhi)與產(chan)業(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)相(xiang)匹(pi)配(pei),提升縣域(yu)產(chan)業(ye)(ye)(ye)發(fa)(fa)展(zhan)(zhan)核(he)心競爭力。目前,全(quan)(quan)省(sheng)中職學校專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)布點2616個,其中現(xian)代(dai)農(nong)業(ye)(ye)(ye)、先(xian)(xian)進(jin)制(zhi)造業(ye)(ye)(ye)、現(xian)代(dai)服(fu)務業(ye)(ye)(ye)占(zhan)比分(fen)別為(wei)4.2%、44.1%、51.7%;高(gao)(gao)職專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)布點1615個,其中現(xian)代(dai)農(nong)業(ye)(ye)(ye)、先(xian)(xian)進(jin)制(zhi)造業(ye)(ye)(ye)、現(xian)代(dai)服(fu)務業(ye)(ye)(ye)占(zhan)比分(fen)別為(wei)2.3%、44.6%、53.1%,職業(ye)(ye)(ye)教育專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)布局(ju)同產(chan)業(ye)(ye)(ye)結構基(ji)本相(xiang)當(2023年全(quan)(quan)省(sheng)一二三(san)產(chan)占(zhan)比為(wei)2.8%、41.1%、56.1%)。

  深化產教融合,構建校企命運“共同體”。持續(xu)加強職(zhi)業(ye)(ye)(ye)(ye)(ye)教育(yu)行(xing)業(ye)(ye)(ye)(ye)(ye)指(zhi)導(dao)力量,組(zu)建由(you)省(sheng)(sheng)級(ji)行(xing)業(ye)(ye)(ye)(ye)(ye)主(zhu)管部門(men)牽頭(tou)的(de)13個(ge)(ge)職(zhi)業(ye)(ye)(ye)(ye)(ye)教育(yu)行(xing)業(ye)(ye)(ye)(ye)(ye)指(zhi)導(dao)委(wei)員會,設(she)立(li)由(you)省(sheng)(sheng)發(fa)(fa)展改革委(wei)等10個(ge)(ge)部門(men)組(zu)成的(de)產(chan)教融(rong)合(he)聯(lian)席(xi)會議,統(tong)籌推進全省(sheng)(sheng)產(chan)教融(rong)合(he)發(fa)(fa)展。以省(sheng)(sheng)域(yu)支柱(zhu)產(chan)業(ye)(ye)(ye)(ye)(ye)為基(ji)礎,在新一(yi)代信(xin)息技(ji)術(shu)、高端裝備、現(xian)代消費與(yu)健康、綠(lv)色石化(hua)與(yu)新材料4個(ge)(ge)世(shi)界級(ji)先進產(chan)業(ye)(ye)(ye)(ye)(ye)群,組(zu)織龍(long)(long)頭(tou)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)、相關重點(dian)建設(she)大學(xue)、高水平高職(zhi)院校(xiao)共(gong)建41個(ge)(ge)行(xing)業(ye)(ye)(ye)(ye)(ye)產(chan)教融(rong)合(he)共(gong)同體(ti)(ti)。指(zhi)導(dao)地(di)方協(xie)調(diao)省(sheng)(sheng)級(ji)以上經(jing)濟開發(fa)(fa)區(qu)、高新園區(qu)會同龍(long)(long)頭(tou)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)、職(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)校(xiao),組(zu)建22個(ge)(ge)市域(yu)產(chan)教聯(lian)合(he)體(ti)(ti),其中(zhong)杭州(zhou)經(jing)濟技(ji)術(shu)開發(fa)(fa)區(qu)(錢塘科學(xue)城(cheng))產(chan)教聯(lian)合(he)體(ti)(ti)躋身(shen)國家級(ji)市域(yu)產(chan)教聯(lian)合(he)體(ti)(ti)行(xing)列。緊(jin)密圍繞(rao)人才緊(jin)缺技(ji)術(shu)崗位需求(qiu),針對生產(chan)制造(zao)、測試裝調(diao)、試驗(yan)試制等一(yi)線(xian)崗位,遴(lin)選立(li)項(xiang)省(sheng)(sheng)級(ji)現(xian)場(chang)工程(cheng)師(shi)培(pei)養項(xiang)目61個(ge)(ge),其中(zhong)11個(ge)(ge)項(xiang)目入(ru)選教育(yu)部第(di)一(yi)批職(zhi)業(ye)(ye)(ye)(ye)(ye)教育(yu)現(xian)場(chang)工程(cheng)師(shi)專項(xiang)培(pei)養計劃(hua)。省(sheng)(sheng)級(ji)層面立(li)項(xiang)開放型區(qu)域(yu)產(chan)教融(rong)合(he)實(shi)踐(jian)中(zhong)心82個(ge)(ge),支持校(xiao)企(qi)(qi)共(gong)同開發(fa)(fa)實(shi)施生產(chan)實(shi)踐(jian)項(xiang)目79個(ge)(ge),促進教育(yu)和產(chan)業(ye)(ye)(ye)(ye)(ye)體(ti)(ti)系資源要素(su)集聚融(rong)合(he)、相互激發(fa)(fa)。

  提升關鍵能力,建強辦學支撐“資源庫”。加快改善職(zhi)(zhi)業(ye)學(xue)(xue)校(xiao)(xiao)辦(ban)學(xue)(xue)條件(jian),推(tui)(tui)進(jin)實施中(zhong)職(zhi)(zhi)學(xue)(xue)校(xiao)(xiao)基(ji)本辦(ban)學(xue)(xue)條件(jian)達(da)標工程和(he)高(gao)職(zhi)(zhi)院(yuan)校(xiao)(xiao)基(ji)礎設施提質工程,推(tui)(tui)動(dong)(dong)中(zhong)高(gao)職(zhi)(zhi)統籌優化職(zhi)(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)配置。截至2023年12月(yue),全(quan)省(sheng)(sheng)(sheng)達(da)到“辦(ban)學(xue)(xue)條件(jian)重點監測指標”的高(gao)職(zhi)(zhi)院(yuan)校(xiao)(xiao)37所,達(da)標率77.08%;全(quan)省(sheng)(sheng)(sheng)達(da)標中(zhong)職(zhi)(zhi)學(xue)(xue)校(xiao)(xiao)196所,達(da)標率92.89%。加快推(tui)(tui)動(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)隊伍(wu)能(neng)力(li)提升(sheng),實施職(zhi)(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)資企業(ye)訪問工程師(shi)計劃(hua),建立(li)(li)職(zhi)(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)“雙師(shi)型”教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)認定(ding)機制(zhi),獲批8個(ge)國家(jia)級職(zhi)(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)“雙師(shi)型”教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)培(pei)訓基(ji)地(2023-2025年),高(gao)水平(ping)打造“雙師(shi)型”教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)隊伍(wu)。近三(san)年高(gao)職(zhi)(zhi)“雙師(shi)型”教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)占(zhan)專業(ye)課教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)比例(li)為(wei)71.7%,中(zhong)職(zhi)(zhi)“雙師(shi)型”教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)占(zhan)專業(ye)課教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)比例(li)為(wei)85.8%。加快提高(gao)職(zhi)(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)國際化水平(ping),堅持“走(zou)出(chu)去”和(he)“引(yin)進(jin)來”雙向(xiang)發(fa)(fa)力(li),推(tui)(tui)動(dong)(dong)全(quan)省(sheng)(sheng)(sheng)30所高(gao)職(zhi)(zhi)院(yuan)校(xiao)(xiao)在(zai)33個(ge)國家(jia)設立(li)(li)39所“絲路學(xue)(xue)院(yuan)”,經教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部批準(zhun)和(he)備案的中(zhong)外合作辦(ban)學(xue)(xue)機構(項(xiang)目)96個(ge)、中(zhong)外合作辦(ban)學(xue)(xue)專業(ye)78個(ge),全(quan)省(sheng)(sheng)(sheng)高(gao)職(zhi)(zhi)院(yuan)校(xiao)(xiao)開發(fa)(fa)并被國外采用的職(zhi)(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)標準(zhun)446個(ge)、職(zhi)(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)513個(ge),在(zai)高(gao)水平(ping)對(dui)外開放中(zhong)拓(tuo)展職(zhi)(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)發(fa)(fa)展的新空間。
