教師隊伍建設改革制度體系完善健全
中辦、國辦出臺(tai)減輕中小學教(jiao)師(shi)負擔進一步營造教(jiao)育(yu)教(jiao)學良(liang)好環境的若干意見,國辦出臺(tai)加強教(jiao)師(shi)工資待遇保障文(wen)件和鄉村教(jiao)師(shi)支持(chi)計劃,教(jiao)育(yu)部(bu)會同相關部(bu)門出臺(tai)一系列尊(zun)師(shi)強師(shi)惠師(shi)政策,基本形成了科學規范、系統完(wan)備、有效管用的教(jiao)師(shi)制度體系。
全國教師隊伍實現了量質齊升
我(wo)國專任教(jiao)(jiao)師(shi)總數從(cong)2012年(nian)的(de)1462.9萬(wan)人(ren)(ren)增(zeng)長到2021年(nian)的(de)1844.4萬(wan)人(ren)(ren),增(zeng)幅達26%。各級各類教(jiao)(jiao)師(shi)素質不斷(duan)(duan)提升、結構不斷(duan)(duan)優化,小學教(jiao)(jiao)師(shi)本(ben)科(ke)以上學歷從(cong)32.6%增(zeng)長到70.3%,職業教(jiao)(jiao)育“雙師(shi)型”教(jiao)(jiao)師(shi)超過50%,高(gao)校碩士(shi)(shi)研究生導師(shi)從(cong)22.9萬(wan)人(ren)(ren)增(zeng)長到42.4萬(wan)人(ren)(ren),博士(shi)(shi)研究生導師(shi)從(cong)6.9萬(wan)人(ren)(ren)增(zeng)長到13.2萬(wan)人(ren)(ren)。這支規模(mo)宏大的(de)高(gao)素質專業化教(jiao)(jiao)師(shi)隊(dui)伍,成(cheng)為了支撐世(shi)界上最大規模(mo)教(jiao)(jiao)育體系的(de)“大國良師(shi)”。
教師思想政治和師德師風建設持續強化
出臺新(xin)時(shi)代(dai)教師(shi)職(zhi)業行為十項準(zhun)則、加強和(he)改進(jin)新(xin)時(shi)代(dai)師(shi)德(de)(de)(de)(de)師(shi)風(feng)(feng)建設(she)的意見等政(zheng)策(ce),師(shi)德(de)(de)(de)(de)建設(she)步入(ru)制度化(hua)、規范化(hua)、法治化(hua)軌道。成立(li)全國師(shi)德(de)(de)(de)(de)師(shi)風(feng)(feng)建設(she)專家委(wei)員(yuan)會,打造師(shi)德(de)(de)(de)(de)師(shi)風(feng)(feng)建設(she)基地,持續舉(ju)辦(ban)教師(shi)國情(qing)研(yan)修(xiu)班,推(tui)進(jin)師(shi)德(de)(de)(de)(de)教育走向常態化(hua)。落實師(shi)德(de)(de)(de)(de)師(shi)風(feng)(feng)第(di)一(yi)標準(zhun)要(yao)求,推(tui)行負面清單和(he)師(shi)德(de)(de)(de)(de)嚴(yan)重(zhong)違規全行業禁止準(zhun)入(ru)制度。
中國特色高水平教師教育體系建立建強
建立了(le)以215所師(shi)(shi)(shi)(shi)范(fan)(fan)(fan)院(yuan)校(xiao)(xiao)為(wei)(wei)主體、510所非師(shi)(shi)(shi)(shi)范(fan)(fan)(fan)院(yuan)校(xiao)(xiao)共同參與的(de)中(zhong)國特色(se)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)體系(xi),實(shi)(shi)現由“中(zhong)師(shi)(shi)(shi)(shi)、專(zhuan)科(ke)、本(ben)(ben)科(ke)”三級(ji)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)向“專(zhuan)科(ke)、本(ben)(ben)科(ke)、研究生”三級(ji)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)躍升。基(ji)(ji)礎教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)培(pei)(pei)(pei)(pei)養培(pei)(pei)(pei)(pei)訓(xun)成效顯(xian)著,實(shi)(shi)施(shi)部(bu)屬師(shi)(shi)(shi)(shi)大師(shi)(shi)(shi)(shi)范(fan)(fan)(fan)生公費教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu),十年(nian)招(zhao)生8.5萬(wan)人,90%畢業(ye)生到(dao)中(zhong)西(xi)(xi)部(bu)任教(jiao)(jiao)(jiao)(jiao)(jiao)。實(shi)(shi)施(shi)“國培(pei)(pei)(pei)(pei)計(ji)劃(hua)”,中(zhong)央投(tou)(tou)入200億(yi)元,培(pei)(pei)(pei)(pei)訓(xun)校(xiao)(xiao)長(chang)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)1800多萬(wan)人次。啟動新(xin)(xin)時代基(ji)(ji)礎教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)強(qiang)師(shi)(shi)(shi)(shi)計(ji)劃(hua),中(zhong)央安排50億(yi)元支持師(shi)(shi)(shi)(shi)范(fan)(fan)(fan)院(yuan)校(xiao)(xiao)建設(she)(she)(she)。實(shi)(shi)施(shi)中(zhong)西(xi)(xi)部(bu)欠發達地(di)區優秀教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)定向培(pei)(pei)(pei)(pei)養計(ji)劃(hua),每(mei)年(nian)為(wei)(wei)脫貧縣和(he)中(zhong)西(xi)(xi)部(bu)陸地(di)邊境縣培(pei)(pei)(pei)(pei)養1萬(wan)名(ming)師(shi)(shi)(shi)(shi)范(fan)(fan)(fan)生。實(shi)(shi)施(shi)“師(shi)(shi)(shi)(shi)范(fan)(fan)(fan)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)協(xie)同提質計(ji)劃(hua)”,依托(tuo)高(gao)(gao)水平師(shi)(shi)(shi)(shi)范(fan)(fan)(fan)大學支持薄弱(ruo)地(di)方師(shi)(shi)(shi)(shi)范(fan)(fan)(fan)院(yuan)校(xiao)(xiao)建設(she)(she)(she)。職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)“雙師(shi)(shi)(shi)(shi)型”隊伍建設(she)(she)(she)加快推進,中(zhong)央投(tou)(tou)入53億(yi)元實(shi)(shi)施(shi)職(zhi)業(ye)院(yuan)校(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)素質提高(gao)(gao)計(ji)劃(hua),實(shi)(shi)施(shi)“職(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)國培(pei)(pei)(pei)(pei)”示(shi)范(fan)(fan)(fan)項目,建立100個國家級(ji)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)培(pei)(pei)(pei)(pei)養培(pei)(pei)(pei)(pei)訓(xun)基(ji)(ji)地(di)和(he)102家企業(ye)實(shi)(shi)踐(jian)基(ji)(ji)地(di)。高(gao)(gao)校(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)發展體系(xi)不(bu)斷強(qiang)化,對4500名(ming)中(zhong)西(xi)(xi)部(bu)高(gao)(gao)校(xiao)(xiao)新(xin)(xin)入職(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)進行(xing)示(shi)范(fan)(fan)(fan)培(pei)(pei)(pei)(pei)訓(xun),支持2500名(ming)中(zhong)西(xi)(xi)部(bu)高(gao)(gao)校(xiao)(xiao)青年(nian)骨干教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)國內訪學。
教師管理綜合改革走向深化
實(shi)(shi)現(xian)(xian)全(quan)(quan)國中(zhong)(zhong)小學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)職(zhi)(zhi)工(gong)編制(zhi)(zhi)省市(shi)(shi)縣(xian)(xian)(xian)三級全(quan)(quan)面(mian)達標,2001年分別設(she)立(li)城(cheng)市(shi)(shi)、縣(xian)(xian)(xian)鎮和農村(cun)中(zhong)(zhong)小學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)職(zhi)(zhi)工(gong)編制(zhi)(zhi)標準,2014年實(shi)(shi)現(xian)(xian)城(cheng)鄉編制(zhi)(zhi)標準統一,2019年出(chu)臺(tai)創新編制(zhi)(zhi)管理舉措(cuo),經過20多年努力,今(jin)年6月底省市(shi)(shi)縣(xian)(xian)(xian)全(quan)(quan)面(mian)達標。教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)資(zi)格(ge)考(kao)試和定期注冊制(zhi)(zhi)度(du)全(quan)(quan)面(mian)實(shi)(shi)行,教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)資(zi)格(ge)考(kao)試報名(ming)人數由17.2萬人次躍升至今(jin)年的1144.2萬人次。推進教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)崗位和職(zhi)(zhi)稱(cheng)改(gai)革(ge),中(zhong)(zhong)小學(xue)(xue)設(she)置(zhi)正高(gao)(gao)級教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)職(zhi)(zhi)稱(cheng),深化中(zhong)(zhong)等職(zhi)(zhi)業(ye)學(xue)(xue)校(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)職(zhi)(zhi)稱(cheng)制(zhi)(zhi)度(du)改(gai)革(ge),將高(gao)(gao)校(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)職(zhi)(zhi)稱(cheng)評審權(quan)下放至學(xue)(xue)校(xiao),暢通教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)職(zhi)(zhi)業(ye)發(fa)展通道。深化教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)評價改(gai)革(ge),嚴把思想政(zheng)治和師(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)風考(kao)核關,突出(chu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)能(neng)力和業(ye)績,破除“五(wu)唯”弊端。將教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)減(jian)負納入整治形式主義專項,持續(xu)減(jian)輕中(zhong)(zhong)小學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)非教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)負擔。
教師地位待遇不斷提升
建立了教(jiao)(jiao)(jiao)(jiao)師(shi)工(gong)(gong)資(zi)待(dai)遇保障長效(xiao)(xiao)機(ji)制(zhi),各地基本(ben)實現義務教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)師(shi)平(ping)均工(gong)(gong)資(zi)收(shou)(shou)入水平(ping)不低于當地公務員平(ping)均工(gong)(gong)資(zi)收(shou)(shou)入水平(ping)。完善中(zhong)小學教(jiao)(jiao)(jiao)(jiao)師(shi)收(shou)(shou)入分(fen)(fen)配(pei)激勵機(ji)制(zhi),績效(xiao)(xiao)工(gong)(gong)資(zi)發放有效(xiao)(xiao)體現教(jiao)(jiao)(jiao)(jiao)師(shi)工(gong)(gong)作量和(he)工(gong)(gong)作績效(xiao)(xiao)。全面(mian)實施鄉村教(jiao)(jiao)(jiao)(jiao)師(shi)生(sheng)活(huo)補助(zhu)政策(ce),中(zhong)央(yang)(yang)安排250.1億元,惠及中(zhong)西部(bu)22省份725區縣7.6萬(wan)(wan)所鄉村學校(xiao)130萬(wan)(wan)教(jiao)(jiao)(jiao)(jiao)師(shi)。推進高校(xiao)教(jiao)(jiao)(jiao)(jiao)師(shi)薪酬制(zhi)度改革,落實以增加知識價值(zhi)為(wei)導向(xiang)的分(fen)(fen)配(pei)政策(ce)。中(zhong)央(yang)(yang)投入260多億元,支持邊遠(yuan)艱苦地區建設約(yue)60萬(wan)(wan)套農村教(jiao)(jiao)(jiao)(jiao)師(shi)周轉(zhuan)宿舍,超過83萬(wan)(wan)教(jiao)(jiao)(jiao)(jiao)師(shi)入住,讓教(jiao)(jiao)(jiao)(jiao)師(shi)們安居樂業。
教師隊伍人才建設取得重要突破
著力完善高(gao)校(xiao)高(gao)層次人(ren)才建(jian)設(she)制度,強化緊缺(que)領域人(ren)才培(pei)養,實施好重大人(ren)才專項,加強高(gao)端智(zhi)庫建(jian)設(she),形成具有(you)中國特(te)色和國際競(jing)爭力的高(gao)校(xiao)人(ren)才建(jian)設(she)體(ti)系。先(xian)后(hou)評選(xuan)2675項國家級教(jiao)學(xue)成果獎,評選(xuan)712名(ming)國家教(jiao)學(xue)名(ming)師(shi)(shi),培(pei)養227名(ming)名(ming)師(shi)(shi)名(ming)校(xiao)長,打(da)造364個職業(ye)教(jiao)育教(jiao)學(xue)創新團隊,創建(jian)401個全國高(gao)校(xiao)黃(huang)大年式(shi)教(jiao)師(shi)(shi)團隊。
教師隊伍短板加速補齊
持續推進鄉村教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)支(zhi)持計(ji)(ji)劃(hua)(hua)(hua),鄉村教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)“下得(de)(de)去、留得(de)(de)住、教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)得(de)(de)好”局(ju)面基本形(xing)成(cheng)。實施“特(te)(te)崗(gang)計(ji)(ji)劃(hua)(hua)(hua)”,為中(zhong)西部鄉村學(xue)校(xiao)(xiao)補充103萬名教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)。出臺幼(you)兒園(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)職工配(pei)備標準,幼(you)兒園(yuan)專(zhuan)(zhuan)任教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)從(cong)147.9萬人(ren)(ren)增加到(dao)319.1萬人(ren)(ren)。實施特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)提(ti)升計(ji)(ji)劃(hua)(hua)(hua),特(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)從(cong)4.4萬人(ren)(ren)增加到(dao)6.9萬人(ren)(ren)。實施教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)人(ren)(ren)才(cai)支(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)援(yuan)助專(zhuan)(zhuan)項,通過(guo)“三區”人(ren)(ren)才(cai)計(ji)(ji)劃(hua)(hua)(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)專(zhuan)(zhuan)項、援(yuan)藏援(yuan)疆萬名教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)支(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)和(he)“組團式(shi)”援(yuan)疆、中(zhong)小學(xue)和(he)高校(xiao)(xiao)銀齡(ling)講學(xue)計(ji)(ji)劃(hua)(hua)(hua),累計(ji)(ji)派出22.1萬余名教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)到(dao)農(nong)村和(he)中(zhong)西部學(xue)校(xiao)(xiao)支(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)講學(xue)。啟動鄉村振興重點幫(bang)(bang)扶縣(xian)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)人(ren)(ren)才(cai)“組團式(shi)”幫(bang)(bang)扶,從(cong)東部遴選247名優秀校(xiao)(xiao)長(chang),支(zhi)持160個幫(bang)(bang)扶縣(xian)每縣(xian)建好一所普通高中(zhong)和(he)職業高中(zhong)。
教師工作與信息化不斷融合創新
實施兩(liang)輪全國中小學(xue)教師(shi)(shi)信(xin)息技術(shu)應用能(neng)(neng)力提(ti)升(sheng)工程(cheng),教師(shi)(shi)信(xin)息化教學(xue)能(neng)(neng)力大大提(ti)升(sheng)。實施人(ren)工智能(neng)(neng)助(zhu)推(tui)教師(shi)(shi)隊(dui)伍建設試點,建立全國教師(shi)(shi)管理信(xin)息系統,探索新技術(shu)助(zhu)推(tui)教師(shi)(shi)工作的新路徑。推(tui)進教師(shi)(shi)數(shu)字化學(xue)習,在(zai)國家智慧教育公共服務平臺建成“教師(shi)(shi)研修(xiu)”專區,全國“教師(shi)(shi)暑期專題(ti)研修(xiu)”剛剛結束(shu),1300多(duo)萬教師(shi)(shi)注冊學(xue)習,累積學(xue)習訪問量超過13億次,這是近年來國家層(ceng)面首(shou)次組織的最大規(gui)模線上專項教師(shi)(shi)培訓。

建立(li)了以人民(min)教(jiao)(jiao)(jiao)育(yu)家(jia)(jia)、全(quan)(quan)國(guo)模(mo)范教(jiao)(jiao)(jiao)師、全(quan)(quan)國(guo)優(you)秀教(jiao)(jiao)(jiao)師為代(dai)表(biao)(biao)的(de)教(jiao)(jiao)(jiao)師榮譽表(biao)(biao)彰體(ti)系和以時(shi)代(dai)楷(kai)(kai)模(mo)、全(quan)(quan)國(guo)教(jiao)(jiao)(jiao)書(shu)育(yu)人楷(kai)(kai)模(mo)、最(zui)美教(jiao)(jiao)(jiao)師為代(dai)表(biao)(biao)的(de)教(jiao)(jiao)(jiao)師選樹宣傳體(ti)系。選樹宣傳“人民(min)教(jiao)(jiao)(jiao)育(yu)家(jia)(jia)”于漪、衛興華(hua)、高銘暄、“七一(yi)勛(xun)章”獲得(de)者張桂(gui)梅(mei),“時(shi)代(dai)楷(kai)(kai)模(mo)”李保國(guo)、黃(huang)大(da)年、陳(chen)立(li)群等一(yi)大(da)批教(jiao)(jiao)(jiao)師重(zhong)大(da)典型(xing)。表(biao)(biao)彰全(quan)(quan)國(guo)模(mo)范教(jiao)(jiao)(jiao)師和優(you)秀教(jiao)(jiao)(jiao)師4300余名(ming)、全(quan)(quan)國(guo)教(jiao)(jiao)(jiao)書(shu)育(yu)人楷(kai)(kai)模(mo)135名(ming)、最(zui)美教(jiao)(jiao)(jiao)師120名(ming),引領廣(guang)大(da)教(jiao)(jiao)(jiao)師見賢思齊。很(hen)多(duo)行業企(qi)業在向社(she)會公眾提供(gong)服務(wu)時(shi)“教(jiao)(jiao)(jiao)師優(you)先”,很(hen)多(duo)圖書(shu)館、博(bo)物館等場所對教(jiao)(jiao)(jiao)師實行優(you)待,很(hen)多(duo)社(she)會團體(ti)、企(qi)業、民(min)間組(zu)織對教(jiao)(jiao)(jiao)師出(chu)資獎勵,尊師重(zhong)教(jiao)(jiao)(jiao)蔚然(ran)成風。
