習近平(ping)總書記在全國教(jiao)(jiao)育(yu)(yu)大會上指出,建設教(jiao)(jiao)育(yu)(yu)強(qiang)國是一項復雜的系(xi)統工(gong)(gong)程,需要我們緊(jin)緊(jin)圍繞立德樹人(ren)這(zhe)個根本(ben)任(ren)務,著眼于培養(yang)德智體(ti)美(mei)勞全面(mian)發展的社會主義(yi)建設者(zhe)和接班人(ren)。這(zhe)為新(xin)(xin)時(shi)代(dai)體(ti)衛藝工(gong)(gong)作(zuo)提(ti)供了根本(ben)遵循。我們要深(shen)入學習貫徹習近平(ping)總書記重要講話和全國教(jiao)(jiao)育(yu)(yu)大會精神(shen),緊(jin)密(mi)結(jie)合工(gong)(gong)作(zuo)實際(ji),聚焦(jiao)如何(he)深(shen)刻認(ren)識把握新(xin)(xin)時(shi)代(dai)體(ti)衛藝工(gong)(gong)作(zuo)職責定位、切實轉變工(gong)(gong)作(zuo)理(li)(li)念(nian)觀念(nian)、找準抓實工(gong)(gong)作(zuo)目(mu)標任(ren)務、優化改進治(zhi)理(li)(li)體(ti)系(xi)、改革創新(xin)(xin)工(gong)(gong)作(zuo)機制(zhi),切實提(ti)升工(gong)(gong)作(zuo)質量和成效,奮力答好(hao)“教(jiao)(jiao)育(yu)(yu)強(qiang)國、體(ti)衛藝何(he)為”時(shi)代(dai)命題。
一、深刻把握新時代體衛藝工作定位。
必(bi)須(xu)深刻認(ren)識到(dao),我國(guo)(guo)(guo)在(zai)實現(xian)由教(jiao)(jiao)(jiao)育(yu)(yu)(yu)大(da)(da)國(guo)(guo)(guo)到(dao)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)強(qiang)(qiang)國(guo)(guo)(guo)的(de)系統性(xing)(xing)躍升(sheng)和(he)質(zhi)(zhi)變過程(cheng)中(zhong),對體(ti)(ti)(ti)衛(wei)藝(yi)工作(zuo)(zuo)的(de)職責(ze)定位必(bi)然提出(chu)新(xin)(xin)的(de)要(yao)(yao)(yao)(yao)求(qiu)。要(yao)(yao)(yao)(yao)立足(zu)強(qiang)(qiang)國(guo)(guo)(guo)建(jian)設(she)大(da)(da)局來(lai)(lai)認(ren)識把握。體(ti)(ti)(ti)衛(wei)藝(yi)工作(zuo)(zuo)把能力培養(yang)、素(su)質(zhi)(zhi)提升(sheng)和(he)價值塑造融(rong)為(wei)(wei)(wei)一(yi)(yi)體(ti)(ti)(ti),在(zai)促進學(xue)(xue)生思想道德素(su)質(zhi)(zhi)、科學(xue)(xue)文化(hua)(hua)(hua)素(su)質(zhi)(zhi)和(he)身心健(jian)康(kang)素(su)質(zhi)(zhi)協(xie)調發展方面(mian)發揮著不可替代(dai)(dai)的(de)重要(yao)(yao)(yao)(yao)作(zuo)(zuo)用,不僅是(shi)培養(yang)時代(dai)(dai)新(xin)(xin)人(ren)(ren)(ren)、建(jian)設(she)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)強(qiang)(qiang)國(guo)(guo)(guo)的(de)重要(yao)(yao)(yao)(yao)內(nei)(nei)容(rong)和(he)應有(you)之(zhi)義(yi),也(ye)是(shi)體(ti)(ti)(ti)育(yu)(yu)(yu)強(qiang)(qiang)國(guo)(guo)(guo)、文化(hua)(hua)(hua)強(qiang)(qiang)國(guo)(guo)(guo)、健(jian)康(kang)中(zhong)國(guo)(guo)(guo)和(he)強(qiang)(qiang)軍建(jian)設(she)的(de)重要(yao)(yao)(yao)(yao)基礎。要(yao)(yao)(yao)(yao)結(jie)合教(jiao)(jiao)(jiao)育(yu)(yu)(yu)三大(da)(da)屬(shu)性(xing)(xing)和(he)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)強(qiang)(qiang)國(guo)(guo)(guo)六大(da)(da)特質(zhi)(zhi)來(lai)(lai)認(ren)識把握。體(ti)(ti)(ti)育(yu)(yu)(yu)美育(yu)(yu)(yu)是(shi)黨的(de)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)方針(zhen)(zhen)重要(yao)(yao)(yao)(yao)內(nei)(nei)容(rong),素(su)質(zhi)(zhi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)是(shi)中(zhong)國(guo)(guo)(guo)特色社會(hui)主(zhu)義(yi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)改(gai)革重要(yao)(yao)(yao)(yao)方向,學(xue)(xue)生健(jian)康(kang)成(cheng)長是(shi)億萬人(ren)(ren)(ren)民群眾重要(yao)(yao)(yao)(yao)期待。體(ti)(ti)(ti)衛(wei)藝(yi)工作(zuo)(zuo)事(shi)關(guan)完(wan)整、準確、全(quan)面(mian)貫徹(che)黨的(de)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)方針(zhen)(zhen),事(shi)關(guan)落實以人(ren)(ren)(ren)民為(wei)(wei)(wei)中(zhong)心的(de)發展思想,事(shi)關(guan)“培養(yang)什么人(ren)(ren)(ren)、怎樣培養(yang)人(ren)(ren)(ren)、為(wei)(wei)(wei)誰培養(yang)人(ren)(ren)(ren)”這一(yi)(yi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)根本問(wen)題,具有(you)鮮明的(de)政(zheng)治屬(shu)性(xing)(xing)、人(ren)(ren)(ren)民屬(shu)性(xing)(xing)、戰略屬(shu)性(xing)(xing),是(shi)系統增強(qiang)(qiang)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)強(qiang)(qiang)國(guo)(guo)(guo)六大(da)(da)特質(zhi)(zhi)的(de)重要(yao)(yao)(yao)(yao)抓手。要(yao)(yao)(yao)(yao)順應時代(dai)(dai)變化(hua)(hua)(hua)與社會(hui)需求(qiu)來(lai)(lai)認(ren)識把握。無論是(shi)從(cong)中(zhong)國(guo)(guo)(guo)式(shi)現(xian)代(dai)(dai)化(hua)(hua)(hua)的(de)豐富(fu)內(nei)(nei)涵(han)看,還是(shi)從(cong)人(ren)(ren)(ren)民對美好(hao)生活(huo)的(de)理解和(he)要(yao)(yao)(yao)(yao)求(qiu)看,體(ti)(ti)(ti)育(yu)(yu)(yu)美育(yu)(yu)(yu)都日益重要(yao)(yao)(yao)(yao)。新(xin)(xin)一(yi)(yi)輪科技(ji)革命為(wei)(wei)(wei)豐富(fu)體(ti)(ti)(ti)育(yu)(yu)(yu)美育(yu)(yu)(yu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)資源、活(huo)化(hua)(hua)(hua)教(jiao)(jiao)(jiao)學(xue)(xue)內(nei)(nei)容(rong)、創新(xin)(xin)教(jiao)(jiao)(jiao)學(xue)(xue)方式(shi)、改(gai)進評價過程(cheng)提供了有(you)利的(de)社會(hui)環境和(he)技(ji)術(shu)條件,完(wan)全(quan)有(you)理由加(jia)快推(tui)進新(xin)(xin)時代(dai)(dai)體(ti)(ti)(ti)育(yu)(yu)(yu)美育(yu)(yu)(yu)高質(zhi)(zhi)量(liang)發展。
二、大力踐行健康第一教育理念。
思(si)想是(shi)行動的(de)(de)(de)先導(dao)。做好新時(shi)代體(ti)衛(wei)藝工(gong)作(zuo)(zuo),必(bi)須切實樹立健(jian)(jian)康第(di)一(yi)(yi)的(de)(de)(de)教(jiao)(jiao)(jiao)育(yu)(yu)新理(li)念。習(xi)近平(ping)總(zong)書(shu)記(ji)在2018年(nian)的(de)(de)(de)全國教(jiao)(jiao)(jiao)育(yu)(yu)大會上,提(ti)出(chu)要(yao)(yao)(yao)(yao)樹立健(jian)(jian)康第(di)一(yi)(yi)的(de)(de)(de)教(jiao)(jiao)(jiao)育(yu)(yu)理(li)念。健(jian)(jian)康第(di)一(yi)(yi)教(jiao)(jiao)(jiao)育(yu)(yu)理(li)念是(shi)習(xi)近平(ping)總(zong)書(shu)記(ji)關于教(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)(de)重(zhong)要(yao)(yao)(yao)(yao)論述的(de)(de)(de)重(zhong)要(yao)(yao)(yao)(yao)內容,是(shi)對馬(ma)克思(si)主義教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)說的(de)(de)(de)創新發展,具有極強(qiang)的(de)(de)(de)現實針對性(xing)和(he)(he)長遠意義,是(shi)建設教(jiao)(jiao)(jiao)育(yu)(yu)強(qiang)國的(de)(de)(de)重(zhong)要(yao)(yao)(yao)(yao)遵循(xun)。體(ti)衛(wei)藝戰線要(yao)(yao)(yao)(yao)切實增強(qiang)責任感和(he)(he)緊迫感,進(jin)一(yi)(yi)步(bu)解(jie)放思(si)想、轉變觀念,深刻認(ren)識(shi)健(jian)(jian)康第(di)一(yi)(yi)教(jiao)(jiao)(jiao)育(yu)(yu)理(li)念的(de)(de)(de)科學(xue)內涵,以(yi)此為(wei)(wei)指導(dao)凝練(lian)理(li)清工(gong)作(zuo)(zuo)思(si)路(lu),系(xi)統構建工(gong)作(zuo)(zuo)體(ti)系(xi),改革創新工(gong)作(zuo)(zuo)機制,探索(suo)改進(jin)工(gong)作(zuo)(zuo)方(fang)法,將(jiang)健(jian)(jian)康第(di)一(yi)(yi)教(jiao)(jiao)(jiao)育(yu)(yu)理(li)念落(luo)實到各領域各環(huan)節(jie)之(zhi)中,推(tui)動其(qi)成為(wei)(wei)辦學(xue)興校(xiao)的(de)(de)(de)重(zhong)要(yao)(yao)(yao)(yao)遵循(xun)和(he)(he)全社會廣泛共識(shi)。
三、找準抓實體衛藝工作目標任務。
要(yao)堅持目(mu)標導向和問題導向相結(jie)(jie)合(he),系統謀劃(hua),分類(lei)施策(ce)。體(ti)(ti)育(yu)(yu)工(gong)(gong)作(zuo)重(zhong)(zhong)(zhong)(zhong)(zhong)在抓創新(xin)。深入研究體(ti)(ti)育(yu)(yu)目(mu)標任(ren)務、實(shi)(shi)現形式(shi)、評價(jia)激勵措施、體(ti)(ti)育(yu)(yu)精神培育(yu)(yu)等(deng)重(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)問題,制訂實(shi)(shi)施學生(sheng)(sheng)體(ti)(ti)質強健(jian)計劃(hua),持續推進校(xiao)園足(zu)球(qiu)改(gai)革,重(zhong)(zhong)(zhong)(zhong)(zhong)構學校(xiao)體(ti)(ti)育(yu)(yu)教學新(xin)格局,重(zhong)(zhong)(zhong)(zhong)(zhong)塑學校(xiao)體(ti)(ti)育(yu)(yu)發展新(xin)體(ti)(ti)系,全(quan)面提升學生(sheng)(sheng)體(ti)(ti)質健(jian)康水平。衛生(sheng)(sheng)健(jian)康工(gong)(gong)作(zuo)重(zhong)(zhong)(zhong)(zhong)(zhong)在抓關鍵(jian)。聚焦事關學生(sheng)(sheng)健(jian)康的關鍵(jian)因素,找準(zhun)要(yao)害,采取(qu)簡(jian)明、務實(shi)(shi)、管用(yong)的工(gong)(gong)作(zuo)舉措,打好近視防(fang)控“6+6”組合(he)拳、認真(zhen)落實(shi)(shi)學生(sheng)(sheng)心理健(jian)康20項重(zhong)(zhong)(zhong)(zhong)(zhong)點任(ren)務、抓好校(xiao)園食(shi)品安(an)全(quan)專項整治等(deng),提升學生(sheng)(sheng)健(jian)康素質。藝術教育(yu)(yu)工(gong)(gong)作(zuo)重(zhong)(zhong)(zhong)(zhong)(zhong)在抓實(shi)(shi)效(xiao)。深入實(shi)(shi)施學校(xiao)美(mei)育(yu)(yu)浸潤行(xing)動,堅持面向人(ren)人(ren),著(zhu)力在學科美(mei)育(yu)(yu)、教師美(mei)育(yu)(yu)素養(yang)、學生(sheng)(sheng)藝術實(shi)(shi)踐活動、美(mei)麗(li)校(xiao)園建設等(deng)方(fang)面取(qu)得(de)突破,提升學生(sheng)(sheng)審美(mei)與人(ren)文素養(yang)。同時,注重(zhong)(zhong)(zhong)(zhong)(zhong)守正創新(xin)、點面結(jie)(jie)合(he),進一步加(jia)強和改(gai)進學校(xiao)國防(fang)教育(yu)(yu)工(gong)(gong)作(zuo)。
四、加快完善體衛藝工作治理體系。
體衛藝(yi)(yi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)有著獨特(te)的(de)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)架(jia)構(gou)和邏輯,必須不斷完(wan)善與之(zhi)相適應的(de)有效工(gong)(gong)(gong)作(zuo)(zuo)(zuo)治(zhi)理體系(xi)。結構(gou)體系(xi)突出統籌(chou)。以(yi)學(xue)(xue)(xue)(xue)生身心健(jian)(jian)(jian)康(kang)(kang)為突破口(kou)強化(hua)“五育(yu)(yu)(yu)”并舉,深化(hua)“五育(yu)(yu)(yu)”融(rong)合,促(cu)進(jin)“五育(yu)(yu)(yu)”之(zhi)間的(de)內在聯動和協(xie)(xie)同發(fa)展,構(gou)建(jian)落實(shi)立(li)(li)德樹人(ren)根本(ben)任務新生態新格(ge)局。強化(hua)體衛藝(yi)(yi)各(ge)(ge)項工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)協(xie)(xie)同聯動,以(yi)體強身、以(yi)美(mei)潤心,構(gou)建(jian)學(xue)(xue)(xue)(xue)生體質、心理、衛生、營養健(jian)(jian)(jian)康(kang)(kang)“四位(wei)一體”工(gong)(gong)(gong)作(zuo)(zuo)(zuo)格(ge)局。工(gong)(gong)(gong)作(zuo)(zuo)(zuo)體系(xi)突出主(zhu)體。全面推進(jin)健(jian)(jian)(jian)康(kang)(kang)學(xue)(xue)(xue)(xue)校(xiao)(xiao)建(jian)設,立(li)(li)足學(xue)(xue)(xue)(xue)校(xiao)(xiao)這(zhe)一基本(ben)辦(ban)學(xue)(xue)(xue)(xue)單元,構(gou)建(jian)順暢高效的(de)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)組織體系(xi),將學(xue)(xue)(xue)(xue)生身心健(jian)(jian)(jian)康(kang)(kang)融(rong)入學(xue)(xue)(xue)(xue)校(xiao)(xiao)治(zhi)理體系(xi)和德智體美(mei)勞各(ge)(ge)方面各(ge)(ge)環節,作(zuo)(zuo)(zuo)為衡(heng)量辦(ban)學(xue)(xue)(xue)(xue)水平的(de)核心指標(biao),推動每一所學(xue)(xue)(xue)(xue)校(xiao)(xiao)都建(jian)成健(jian)(jian)(jian)康(kang)(kang)學(xue)(xue)(xue)(xue)校(xiao)(xiao)。要注重調動和激發(fa)學(xue)(xue)(xue)(xue)生熱愛體育(yu)(yu)(yu)美(mei)育(yu)(yu)(yu)、投身體育(yu)(yu)(yu)美(mei)育(yu)(yu)(yu)的(de)積(ji)極性和主(zhu)動性,切實(shi)做身心健(jian)(jian)(jian)康(kang)(kang)的(de)第一責任人(ren)。保(bao)障體系(xi)突出重點(dian)。加強科(ke)學(xue)(xue)(xue)(xue)研究,深化(hua)對體衛藝(yi)(yi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)規律性認識(shi),多途徑破解教師、課程、場(chang)地、經費、技術等(deng)難題,建(jian)設時(shi)時(shi)、處(chu)處(chu)、人(ren)人(ren)的(de)體育(yu)(yu)(yu)美(mei)育(yu)(yu)(yu)育(yu)(yu)(yu)人(ren)環境(jing),加快補齊體育(yu)(yu)(yu)美(mei)育(yu)(yu)(yu)短(duan)板。
五、建立有效機制確保責任落實。
體(ti)(ti)衛(wei)藝工(gong)(gong)作(zuo)只(zhi)有具身才有意義(yi)。因(yin)此,必須(xu)把工(gong)(gong)作(zuo)抓(zhua)實(shi)抓(zhua)細抓(zhua)到位。要強化(hua)(hua)上(shang)下貫通(tong)。認真(zhen)落(luo)實(shi)黨中央、國(guo)務(wu)院(yuan)關于建(jian)(jian)(jian)設教(jiao)(jiao)育(yu)強國(guo)的決策(ce)部(bu)署,鼓勵地方和學校因(yin)地制(zhi)宜、探(tan)索創新(xin),開展(zhan)豐富(fu)多彩(cai)的體(ti)(ti)衛(wei)藝實(shi)踐(jian)活動,形成(cheng)工(gong)(gong)作(zuo)一(yi)盤棋(qi)、上(shang)下一(yi)條心、擰成(cheng)一(yi)股繩的工(gong)(gong)作(zuo)格(ge)局,營造(zao)百花齊放(fang)、千帆競發(fa)、萬馬奔騰的良(liang)好氛圍。要強化(hua)(hua)部(bu)門協(xie)同(tong)。深(shen)化(hua)(hua)體(ti)(ti)教(jiao)(jiao)融(rong)(rong)合(he),促進(jin)資源(yuan)共享,暢(chang)通(tong)體(ti)(ti)育(yu)人才成(cheng)長通(tong)道。深(shen)化(hua)(hua)醫教(jiao)(jiao)融(rong)(rong)合(he),推(tui)進(jin)學校衛(wei)生(sheng)(sheng)管(guan)理工(gong)(gong)作(zuo)體(ti)(ti)制(zhi)改(gai)(gai)革,構建(jian)(jian)(jian)更加順暢(chang)管(guan)用(yong)的工(gong)(gong)作(zuo)體(ti)(ti)系。深(shen)化(hua)(hua)藝教(jiao)(jiao)融(rong)(rong)合(he),豐富(fu)藝術資源(yuan),增強文(wen)化(hua)(hua)自信,打造(zao)昂揚向上(shang)、文(wen)明高雅、充滿(man)活力(li)的校園文(wen)化(hua)(hua)。深(shen)化(hua)(hua)軍民融(rong)(rong)合(he),加強和改(gai)(gai)進(jin)學校國(guo)防教(jiao)(jiao)育(yu)。要強化(hua)(hua)家校社聯動。以教(jiao)(jiao)聯體(ti)(ti)建(jian)(jian)(jian)設為抓(zhua)手,爭(zheng)取各方支(zhi)持,匯聚各方力(li)量,統籌(chou)各方資源(yuan),為學生(sheng)(sheng)健康(kang)成(cheng)長營造(zao)良(liang)好環境。要強化(hua)(hua)監(jian)測(ce)評(ping)價(jia)。創新(xin)學生(sheng)(sheng)體(ti)(ti)質(zhi)健康(kang)監(jian)測(ce)體(ti)(ti)系,探(tan)索具有中國(guo)特色的學校美育(yu)評(ping)價(jia)制(zhi)度,建(jian)(jian)(jian)設全(quan)國(guo)學生(sheng)(sheng)心理健康(kang)監(jian)測(ce)服務(wu)平臺,改(gai)(gai)進(jin)兒童青少(shao)年近視(shi)防控評(ping)議考核,督促各地層(ceng)層(ceng)壓實(shi)責(ze)任,努(nu)力(li)培養(yang)德智(zhi)體(ti)(ti)美勞(lao)全(quan)面(mian)發(fa)展(zhan)的社會主義(yi)建(jian)(jian)(jian)設者和接班人,厚植人民幸福(fu)之(zhi)本(ben),夯實(shi)國(guo)家富(fu)強之(zhi)基。
