陜(shan)西(xi)省(sheng)深(shen)入學習貫徹習近平總書(shu)記關于教(jiao)育(yu)的重要(yao)論(lun)述和關于數(shu)字中國建設重要(yao)指示精神,落實(shi)國家教(jiao)育(yu)數(shu)字化戰略行動,不斷(duan)完(wan)善體(ti)制(zhi)機制(zhi)、夯實(shi)數(shu)字基座、強(qiang)化創新(xin)應用(yong),構(gou)建橫縱貫通、協同服務的教(jiao)育(yu)大數(shu)據體(ti)系,著(zhu)力(li)開辟教(jiao)育(yu)發展(zhan)新(xin)賽(sai)道(dao),塑造教(jiao)育(yu)發展(zhan)新(xin)優勢。
完善體制機制,強化統籌推動力度。把數(shu)(shu)(shu)(shu)字(zi)化(hua)作為教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)轉型發展(zhan)的(de)重要(yao)驅動力(li),著(zhu)力(li)構建全(quan)(quan)省(sheng)統一(yi)布局、標(biao)(biao)準統一(yi)制(zhi)定(ding)、建設(she)(she)(she)統一(yi)指導、安全(quan)(quan)統一(yi)管(guan)理的(de)工作體(ti)系。出臺《陜西教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)現(xian)代化(hua)2035》《陜西省(sheng)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)網絡安全(quan)(quan)和(he)信(xin)息(xi)(xi)化(hua)“十(shi)四五”規劃》,明(ming)確發展(zhan)藍圖。每年(nian)年(nian)初編制(zhi)印發工作要(yao)點(dian),確保(bao)工作定(ding)位(wei)不偏、重心不移。設(she)(she)(she)立專(zhuan)門工作機(ji)(ji)構,以(yi)發展(zhan)、數(shu)(shu)(shu)(shu)據、資(zi)源、安全(quan)(quan)、統計、電教(jiao)(jiao)(jiao)、裝備等7個支持中心為支撐,形成工作合(he)力(li)。發揮(hui)科(ke)研(yan)單位(wei)、高校、企業作用(yong)(yong),成立教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)網信(xin)專(zhuan)家庫,組建教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)大數(shu)(shu)(shu)(shu)據應用(yong)(yong)服務(wu)中心,設(she)(she)(she)立省(sheng)級專(zhuan)項研(yan)究課題,發布陜西數(shu)(shu)(shu)(shu)字(zi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)年(nian)度發展(zhan)報告,引領教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)大數(shu)(shu)(shu)(shu)據建設(she)(she)(she)和(he)應用(yong)(yong)科(ke)學發展(zhan)。建立完善“全(quan)(quan)員參與、全(quan)(quan)程考評”的(de)考核(he)評價(jia)機(ji)(ji)制(zhi),將考核(he)情況(kuang)納入高校領導班子考核(he)等指標(biao)(biao)體(ti)系。完善標(biao)(biao)準體(ti)系,制(zhi)定(ding)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)信(xin)息(xi)(xi)化(hua)項目(mu)管(guan)理辦(ban)法、教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)數(shu)(shu)(shu)(shu)據管(guan)理辦(ban)法,印發學校信(xin)息(xi)(xi)化(hua)建設(she)(she)(she)標(biao)(biao)準、數(shu)(shu)(shu)(shu)字(zi)校園評估標(biao)(biao)準以(yi)及(ji)智(zhi)慧校園建設(she)(she)(she)標(biao)(biao)準等,組織召(zhao)開數(shu)(shu)(shu)(shu)字(zi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)大會,實施數(shu)(shu)(shu)(shu)字(zi)校園普及(ji)和(he)智(zhi)慧教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)示范(fan)引領行動,進一(yi)步激發教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)數(shu)(shu)(shu)(shu)字(zi)化(hua)改革活力(li)。
筑牢數字基座,提升共享互通能力。堅持全(quan)(quan)省(sheng)(sheng)(sheng)(sheng)“一(yi)(yi)盤(pan)棋、一(yi)(yi)張(zhang)網(wang)”思(si)路,著(zhu)力(li)構建(jian)互聯互通的數(shu)(shu)(shu)據(ju)(ju)(ju)融(rong)(rong)合(he)(he)匯聚體(ti)系(xi)、科學合(he)(he)理(li)(li)的應(ying)用(yong)服(fu)務(wu)(wu)體(ti)系(xi)和(he)(he)可(ke)(ke)管(guan)(guan)(guan)可(ke)(ke)控的安(an)(an)全(quan)(quan)保障體(ti)系(xi)。在“數(shu)(shu)(shu)字陜西”整體(ti)框架下,依托省(sheng)(sheng)(sheng)(sheng)政(zheng)府信息(xi)化基礎(chu)(chu)(chu)環境和(he)(he)運(yun)維(wei)資源(yuan),為(wei)省(sheng)(sheng)(sheng)(sheng)級(ji)(ji)(ji)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)業(ye)(ye)務(wu)(wu)系(xi)統(tong)和(he)(he)數(shu)(shu)(shu)據(ju)(ju)(ju)“安(an)(an)家(jia)落戶”。梳理(li)(li)委(wei)廳機關(guan)業(ye)(ye)務(wu)(wu)職能166項(xiang)(xiang)、“三張(zhang)清單(dan)”300余張(zhang),分解業(ye)(ye)務(wu)(wu)事項(xiang)(xiang)429項(xiang)(xiang),繪制業(ye)(ye)務(wu)(wu)流程(cheng)圖458張(zhang),再造業(ye)(ye)務(wu)(wu)管(guan)(guan)(guan)理(li)(li)流程(cheng),完成(cheng)信息(xi)資產數(shu)(shu)(shu)據(ju)(ju)(ju)編目(mu)(mu),打好數(shu)(shu)(shu)據(ju)(ju)(ju)聯通基礎(chu)(chu)(chu)。立(li)足省(sheng)(sheng)(sheng)(sheng)情實際,建(jian)成(cheng)38個省(sheng)(sheng)(sheng)(sheng)級(ji)(ji)(ji)特色業(ye)(ye)務(wu)(wu)系(xi)統(tong),其中統(tong)計、教(jiao)(jiao)(jiao)(jiao)(jiao)師、科研、督導等業(ye)(ye)務(wu)(wu)系(xi)統(tong)已成(cheng)為(wei)全(quan)(quan)省(sheng)(sheng)(sheng)(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)管(guan)(guan)(guan)理(li)(li)服(fu)務(wu)(wu)的基礎(chu)(chu)(chu)性應(ying)用(yong),有效促進(jin)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)數(shu)(shu)(shu)據(ju)(ju)(ju)共(gong)享。以“統(tong)一(yi)(yi)平(ping)臺、深度融(rong)(rong)合(he)(he)、開放(fang)共(gong)享、安(an)(an)全(quan)(quan)可(ke)(ke)控”為(wei)目(mu)(mu)標,推(tui)進(jin)陜西智慧(hui)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)綜合(he)(he)服(fu)務(wu)(wu)平(ping)臺建(jian)設,縱向(xiang)對(dui)接(jie)國家(jia)智慧(hui)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)公共(gong)服(fu)務(wu)(wu)平(ping)臺,橫向(xiang)對(dui)接(jie)“秦(qin)務(wu)(wu)員”“秦(qin)政(zheng)通”等省(sheng)(sheng)(sheng)(sheng)級(ji)(ji)(ji)平(ping)臺,聯通省(sheng)(sheng)(sheng)(sheng)市(shi)縣校(xiao)各級(ji)(ji)(ji)各類(lei)管(guan)(guan)(guan)理(li)(li)信息(xi)系(xi)統(tong),通過(guo)統(tong)一(yi)(yi)服(fu)務(wu)(wu)門戶和(he)(he)身份認證,實現各類(lei)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)業(ye)(ye)務(wu)(wu)“一(yi)(yi)網(wang)通辦”。打通數(shu)(shu)(shu)據(ju)(ju)(ju)匯聚路徑,通過(guo)部省(sheng)(sheng)(sheng)(sheng)數(shu)(shu)(shu)據(ju)(ju)(ju)共(gong)享、省(sheng)(sheng)(sheng)(sheng)建(jian)業(ye)(ye)務(wu)(wu)系(xi)統(tong)數(shu)(shu)(shu)據(ju)(ju)(ju)沉淀(dian)、其他廳局數(shu)(shu)(shu)據(ju)(ju)(ju)對(dui)接(jie)、市(shi)縣學校(xiao)數(shu)(shu)(shu)據(ju)(ju)(ju)補充、相關(guan)外圍數(shu)(shu)(shu)據(ju)(ju)(ju)引入(ru)等方式(shi),匯聚全(quan)(quan)省(sheng)(sheng)(sheng)(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)師、學生、教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)機構等關(guan)鍵(jian)數(shu)(shu)(shu)據(ju)(ju)(ju)1.5億條。大力(li)推(tui)進(jin)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)數(shu)(shu)(shu)據(ju)(ju)(ju)治理(li)(li),通過(guo)歸(gui)集、整合(he)(he)、梳理(li)(li)、清洗,確(que)保“一(yi)(yi)數(shu)(shu)(shu)一(yi)(yi)源(yuan)”,提升(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)數(shu)(shu)(shu)據(ju)(ju)(ju)質量。深入(ru)貫(guan)徹落實網(wang)絡安(an)(an)全(quan)(quan)責任制,建(jian)立(li)健全(quan)(quan)風(feng)險監(jian)測預警(jing)機制,強(qiang)力(li)推(tui)進(jin)正版軟(ruan)件使用(yong)和(he)(he)信創應(ying)用(yong),為(wei)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)數(shu)(shu)(shu)字化發展筑牢網(wang)絡安(an)(an)全(quan)(quan)基石(shi)。
