  近日,教育(yu)(yu)部網站發布對《關于優化高(gao)等醫(yi)學(xue)(xue)(xue)(xue)教育(yu)(yu)資源布局(ju)、建(jian)立區域衛生健康中心的提案》的答(da)復(fu)。答(da)復(fu)中提到(dao),教育(yu)(yu)部積(ji)極支(zhi)持中西部“雙一流”高(gao)校利用多學(xue)(xue)(xue)(xue)科(ke)(ke)優勢,快速發展(zhan)醫(yi)學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)科(ke)(ke)。在學(xue)(xue)(xue)(xue)位(wei)授權審核(he)工作中,教育(yu)(yu)部對西部地區院(yuan)校給予政策(ce)傾斜,相關院(yuan)校在申(shen)請新增博(bo)士、碩士學(xue)(xue)(xue)(xue)位(wei)授予單位(wei)和(he)學(xue)(xue)(xue)(xue)位(wei)授權點時,申(shen)請條件可降(jiang)低20%,并(bing)把增列事關人(ren)民健康的醫(yi)學(xue)(xue)(xue)(xue)類(lei)博(bo)士點、碩士點作為主要政策(ce)導(dao)向,為西部地區加快培養高(gao)層次醫(yi)學(xue)(xue)(xue)(xue)人(ren)才(cai)奠定了基礎。

  正如您(nin)所說,高(gao)(gao)等醫(yi)學教(jiao)資(zi)源(yuan)(yuan)(yuan)分(fen)布(bu)不均衡(heng)、發展(zhan)不平(ping)衡(heng)的(de)問題,將直接影響(xiang)著(zhu)各區域醫(yi)療(liao)衛生(sheng)事業的(de)協調(diao)發展(zhan),影響(xiang)著(zhu)健(jian)康中國戰(zhan)略(lve)的(de)整體推進進程。教(jiao)育部、國家衛生(sheng)健(jian)康委和人力資(zi)源(yuan)(yuan)(yuan)社會保障部高(gao)(gao)度重視醫(yi)學教(jiao)育資(zi)源(yuan)(yuan)(yuan)布(bu)局工作,不斷優(you)化(hua)配(pei)置優(you)質高(gao)(gao)等醫(yi)學教(jiao)育資(zi)源(yuan)(yuan)(yuan)、推進醫(yi)學高(gao)(gao)等教(jiao)育協調(diao)發展(zhan)。

  一、關于統籌謀劃高等醫學教育協調發展的建議

  二、關于重點扶持中西部地方“雙一流”建設高校醫學學科發展的建議

教育部(bu)(bu)、國(guo)家(jia)(jia)衛生(sheng)(sheng)(sheng)(sheng)健康委(wei)(wei)高(gao)(gao)度重視(shi)高(gao)(gao)校(xiao)醫(yi)(yi)(yi)(yi)(yi)學(xue)(xue)(xue)(xue)(xue)領(ling)域的(de)科(ke)(ke)學(xue)(xue)(xue)(xue)(xue)研究(jiu),充分發(fa)(fa)揮高(gao)(gao)校(xiao)多學(xue)(xue)(xue)(xue)(xue)科(ke)(ke)交叉融合(he)的(de)優勢(shi),支(zhi)持和(he)推(tui)(tui)動中(zhong)(zhong)(zhong)(zhong)西(xi)(xi)部(bu)(bu)高(gao)(gao)校(xiao)在(zai)醫(yi)(yi)(yi)(yi)(yi)學(xue)(xue)(xue)(xue)(xue)領(ling)域加強(qiang)學(xue)(xue)(xue)(xue)(xue)科(ke)(ke)建(jian)(jian)(jian)(jian)(jian)設(she)和(he)人(ren)才培養,大(da)(da)(da)(da)力推(tui)(tui)進(jin)(jin)醫(yi)(yi)(yi)(yi)(yi)學(xue)(xue)(xue)(xue)(xue)領(ling)域基礎和(he)核心(xin)(xin)技(ji)術(shu)攻關。一(yi)是建(jian)(jian)(jian)(jian)(jian)設(she)醫(yi)(yi)(yi)(yi)(yi)學(xue)(xue)(xue)(xue)(xue)領(ling)域教育部(bu)(bu)重點(dian)實(shi)(shi)驗室(shi)。目前共(gong)建(jian)(jian)(jian)(jian)(jian)設(she)醫(yi)(yi)(yi)(yi)(yi)學(xue)(xue)(xue)(xue)(xue)領(ling)域教育部(bu)(bu)重點(dian)實(shi)(shi)驗室(shi)53個(ge)(ge),其中(zhong)(zhong)(zhong)(zhong)中(zhong)(zhong)(zhong)(zhong)西(xi)(xi)部(bu)(bu)地(di)區(qu)15個(ge)(ge)。同(tong)(tong)時(shi),在(zai)中(zhong)(zhong)(zhong)(zhong)西(xi)(xi)部(bu)(bu)地(di)區(qu)高(gao)(gao)校(xiao)布(bu)(bu)局建(jian)(jian)(jian)(jian)(jian)設(she)了(le)11個(ge)(ge)教育部(bu)(bu)工(gong)程(cheng)研究(jiu)中(zhong)(zhong)(zhong)(zhong)心(xin)(xin),4個(ge)(ge)省部(bu)(bu)共(gong)建(jian)(jian)(jian)(jian)(jian)協同(tong)(tong)創新(xin)中(zhong)(zhong)(zhong)(zhong)心(xin)(xin),加強(qiang)科(ke)(ke)技(ji)創新(xin)能力和(he)創新(xin)體(ti)系(xi)(xi)建(jian)(jian)(jian)(jian)(jian)設(she)。二(er)是開(kai)展國(guo)家(jia)(jia)臨(lin)(lin)床(chuang)醫(yi)(yi)(yi)(yi)(yi)學(xue)(xue)(xue)(xue)(xue)研究(jiu)中(zhong)(zhong)(zhong)(zhong)心(xin)(xin)的(de)建(jian)(jian)(jian)(jian)(jian)設(she)工(gong)作。為進(jin)(jin)一(yi)步提(ti)(ti)高(gao)(gao)臨(lin)(lin)床(chuang)醫(yi)(yi)(yi)(yi)(yi)學(xue)(xue)(xue)(xue)(xue)研究(jiu)能力,國(guo)家(jia)(jia)衛生(sheng)(sheng)(sheng)(sheng)健康委(wei)(wei)會同(tong)(tong)科(ke)(ke)技(ji)部(bu)(bu)組織開(kai)展國(guo)家(jia)(jia)臨(lin)(lin)床(chuang)醫(yi)(yi)(yi)(yi)(yi)學(xue)(xue)(xue)(xue)(xue)研究(jiu)中(zhong)(zhong)(zhong)(zhong)心(xin)(xin)的(de)建(jian)(jian)(jian)(jian)(jian)設(she)工(gong)作,其中(zhong)(zhong)(zhong)(zhong)在(zai)中(zhong)(zhong)(zhong)(zhong)西(xi)(xi)部(bu)(bu)地(di)區(qu),依托中(zhong)(zhong)(zhong)(zhong)南大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)湘(xiang)雅二(er)院(yuan)(yuan)、華(hua)中(zhong)(zhong)(zhong)(zhong)科(ke)(ke)技(ji)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)同(tong)(tong)濟醫(yi)(yi)(yi)(yi)(yi)學(xue)(xue)(xue)(xue)(xue)院(yuan)(yuan)附屬同(tong)(tong)濟醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)、空(kong)軍(jun)軍(jun)醫(yi)(yi)(yi)(yi)(yi)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)西(xi)(xi)京醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)、四(si)(si)川(chuan)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)華(hua)西(xi)(xi)口(kou)腔(qiang)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)、空(kong)軍(jun)軍(jun)醫(yi)(yi)(yi)(yi)(yi)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)口(kou)腔(qiang)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)、中(zhong)(zhong)(zhong)(zhong)南大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)湘(xiang)雅醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)、四(si)(si)川(chuan)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)華(hua)西(xi)(xi)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)等(deng)在(zai)代謝性疾(ji)病(bing)(bing)(bing)(bing)、精(jing)神(shen)心(xin)(xin)理疾(ji)病(bing)(bing)(bing)(bing)、婦產疾(ji)病(bing)(bing)(bing)(bing)、消化系(xi)(xi)統疾(ji)病(bing)(bing)(bing)(bing)、口(kou)腔(qiang)疾(ji)病(bing)(bing)(bing)(bing)、老年(nian)疾(ji)病(bing)(bing)(bing)(bing)和(he)兒童健康與疾(ji)病(bing)(bing)(bing)(bing)等(deng)領(ling)域布(bu)(bu)局建(jian)(jian)(jian)(jian)(jian)設(she)國(guo)家(jia)(jia)臨(lin)(lin)床(chuang)醫(yi)(yi)(yi)(yi)(yi)學(xue)(xue)(xue)(xue)(xue)研究(jiu)中(zhong)(zhong)(zhong)(zhong)心(xin)(xin)。三是推(tui)(tui)進(jin)(jin)中(zhong)(zhong)(zhong)(zhong)西(xi)(xi)部(bu)(bu)生(sheng)(sheng)(sheng)(sheng)物(wu)安(an)(an)(an)全(quan)(quan)(quan)三級(ji)水平實(shi)(shi)驗室(shi)建(jian)(jian)(jian)(jian)(jian)設(she)。2020年(nian),中(zhong)(zhong)(zhong)(zhong)央全(quan)(quan)(quan)面(mian)深化改革(ge)委(wei)(wei)員會第(di)(di)十(shi)(shi)三次會議審議通過(guo)(guo)《關于(yu)健全(quan)(quan)(quan)公共(gong)衛生(sheng)(sheng)(sheng)(sheng)應急物(wu)資保障體(ti)系(xi)(xi)的(de)實(shi)(shi)施方案(an)》,提(ti)(ti)出將重點(dian)加大(da)(da)(da)(da)各(ge)級(ji)疾(ji)控(kong)機構和(he)相關生(sheng)(sheng)(sheng)(sheng)物(wu)安(an)(an)(an)全(quan)(quan)(quan)實(shi)(shi)驗室(shi)建(jian)(jian)(jian)(jian)(jian)設(she)投入,完善設(she)備配(pei)置,統籌(chou)優化檢驗檢測資源的(de)區(qu)域布(bu)(bu)局,實(shi)(shi)現每個(ge)(ge)省份至少有一(yi)個(ge)(ge)生(sheng)(sheng)(sheng)(sheng)物(wu)安(an)(an)(an)全(quan)(quan)(quan)三級(ji)水平的(de)實(shi)(shi)驗室(shi),大(da)(da)(da)(da)幅提(ti)(ti)高(gao)(gao)重大(da)(da)(da)(da)疫情監測預警能力。按照(zhao)《國(guo)家(jia)(jia)發(fa)(fa)展改革(ge)委(wei)(wei)辦公廳關于(yu)印(yin)發(fa)(fa)“十(shi)(shi)四(si)(si)五”國(guo)家(jia)(jia)高(gao)(gao)等(deng)級(ji)生(sheng)(sheng)(sheng)(sheng)物(wu)安(an)(an)(an)全(quan)(quan)(quan)實(shi)(shi)驗室(shi)規(gui)劃清單(dan)(dan)和(he)終(zhong)止清單(dan)(dan)的(de)通知》(發(fa)(fa)改辦高(gao)(gao)技(ji)〔2021〕48號)要求(qiu),中(zhong)(zhong)(zhong)(zhong)西(xi)(xi)部(bu)(bu)地(di)區(qu)中(zhong)(zhong)(zhong)(zhong),安(an)(an)(an)徽醫(yi)(yi)(yi)(yi)(yi)科(ke)(ke)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)第(di)(di)一(yi)附屬醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)、南昌大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)第(di)(di)一(yi)附屬醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)、中(zhong)(zhong)(zhong)(zhong)南大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)湘(xiang)雅二(er)院(yuan)(yuan)、武漢市金(jin)銀潭醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)、四(si)(si)川(chuan)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)華(hua)西(xi)(xi)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)、四(si)(si)川(chuan)省公共(gong)衛生(sheng)(sheng)(sheng)(sheng)綜合(he)臨(lin)(lin)床(chuang)中(zhong)(zhong)(zhong)(zhong)心(xin)(xin)、西(xi)(xi)安(an)(an)(an)交通大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)(xue)附屬第(di)(di)一(yi)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)、新(xin)疆生(sheng)(sheng)(sheng)(sheng)產建(jian)(jian)(jian)(jian)(jian)設(she)兵團疾(ji)病(bing)(bing)(bing)(bing)預防(fang)控(kong)制(zhi)中(zhong)(zhong)(zhong)(zhong)心(xin)(xin)等(deng)8家(jia)(jia)單(dan)(dan)位通過(guo)(guo)生(sheng)(sheng)(sheng)(sheng)物(wu)安(an)(an)(an)全(quan)(quan)(quan)三級(ji)實(shi)(shi)驗室(shi)申報,被(bei)納(na)入“十(shi)(shi)四(si)(si)五”規(gui)劃高(gao)(gao)等(deng)級(ji)生(sheng)(sheng)(sheng)(sheng)物(wu)安(an)(an)(an)全(quan)(quan)(quan)實(shi)(shi)驗室(shi)建(jian)(jian)(jian)(jian)(jian)設(she)清單(dan)(dan)。四(si)(si)是加大(da)(da)(da)(da)中(zhong)(zhong)(zhong)(zhong)西(xi)(xi)部(bu)(bu)醫(yi)(yi)(yi)(yi)(yi)學(xue)(xue)(xue)(xue)(xue)科(ke)(ke)技(ji)投入。自2008年(nian)牽(qian)頭“重大(da)(da)(da)(da)新(xin)藥(yao)創制(zhi)”和(he)“艾滋(zi)病(bing)(bing)(bing)(bing)和(he)病(bing)(bing)(bing)(bing)毒性肝炎等(deng)重大(da)(da)(da)(da)傳(chuan)染病(bing)(bing)(bing)(bing)防(fang)治”兩個(ge)(ge)科(ke)(ke)技(ji)重大(da)(da)(da)(da)專(zhuan)項以來,中(zhong)(zhong)(zhong)(zhong)央財政專(zhuan)項經費(fei)累計投入28.88億元(yuan)、16.98億元(yuan)分別支(zhi)持湖北、湖南、四(si)(si)川(chuan)、云南等(deng)中(zhong)(zhong)(zhong)(zhong)西(xi)(xi)部(bu)(bu)地(di)區(qu)課(ke)題項目586項和(he)79項。為促進(jin)(jin)中(zhong)(zhong)(zhong)(zhong)西(xi)(xi)部(bu)(bu)、經濟欠發(fa)(fa)達醫(yi)(yi)(yi)(yi)(yi)療(liao)衛生(sheng)(sheng)(sheng)(sheng)服務能力水平提(ti)(ti)升,自2019年(nian)面(mian)向(xiang)部(bu)(bu)分中(zhong)(zhong)(zhong)(zhong)西(xi)(xi)部(bu)(bu)地(di)區(qu)和(he)委(wei)(wei)級(ji)重點(dian)實(shi)(shi)驗室(shi)空(kong)白省份開(kai)展委(wei)(wei)級(ji)重點(dian)實(shi)(shi)驗室(shi)建(jian)(jian)(jian)(jian)(jian)設(she)工(gong)作,目前已經實(shi)(shi)現委(wei)(wei)級(ji)重點(dian)實(shi)(shi)驗室(shi)省域全(quan)(quan)(quan)覆蓋(gai)。

  四、關于加強公共衛生和健康領域人才隊伍建設的建議

  教育(yu)部(bu)、國(guo)家(jia)衛(wei)生(sheng)健(jian)康委(wei)、國(guo)家(jia)人(ren)力資源(yuan)社(she)會保障部(bu)高(gao)(gao)度重視公(gong)共(gong)(gong)衛(wei)生(sheng)人(ren)才培養(yang)和使(shi)用工作。近年來(lai),采取多種措施,加(jia)(jia)強(qiang)公(gong)共(gong)(gong)衛(wei)生(sheng)人(ren)才培養(yang)。積(ji)極支持(chi)高(gao)(gao)校增設(she)(she)公(gong)共(gong)(gong)衛(wei)生(sheng)與預(yu)防(fang)(fang)醫(yi)學(xue)類本科(ke)專(zhuan)業,加(jia)(jia)強(qiang)預(yu)防(fang)(fang)醫(yi)學(xue)學(xue)科(ke)專(zhuan)業建設(she)(she),布局建設(she)(she)一批高(gao)(gao)水平公(gong)共(gong)(gong)衛(wei)生(sheng)學(xue)院,加(jia)(jia)強(qiang)高(gao)(gao)層次應(ying)用型(xing)公(gong)共(gong)(gong)衛(wei)生(sheng)人(ren)才培養(yang),將預(yu)防(fang)(fang)醫(yi)學(xue)學(xue)科(ke)專(zhuan)業納入住(zhu)培專(zhuan)業目錄(lu),探索(suo)防(fang)(fang)治復(fu)合型(xing)公(gong)共(gong)(gong)衛(wei)生(sheng)醫(yi)師培訓(xun)模式,加(jia)(jia)強(qiang)公(gong)共(gong)(gong)衛(wei)生(sheng)有(you)關人(ren)員繼續醫(yi)學(xue)教育(yu),在國(guo)家(jia)層面設(she)(she)立公(gong)共(gong)(gong)衛(wei)生(sheng)人(ren)才專(zhuan)項等。

  2013年,原國(guo)(guo)家衛(wei)(wei)生計(ji)生委(wei)、人(ren)(ren)力資源社(she)會保障(zhang)部等(deng)七部門印發《關(guan)(guan)于(yu)建(jian)立住院(yuan)(yuan)(yuan)醫(yi)(yi)(yi)師(shi)(shi)規(gui)范(fan)(fan)化(hua)培訓(xun)制(zhi)度(du)的(de)(de)指導(dao)意見》(國(guo)(guo)衛(wei)(wei)科教發〔2013〕56號),建(jian)立住院(yuan)(yuan)(yuan)醫(yi)(yi)(yi)師(shi)(shi)規(gui)范(fan)(fan)化(hua)培訓(xun)制(zhi)度(du),明確規(gui)定(ding)取得《住院(yuan)(yuan)(yuan)醫(yi)(yi)(yi)師(shi)(shi)規(gui)范(fan)(fan)化(hua)培訓(xun)合(he)格證書》并符合(he)國(guo)(guo)家學位(wei)要(yao)求的(de)(de)臨床(chuang)(chuang)醫(yi)(yi)(yi)師(shi)(shi),可授予(yu)醫(yi)(yi)(yi)學碩士專(zhuan)業(ye)(ye)學位(wei),并按有(you)關(guan)(guan)規(gui)定(ding)參加職稱(cheng)(cheng)(cheng)評(ping)(ping)(ping)審(shen);將取得《住院(yuan)(yuan)(yuan)醫(yi)(yi)(yi)師(shi)(shi)規(gui)范(fan)(fan)化(hua)培訓(xun)合(he)格證書》作為(wei)臨床(chuang)(chuang)醫(yi)(yi)(yi)學專(zhuan)業(ye)(ye)中級技(ji)術崗位(wei)聘(pin)用(yong)的(de)(de)條(tiao)件(jian)之一(yi);培訓(xun)對(dui)象到(dao)基層(ceng)(ceng)實(shi)踐鍛(duan)煉的(de)(de)培訓(xun)時間,可計(ji)入本(ben)人(ren)(ren)晉(jin)升中高級職稱(cheng)(cheng)(cheng)前到(dao)基層(ceng)(ceng)衛(wei)(wei)生單位(wei)累計(ji)服務年限。近(jin)年來,按照中央深化(hua)職稱(cheng)(cheng)(cheng)制(zhi)度(du)改(gai)革(ge)(ge)部署要(yao)求,人(ren)(ren)力資源社(she)會保障(zhang)部會同國(guo)(guo)家衛(wei)(wei)生健康委(wei)積極推進衛(wei)(wei)生系列(lie)職稱(cheng)(cheng)(cheng)制(zhi)度(du)改(gai)革(ge)(ge),2020年研究起(qi)草了《關(guan)(guan)于(yu)深化(hua)衛(wei)(wei)生專(zhuan)業(ye)(ye)技(ji)術人(ren)(ren)員職稱(cheng)(cheng)(cheng)制(zhi)度(du)改(gai)革(ge)(ge)的(de)(de)指導(dao)意見(征求建(jian)議稿(gao))》,保障(zhang)經住院(yuan)(yuan)(yuan)醫(yi)(yi)(yi)師(shi)(shi)規(gui)范(fan)(fan)化(hua)培訓(xun)合(he)格的(de)(de)本(ben)科學歷臨床(chuang)(chuang)醫(yi)(yi)(yi)師(shi)(shi)同等(deng)參評(ping)(ping)(ping)職稱(cheng)(cheng)(cheng)評(ping)(ping)(ping)審(shen);完善評(ping)(ping)(ping)價標準,將人(ren)(ren)才培養質(zhi)量作為(wei)衛(wei)(wei)生專(zhuan)業(ye)(ye)技(ji)術人(ren)(ren)員職稱(cheng)(cheng)(cheng)評(ping)(ping)(ping)審(shen)的(de)(de)重要(yao)內(nei)容。

  下(xia)一步,教(jiao)育(yu)(yu)部(bu)(bu)、國家衛(wei)(wei)生(sheng)健康委、人力資源(yuan)社會(hui)保障部(bu)(bu)將(jiang)加大對(dui)中(zhong)(zhong)(zhong)西部(bu)(bu)地(di)(di)區(qu)醫(yi)學院(yuan)校(xiao)(xiao)的(de)支(zhi)持力度(du),加快中(zhong)(zhong)(zhong)西部(bu)(bu)地(di)(di)區(qu)醫(yi)學人才培(pei)養。同時,通過建立東(dong)中(zhong)(zhong)(zhong)西部(bu)(bu)高(gao)(gao)校(xiao)(xiao)全(quan)(quan)國性對(dui)口支(zhi)援對(dui)接平臺,為受援高(gao)(gao)校(xiao)(xiao)提供咨詢指導(dao)、輸送管理人員和(he)(he)教(jiao)學科研(yan)力量(liang),共享(xiang)優(you)質(zhi)教(jiao)學資源(yuan)。鼓勵和(he)(he)支(zhi)持中(zhong)(zhong)(zhong)西部(bu)(bu)地(di)(di)區(qu)開展(zhan)重(zhong)大傳染病、地(di)(di)方(fang)病、高(gao)(gao)原(yuan)地(di)(di)區(qu)疑難(nan)危重(zhong)癥的(de)研(yan)究,對(dui)新藥研(yan)發(fa)、科研(yan)成果(guo)應用(yong)轉化等方(fang)面給予支(zhi)持,加快研(yan)究建立適(shi)應中(zhong)(zhong)(zhong)國特色的(de)公(gong)共衛(wei)(wei)生(sheng)醫(yi)師(shi)培(pei)養模(mo)式,健全(quan)(quan)公(gong)共衛(wei)(wei)生(sheng)醫(yi)師(shi)培(pei)養體系。加快推進衛(wei)(wei)生(sheng)系列(lie)職稱(cheng)制(zhi)度(du)改革,充分調動衛(wei)(wei)生(sheng)專業技術人員的(de)積極性、創造性,為中(zhong)(zhong)(zhong)西部(bu)(bu)醫(yi)學教(jiao)育(yu)(yu)創新發(fa)展(zhan)提供堅強人才支(zhi)撐。
