近(jin)日(ri),教育部發布《關(guan)于(yu)深(shen)化(hua)高校(xiao)學生暑期(qi)社(she)會(hui)(hui)(hui)實踐(jian)活動的(de)通(tong)知(zhi)》(以下簡稱《通(tong)知(zhi)》),其中(zhong)提到(dao),各地各高校(xiao)要扎根中(zhong)國(guo)大(da)地開(kai)(kai)展(zhan)社(she)會(hui)(hui)(hui)實踐(jian),在推動社(she)會(hui)(hui)(hui)實踐(jian)服務中(zhong)國(guo)式現代化(hua)、鄉村振興(xing)等國(guo)家重大(da)戰略的(de)基礎上,緊密結(jie)合自身學科專(zhuan)業,找準“小(xiao)切口”展(zhan)開(kai)(kai)“大(da)縱深(shen)”,強化(hua)特色性的(de)實踐(jian)服務,積極(ji)探(tan)索建設(she)教育強國(guo)的(de)實踐(jian)路徑(jing)。
《通知(zhi)》指出(chu),為推動各(ge)地各(ge)高校深入落實“時代(dai)新人鑄魂(hun)工程”,深化教育教學(xue)改革,提高育人質量,打造(zao)新時代(dai)社(she)會(hui)實踐(jian)育人新范式,教育引導(dao)廣大師生在(zai)社(she)會(hui)實踐(jian)中厚植家國情懷(huai)、了解(jie)國情民情、增長知(zhi)識才干(gan)、激發挺(ting)膺擔當,現就深化高校學(xue)生暑(shu)期社(she)會(hui)實踐(jian)活動有關事項通知(zhi)如下:
一是強(qiang)化育(yu)人(ren)(ren)目(mu)標(biao)引領(ling)。各地(di)各高校要(yao)(yao)把(ba)培(pei)養(yang)社(she)(she)會(hui)(hui)主義(yi)建(jian)設(she)者(zhe)和(he)(he)接班人(ren)(ren)作為社(she)(she)會(hui)(hui)實(shi)(shi)踐(jian)(jian)的(de)(de)(de)目(mu)標(biao)使命,通過(guo)社(she)(she)會(hui)(hui)實(shi)(shi)踐(jian)(jian)回答好“培(pei)養(yang)什么人(ren)(ren)、怎樣培(pei)養(yang)人(ren)(ren)、為誰培(pei)養(yang)人(ren)(ren)”這個(ge)(ge)建(jian)設(she)教(jiao)(jiao)育(yu)強(qiang)國(guo)(guo)的(de)(de)(de)核心課題。要(yao)(yao)聚(ju)焦(jiao)堅定理想信(xin)念(nian),組織大(da)(da)(da)學(xue)(xue)生(sheng)尋訪(fang)重(zhong)(zhong)溫(wen)習近平總書記重(zhong)(zhong)要(yao)(yao)考察足跡(ji),親身感受習近平總書記的(de)(de)(de)領(ling)袖魅力(li)和(he)(he)人(ren)(ren)民情懷,充分理解(jie)中(zhong)國(guo)(guo)特色社(she)(she)會(hui)(hui)主義(yi)的(de)(de)(de)制度(du)優勢(shi),深(shen)刻感悟“兩(liang)個(ge)(ge)確立”的(de)(de)(de)決(jue)定性意義(yi)。要(yao)(yao)聚(ju)焦(jiao)增(zeng)強(qiang)做(zuo)中(zhong)國(guo)(guo)人(ren)(ren)的(de)(de)(de)志氣(qi)、骨氣(qi)、底(di)氣(qi),重(zhong)(zhong)點(dian)引導(dao)大(da)(da)(da)學(xue)(xue)生(sheng)在(zai)社(she)(she)會(hui)(hui)實(shi)(shi)踐(jian)(jian)中(zhong)深(shen)刻感知新(xin)時代十年偉(wei)大(da)(da)(da)成就(jiu),著力(li)強(qiang)化“四史(shi)”教(jiao)(jiao)育(yu),實(shi)(shi)地(di)體(ti)驗中(zhong)華優秀傳統文化,不(bu)斷增(zeng)強(qiang)“四個(ge)(ge)自信(xin)”。要(yao)(yao)聚(ju)焦(jiao)服務“國(guo)(guo)之大(da)(da)(da)者(zhe)”,帶(dai)領(ling)大(da)(da)(da)學(xue)(xue)生(sheng)“小我融(rong)入(ru)大(da)(da)(da)我”,在(zai)社(she)(she)會(hui)(hui)實(shi)(shi)踐(jian)(jian)中(zhong)深(shen)刻體(ti)驗國(guo)(guo)家在(zai)經濟、社(she)(she)會(hui)(hui)、文化、科技、生(sheng)態等方(fang)(fang)面的(de)(de)(de)重(zhong)(zhong)大(da)(da)(da)戰(zhan)略(lve)需求(qiu)、戰(zhan)略(lve)部(bu)署,精(jing)準錨定人(ren)(ren)生(sheng)發(fa)展方(fang)(fang)向(xiang)。在(zai)此(ci)基礎(chu)上(shang),不(bu)同(tong)類型高校要(yao)(yao)結合(he)不(bu)同(tong)學(xue)(xue)科專業、不(bu)同(tong)學(xue)(xue)段學(xue)(xue)生(sheng)的(de)(de)(de)不(bu)同(tong)特點(dian)和(he)(he)實(shi)(shi)際情況,有(you)針對(dui)性地(di)設(she)計育(yu)人(ren)(ren)的(de)(de)(de)具體(ti)目(mu)標(biao)和(he)(he)實(shi)(shi)踐(jian)(jian)的(de)(de)(de)具體(ti)路線(xian)。
二是課(ke)內(nei)外(wai)一(yi)體設(she)計。各地各高校要(yao)(yao)把(ba)(ba)課(ke)內(nei)課(ke)外(wai)緊密結合(he)起來(lai),完(wan)善(shan)課(ke)堂教(jiao)(jiao)(jiao)學要(yao)(yao)求,確(que)保社(she)會(hui)實(shi)(shi)(shi)踐(jian)(jian)(jian)的(de)學時(shi)學分安排,提(ti)升(sheng)學生思想素質和運用所學知(zhi)識解決實(shi)(shi)(shi)際(ji)問題的(de)能力(li),打造教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學改革實(shi)(shi)(shi)踐(jian)(jian)(jian)模式,助力(li)建設(she)教(jiao)(jiao)(jiao)育強(qiang)(qiang)國(guo)。要(yao)(yao)把(ba)(ba)善(shan)用“大(da)思政(zheng)課(ke)”作(zuo)為必要(yao)(yao)途徑,進一(yi)步明確(que)“習近平新時(shi)代中國(guo)特色社(she)會(hui)主義思想概論”課(ke)等(deng)思政(zheng)課(ke)教(jiao)(jiao)(jiao)師、輔導員、班主任等(deng)群體全員參與(yu)社(she)會(hui)實(shi)(shi)(shi)踐(jian)(jian)(jian)的(de)具體要(yao)(yao)求。要(yao)(yao)加強(qiang)(qiang)課(ke)堂與(yu)實(shi)(shi)(shi)踐(jian)(jian)(jian)教(jiao)(jiao)(jiao)學一(yi)體設(she)計,提(ti)高社(she)會(hui)實(shi)(shi)(shi)踐(jian)(jian)(jian)的(de)導向性(xing);加強(qiang)(qiang)實(shi)(shi)(shi)踐(jian)(jian)(jian)過(guo)程中的(de)師生互動,提(ti)高社(she)會(hui)實(shi)(shi)(shi)踐(jian)(jian)(jian)的(de)組織性(xing);加強(qiang)(qiang)實(shi)(shi)(shi)踐(jian)(jian)(jian)成(cheng)果的(de)再挖掘(jue)、再利用,提(ti)高社(she)會(hui)實(shi)(shi)(shi)踐(jian)(jian)(jian)對課(ke)堂教(jiao)(jiao)(jiao)學的(de)融入性(xing)。
三是深化(hua)定向(xiang)結(jie)(jie)對互動(dong)。各地(di)各高(gao)(gao)(gao)校要結(jie)(jie)合實(shi)(shi)(shi)施“時代新人鑄(zhu)魂(hun)工(gong)程”,加強(qiang)(qiang)與“大思政課”實(shi)(shi)(shi)踐教(jiao)學(xue)(xue)基地(di)等(deng)(deng)校外有(you)(you)關單(dan)位(wei)結(jie)(jie)對子,建立常態化(hua)交流機(ji)制,強(qiang)(qiang)化(hua)社(she)(she)會(hui)實(shi)(shi)(shi)踐聯動(dong)。要結(jie)(jie)合新時代偉大成(cheng)就、中國共產黨人精神譜系(xi)、中華文明(ming)探(tan)源(yuan)工(gong)程等(deng)(deng),在部隊、企(qi)(qi)業(ye)(ye)(ye)、社(she)(she)區、鄉村(cun)建立教(jiao)育實(shi)(shi)(shi)踐體驗基地(di),鼓勵高(gao)(gao)(gao)校結(jie)(jie)合專業(ye)(ye)(ye)特色,與有(you)(you)關單(dan)位(wei)共建沉(chen)浸式(shi)、交互式(shi)教(jiao)育實(shi)(shi)(shi)踐體驗基地(di)。要邀請(qing)解放軍和武警部隊、企(qi)(qi)事業(ye)(ye)(ye)單(dan)位(wei)、村(cun)(社(she)(she)區)支(zhi)部等(deng)(deng)黨團組織(zhi),與高(gao)(gao)(gao)校樣板黨團支(zhi)部、先進(jin)班級(ji)、優(you)秀社(she)(she)團等(deng)(deng)結(jie)(jie)對交流。要加強(qiang)(qiang)校際間(jian)聯動(dong),運用(yong)好(hao)全國高(gao)(gao)(gao)校博物(wu)館(guan)聯盟(meng)等(deng)(deng)優(you)質資(zi)源(yuan),推動(dong)不同高(gao)(gao)(gao)校之間(jian)的實(shi)(shi)(shi)踐交流互動(dong)。要推動(dong)重點(dian)行業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)、區域發展龍(long)頭(tou)企(qi)(qi)業(ye)(ye)(ye)在高(gao)(gao)(gao)校建立企(qi)(qi)業(ye)(ye)(ye)名(ming)師(shi)工(gong)作室(shi)、實(shi)(shi)(shi)習實(shi)(shi)(shi)訓基地(di)、校外輔導員(yuan)工(gong)作室(shi)等(deng)(deng),引導大學(xue)(xue)生走向(xiang)社(she)(she)會(hui)、認(ren)識社(she)(she)會(hui),增(zeng)強(qiang)(qiang)社(she)(she)會(hui)實(shi)(shi)(shi)踐體驗,明(ming)確學(xue)(xue)習方向(xiang)、激(ji)發學(xue)(xue)習動(dong)力(li)。
四是結合專(zhuan)業(ye)(ye)(ye)(ye)特色服(fu)(fu)務。各地(di)(di)各高校(xiao)(xiao)要(yao)扎根(gen)中(zhong)國(guo)(guo)(guo)大(da)地(di)(di)開(kai)展社會實(shi)(shi)(shi)踐(jian)(jian)(jian),在(zai)推動社會實(shi)(shi)(shi)踐(jian)(jian)(jian)服(fu)(fu)務中(zhong)國(guo)(guo)(guo)式(shi)現代(dai)化、鄉村振興等國(guo)(guo)(guo)家重(zhong)大(da)戰略的(de)基(ji)礎(chu)上,緊(jin)密結合自身學(xue)科專(zhuan)業(ye)(ye)(ye)(ye),找準(zhun)“小切口”展開(kai)“大(da)縱深”,強(qiang)化特色性的(de)實(shi)(shi)(shi)踐(jian)(jian)(jian)服(fu)(fu)務,積極探索建設(she)教(jiao)(jiao)育(yu)(yu)(yu)強(qiang)國(guo)(guo)(guo)的(de)實(shi)(shi)(shi)踐(jian)(jian)(jian)路徑。要(yao)深入(ru)開(kai)展中(zhong)國(guo)(guo)(guo)國(guo)(guo)(guo)際“互聯網(wang)+”大(da)學(xue)生創(chuang)(chuang)(chuang)新(xin)(xin)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)大(da)賽(sai)“青年紅色筑夢之旅”活(huo)動,將思想(xiang)政(zheng)治教(jiao)(jiao)育(yu)(yu)(yu)、專(zhuan)業(ye)(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)和(he)創(chuang)(chuang)(chuang)新(xin)(xin)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)深度融合,引導學(xue)生了(le)解國(guo)(guo)(guo)情民情,在(zai)創(chuang)(chuang)(chuang)新(xin)(xin)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)中(zhong)增(zeng)長智慧才干(gan),用(yong)專(zhuan)業(ye)(ye)(ye)(ye)知識和(he)創(chuang)(chuang)(chuang)新(xin)(xin)實(shi)(shi)(shi)踐(jian)(jian)(jian)服(fu)(fu)務人(ren)(ren)民群(qun)眾(zhong)切實(shi)(shi)(shi)需要(yao)。要(yao)把社會實(shi)(shi)(shi)踐(jian)(jian)(jian)與旨在(zai)提高專(zhuan)業(ye)(ye)(ye)(ye)技能水(shui)平的(de)實(shi)(shi)(shi)習(xi)實(shi)(shi)(shi)訓有效(xiao)區(qu)分開(kai)來,人(ren)(ren)文藝(yi)術(shu)類(lei)院校(xiao)(xiao)要(yao)走到各族人(ren)(ren)民群(qun)眾(zhong)當中(zhong),堅持文學(xue)藝(yi)術(shu)來源(yuan)于人(ren)(ren)民大(da)眾(zhong),服(fu)(fu)務于人(ren)(ren)民大(da)眾(zhong);理工(gong)類(lei)院校(xiao)(xiao)要(yao)走向國(guo)(guo)(guo)家重(zhong)點單(dan)位、專(zhuan)精特新(xin)(xin)企業(ye)(ye)(ye)(ye),努力解決“卡脖子”難題,著力推動地(di)(di)方經(jing)濟社會發展;農林類(lei)院校(xiao)(xiao)要(yao)走向田(tian)間地(di)(di)頭,聚焦鄉村振興、生態(tai)文明建設(she),實(shi)(shi)(shi)現大(da)學(xue)生專(zhuan)業(ye)(ye)(ye)(ye)所(suo)學(xue)解決實(shi)(shi)(shi)踐(jian)(jian)(jian)所(suo)需;師范類(lei)院校(xiao)(xiao)要(yao)聚焦教(jiao)(jiao)育(yu)(yu)(yu)強(qiang)國(guo)(guo)(guo)建設(she),開(kai)展鄉村支教(jiao)(jiao)、頂(ding)崗支教(jiao)(jiao)、“愛心課堂(tang)”“特崗計劃”等實(shi)(shi)(shi)踐(jian)(jian)(jian)項目,帶動欠發達地(di)(di)區(qu)教(jiao)(jiao)育(yu)(yu)(yu)質量整體提升。
五是強化成果(guo)績效(xiao)管(guan)理(li)。各(ge)地各(ge)高校要(yao)(yao)(yao)對(dui)(dui)社(she)會實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)進(jin)(jin)行(xing)全流程、全鏈條(tiao)管(guan)理(li),完善社(she)會實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)成果(guo)考核、評(ping)價、認定(ding)體系建設。實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)前(qian),要(yao)(yao)(yao)從效(xiao)果(guo)導(dao)向出發,師生(sheng)協同明(ming)確實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)選題(ti)、實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)路線、實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)任務(wu)、實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)效(xiao)果(guo),對(dui)(dui)社(she)會實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)進(jin)(jin)行(xing)系統性設計。實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)中,要(yao)(yao)(yao)注重(zhong)融(rong)洽師生(sheng)關系,廣泛開展思想交流,有效(xiao)促進(jin)(jin)教學(xue)相長,切實(shi)(shi)(shi)提高師生(sheng)本領,服(fu)務(wu)人民(min)群眾。實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)后,要(yao)(yao)(yao)對(dui)(dui)實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)成果(guo)進(jin)(jin)行(xing)嚴格管(guan)理(li),從學(xue)生(sheng)參(can)與(yu)實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)的(de)(de)(de)態度、解決(jue)實(shi)(shi)(shi)際問題(ti)的(de)(de)(de)能力、服(fu)務(wu)基層聯系群眾的(de)(de)(de)表現等(deng)方面對(dui)(dui)成果(guo)進(jin)(jin)行(xing)考核評(ping)價,作(zuo)為學(xue)時(shi)學(xue)分(fen)和成績的(de)(de)(de)評(ping)定(ding)依據(ju),要(yao)(yao)(yao)將學(xue)生(sheng)參(can)與(yu)社(she)會實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)情況(kuang)作(zuo)為評(ping)獎評(ping)優、升本推(tui)研、推(tui)優入黨(dang)等(deng)工作(zuo)的(de)(de)(de)重(zhong)要(yao)(yao)(yao)依據(ju),并將教師參(can)與(yu)指導(dao)社(she)會實(shi)(shi)(shi)踐(jian)(jian)(jian)(jian)納入到教師考核評(ping)價中。
六是注重(zhong)(zhong)典(dian)型宣傳推(tui)廣。各地各高(gao)校(xiao)要(yao)在2023年秋季(ji)學(xue)期(qi)開(kai)學(xue)季(ji)舉辦社會(hui)實(shi)踐(jian)成果展(zhan)示,在第(di)七屆(jie)習近平新(xin)時代中國(guo)(guo)特(te)色(se)社會(hui)主(zhu)(zhu)義思想大學(xue)習領航計劃(hua)主(zhu)(zhu)題教育(yu)(yu)活(huo)動期(qi)間推(tui)廣一(yi)批優秀作品,為(wei)建(jian)設(she)教育(yu)(yu)強(qiang)國(guo)(guo)營造良好氛圍。要(yao)注重(zhong)(zhong)挖(wa)掘社會(hui)實(shi)踐(jian)先進典(dian)型,提煉有特(te)色(se)的實(shi)踐(jian)育(yu)(yu)人(ren)機制(zhi)、思路、模式,形成一(yi)批優秀實(shi)踐(jian)案例(li),報送教育(yu)(yu)部(思想政治工作司)整理編寫宣傳冊,在全國(guo)(guo)高(gao)校(xiao)宣傳推(tui)廣。各高(gao)校(xiao)要(yao)在實(shi)踐(jian)中迭代升級,積極(ji)探索社會(hui)主(zhu)(zhu)義建(jian)設(she)者和接班人(ren)培養的實(shi)踐(jian)路徑,不斷完善(shan)形成新(xin)時代中國(guo)(guo)特(te)色(se)實(shi)踐(jian)育(yu)(yu)人(ren)新(xin)范式。
