浙江(jiang)省認真學習貫(guan)徹習近平總書記關于(yu)教育(yu)(yu)的(de)(de)重要論述、關于(yu)數字中國建(jian)設(she)的(de)(de)重要指示批(pi)示精神,緊(jin)抓教育(yu)(yu)數字化(hua)(hua)改革(ge)發展機遇,強(qiang)化(hua)(hua)省級統籌(chou),加快(kuai)推進數字化(hua)(hua)賦能的(de)(de)教育(yu)(yu)教學、資源供給(gei)和治理(li)體系(xi)建(jian)設(she),努(nu)力把制度(du)優(you)勢(shi)、技(ji)術優(you)勢(shi)和規模優(you)勢(shi)轉化(hua)(hua)為教育(yu)(yu)改革(ge)發展的(de)(de)創新優(you)勢(shi),以高質量的(de)(de)數字教育(yu)(yu)公共服務(wu)推動實現(xian)教育(yu)(yu)現(xian)代化(hua)(hua)。
系(xi)(xi)統設(she)計,促進優(you)質(zhi)均(jun)衡發展。出(chu)臺(tai)《浙江省(sheng)教(jiao)(jiao)(jiao)育(yu)領域(yu)數(shu)(shu)字化改革(ge)工作(zuo)方(fang)案》,全(quan)面落實國家智慧(hui)教(jiao)(jiao)(jiao)育(yu)公共(gong)(gong)服務(wu)平(ping)臺(tai)浙江省(sheng)試點工作(zuo),組(zu)織建(jian)設(she)區域(yu)和學(xue)校(xiao)(xiao)數(shu)(shu)字化改革(ge)創新試點項目,擴大優(you)質(zhi)數(shu)(shu)字資源(yuan)(yuan)的(de)有效(xiao)供給與(yu)應用,加快(kuai)形成(cheng)“全(quan)網(wang)互通(tong)、學(xue)段(duan)貫通(tong)、學(xue)研(yan)(yan)融通(tong)、教(jiao)(jiao)(jiao)企聯通(tong)”的(de)省(sheng)域(yu)智慧(hui)教(jiao)(jiao)(jiao)育(yu)平(ping)臺(tai)體(ti)(ti)系(xi)(xi),努力提(ti)供惠及全(quan)民、覆蓋全(quan)省(sheng)的(de)大規模個(ge)性化在線(xian)(xian)(xian)(xian)教(jiao)(jiao)(jiao)育(yu)公共(gong)(gong)服務(wu)。探索構(gou)建(jian)“互聯網(wang)學(xue)校(xiao)(xiao)”,促進城鄉教(jiao)(jiao)(jiao)育(yu)一體(ti)(ti)化發展。出(chu)臺(tai)《教(jiao)(jiao)(jiao)育(yu)技術助力高(gao)質(zhi)量(liang)發展建(jian)設(she)共(gong)(gong)同(tong)(tong)(tong)富(fu)裕示范區實施方(fang)案》,積(ji)極探索“線(xian)(xian)(xian)(xian)上一所(suo)學(xue)校(xiao)(xiao)、線(xian)(xian)(xian)(xian)下多(duo)所(suo)學(xue)校(xiao)(xiao)”云端共(gong)(gong)同(tong)(tong)(tong)體(ti)(ti)模式,建(jian)成(cheng)義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)城鄉教(jiao)(jiao)(jiao)育(yu)共(gong)(gong)同(tong)(tong)(tong)體(ti)(ti)3600所(suo),推(tui)動區域(yu)教(jiao)(jiao)(jiao)育(yu)資源(yuan)(yuan)優(you)化配(pei)置。組(zu)建(jian)網(wang)絡研(yan)(yan)修(xiu)共(gong)(gong)同(tong)(tong)(tong)體(ti)(ti),整體(ti)(ti)提(ti)升(sheng)教(jiao)(jiao)(jiao)師(shi)教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)水平(ping)。實行名(ming)(ming)師(shi)領銜(xian),以學(xue)科帶頭(tou)人(ren)為核心,鼓勵(li)動員廣大一線(xian)(xian)(xian)(xian)學(xue)科教(jiao)(jiao)(jiao)師(shi)積(ji)極參與(yu),組(zu)建(jian)“1+10+100”網(wang)絡研(yan)(yan)修(xiu)共(gong)(gong)同(tong)(tong)(tong)體(ti)(ti)。目前已建(jian)成(cheng)省(sheng)、市、縣(xian)三級名(ming)(ming)師(shi)網(wang)絡工作(zuo)室829個(ge),共(gong)(gong)有全(quan)省(sheng)和全(quan)國網(wang)絡學(xue)員44萬名(ming)(ming),開(kai)展線(xian)(xian)(xian)(xian)上線(xian)(xian)(xian)(xian)下研(yan)(yan)修(xiu)活(huo)動2.5萬次。
創新舉措,構(gou)建(jian)良好(hao)教(jiao)育(yu)(yu)生態。探(tan)(tan)索(suo)(suo)(suo)“數(shu)(shu)(shu)字(zi)+雙減(jian)”,圍(wei)繞做好(hao)課(ke)后服務(wu)(wu),推(tui)出義(yi)務(wu)(wu)教(jiao)育(yu)(yu)階段課(ke)后服務(wu)(wu)專區,上(shang)(shang)線(xian)123門、1600余(yu)課(ke)時“五育(yu)(yu)七彩”在線(xian)課(ke)程(cheng),開(kai)展(zhan)“四點(dian)半(ban)課(ke)堂(tang)”區域(yu)試點(dian),上(shang)(shang)線(xian)網(wang)(wang)絡同(tong)步課(ke)程(cheng)5075門,免費向全省(sheng)師生開(kai)放。圍(wei)繞加強校(xiao)外監管(guan),積極探(tan)(tan)索(suo)(suo)(suo)利(li)用互(hu)聯(lian)網(wang)(wang)、大數(shu)(shu)(shu)據(ju)等技(ji)術創新“雙減(jian)”監管(guan)模式。在數(shu)(shu)(shu)字(zi)化監管(guan)服務(wu)(wu)系(xi)統(tong)“浙里校(xiao)外培(pei)訓”服務(wu)(wu)端(duan)上(shang)(shang)線(xian)“浙里辦”,提(ti)供課(ke)程(cheng)審核、機構(gou)監管(guan)、專項(xiang)檢(jian)查等服務(wu)(wu),方(fang)便家長(chang)線(xian)上(shang)(shang)找機構(gou)、找課(ke)程(cheng)、找師資,累(lei)計服務(wu)(wu)家長(chang)20.87萬人(ren)次,訪問量達420余(yu)萬人(ren)次。探(tan)(tan)索(suo)(suo)(suo)“數(shu)(shu)(shu)字(zi)+防(fang)疫(yi)”,提(ti)高教(jiao)育(yu)(yu)系(xi)統(tong)防(fang)疫(yi)能力和水平。加快建(jian)設“人(ren)物同(tong)防(fang)、應(ying)管(guan)盡(jin)管(guan)、應(ying)檢(jian)盡(jin)檢(jian)”的(de)教(jiao)育(yu)(yu)疫(yi)情(qing)防(fang)控(kong)系(xi)統(tong),以服務(wu)(wu)端(duan)和治(zhi)理端(duan)為載(zai)體(ti),打造疫(yi)情(qing)上(shang)(shang)報一(yi)站(zhan)提(ti)供、疫(yi)情(qing)預(yu)警一(yi)鍵查詢、基礎信(xin)息(xi)一(yi)屏統(tong)覽、日常監管(guan)一(yi)體(ti)聯(lian)動、數(shu)(shu)(shu)據(ju)分析一(yi)窗(chuang)呈(cheng)現等五大應(ying)用場景,增強疫(yi)情(qing)態勢研判預(yu)警能力,推(tui)進疫(yi)情(qing)防(fang)控(kong)精細化管(guan)理,提(ti)高校(xiao)園防(fang)疫(yi)指揮水平。探(tan)(tan)索(suo)(suo)(suo)“數(shu)(shu)(shu)字(zi)+美育(yu)(yu)”,提(ti)升鄉村學(xue)(xue)(xue)校(xiao)美育(yu)(yu)教(jiao)學(xue)(xue)(xue)能力。整合教(jiao)育(yu)(yu)系(xi)統(tong)、社會機構(gou)等多(duo)方(fang)面資源,構(gou)建(jian)“之江匯·藝(yi)術互(hu)聯(lian)網(wang)(wang)學(xue)(xue)(xue)校(xiao)”,開(kai)展(zhan)“互(hu)聯(lian)網(wang)(wang)+義(yi)務(wu)(wu)教(jiao)育(yu)(yu)”藝(yi)術類同(tong)步課(ke)堂(tang)9300余(yu)節次,有(you)效服務(wu)(wu)山(shan)區26縣(xian)和海島縣(xian)鄉村學(xue)(xue)(xue)校(xiao),滿足學(xue)(xue)(xue)生多(duo)樣(yang)化學(xue)(xue)(xue)習需求。
拓展(zhan)(zhan)思(si)路,引(yin)領教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育高質(zhi)量發展(zhan)(zhan)。以(yi)(yi)(yi)技術創新(xin)(xin)為(wei)(wei)(wei)硬核,構建教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育數(shu)字(zi)化(hua)(hua)“1+5”應(ying)(ying)用(yong)(yong)體系。以(yi)(yi)(yi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育大腦(nao)建設為(wei)(wei)(wei)引(yin)領,統籌推(tui)(tui)(tui)進智慧(hui)思(si)政、智慧(hui)學(xue)(xue)習(xi)、智慧(hui)治理、智慧(hui)評價、智慧(hui)服務等(deng)五大智慧(hui)應(ying)(ying)用(yong)(yong)場(chang)景建設,為(wei)(wei)(wei)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育數(shu)字(zi)化(hua)(hua)應(ying)(ying)用(yong)(yong)注入(ru)發展(zhan)(zhan)動能。如,推(tui)(tui)(tui)廣(guang)應(ying)(ying)用(yong)(yong)智慧(hui)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)室和(he)實訓課(ke)堂,強化(hua)(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)過(guo)程全記錄,推(tui)(tui)(tui)動教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)精(jing)準(zhun)化(hua)(hua),為(wei)(wei)(wei)學(xue)(xue)生(sheng)建立終身學(xue)(xue)習(xi)檔案,提供個(ge)性(xing)化(hua)(hua)學(xue)(xue)習(xi)服務。以(yi)(yi)(yi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)創新(xin)(xin)為(wei)(wei)(wei)重點,推(tui)(tui)(tui)進優(you)質(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育資源共(gong)(gong)建共(gong)(gong)享。推(tui)(tui)(tui)出省(sheng)(sheng)級免費(fei)在(zai)線答(da)疑(yi)應(ying)(ying)用(yong)(yong)“浙(zhe)里(li)問(wen)學(xue)(xue)”平臺,組(zu)織各校和(he)名(ming)師(shi)團隊,面(mian)向(xiang)全省(sheng)(sheng)義務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育階段學(xue)(xue)生(sheng),提供配套的5000余(yu)(yu)個(ge)作業(ye)(ye)微(wei)課(ke)、“視頻(pin)講座+在(zai)線答(da)疑(yi)”名(ming)師(shi)輔導服務。聯(lian)合省(sheng)(sheng)科(ke)協推(tui)(tui)(tui)出“百名(ming)科(ke)學(xue)(xue)家進中(zhong)(zhong)(zhong)小(xiao)(xiao)學(xue)(xue)課(ke)堂”,邀請中(zhong)(zhong)(zhong)國科(ke)學(xue)(xue)院院士講授(shou)“科(ke)學(xue)(xue)第一課(ke)”,全省(sheng)(sheng)6500余(yu)(yu)所中(zhong)(zhong)(zhong)小(xiao)(xiao)學(xue)(xue)校500萬中(zhong)(zhong)(zhong)小(xiao)(xiao)學(xue)(xue)師(shi)生(sheng)同上一堂在(zai)線直播課(ke)。以(yi)(yi)(yi)制(zhi)度創新(xin)(xin)為(wei)(wei)(wei)保障,深化(hua)(hua)政產學(xue)(xue)研用(yong)(yong)一體化(hua)(hua)協同機(ji)(ji)制(zhi)。依(yi)托(tuo)高校和(he)企(qi)業(ye)(ye)智力(li)資源,共(gong)(gong)建浙(zhe)江省(sheng)(sheng)之江教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育信息(xi)(xi)化(hua)(hua)研究院,努(nu)力(li)為(wei)(wei)(wei)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育信息(xi)(xi)化(hua)(hua)工作提供“創新(xin)(xin)源”。加快發展(zhan)(zhan)“互聯(lian)網(wang)+政府采購”,建立教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)共(gong)(gong)享資源遴(lin)選機(ji)(ji)制(zhi)、精(jing)品數(shu)字(zi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育資源“按用(yong)(yong)付費(fei)”機(ji)(ji)制(zhi),在(zai)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育技術裝備等(deng)項目中(zhong)(zhong)(zhong)深化(hua)(hua)“競爭(zheng)性(xing)獲(huo)取(qu)”機(ji)(ji)制(zhi),以(yi)(yi)(yi)體制(zhi)機(ji)(ji)制(zhi)創新(xin)(xin)驅動教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育高質(zhi)量發展(zhan)(zhan)。
