  黨(dang)的(de)(de)(de)二十屆三中(zhong)(zhong)全會審議通過(guo)的(de)(de)(de)《中(zhong)(zhong)共中(zhong)(zhong)央關于進(jin)一步全面深(shen)(shen)(shen)(shen)化(hua)(hua)改革(ge)(ge)(ge)、推(tui)進(jin)中(zhong)(zhong)國(guo)(guo)(guo)式現(xian)代化(hua)(hua)的(de)(de)(de)決定(ding)》(以(yi)下簡稱《決定(ding)》)是(shi)引領(ling)新時(shi)代新征(zheng)程我國(guo)(guo)(guo)全面深(shen)(shen)(shen)(shen)化(hua)(hua)改革(ge)(ge)(ge),以(yi)中(zhong)(zhong)國(guo)(guo)(guo)式現(xian)代化(hua)(hua)全面推(tui)進(jin)強(qiang)國(guo)(guo)(guo)建設、民族(zu)復興偉業的(de)(de)(de)綱領(ling)性文獻。《決定(ding)》提出(chu)“統籌推(tui)進(jin)教(jiao)育(yu)科(ke)技人才(cai)(cai)(cai)體(ti)制(zhi)(zhi)機(ji)制(zhi)(zhi)一體(ti)改革(ge)(ge)(ge)”,對(dui)深(shen)(shen)(shen)(shen)化(hua)(hua)教(jiao)育(yu)綜合(he)(he)改革(ge)(ge)(ge)、深(shen)(shen)(shen)(shen)化(hua)(hua)科(ke)技體(ti)制(zhi)(zhi)改革(ge)(ge)(ge)、深(shen)(shen)(shen)(shen)化(hua)(hua)人才(cai)(cai)(cai)發展體(ti)制(zhi)(zhi)機(ji)制(zhi)(zhi)改革(ge)(ge)(ge),提升(sheng)國(guo)(guo)(guo)家創新體(ti)系(xi)整體(ti)效能作出(chu)了系(xi)統部署。高等教(jiao)育(yu)作為人才(cai)(cai)(cai)培養的(de)(de)(de)主力軍、科(ke)技創新的(de)(de)(de)策源地、教(jiao)育(yu)科(ke)技人才(cai)(cai)(cai)的(de)(de)(de)融合(he)(he)交匯點,深(shen)(shen)(shen)(shen)入貫徹落實黨(dang)的(de)(de)(de)二十屆三中(zhong)(zhong)全會精神,全面深(shen)(shen)(shen)(shen)化(hua)(hua)綜合(he)(he)改革(ge)(ge)(ge),不(bu)斷(duan)增強(qiang)支(zhi)撐引領(ling)中(zhong)(zhong)國(guo)(guo)(guo)式現(xian)代化(hua)(hua)的(de)(de)(de)能力和水平,是(shi)當(dang)前和今后一個時(shi)期的(de)(de)(de)一項重要而緊迫的(de)(de)(de)任務(wu)。

  進一步完善頂層設計,優化高等教育的功能定位和戰略布局

  《決定》強調,“教(jiao)(jiao)(jiao)育(yu)(yu)、科技、人才是(shi)中(zhong)國(guo)式現(xian)代(dai)化的(de)基礎性、戰略(lve)性支(zhi)撐”。習近平總書記在(zai)(zai)二十屆中(zhong)共中(zhong)央政治局(ju)第五(wu)次集體學(xue)習時(shi)指出:“建設教(jiao)(jiao)(jiao)育(yu)(yu)強國(guo),龍頭是(shi)高(gao)等(deng)(deng)教(jiao)(jiao)(jiao)育(yu)(yu)。放眼(yan)全(quan)(quan)球,任何一個教(jiao)(jiao)(jiao)育(yu)(yu)強國(guo)都是(shi)高(gao)等(deng)(deng)教(jiao)(jiao)(jiao)育(yu)(yu)強國(guo)。”高(gao)等(deng)(deng)教(jiao)(jiao)(jiao)育(yu)(yu)是(shi)一個國(guo)家發展水(shui)平和發展潛(qian)力的(de)重要標志,是(shi)落實黨的(de)二十大和二十屆三中(zhong)全(quan)(quan)會精(jing)神關于教(jiao)(jiao)(jiao)育(yu)(yu)科技人才一體發展戰略(lve)部(bu)署的(de)引(yin)領力量。進入(ru)新(xin)(xin)時(shi)代(dai),我國(guo)已(yi)建成世(shi)界最大規模高(gao)等(deng)(deng)教(jiao)(jiao)(jiao)育(yu)(yu)體系(xi)。截至(zhi)2023年,全(quan)(quan)國(guo)各種(zhong)形式的(de)高(gao)等(deng)(deng)教(jiao)(jiao)(jiao)育(yu)(yu)在(zai)(zai)學(xue)總規模4763.19萬(wan)人,高(gao)等(deng)(deng)教(jiao)(jiao)(jiao)育(yu)(yu)毛入(ru)學(xue)率達到了60.2%,我國(guo)高(gao)等(deng)(deng)教(jiao)(jiao)(jiao)育(yu)(yu)進入(ru)世(shi)界公認的(de)普及化階段。在(zai)(zai)當(dang)前全(quan)(quan)面(mian)深化改革推進中(zhong)國(guo)式現(xian)代(dai)化的(de)新(xin)(xin)征程中(zhong),必須要堅(jian)持系(xi)統(tong)性、整(zheng)體性、協同(tong)性,進一步(bu)完(wan)善頂層設計,深化綜(zong)合改革,切實發揮好高(gao)等(deng)(deng)教(jiao)(jiao)(jiao)育(yu)(yu)的(de)龍頭作用(yong)。

  一(yi)要優化高(gao)(gao)等教育布局(ju)。加快建設中(zhong)(zhong)國特色世界一(yi)流的大(da)學和優勢(shi)學科,適度擴大(da)高(gao)(gao)水平研究型大(da)學數量(liang)。根據區域經濟社會發(fa)展實際,加快推進地(di)(di)方高(gao)(gao)校(xiao)應用型轉型,穩(wen)步(bu)增(zeng)加職業教育本科高(gao)(gao)校(xiao)數量(liang),新增(zeng)高(gao)(gao)等教育資源適度向中(zhong)(zhong)西部地(di)(di)區、民族地(di)(di)區、革命老(lao)區和人口(kou)大(da)省傾(qing)斜。支持(chi)高(gao)(gao)水平中(zhong)(zhong)外合作(zuo)辦(ban)學。完善專業設置與調(diao)整(zheng)機制,動(dong)態調(diao)整(zheng)專業目(mu)錄(lu)。根據人口(kou)變化情況和高(gao)(gao)質量(liang)發(fa)展需(xu)要,有序(xu)增(zeng)加本科生(sheng)、碩士(shi)和博士(shi)研究生(sheng)培養規模(mo)。

  二要分(fen)類(lei)推進(jin)高(gao)(gao)校(xiao)(xiao)(xiao)發(fa)展。根據不(bu)同的辦(ban)學(xue)主體、功能定(ding)位(wei)(wei)、培養層次、學(xue)科(ke)(ke)專業、學(xue)校(xiao)(xiao)(xiao)性質(zhi)和服務對象等(deng),明確各(ge)類(lei)高(gao)(gao)校(xiao)(xiao)(xiao)發(fa)展類(lei)型(xing)定(ding)位(wei)(wei),引導支持高(gao)(gao)校(xiao)(xiao)(xiao)差異化(hua)(hua)發(fa)展。完善高(gao)(gao)校(xiao)(xiao)(xiao)分(fen)類(lei)管理、分(fen)類(lei)評價機制,在(zai)辦(ban)學(xue)標準、招(zhao)生計劃、資金投(tou)入、資源配置(zhi)、質(zhi)量評估等(deng)方面分(fen)類(lei)謀劃、分(fen)類(lei)實施,引導不(bu)同類(lei)型(xing)高(gao)(gao)校(xiao)(xiao)(xiao)自(zi)主定(ding)位(wei)(wei),科(ke)(ke)學(xue)規劃,在(zai)不(bu)同賽(sai)道上切實發(fa)揮自(zi)身優勢,實現高(gao)(gao)質(zhi)量特色化(hua)(hua)發(fa)展。

  三要主(zhu)動服務國家戰略需求(qiu)。聚焦(jiao)國家重大的戰略前沿和新興領域(yu),扎實開展(zhan)有組織的協同創(chuang)(chuang)新研究,多出快出一批基礎性、原創(chuang)(chuang)性、顛覆性創(chuang)(chuang)新成(cheng)果。同時要促進科(ke)研創(chuang)(chuang)新成(cheng)果的及時轉化運用,真正把研究成(cheng)果轉化為先進的生產力(li)(li),培育(yu)形成(cheng)新質生產力(li)(li)。

  四要(yao)擴大優(you)(you)質(zhi)高等教(jiao)育資源(yuan)(yuan)供給。著力解(jie)(jie)決優(you)(you)質(zhi)高等教(jiao)育資源(yuan)(yuan)不(bu)足的問題(ti),特別要(yao)加大對(dui)中西部地(di)區(qu)和相對(dui)弱勢群體傾斜,努力破解(jie)(jie)高等教(jiao)育發(fa)展不(bu)平衡不(bu)充分的突出(chu)矛(mao)盾,以及人(ren)民群眾(zhong)對(dui)優(you)(you)質(zhi)高等教(jiao)育資源(yuan)(yuan)的訴求。

  五要提升人才培(pei)養(yang)與經濟社(she)會發展需(xu)求的匹(pi)配(pei)度。進一(yi)步面(mian)向經濟社(she)會發展需(xu)求,不斷優化學(xue)科專業(ye)(ye)設(she)置和(he)課程(cheng)內容,創新教(jiao)育教(jiao)學(xue)方(fang)法(fa),全面(mian)提升人才自主培(pei)養(yang)質(zhi)量和(he)水平。同時(shi)加強大學(xue)生的生涯(ya)規劃(hua)指導,開展大學(xue)生就(jiu)業(ye)(ye)指導和(he)幫扶,真正(zheng)讓高校畢業(ye)(ye)生能夠實(shi)現高水平就(jiu)業(ye)(ye)。

  進一步完善立德樹人機制,培養擔當民族復興大任的時代新人

  培(pei)(pei)養什么人(ren)(ren)(ren)、怎(zen)樣(yang)培(pei)(pei)養人(ren)(ren)(ren)、為誰培(pei)(pei)養人(ren)(ren)(ren)是(shi)(shi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)的根本問題,也是(shi)(shi)高(gao)等(deng)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)改(gai)革的核心(xin)任(ren)務(wu)。習近平(ping)總書記(ji)在二十屆中(zhong)(zhong)共中(zhong)(zhong)央政(zheng)(zheng)(zheng)治局第五(wu)次集體學(xue)(xue)習時指出(chu),“我們建(jian)(jian)(jian)設(she)(she)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)強國的目的,就(jiu)是(shi)(shi)培(pei)(pei)養一(yi)(yi)代(dai)又(you)一(yi)(yi)代(dai)德(de)智體美勞全(quan)面(mian)發展(zhan)(zhan)(zhan)的社會主(zhu)義(yi)建(jian)(jian)(jian)設(she)(she)者和(he)(he)接班人(ren)(ren)(ren),培(pei)(pei)養一(yi)(yi)代(dai)又(you)一(yi)(yi)代(dai)在社會主(zhu)義(yi)現代(dai)化(hua)建(jian)(jian)(jian)設(she)(she)中(zhong)(zhong)可堪大(da)用、能擔重任(ren)的棟梁之才(cai)”。面(mian)對(dui)新(xin)(xin)(xin)征程(cheng)(cheng)新(xin)(xin)(xin)使命,高(gao)等(deng)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)要(yao)始(shi)終把落實立德(de)樹人(ren)(ren)(ren)、培(pei)(pei)養時代(dai)新(xin)(xin)(xin)人(ren)(ren)(ren)作為根本任(ren)務(wu),常(chang)抓不懈(xie),務(wu)求實效。一(yi)(yi)要(yao)堅持(chi)不懈(xie)用習近平(ping)新(xin)(xin)(xin)時代(dai)中(zhong)(zhong)國特色社會主(zhu)義(yi)思(si)想(xiang)(xiang)鑄魂育(yu)(yu)(yu)(yu)(yu)人(ren)(ren)(ren)。深(shen)入開(kai)展(zhan)(zhan)(zhan)社會主(zhu)義(yi)核心(xin)價(jia)值觀教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)和(he)(he)中(zhong)(zhong)華(hua)民(min)族共同(tong)體意識(shi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu),完(wan)善大(da)思(si)政(zheng)(zheng)(zheng)課(ke)(ke)工作機制,推進(jin)大(da)中(zhong)(zhong)小學(xue)(xue)思(si)政(zheng)(zheng)(zheng)課(ke)(ke)一(yi)(yi)體化(hua)改(gai)革創新(xin)(xin)(xin)。二要(yao)持(chi)續提升學(xue)(xue)校(xiao)思(si)政(zheng)(zheng)(zheng)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)質(zhi)量。扎實開(kai)展(zhan)(zhan)(zhan)思(si)政(zheng)(zheng)(zheng)課(ke)(ke)程(cheng)(cheng)教(jiao)(jiao)(jiao)學(xue)(xue)研究,建(jian)(jian)(jian)設(she)(she)一(yi)(yi)批融時代(dai)大(da)課(ke)(ke)、社會大(da)課(ke)(ke)、理論大(da)課(ke)(ke)為一(yi)(yi)體,能夠引發情(qing)感共鳴、增(zeng)進(jin)思(si)想(xiang)(xiang)認(ren)同(tong)的大(da)思(si)政(zheng)(zheng)(zheng)課(ke)(ke)精(jing)品課(ke)(ke)程(cheng)(cheng),打造一(yi)(yi)批培(pei)(pei)根鑄魂、啟智增(zeng)慧的高(gao)質(zhi)量教(jiao)(jiao)(jiao)材,積(ji)(ji)(ji)極(ji)構建(jian)(jian)(jian)潤(run)(run)物無聲、入腦入心(xin)的日常(chang)思(si)政(zheng)(zheng)(zheng)體系,積(ji)(ji)(ji)極(ji)探(tan)(tan)(tan)索探(tan)(tan)(tan)究式(shi)(shi)(shi)、互動(dong)式(shi)(shi)(shi)、啟發式(shi)(shi)(shi)、情(qing)景式(shi)(shi)(shi)、案例式(shi)(shi)(shi)等(deng)多種育(yu)(yu)(yu)(yu)(yu)人(ren)(ren)(ren)方式(shi)(shi)(shi),不斷提升思(si)政(zheng)(zheng)(zheng)課(ke)(ke)程(cheng)(cheng)和(he)(he)課(ke)(ke)程(cheng)(cheng)思(si)政(zheng)(zheng)(zheng)質(zhi)量。三要(yao)積(ji)(ji)(ji)極(ji)探(tan)(tan)(tan)索社會實踐育(yu)(yu)(yu)(yu)(yu)人(ren)(ren)(ren)和(he)(he)網(wang)絡育(yu)(yu)(yu)(yu)(yu)人(ren)(ren)(ren)新(xin)(xin)(xin)范式(shi)(shi)(shi)。加(jia)強思(si)政(zheng)(zheng)(zheng)課(ke)(ke)實踐教(jiao)(jiao)(jiao)學(xue)(xue)基地建(jian)(jian)(jian)設(she)(she),加(jia)強思(si)政(zheng)(zheng)(zheng)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)與信(xin)息技(ji)術(shu)深(shen)度融合(he),統(tong)籌(chou)推進(jin)思(si)想(xiang)(xiang)引領、實踐體驗和(he)(he)環(huan)境浸(jin)潤(run)(run),形成(cheng)(cheng)課(ke)(ke)內課(ke)(ke)外、校(xiao)內校(xiao)外、線上(shang)線下緊密融合(he)的協同(tong)育(yu)(yu)(yu)(yu)(yu)人(ren)(ren)(ren)機制。四要(yao)切實加(jia)強思(si)政(zheng)(zheng)(zheng)隊(dui)伍(wu)建(jian)(jian)(jian)設(she)(she)。統(tong)籌(chou)開(kai)展(zhan)(zhan)(zhan)思(si)政(zheng)(zheng)(zheng)課(ke)(ke)教(jiao)(jiao)(jiao)師、專業(ye)課(ke)(ke)教(jiao)(jiao)(jiao)師、學(xue)(xue)生(sheng)工作隊(dui)伍(wu)以(yi)及黨員干部的培(pei)(pei)養培(pei)(pei)訓和(he)(he)研修(xiu)工作,持(chi)續提升立德(de)樹人(ren)(ren)(ren)、教(jiao)(jiao)(jiao)書育(yu)(yu)(yu)(yu)(yu)人(ren)(ren)(ren)本領。五(wu)要(yao)積(ji)(ji)(ji)極(ji)構建(jian)(jian)(jian)德(de)智體美勞全(quan)面(mian)培(pei)(pei)養體系。加(jia)快補齊(qi)體育(yu)(yu)(yu)(yu)(yu)、美育(yu)(yu)(yu)(yu)(yu)和(he)(he)勞動(dong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)短(duan)板,實施學(xue)(xue)校(xiao)美育(yu)(yu)(yu)(yu)(yu)浸(jin)潤(run)(run)行動(dong)、勞動(dong)習慣養成(cheng)(cheng)計劃,全(quan)面(mian)普及學(xue)(xue)生(sheng)心(xin)理健康教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu),完(wan)善心(xin)理健康工作體系。

  進一步完善發現和培養機制,著力造就拔尖創新人才
