在全國(guo)教(jiao)(jiao)育(yu)大(da)會召開一周年(nian)之(zhi)際(ji),迎(ying)來第(di)41個教(jiao)(jiao)師節。一年(nian)前,習近平總書記在全國(guo)教(jiao)(jiao)育(yu)大(da)會上(shang)專(zhuan)門(men)部署了(le)培養造就新時代(dai)高(gao)水平教(jiao)(jiao)師隊伍這一重(zhong)(zhong)大(da)任(ren)務(wu)。中共中央、國(guo)務(wu)院印發《關于弘揚教(jiao)(jiao)育(yu)家精神加強(qiang)新時代(dai)高(gao)素質(zhi)專(zhuan)業(ye)化教(jiao)(jiao)師隊伍建設的意見》重(zhong)(zhong)磅文(wen)件。我們(men)要(yao)貫徹落實黨中央決策部署,銳意進取(qu),勇擔(dan)使命,以教(jiao)(jiao)育(yu)家精神鑄魂(hun)強(qiang)師,奮力譜寫以教(jiao)(jiao)師之(zhi)強(qiang)支撐(cheng)教(jiao)(jiao)育(yu)之(zhi)強(qiang)、夯實強(qiang)國(guo)之(zhi)基的時代(dai)華章。
當(dang)前(qian),我(wo)國各(ge)級各(ge)類教(jiao)(jiao)師(shi)達1885.1萬人(ren),支撐起世界上最大規(gui)模且有質量(liang)的教(jiao)(jiao)育(yu)體系。黨的十八大以來,教(jiao)(jiao)師(shi)隊(dui)伍建設一(yi)系列政(zheng)策接(jie)連出臺,一(yi)項項舉措扎實(shi)落(luo)地,教(jiao)(jiao)師(shi)隊(dui)伍結構不斷優化,能力素質大幅提升(sheng),地位待遇(yu)明顯改(gai)善,全社會尊(zun)師(shi)重(zhong)教(jiao)(jiao)氛圍更加濃厚。踏上新征程(cheng),教(jiao)(jiao)師(shi)隊(dui)伍建設步履鏗鏘,教(jiao)(jiao)育(yu)強國建設奮楫(ji)致遠。
要強化精神引領,筑牢立德樹人根基。教(jiao)(jiao)育(yu)家(jia)(jia)精神是建(jian)設高素質專業化(hua)教(jiao)(jiao)師(shi)(shi)隊伍(wu)的(de)引領。要大(da)(da)力(li)弘揚教(jiao)(jiao)育(yu)家(jia)(jia)精神,持續(xu)挖(wa)掘踐行(xing)教(jiao)(jiao)育(yu)家(jia)(jia)精神一(yi)(yi)線(xian)典型,選樹宣傳(chuan)“最(zui)美(mei)教(jiao)(jiao)師(shi)(shi)”,持續(xu)開展教(jiao)(jiao)育(yu)家(jia)(jia)精神巡回宣講和萬里行(xing)活動,深化(hua)研(yan)究闡釋,引導(dao)廣大(da)(da)教(jiao)(jiao)師(shi)(shi)學思踐悟、對標篤行(xing)。將教(jiao)(jiao)育(yu)家(jia)(jia)精神弘揚踐行(xing)與教(jiao)(jiao)師(shi)(shi)教(jiao)(jiao)書育(yu)人能力(li)提升兩手抓(zhua),開發精品課(ke)程資源(yuan),推動廣大(da)(da)教(jiao)(jiao)師(shi)(shi)將教(jiao)(jiao)育(yu)家(jia)(jia)精神融入(ru)教(jiao)(jiao)師(shi)(shi)培養、發展全過程,貫穿課(ke)堂教(jiao)(jiao)學、科學研(yan)究、社會(hui)實踐各環節(jie)。堅(jian)持師(shi)(shi)德(de)(de)師(shi)(shi)風第一(yi)(yi)標準,健全師(shi)(shi)德(de)(de)師(shi)(shi)風建(jian)設長效機制,強化(hua)師(shi)(shi)德(de)(de)教(jiao)(jiao)育(yu)涵(han)養,堅(jian)持師(shi)(shi)德(de)(de)違規(gui)“零(ling)容(rong)忍”,引導(dao)廣大(da)(da)教(jiao)(jiao)師(shi)(shi)自律自強。
要厚植優師強師根基,建設高水平教師隊伍。提升教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)專(zhuan)(zhuan)業素質(zhi)(zhi)能(neng)力,是(shi)建(jian)設高(gao)素質(zhi)(zhi)專(zhuan)(zhuan)業化(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)的基(ji)礎。要(yao)健全(quan)(quan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)育體(ti)系,推進教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)育創新機制改革(ge)試點,實(shi)施教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)育能(neng)力提升工程,提高(gao)師(shi)(shi)范教(jiao)(jiao)(jiao)(jiao)(jiao)育辦學(xue)質(zhi)(zhi)量(liang)。提升“雙師(shi)(shi)型”教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)建(jian)設水平,健全(quan)(quan)高(gao)校教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)發(fa)展支持服務(wu)體(ti)系,面向(xiang)全(quan)(quan)球聘任高(gao)水平師(shi)(shi)資。實(shi)施數字化(hua)賦(fu)能(neng)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)發(fa)展行動(dong),加(jia)強教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)培訓國(guo)際交(jiao)流(liu)合作,推進全(quan)(quan)球教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)發(fa)展學(xue)院建(jian)設。強化(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)全(quan)(quan)員培訓,完善國(guo)家、省、市、縣、校分級研訓體(ti)系,支撐(cheng)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)從(cong)“規模增長”走向(xiang)“質(zhi)(zhi)量(liang)躍升”。
要深化教師管理改革,激發廣大教師動力活力。構建現(xian)代教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍(wu)治(zhi)理體系,是建設(she)高素質(zhi)專業化教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍(wu)的(de)關鍵(jian)。要完善(shan)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)資(zi)格制度,嚴(yan)把教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)入(ru)口(kou)關,遴選樂教(jiao)(jiao)(jiao)適教(jiao)(jiao)(jiao)善(shan)教(jiao)(jiao)(jiao)的(de)優秀人(ren)才(cai)。深(shen)入(ru)實施國家銀齡(ling)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)行動(dong)(dong)、教(jiao)(jiao)(jiao)育(yu)人(ren)才(cai)“組(zu)團式(shi)”幫扶等(deng)支教(jiao)(jiao)(jiao)幫扶計劃,提升欠發達地(di)區教(jiao)(jiao)(jiao)育(yu)質(zhi)量,促進(jin)教(jiao)(jiao)(jiao)育(yu)公(gong)平。深(shen)化教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)評價(jia)改革,健全(quan)以創(chuang)新(xin)能力、質(zhi)量、實效(xiao)和貢獻為導向的(de)評價(jia)體系。升級全(quan)國教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)管(guan)(guan)理信(xin)息系統,推廣“中國教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)”小程序。通過構建系統完善(shan)、科學(xue)規范的(de)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)管(guan)(guan)理制度,激勵(li)和約束并重,公(gong)平和質(zhi)量齊驅,充分(fen)激發廣大教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)積極性(xing)、主動(dong)(dong)性(xing)、創(chuang)造性(xing),更加積極有為地(di)邁向教(jiao)(jiao)(jiao)育(yu)強國建設(she)新(xin)征程。
要強化教師待遇權益保障,弘揚尊師重教社會風尚。提升教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)職(zhi)業(ye)(ye)吸引(yin)力,是(shi)建設(she)高素(su)質專(zhuan)業(ye)(ye)化(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍的保證(zheng)。要加強教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)工(gong)(gong)資(zi)待(dai)遇(yu)保障,持續鞏固義務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)平(ping)均(jun)工(gong)(gong)資(zi)收入水平(ping)不低于當地公務(wu)員平(ping)均(jun)工(gong)(gong)資(zi)收入水平(ping)成果,強化(hua)高中、幼(you)兒園教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)工(gong)(gong)資(zi)待(dai)遇(yu)保障,完(wan)善(shan)職(zhi)業(ye)(ye)學校(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)績效工(gong)(gong)資(zi)保障制度,推進高校(xiao)薪酬制度改(gai)革,落實完(wan)善(shan)鄉村教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)生活補助政策(ce)(ce)。維護教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)職(zhi)業(ye)(ye)尊(zun)嚴和合法(fa)權益,落實教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)尊(zun)師(shi)(shi)(shi)(shi)惠師(shi)(shi)(shi)(shi)系(xi)列政策(ce)(ce),減輕教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)非教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學任務(wu)負擔,做好(hao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)榮休(xiu)工(gong)(gong)作,讓廣大(da)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)在崗(gang)位上有(you)幸福(fu)感、事業(ye)(ye)上有(you)成就感、社會(hui)上有(you)榮譽感。
