近日(ri),中共中央、國務院印發了《鄉村(cun)(cun)(cun)全面振興規劃(hua)(2024-2027年)》,其中提出,完善鄉村(cun)(cun)(cun)人(ren)才培(pei)(pei)養體(ti)系(xi)。健全涉農高(gao)等(deng)教(jiao)育(yu)(yu)體(ti)系(xi),優化(hua)提升職(zhi)(zhi)業教(jiao)育(yu)(yu),鼓(gu)勵(li)符合條件的村(cun)(cun)(cun)干部、農民等(deng)報考高(gao)職(zhi)(zhi)院校,繼續實施“一(yi)村(cun)(cun)(cun)一(yi)名(ming)大學生(sheng)”培(pei)(pei)育(yu)(yu)計劃(hua)。健全涉農培(pei)(pei)訓體(ti)系(xi),統籌各類培(pei)(pei)訓資源(yuan),實行按需培(pei)(pei)訓。強(qiang)化(hua)農村(cun)(cun)(cun)職(zhi)(zhi)業教(jiao)育(yu)(yu)和成人(ren)教(jiao)育(yu)(yu),加強(qiang)農村(cun)(cun)(cun)數字人(ren)才、電商人(ren)才培(pei)(pei)育(yu)(yu)。
《鄉(xiang)村全面振興規劃(2024-2027年(nian))》主要內容如下(xia)。
實施鄉(xiang)村振興戰(zhan)略,是(shi)以習近(jin)平同志為核心的黨中央著眼黨和國家事業全局作出(chu)的重大決策,是(shi)新(xin)時代新(xin)征程(cheng)“三農”工作的總抓手。為有(you)力有(you)效推進(jin)鄉(xiang)村全面振興,制定本規劃。
一、總體要求
堅持(chi)以習近平新(xin)時代(dai)中(zhong)國(guo)(guo)特色社(she)會主義思想為指(zhi)導,深入貫(guan)徹黨的二十(shi)大(da)和二十(shi)屆二中(zhong)、三中(zhong)全(quan)會精神(shen),認真(zhen)貫(guan)徹落實習近平總書記(ji)關于“三農(nong)”工作(zuo)的重要論述,完整準確(que)全(quan)面(mian)貫(guan)徹新(xin)發(fa)(fa)(fa)(fa)展(zhan)理念(nian),加快構建(jian)新(xin)發(fa)(fa)(fa)(fa)展(zhan)格(ge)局,著(zhu)力推(tui)(tui)動(dong)高(gao)質量發(fa)(fa)(fa)(fa)展(zhan),錨定建(jian)設農(nong)業(ye)(ye)強國(guo)(guo)目標,學習運用(yong)“千萬工程”經驗,健全(quan)推(tui)(tui)動(dong)鄉(xiang)(xiang)(xiang)村(cun)全(quan)面(mian)振興長效機制,以確(que)保國(guo)(guo)家(jia)糧(liang)食安全(quan)、確(que)保農(nong)村(cun)人(ren)口不發(fa)(fa)(fa)(fa)生(sheng)規模性返貧致貧為底線,鞏(gong)固拓展(zhan)脫貧攻堅成果(guo),以提(ti)(ti)升(sheng)鄉(xiang)(xiang)(xiang)村(cun)產(chan)業(ye)(ye)發(fa)(fa)(fa)(fa)展(zhan)水(shui)平、提(ti)(ti)升(sheng)鄉(xiang)(xiang)(xiang)村(cun)建(jian)設水(shui)平、提(ti)(ti)升(sheng)鄉(xiang)(xiang)(xiang)村(cun)治理水(shui)平為重點,強化(hua)科(ke)技和改(gai)革雙(shuang)輪驅(qu)動(dong),強化(hua)農(nong)民(min)增收舉措,扎實推(tui)(tui)進(jin)(jin)鄉(xiang)(xiang)(xiang)村(cun)產(chan)業(ye)(ye)、人(ren)才、文(wen)化(hua)、生(sheng)態、組(zu)織“五個(ge)振興”,加快農(nong)業(ye)(ye)農(nong)村(cun)現代(dai)化(hua),推(tui)(tui)動(dong)農(nong)業(ye)(ye)全(quan)面(mian)升(sheng)級、農(nong)村(cun)全(quan)面(mian)進(jin)(jin)步(bu)、農(nong)民(min)全(quan)面(mian)發(fa)(fa)(fa)(fa)展(zhan),為全(quan)面(mian)建(jian)設社(she)會主義現代(dai)化(hua)國(guo)(guo)家(jia)提(ti)(ti)供堅強支撐。
工作中要(yao)做到:堅(jian)持(chi)和加強(qiang)黨(dang)對“三農(nong)”工作的(de)全面(mian)領(ling)導,堅(jian)持(chi)農(nong)業農(nong)村優先發(fa)(fa)(fa)展,堅(jian)持(chi)城(cheng)鄉融(rong)合(he)發(fa)(fa)(fa)展,堅(jian)持(chi)農(nong)民(min)主體地位,堅(jian)持(chi)因地制(zhi)宜、分類施策,堅(jian)持(chi)人與(yu)自然和諧共(gong)生(sheng),堅(jian)持(chi)深化改革創(chuang)新(xin),堅(jian)持(chi)循序漸(jian)進(jin)(jin)(jin)、久(jiu)久(jiu)為(wei)功。要(yao)充(chong)分調動(dong)億(yi)萬(wan)農(nong)民(min)的(de)積極性(xing)、主動(dong)性(xing)、創(chuang)造(zao)性(xing),一(yi)件(jian)事情接(jie)著一(yi)件(jian)事情辦,一(yi)年接(jie)著一(yi)年干,積小勝為(wei)大成。要(yao)統籌不同(tong)區域,合(he)理(li)確定階段性(xing)重(zhong)點任務和推(tui)進(jin)(jin)(jin)時序,尊重(zhong)客觀規(gui)律,不超越發(fa)(fa)(fa)展階段,不提脫離實際的(de)目(mu)標;統籌新(xin)型工業化、新(xin)型城(cheng)鎮化和鄉村全面(mian)振興,縮小城(cheng)鄉差別,促進(jin)(jin)(jin)城(cheng)鄉共(gong)同(tong)繁榮發(fa)(fa)(fa)展;統籌推(tui)進(jin)(jin)(jin)農(nong)村經濟建(jian)設、政治建(jian)設、文化建(jian)設、社會建(jian)設、生(sheng)態文明(ming)建(jian)設和黨(dang)的(de)建(jian)設,實現鄉村全面(mian)提升。
主(zhu)要(yao)目標是(shi):到2027年,鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)全面(mian)(mian)振興取得實質性進(jin)展(zhan),農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)(cun)現(xian)代(dai)化(hua)(hua)邁上新(xin)臺階。國家糧食安(an)全根基(ji)(ji)更(geng)加(jia)(jia)(jia)穩固,農(nong)(nong)(nong)業綜合生(sheng)(sheng)產(chan)能力(li)(li)穩步(bu)提(ti)升(sheng),確保中國人(ren)的(de)飯碗牢牢端在(zai)自己手中;鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)產(chan)業更(geng)加(jia)(jia)(jia)興旺,實現(xian)鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)產(chan)業全鏈條(tiao)升(sheng)級;鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)更(geng)加(jia)(jia)(jia)生(sheng)(sheng)態宜居,人(ren)居環境明(ming)(ming)顯(xian)(xian)改善,農(nong)(nong)(nong)村(cun)(cun)基(ji)(ji)礎設施更(geng)加(jia)(jia)(jia)完(wan)備,城(cheng)(cheng)鄉(xiang)(xiang)(xiang)(xiang)基(ji)(ji)本(ben)(ben)公共服務均(jun)等化(hua)(hua)水平不斷提(ti)升(sheng);鄉(xiang)(xiang)(xiang)(xiang)風文明(ming)(ming)持續(xu)提(ti)升(sheng),中華優(you)秀傳統文化(hua)(hua)充分傳承(cheng)發展(zhan),農(nong)(nong)(nong)民(min)綜合素質全面(mian)(mian)提(ti)高;鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)治理(li)更(geng)加(jia)(jia)(jia)有效,鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)治理(li)體系(xi)和(he)治理(li)能力(li)(li)現(xian)代(dai)化(hua)(hua)水平明(ming)(ming)顯(xian)(xian)提(ti)升(sheng);農(nong)(nong)(nong)民(min)生(sheng)(sheng)活(huo)更(geng)加(jia)(jia)(jia)美好(hao)、收入水平持續(xu)提(ti)高,農(nong)(nong)(nong)村(cun)(cun)低收入人(ren)口和(he)欠發達地(di)區(qu)分層(ceng)分類幫(bang)扶制度基(ji)(ji)本(ben)(ben)建立。東部發達地(di)區(qu)、中西部具(ju)備條(tiao)件的(de)大中城(cheng)(cheng)市郊區(qu)鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)率先基(ji)(ji)本(ben)(ben)實現(xian)農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)(cun)現(xian)代(dai)化(hua)(hua)。到2035年,鄉(xiang)(xiang)(xiang)(xiang)村(cun)(cun)全面(mian)(mian)振興取得決定性進(jin)展(zhan),農(nong)(nong)(nong)業現(xian)代(dai)化(hua)(hua)基(ji)(ji)本(ben)(ben)實現(xian),農(nong)(nong)(nong)村(cun)(cun)基(ji)(ji)本(ben)(ben)具(ju)備現(xian)代(dai)生(sheng)(sheng)活(huo)條(tiao)件。
二、優化城鄉發展格局,分類有序推進鄉村全面振興
(一)統籌優(you)化(hua)城(cheng)鄉(xiang)(xiang)(xiang)發(fa)(fa)展布局。以(yi)資源環境承(cheng)載能力和(he)(he)國(guo)土空(kong)(kong)間開發(fa)(fa)適宜性評(ping)價為基礎,優(you)化(hua)農業(ye)、生態(tai)和(he)(he)城(cheng)鎮空(kong)(kong)間。嚴(yan)守耕(geng)(geng)(geng)(geng)地(di)和(he)(he)永久基本(ben)農田、生態(tai)保護(hu)紅線和(he)(he)城(cheng)鎮開發(fa)(fa)邊界等主(zhu)要控制(zhi)線,科學編制(zhi)實(shi)施縣級國(guo)土空(kong)(kong)間總體規(gui)劃。強化(hua)耕(geng)(geng)(geng)(geng)地(di)保護(hu),堅(jian)決整治亂(luan)占(zhan)、破壞耕(geng)(geng)(geng)(geng)地(di)等違法(fa)行(xing)為,嚴(yan)格落實(shi)省級黨委和(he)(he)政府耕(geng)(geng)(geng)(geng)地(di)保護(hu)責任,有(you)序恢復耕(geng)(geng)(geng)(geng)地(di),逐步補(bu)足耕(geng)(geng)(geng)(geng)地(di)保護(hu)任務缺口。改革完善耕(geng)(geng)(geng)(geng)地(di)占(zhan)補(bu)平衡制(zhi)度,完善補(bu)充(chong)耕(geng)(geng)(geng)(geng)地(di)質量(liang)驗收機制(zhi),實(shi)施耕(geng)(geng)(geng)(geng)地(di)有(you)機質提(ti)升行(xing)動,確(que)保耕(geng)(geng)(geng)(geng)地(di)數量(liang)有(you)保障(zhang)(zhang)、質量(liang)有(you)提(ti)升。健全(quan)(quan)保障(zhang)(zhang)耕(geng)(geng)(geng)(geng)地(di)用于種植基本(ben)農作物管理體系(xi),繪制(zhi)全(quan)(quan)國(guo)耕(geng)(geng)(geng)(geng)地(di)種植用途“一張圖”。優(you)化(hua)鄉(xiang)(xiang)(xiang)村功能和(he)(he)空(kong)(kong)間布局,充(chong)分發(fa)(fa)揮(hui)鄉(xiang)(xiang)(xiang)村在保障(zhang)(zhang)農產品(pin)供給(gei)和(he)(he)糧食(shi)(shi)安(an)全(quan)(quan)、保護(hu)生態(tai)環境、傳承(cheng)發(fa)(fa)展中華民族(zu)優(you)秀傳統文化(hua)等方面的特有(you)功能。加(jia)強以(yi)“七區(qu)(qu)二十三(san)帶(dai)”為主(zhu)體的農產品(pin)主(zhu)產區(qu)(qu)建設(she)(she),建設(she)(she)國(guo)家(jia)糧食(shi)(shi)安(an)全(quan)(quan)產業(ye)帶(dai)。筑牢“三(san)區(qu)(qu)四帶(dai)”生態(tai)安(an)全(quan)(quan)屏障(zhang)(zhang)。保留鄉(xiang)(xiang)(xiang)村景觀(guan)特色,賡續農耕(geng)(geng)(geng)(geng)文明(ming)。
(二(er))推(tui)(tui)(tui)進城(cheng)鄉(xiang)(xiang)融合發展(zhan)。實施新(xin)一(yi)(yi)輪農(nong)業(ye)轉移(yi)人口(kou)市民(min)化行動(dong),推(tui)(tui)(tui)行由常住(zhu)地(di)(di)(di)(di)登記戶口(kou)提供基本(ben)公(gong)共服務制度,完善“人地(di)(di)(di)(di)錢掛(gua)鉤(gou)”政(zheng)策,推(tui)(tui)(tui)動(dong)城(cheng)鎮(zhen)基本(ben)公(gong)共服務覆蓋全(quan)部常住(zhu)人口(kou)。保障進城(cheng)落戶農(nong)民(min)合法(fa)土地(di)(di)(di)(di)權(quan)益(yi),依法(fa)維護進城(cheng)落戶農(nong)民(min)的(de)土地(di)(di)(di)(di)承包權(quan)、宅(zhai)基地(di)(di)(di)(di)使(shi)用(yong)(yong)權(quan)、集體(ti)(ti)收益(yi)分配權(quan),探索(suo)建(jian)立自愿有償退出的(de)辦法(fa)。構建(jian)城(cheng)鄉(xiang)(xiang)統一(yi)(yi)的(de)建(jian)設用(yong)(yong)地(di)(di)(di)(di)市場。推(tui)(tui)(tui)動(dong)人才、技術(shu)等(deng)要素規范(fan)有序向鄉(xiang)(xiang)村(cun)(cun)流動(dong)。率先在縣域(yu)內破除城(cheng)鄉(xiang)(xiang)二(er)元結構,一(yi)(yi)體(ti)(ti)推(tui)(tui)(tui)進城(cheng)鎮(zhen)和(he)鄉(xiang)(xiang)村(cun)(cun)規劃、建(jian)設和(he)治(zhi)理,推(tui)(tui)(tui)動(dong)城(cheng)鄉(xiang)(xiang)基本(ben)公(gong)共服務均(jun)等(deng)化。支持中西部農(nong)產(chan)品主產(chan)區縣城(cheng)建(jian)設。把鄉(xiang)(xiang)鎮(zhen)建(jian)成鄉(xiang)(xiang)村(cun)(cun)治(zhi)理中心、農(nong)村(cun)(cun)服務中心、鄉(xiang)(xiang)村(cun)(cun)經(jing)濟中心。推(tui)(tui)(tui)動(dong)縣域(yu)產(chan)業(ye)協同發展(zhan),以(yi)現代種養業(ye)和(he)農(nong)產(chan)品加工(gong)業(ye)為基礎,構建(jian)以(yi)縣城(cheng)為樞紐、以(yi)小城(cheng)鎮(zhen)為節點的(de)縣域(yu)經(jing)濟體(ti)(ti)系。發揮各類產(chan)業(ye)園區帶動(dong)作用(yong)(yong),引導(dao)縣域(yu)產(chan)業(ye)集聚發展(zhan)。
(三)分類(lei)推(tui)進鄉(xiang)村(cun)全面振興。細(xi)化(hua)村(cun)莊(zhuang)(zhuang)分類(lei)標準(zhun),科學確定發(fa)展目(mu)標。集聚(ju)提升(sheng)類(lei)村(cun)莊(zhuang)(zhuang)重點(dian)強化(hua)產(chan)業(ye)發(fa)展,改(gai)造提升(sheng)基(ji)礎(chu)(chu)設(she)施(shi);城郊(jiao)融合類(lei)村(cun)莊(zhuang)(zhuang)重點(dian)推(tui)動城鄉(xiang)一體(ti)化(hua)建設(she);特色(se)保護類(lei)村(cun)莊(zhuang)(zhuang)重點(dian)改(gai)善基(ji)礎(chu)(chu)設(she)施(shi)和(he)公共環境;搬遷撤并(bing)類(lei)村(cun)莊(zhuang)(zhuang)有序實施(shi)搬遷撤并(bing),解決好(hao)民(min)生(sheng)保障(zhang)(zhang)、就業(ye)增收和(he)生(sheng)態(tai)保護等問題。短(duan)期內難以判斷的村(cun)莊(zhuang)(zhuang),留足觀察(cha)和(he)論證時(shi)間,重點(dian)保障(zhang)(zhang)基(ji)本(ben)民(min)生(sheng)需要(yao)。
(四(si))銜(xian)接推(tui)(tui)進(jin)脫(tuo)貧(pin)(pin)地區(qu)(qu)全面振(zhen)興。過(guo)渡期(qi)內(nei)保持主(zhu)要幫扶(fu)(fu)(fu)(fu)政策(ce)總體(ti)穩定(ding),抓好防止返(fan)貧(pin)(pin)監測,落實(shi)幫扶(fu)(fu)(fu)(fu)措(cuo)施(shi),完(wan)善(shan)覆蓋(gai)農村(cun)人(ren)口(kou)的(de)(de)(de)常態化(hua)防止返(fan)貧(pin)(pin)致貧(pin)(pin)機(ji)制,牢牢守住不發(fa)生(sheng)規模性返(fan)貧(pin)(pin)致貧(pin)(pin)的(de)(de)(de)底(di)線。加(jia)快補齊脫(tuo)貧(pin)(pin)地區(qu)(qu)農村(cun)基(ji)礎設(she)(she)施(shi)短板,優先布(bu)局產(chan)業(ye)(ye)發(fa)展所需配套設(she)(she)施(shi)。推(tui)(tui)進(jin)脫(tuo)貧(pin)(pin)地區(qu)(qu)幫扶(fu)(fu)(fu)(fu)產(chan)業(ye)(ye)高質量發(fa)展,構(gou)建成長性好、帶動力(li)強的(de)(de)(de)幫扶(fu)(fu)(fu)(fu)產(chan)業(ye)(ye)體(ti)系,大力(li)發(fa)展特色產(chan)業(ye)(ye),推(tui)(tui)進(jin)消費幫扶(fu)(fu)(fu)(fu),完(wan)善(shan)脫(tuo)貧(pin)(pin)群眾參(can)與產(chan)業(ye)(ye)發(fa)展和(he)分(fen)享收益機(ji)制。深化(hua)東(dong)西部協作、定(ding)點幫扶(fu)(fu)(fu)(fu)。推(tui)(tui)進(jin)攜手促振(zhen)興行動,鼓勵(li)經濟相(xiang)對(dui)發(fa)達(da)地區(qu)(qu)到脫(tuo)貧(pin)(pin)地區(qu)(qu)共(gong)興產(chan)業(ye)(ye)。推(tui)(tui)動幫扶(fu)(fu)(fu)(fu)政策(ce)體(ti)系向推(tui)(tui)進(jin)鄉(xiang)村(cun)全面振(zhen)興轉換。建立農村(cun)低收入人(ren)口(kou)和(he)欠(qian)發(fa)達(da)地區(qu)(qu)分(fen)層分(fen)類(lei)幫扶(fu)(fu)(fu)(fu)制度,對(dui)有(you)勞(lao)動能(neng)力(li)的(de)(de)(de)人(ren)口(kou),落實(shi)產(chan)業(ye)(ye)就業(ye)(ye)等(deng)開發(fa)式幫扶(fu)(fu)(fu)(fu)措(cuo)施(shi);對(dui)缺乏勞(lao)動能(neng)力(li)、無法通過(guo)產(chan)業(ye)(ye)就業(ye)(ye)獲得穩定(ding)收入的(de)(de)(de)人(ren)口(kou),完(wan)善(shan)相(xiang)關社會(hui)救助政策(ce)。健全脫(tuo)貧(pin)(pin)攻(gong)堅國家投入形成資產(chan)的(de)(de)(de)長效管理機(ji)制。加(jia)大對(dui)欠(qian)發(fa)達(da)地區(qu)(qu)縣域振(zhen)興發(fa)展的(de)(de)(de)支(zhi)持力(li)度,創新幫扶(fu)(fu)(fu)(fu)協作機(ji)制。
三、加快現代農業建設,全方位夯實糧食安全根基
(五)提(ti)高(gao)糧(liang)(liang)食(shi)(shi)(shi)和(he)重要農(nong)產品供給(gei)保(bao)(bao)(bao)障(zhang)水平。把確保(bao)(bao)(bao)國家(jia)糧(liang)(liang)食(shi)(shi)(shi)安全(quan)(quan)作為現代農(nong)業建(jian)(jian)設的首要任(ren)務,全(quan)(quan)面落實(shi)(shi)糧(liang)(liang)食(shi)(shi)(shi)安全(quan)(quan)黨政同責(ze),堅持(chi)穩(wen)面積、增單(dan)產兩手發力,確保(bao)(bao)(bao)糧(liang)(liang)食(shi)(shi)(shi)播種(zhong)面積穩(wen)定在17.5億(yi)畝左(zuo)右、谷物(wu)面積14.5億(yi)畝左(zuo)右。組織(zhi)實(shi)(shi)施新(xin)一輪千億(yi)斤(jin)糧(liang)(liang)食(shi)(shi)(shi)產能(neng)提(ti)升行(xing)動(dong),大(da)(da)力實(shi)(shi)施糧(liang)(liang)食(shi)(shi)(shi)單(dan)產提(ti)升工程,推(tui)動(dong)糧(liang)(liang)食(shi)(shi)(shi)產能(neng)穩(wen)步邁上(shang)1.4萬億(yi)斤(jin)臺階。深(shen)入實(shi)(shi)施國家(jia)大(da)(da)豆和(he)油料(liao)產能(neng)提(ti)升工程,壓(ya)實(shi)(shi)“菜籃(lan)子”市(shi)長負責(ze)制(zhi),樹立(li)大(da)(da)農(nong)業觀(guan)、大(da)(da)食(shi)(shi)(shi)物(wu)觀(guan),農(nong)林牧漁并舉,構建(jian)(jian)多(duo)元化食(shi)(shi)(shi)物(wu)供給(gei)體系。落實(shi)(shi)棉花目標價格政策,加強糖(tang)料(liao)、天然(ran)橡膠基(ji)地建(jian)(jian)設。健全(quan)(quan)市(shi)場監測預警體系,統籌(chou)做好(hao)糧(liang)(liang)食(shi)(shi)(shi)市(shi)場化收(shou)購(gou)和(he)政策性收(shou)儲(chu),完善(shan)儲(chu)備體系和(he)制(zhi)度建(jian)(jian)設,推(tui)進全(quan)(quan)鏈條節約減(jian)損,優化生豬、棉花、食(shi)(shi)(shi)糖(tang)市(shi)場調控機制(zhi),加強應急保(bao)(bao)(bao)供能(neng)力建(jian)(jian)設。

五、大力培養鄉村人才,吸引各類人才投身鄉村全面振興
(十三)壯大鄉村人才隊伍。實施高素質農民培育計劃和鄉村產業振興帶頭人培育“頭雁”項目,加強對青年農民和新型農業經營主體培訓指導,實施農村實用人才帶頭人培訓計劃。鼓勵和引導青年入鄉發展和就業創業,加強農業農村科技領軍人才、青年人才培養,通過科技小院等形式,推動涉農教育與生產實踐緊密結合。實施農技推廣服務特聘計劃,培養農技推廣人才,壯大科技特派員隊伍。建設鄉村公共服務和治理人才隊伍,實施鄉村振興人才支持計劃和人才支撐項目,開展全科醫生特崗計劃、訂單定向醫學生免費培養等,推動鄉村醫生向執業(助理)醫師轉化,加強農村法律人才和兒童服務人才培養。
(十四)完善鄉村人才培養體系。健全涉農高等教育體系,優化提升職業教育,鼓勵符合條件的村干部、農民等報考高職院校,繼續實施“一村一名大學生”培育計劃。健全涉農培訓體系,統籌各類培訓資源,實行按需培訓。強化農村職業教育和成人教育,加強農村數字人才、電商人才培育。

(三十)健(jian)全(quan)多(duo)元化鄉村振興投入保(bao)障(zhang)機制。發揮財政(zheng)支(zhi)(zhi)持作用(yong),堅(jian)持將農(nong)(nong)業(ye)(ye)農(nong)(nong)村作為一般(ban)公共預(yu)算優先保(bao)障(zhang)領(ling)(ling)域,落實提高土地出(chu)讓收益用(yong)于農(nong)(nong)業(ye)(ye)農(nong)(nong)村比(bi)例政(zheng)策,用(yong)好(hao)新出(chu)臺的投融資政(zheng)策。完善金(jin)融服務(wu)(wu),健(jian)全(quan)大中(zhong)型銀(yin)行服務(wu)(wu)“三農(nong)(nong)”工作機制,強化政(zheng)策性(xing)金(jin)融支(zhi)(zhi)農(nong)(nong)作用(yong),加強農(nong)(nong)村中(zhong)小(xiao)金(jin)融機構支(zhi)(zhi)農(nong)(nong)支(zhi)(zhi)小(xiao)定位,加快農(nong)(nong)村信(xin)用(yong)社改(gai)革(ge)化險(xian)(xian)(xian),推動村鎮銀(yin)行結構性(xing)重組。發展農(nong)(nong)村數(shu)字普惠金(jin)融,推進農(nong)(nong)村信(xin)用(yong)體系建(jian)設,建(jian)立健(jian)全(quan)市場(chang)化涉(she)農(nong)(nong)金(jin)融風險(xian)(xian)(xian)補償機制,發展多(duo)層次農(nong)(nong)業(ye)(ye)保(bao)險(xian)(xian)(xian),完善農(nong)(nong)業(ye)(ye)再保(bao)險(xian)(xian)(xian)和農(nong)(nong)業(ye)(ye)保(bao)險(xian)(xian)(xian)大災風險(xian)(xian)(xian)分散機制。支(zhi)(zhi)持以(yi)市場(chang)化方(fang)式(shi)依法設立鄉村振興基金(jin)。引導(dao)和規(gui)范農(nong)(nong)業(ye)(ye)農(nong)(nong)村領(ling)(ling)域社會投資,推進“萬企興萬村”行動。鄉村振興投入要堅(jian)持盡(jin)力而為、量(liang)力而行,避免(mian)新增地方(fang)債務(wu)(wu)風險(xian)(xian)(xian)。

推(tui)(tui)進鄉村全(quan)(quan)面振(zhen)(zhen)興(xing)要堅(jian)持(chi)和加(jia)強(qiang)黨中(zhong)央(yang)集中(zhong)統(tong)一(yi)領導(dao),堅(jian)持(chi)中(zhong)央(yang)統(tong)籌、省負總責(ze)、市縣鄉抓落(luo)(luo)實(shi)的鄉村振(zhen)(zhen)興(xing)工作機制,全(quan)(quan)面落(luo)(luo)實(shi)鄉村振(zhen)(zhen)興(xing)責(ze)任(ren)制。要加(jia)強(qiang)統(tong)計監測,適時(shi)開(kai)展規(gui)劃實(shi)施評估(gu)。建立(li)鄉村全(quan)(quan)面振(zhen)(zhen)興(xing)工作聯系(xi)點。加(jia)快(kuai)涉(she)農法(fa)律法(fa)規(gui)制定修訂,完(wan)善鄉村振(zhen)(zhen)興(xing)法(fa)律規(gui)范體系(xi)。加(jia)強(qiang)宣傳和輿論引導(dao),充分發(fa)揮工會(hui)、共青團、婦聯等(deng)作用,激發(fa)全(quan)(quan)社(she)(she)會(hui)參與鄉村全(quan)(quan)面振(zhen)(zhen)興(xing)的積極性,營造良好社(she)(she)會(hui)氛(fen)圍。各地各有關部門要結合(he)實(shi)際推(tui)(tui)動目標任(ren)務落(luo)(luo)地見效(xiao),工作中(zhong)要堅(jian)決防止形式主義、官僚主義、形象工程(cheng)。重(zhong)大事項及時(shi)按(an)程(cheng)序向黨中(zhong)央(yang)、國(guo)務院請(qing)示(shi)報告(gao)。
