  華東師(shi)(shi)范大學(xue)(xue)認(ren)真學(xue)(xue)習貫(guan)徹習近(jin)平(ping)總(zong)書記關于(yu)教(jiao)育的重(zhong)要(yao)(yao)論述特別是關于(yu)教(jiao)師(shi)(shi)隊(dui)(dui)伍建(jian)設(she)(she)的系列重(zhong)要(yao)(yao)講話精神,將(jiang)培(pei)育弘揚教(jiao)育家精神的要(yao)(yao)求融入教(jiao)師(shi)(shi)隊(dui)(dui)伍建(jian)設(she)(she)全(quan)過程,著力深(shen)化(hua)學(xue)(xue)習闡釋、健(jian)全(quan)工作(zuo)機制、優化(hua)發(fa)展(zhan)環境、加強(qiang)源頭培(pei)養,以高素質(zhi)專(zhuan)業化(hua)教(jiao)師(shi)(shi)隊(dui)(dui)伍為強(qiang)國建(jian)設(she)(she)、民族復(fu)興提供有(you)力支撐。

  深(shen)化(hua)學(xue)(xue)習闡(chan)釋,筑(zhu)牢思想(xiang)認識根基(ji)。一(yi)是系統(tong)推進學(xue)(xue)習。將培育弘(hong)揚教(jiao)(jiao)(jiao)育家精(jing)神(shen)(shen)納(na)入(ru)校院(yuan)兩級黨組織(zhi)會議“第一(yi)議題(ti)”、黨委理論學(xue)(xue)習中(zhong)心組學(xue)(xue)習和教(jiao)(jiao)(jiao)職(zhi)工(gong)政治理論學(xue)(xue)習,作為新入(ru)職(zhi)教(jiao)(jiao)(jiao)職(zhi)工(gong)培訓(xun)、新上崗研(yan)究(jiu)(jiu)生(sheng)導師培訓(xun)、青年骨干理論培訓(xun)、海外歸國(guo)教(jiao)(jiao)(jiao)師研(yan)修等(deng)重要培訓(xun)班次“必修”內容,切實把握教(jiao)(jiao)(jiao)育家精(jing)神(shen)(shen)的(de)內涵要義和實踐(jian)要求。二是深(shen)化(hua)學(xue)(xue)理研(yan)究(jiu)(jiu)。在學(xue)(xue)校“人(ren)文社會科(ke)學(xue)(xue)預研(yan)究(jiu)(jiu)”“新時代(dai)教(jiao)(jiao)(jiao)師隊伍建(jian)設研(yan)究(jiu)(jiu)”“文化(hua)傳(chuan)承(cheng)創(chuang)新研(yan)究(jiu)(jiu)”中(zhong)設立(li)專(zhuan)項(xiang),凝練形(xing)成“教(jiao)(jiao)(jiao)育家精(jing)神(shen)(shen)的(de)歷史發展(zhan)與傳(chuan)承(cheng)創(chuang)新”“教(jiao)(jiao)(jiao)育家精(jing)神(shen)(shen)與立(li)德(de)樹人(ren)”“高(gao)質量(liang)教(jiao)(jiao)(jiao)師隊伍建(jian)設及其制度優化(hua)與政策調整(zheng)”等(deng)方向主(zhu)題(ti),組織(zhi)相關學(xue)(xue)科(ke)專(zhuan)家學(xue)(xue)者和中(zhong)青年骨干教(jiao)(jiao)(jiao)師以研(yan)促學(xue)(xue)、以研(yan)促踐(jian)。三是加強咨政建(jian)言。統(tong)籌(chou)國(guo)家教(jiao)(jiao)(jiao)育宏觀政策研(yan)究(jiu)(jiu)院(yuan)等(deng)校內智庫基(ji)地和校外各(ge)界專(zhuan)業(ye)力(li)量(liang)系統(tong)開展(zhan)調研(yan),提(ti)出“強國(guo)之師鍛造(zao)工(gong)程(cheng)”“打通教(jiao)(jiao)(jiao)育強國(guo)建(jian)設掣肘(zhou)點”等(deng)建(jian)議,“關于提(ti)煉和弘(hong)揚教(jiao)(jiao)(jiao)育家精(jing)神(shen)(shen),進一(yi)步加強教(jiao)(jiao)(jiao)師隊伍建(jian)設的(de)建(jian)議”獲(huo)全國(guo)人(ren)大采(cai)納(na)。

  健全(quan)工(gong)作(zuo)機制,激發師(shi)(shi)(shi)(shi)(shi)(shi)德(de)建(jian)(jian)設自覺。一是強化(hua)組(zu)織(zhi)領(ling)導。構建(jian)(jian)全(quan)校“一盤棋”工(gong)作(zuo)體系,成(cheng)立(li)由學(xue)校主要(yao)領(ling)導擔(dan)任(ren)主任(ren)的黨委(wei)(wei)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)工(gong)作(zuo)委(wei)(wei)員(yuan)會(hui),形成(cheng)黨委(wei)(wei)集中統一領(ling)導、黨政齊抓共(gong)管、黨委(wei)(wei)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)工(gong)作(zuo)部統籌協調(diao)、各(ge)(ge)責任(ren)單位協同(tong)聯(lian)動(dong)的“大教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)”工(gong)作(zuo)格(ge)局。層層壓實(shi)責任(ren),實(shi)現在各(ge)(ge)院(yuan)系級黨組(zu)織(zhi)成(cheng)立(li)師(shi)(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)(shi)風建(jian)(jian)設工(gong)作(zuo)組(zu)、各(ge)(ge)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)黨支(zhi)部配備“雙帶頭人(ren)(ren)”黨支(zhi)部書記的“兩個全(quan)覆(fu)蓋”。二(er)是強化(hua)規范約束。出臺《關于加強和(he)改進新時(shi)代(dai)師(shi)(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)(shi)風建(jian)(jian)設實(shi)施(shi)辦(ban)法(fa)(fa)》,將落實(shi)師(shi)(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)(shi)風“第一標準(zhun)(zhun)”融入教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)隊伍“選(xuan)、育、管、用”全(quan)過(guo)程。出臺《師(shi)(shi)(shi)(shi)(shi)(shi)德(de)考核實(shi)施(shi)辦(ban)法(fa)(fa)》《預(yu)防與處理師(shi)(shi)(shi)(shi)(shi)(shi)德(de)失范行為實(shi)施(shi)辦(ban)法(fa)(fa)》等(deng)制度文件,強化(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)職業(ye)自律。落實(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)職員(yuan)工(gong)準(zhun)(zhun)入查(cha)詢和(he)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育行業(ye)從(cong)業(ye)禁止制度,切實(shi)做到(dao)“零容忍”。三是強化(hua)示范引領(ling)。優化(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)職工(gong)表(biao)彰獎勵體系,修訂《育人(ren)(ren)貢獻(xian)獎、學(xue)術貢獻(xian)獎、服務貢獻(xian)獎評選(xuan)辦(ban)法(fa)(fa)》,突出立(li)德(de)樹(shu)(shu)人(ren)(ren)和(he)卓越貢獻(xian)導向。加大典型選(xuan)樹(shu)(shu),培育創建(jian)(jian)21個“立(li)德(de)樹(shu)(shu)人(ren)(ren)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)團隊” ,覆(fu)蓋各(ge)(ge)學(xue)科教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)281名。挖掘校史中的師(shi)(shi)(shi)(shi)(shi)(shi)德(de)資源,上線“師(shi)(shi)(shi)(shi)(shi)(shi)大名師(shi)(shi)(shi)(shi)(shi)(shi)庫”,落成(cheng)“共(gong)和(he)國老一輩教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育家(jia)”孟憲(xian)承、劉佛年教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育成(cheng)就陳(chen)列(lie)室等(deng)場館(guan),激勵廣(guang)大教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)見賢思(si)齊、潛心從(cong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)、傳(chuan)承師(shi)(shi)(shi)(shi)(shi)(shi)道,形成(cheng)競(jing)相(xiang)踐(jian)行教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育家(jia)精神的良好氛圍。

  優(you)化(hua)發(fa)(fa)展(zhan)環境,增強專業成(cheng)長支(zhi)(zhi)撐。一是(shi)分(fen)類(lei)(lei)提供發(fa)(fa)展(zhan)支(zhi)(zhi)持(chi)。面向青(qing)年(nian)人(ren)(ren)(ren)(ren)(ren)才(cai),實(shi)施人(ren)(ren)(ren)(ren)(ren)才(cai)引育“新(xin)雙百計劃”,鼓(gu)勵(li)(li)“領軍引路+青(qing)年(nian)提速(su)”式的(de)學(xue)(xue)科(ke)(ke)交叉研(yan)究和(he)團隊培(pei)養模式,設(she)(she)立青(qing)年(nian)發(fa)(fa)展(zhan)基(ji)金(jin)、海(hai)外(wai)出版發(fa)(fa)表、精品力作培(pei)育等(deng)各(ge)類(lei)(lei)科(ke)(ke)研(yan)資助項目,支(zhi)(zhi)持(chi)青(qing)年(nian)人(ren)(ren)(ren)(ren)(ren)才(cai)挑大梁、當(dang)主角。針對高層次(ci)(ci)人(ren)(ren)(ren)(ren)(ren)才(cai),實(shi)施戰略(lve)科(ke)(ke)學(xue)(xue)家培(pei)育計劃,以重大基(ji)礎研(yan)究和(he)產(chan)學(xue)(xue)研(yan)深(shen)度(du)融合為抓(zhua)手,探索(suo)“戰略(lve)+科(ke)(ke)學(xue)(xue)”“科(ke)(ke)技(ji)+資本”“創(chuang)新(xin)+創(chuang)業”等(deng)培(pei)養路徑。二是(shi)營造鼓(gu)勵(li)(li)創(chuang)新(xin)開放(fang)的(de)發(fa)(fa)展(zhan)生(sheng)態(tai)。深(shen)化(hua)科(ke)(ke)技(ji)成(cheng)果(guo)(guo)(guo)(guo)產(chan)權制(zhi)(zhi)度(du)改革(ge),試(shi)點職(zhi)務科(ke)(ke)技(ji)成(cheng)果(guo)(guo)(guo)(guo)100%賦權給科(ke)(ke)研(yan)人(ren)(ren)(ren)(ren)(ren)員,建(jian)(jian)立科(ke)(ke)技(ji)成(cheng)果(guo)(guo)(guo)(guo)轉(zhuan)化(hua)盡(jin)職(zhi)免(mian)責機(ji)制(zhi)(zhi)和(he)教師(shi)創(chuang)新(xin)創(chuang)業全流程支(zhi)(zhi)撐體系,解決成(cheng)果(guo)(guo)(guo)(guo)轉(zhuan)化(hua)過程中“不愿(yuan)轉(zhuan)”“不會轉(zhuan)”“不敢轉(zhuan)”等(deng)痛(tong)點問題。提升(sheng)教師(shi)隊伍國際化(hua)水平,推動外(wai)國專家深(shen)度(du)參與重點學(xue)(xue)科(ke)(ke)、重點實(shi)驗室(shi)的(de)建(jian)(jian)設(she)(she)和(he)發(fa)(fa)展(zhan),柔性引進外(wai)籍教師(shi)來(lai)校(xiao)開展(zhan)前沿講(jiang)座、參與學(xue)(xue)校(xiao)人(ren)(ren)(ren)(ren)(ren)才(cai)培(pei)養和(he)科(ke)(ke)研(yan)團隊建(jian)(jian)設(she)(she),近(jin)五年(nian)舉辦18站、30余場次(ci)(ci)全球(qiu)專場人(ren)(ren)(ren)(ren)(ren)才(cai)懇(ken)談會。三是(shi)推進教師(shi)評價“破五唯”改革(ge)。持(chi)續完善“代表作制(zhi)(zhi)”評價機(ji)制(zhi)(zhi),將智庫(ku)成(cheng)果(guo)(guo)(guo)(guo)、科(ke)(ke)技(ji)成(cheng)果(guo)(guo)(guo)(guo)轉(zhuan)化(hua)等(deng)納(na)入(ru)評價體系,鼓(gu)勵(li)(li)具有(you)突出貢獻(xian)的(de)教師(shi)、工程實(shi)驗人(ren)(ren)(ren)(ren)(ren)員破格(ge)晉升(sheng)高級職(zhi)稱。根據科(ke)(ke)研(yan)人(ren)(ren)(ren)(ren)(ren)才(cai)成(cheng)長規律和(he)科(ke)(ke)研(yan)工作性質,探索(suo)長周期考核評價機(ji)制(zhi)(zhi),將個人(ren)(ren)(ren)(ren)(ren)評價與團隊評價相結合。
